Greedy, ruthless and manipulative - the human trafficker

:00:00.:00:23.

jailed after a court hears he kept his victims like rats.

:00:24.:00:27.

How almost 1,000 people are on a waiting list

:00:28.:00:29.

The row over the army houses that the MoD wants to demolish.

:00:30.:00:37.

The law comes down on the drivers who try to beat the barrier.

:00:38.:00:44.

?1 million worth of drugs seized in a series of police raids.

:00:45.:00:52.

For years it creaked and eight and grown. The new National Stadium

:00:53.:01:01.

officially opens tomorrow as Northern Ireland host San Marino.

:01:02.:01:02.

And although damp in places today, there's still plenty of dry weather

:01:03.:01:05.

An illegal gangmaster who kept 15 people in what a judge described

:01:06.:01:15.

as degrading and humiliating conditions has been

:01:16.:01:18.

Ioan Lacatus pleaded guilty to six charges of human trafficking

:01:19.:01:25.

His wife and her brother also admitted offences,

:01:26.:01:32.

Our south-east reporter Gordon Adair was at Craigavon Crown Court.

:01:33.:01:43.

Cristina Covert she leaves Craigavon caught with a suspended sentence for

:01:44.:01:49.

her part in the trafficking and exploitation of migrant workers but

:01:50.:01:54.

it was her husband Ioan Lacatus who was the driving force by what the

:01:55.:01:57.

police said was an extraordinary level of deprivation. Ioan Lacatus

:01:58.:02:02.

who was known to be migrant workers only has the minister housed 15

:02:03.:02:06.

people in this three-bedroom semi in Portadown. They had only one shower,

:02:07.:02:13.

one toilet and very little to eat. He also pocketed most of their

:02:14.:02:18.

wages. 15-20 people living in a house with about as much as toilet

:02:19.:02:22.

roll. When some of them were for food because they were hungry, they

:02:23.:02:26.

were told to eat stones. That is the mindset of these people involved in

:02:27.:02:30.

modern slavery and they need to be taken before the courts. Sentencing

:02:31.:02:35.

Ioan Lacatus, the judge said he was a greedy and manipulative individual

:02:36.:02:39.

who had used his intimidating physical size and threatening

:02:40.:02:41.

language to control vulnerable people. He and his wife set up bank

:02:42.:02:45.

accounts into which they siphoned off over -- most of the wages that

:02:46.:02:49.

should have been paid to be migrant workers. Also the judge said there

:02:50.:02:53.

was a degree of sophistication to be planned but also an element of

:02:54.:02:57.

stupidity because he said Ioan Lacatus could have made a good

:02:58.:02:59.

living if he had only treated the workers with a degree of decency.

:03:00.:03:04.

Instead he subjected to degradation and humiliation. We live like rats,

:03:05.:03:10.

one of said. The current occupants of this house in Charles Street are

:03:11.:03:14.

not connected to the case, but most of the workers to remain in Northern

:03:15.:03:19.

Ireland in better circumstances. These are hard-working people who

:03:20.:03:21.

came over to Northern Ireland legally to work and had a good work

:03:22.:03:26.

ethic. It was a greedy expectation that caused them problems.

:03:27.:03:31.

Thankfully due to the custodial sentences, the expectation has been

:03:32.:03:33.

removed and they are now happily working. Ioan Lacatus's

:03:34.:03:39.

brother-in-law pleaded guilty to conspiracy to traffic within the UK

:03:40.:03:42.

but he was given a conditional discharge due to the amount of time

:03:43.:03:43.

he had spent on remand. Almost 1000 people in

:03:44.:03:46.

the South Eastern Health Trust are waiting for an urgent

:03:47.:03:49.

appointment to see a cardiologist. That compares with just 300

:03:50.:03:53.

people in the largest Our Health Correspondent

:03:54.:03:55.

Marie-Louise Connolly joins us. I think these figures are pretty

:03:56.:04:13.

shocking. They show that there is a really serious situation within the

:04:14.:04:15.

South Eastern Health Trust at the moment for those men and women who

:04:16.:04:19.

urgently require sealing a cardiologist. They potentially could

:04:20.:04:24.

require treatment for heart disease because that is what cardiology is.

:04:25.:04:28.

