govt gave an unfair competitive advantage in a secret deal that | :02:20. | :02:23. | |

John Campbell will explain all. Apple is one of the world's best | :02:28. | :02:44. | |
loved brands. It sold its billionth iPhone earlier this year. But it's | :02:45. | :02:51. | |
billions of disputed tax which is at the centre of its clash with the | :02:52. | :02:55. | |
European Commission. Today the Commission ruled island had given | :02:56. | :03:00. | |
Apple a special deal. Here's what the Commission says was going on. | :03:01. | :03:07. | |
Apple set up a company in Ireland and all profits from its European | :03:08. | :03:09. | |
operations were booked by that company. | :03:10. | :03:14. | |
An arrangement with the Irish tax authorities meant that Apple could | :03:15. | :03:18. | |
send the vast majority of those profits away from Ireland to a | :03:19. | :03:23. | |
so-called head office. A loophole in Irish law meant this head office | :03:24. | :03:27. | |
would not have to pay tax anywhere in the world. As a result Apple had | :03:28. | :03:32. | |
an effective corporate tax rate of less than 1%. | :03:33. | :03:42. | |
Apple's effective tax rate was 0.05% in 2011. To put that in perspective, | :03:43. | :03:48. | |
it means that for every 1 million euros in profits, it paid just 500 | :03:49. | :03:54. | |
euros in taxes. The Irish Government is aghast at | :03:55. | :03:59. | |
this decision, which paints the country as a tax haven. It believes | :04:00. | :04:02. | |
the Commission is acting beyond it's remit. | :04:03. | :04:09. | |
I think it's one very tenuous ground. The Irish authorities at the | :04:10. | :04:14. | |
time did nothing improper or illegal. There is a Government | :04:15. | :04:20. | |
meeting in the morning, and I will be proposing that the Irish | :04:21. | :04:27. | |
Government appealed this decision. Apple has reacted furiously. Its | :04:28. | :04:30. | |
Chief Executive says the European Commission has launched an effort to | :04:31. | :04:38. | |
ignore all in's tax laws and up and the International tax system. | :04:39. | :04:43. | |
Apple employs hundreds of people in Cork. The companies dilemma was | :04:44. | :04:46. | |

alleged that it is a tax haven. The Irish Government strenuously denies | :06:04. | :06:08. | |
that, and has closed a number of loopholes. It profoundly disagrees | :06:09. | :06:13. | |
with the Brussels finding. It says it gave no favourable deal to Apple, | :06:14. | :06:18. | |
this ruling has nothing to do with all in's 12.5% corporation tax rate, | :06:19. | :06:25. | |
and the Irish Government also says it is not its fault -- its job to | :06:26. | :06:30. | |
collect tax in other European countries for Apple. So for all of | :06:31. | :06:34. | |
those reasons Apple is not keen to take this money at that stage. | :06:35. | :06:37. | |
What could this decision by the European Commission mean | :06:38. | :06:39. | |
for Apple's investments in Ireland and across Europe? | :06:40. | :06:44. | |