At the moment in the South Eastern Health Trust there are almost 1000

:04:29.:04:32.

men and women waiting on such an appointment. Other trusts appear to

:04:33.:04:36.

be coping a little better in Belfast, the largest of the trusts,

:04:37.:04:41.

around 300 people waiting. In the Northern health trust it is slightly

:04:42.:04:45.

over 100 people. The South Eastern Health Trust told me that they have

:04:46.:04:51.

recently lost two senior cardiologists who wish to relocate.

:04:52.:04:54.

So far they have been unable to replace those posts and that coupled

:04:55.:05:00.

with rising demand has led to this quite shocking figure of almost 1000

:05:01.:05:05.

people. Some parts of the health service are under an awful lot of

:05:06.:05:10.

pressure. Yes, part of the system are under tremendous pressure, and

:05:11.:05:12.

as we can see from these waiting lists, some part art at breaking

:05:13.:05:19.

point. It is nothing to do with the dedication of staff throughout the

:05:20.:05:22.

system. It is a real systematic failure. It is about the system.

:05:23.:05:27.

Despite an ageing and growing population, that is not being

:05:28.:05:34.

matched by more funding, staff, or by extra services, so what is being

:05:35.:05:38.

done? It all centres at the moment around one word, they then go where

:05:39.:05:45.

health review is to be published soon and there is a lot of pressure

:05:46.:05:49.

there. I am seeing a real chance of mood changes and the Department, and

:05:50.:05:54.

they are openly saying that these figures are shocking and they are no

:05:55.:05:58.

longer sustainable and they are hoping that other politicians and

:05:59.:06:02.

the public are being convinced that the way in which health services are

:06:03.:06:05.

being delivered in Northern Ireland cannot go on. It is not sustainable.

:06:06.:06:09.

There needs to be change. Are we going to see hospitals closing? I

:06:10.:06:13.

don't think we will see anything as radicals that but we went to see

:06:14.:06:16.

hospitals doing things a lot differently. Thank you. This is BBC

:06:17.:06:24.

Newsline, still to come... How the scores on the doors are giving

:06:25.:06:26.

restaurants food for thought. The Ministry of Defence says it's

:06:27.:06:29.

considering knocking down 200 houses inside the Ballykinler army base

:06:30.:06:32.

in County Down. Local people say the houses should

:06:33.:06:37.

be retained and sold That's what happened

:06:38.:06:39.

with other former army homes, These houses in the North West used

:06:40.:06:56.

to belong to the Ministry of Defence, but when they become army

:06:57.:06:59.

surplus they were sold to the general public. Residents there say

:07:00.:07:02.

it has been a very successful transition. It gives people a chance

:07:03.:07:12.

to get on the ladder. It is nice and quiet. Overall a good experience.

:07:13.:07:17.

When these houses first went on the market there was a huge demand for

:07:18.:07:21.

them. People were actually queueing up to buy them. But when it comes to

:07:22.:07:24.

deposing of surplus housing elsewhere in Northern Ireland, the

:07:25.:07:29.

Army may now be following a very different tact. Here at camp to camp

:07:30.:07:36.

in County Down, the army says it is considering knocking down 200 houses

:07:37.:07:40.

similar to launch its salt of the general public in Ballykelly. The

:07:41.:07:46.

houses in Ballykinler camp are three and four bedroom with ensuite

:07:47.:07:49.

bathrooms and detached garages. Some were recently refurbished. In a

:07:50.:07:53.

statement the MoD says demolition has not actually started and remains

:07:54.:07:57.

one of a number of options being examined. Locals say it would be a

:07:58.:08:01.

shame if the houses were knocked down. A lot of money just thrown

:08:02.:08:06.

away, a lot of houses are in good condition. Bigger houses, Sergeant

:08:07.:08:12.

houses, quite big and old-fashioned and good sized gardens. The local MP

:08:13.:08:16.

says Rather than being knocked down, the houses should be auctioned off

:08:17.:08:20.

to private buyers as has happened elsewhere in Northern Ireland.

:08:21.:08:23.

People like first-time buyers trying to get a run on the housing market

:08:24.:08:29.

were able to access, purchasers houses and able to live in their own

:08:30.:08:32.

local community. That is the key that we want to see here in

:08:33.:08:37.

Ballykinler. There is nothing to stop the MOD bringing those houses

:08:38.:08:42.

onto the market. Others say selling them would not be so straightforward

:08:43.:08:45.

because of the proximity of the firing ranges which are still in

:08:46.:08:51.

use. I would have done a lot of training in there with the Royal

:08:52.:08:53.

Irish. They think they should be another resident Battalion put in

:08:54.:08:58.

here. If that is not possible, the facilities in their second to none.

:08:59.:09:03.

A gymnasium, swimming pool, first class housing, why not use it for

:09:04.:09:09.

rest and resuscitation for troops. The MOD says when a final decision

:09:10.:09:12.

has been made, it will inform the public.

:09:13.:09:14.

Four people have been convicted of driving

:09:15.:09:16.

through a railway crossing while a train was approaching.

:09:17.:09:19.

The police and Translink have recently repeated their warnings

:09:20.:09:21.

of the dangers to both pedestrians and motorists disobeying

:09:22.:09:24.

Here's our north-east reporter Sara Girvin.

:09:25.:09:30.

This footage from Coleraine shows the dangers of trying

:09:31.:09:33.

No one was hurt during this incident, but the crossing

:09:34.:09:38.

was damaged and the motorist prosecuted using this CCTV film.

:09:39.:09:43.

Today at Coleraine Magistrates' Court four motorists were convicted

:09:44.:09:45.

of driving through the same busy crossing as a train was approaching.

:09:46.:09:52.

One man said he simply hadn't noticed the warning lights,

:09:53.:09:54.

while another told the court he thought it was too close to stop,

:09:55.:09:58.

Fining three of the men, and giving one a conditional

:09:59.:10:05.

discharge, District Judge Liam McNally said the motorists had made

:10:06.:10:08.

In recent weeks, both the police and Translink have warned that

:10:09.:10:13.

motorists and pedestrians are putting their lives at risk

:10:14.:10:15.

A spokesman for Translink said motorists trying to beat the barrier

:10:16.:10:24.

He added that, with CCTV at crossings and camera on trains,

:10:25.:10:28.

such motorists are easily identified by police.

:10:29.:10:39.

The police has released footage of raids which it says have

:10:40.:10:42.

uncovered millions of pounds worth of drugs.

:10:43.:10:46.

It was recorded in Armagh, Banbridge and Craigavon

:10:47.:10:51.

More details from our reporter David Maxwell.

:10:52.:10:53.

It's a targeted crack-down on street level drug dealing.

:10:54.:10:58.

Officers have conducted around 300 searches like this

:10:59.:11:01.

They've seized nearly ?3 million worth of drugs.

:11:02.:11:08.

Today the police released this video on Twitter.

:11:09.:11:16.

It shows searches which resulted in the discovery of various

:11:17.:11:18.

The message with the footage said, "Keep talking to us and we'll

the public's help to catch drug dealers This latest phase

:11:29.:11:32.

So far, 19 people have been charged or reported to the Public

:11:33.:11:39.

The PSNI says targeting drugs remains a priority -

something it can best combat with the support of the community.

going live to South Belfast where the Irish Football Association

:14:43.:14:44.

is preparing for the official opening of the new national stadium

:14:45.:14:47.

at Windsor Park tomorrow. People living beside it have told

:14:48.:14:49.

BBC Newsline today that they are now Residents claim they were promised

economic benefits for supporting the stadium upgrade,

but some say they have not All ready for the grand opening,

:14:57.:14:59.

but the next match takes place In 24 hours' time this whole area

:15:00.:15:19.

will be buzzing as Northern Ireland prepared to take on San Marino in a

:15:20.:15:23.

World Cup qualifier. But as fans go into the stadium, local people will

:15:24.:15:26.

be handing out leaflets like this, detailing their concerns. They feel

:15:27.:15:33.

very angry. They feel that this area has been neglected for many, many,

:15:34.:15:39.

many years. This is what they would describe as a forgotten area.

:15:40.:15:41.

Billy will be distributing leaflets reflecting that

:15:42.:15:43.

Through the back yard of one house, what was once a row of neat garages

:15:44.:15:47.

I don't mind the stadium being there. It was here when we came. But

:15:48.:15:58.

I would like to think that they would do something for the people of

:15:59.:16:03.

the area. You know, some benefits for the people, because we have

:16:04.:16:05.

stuck an awful lot. Despite the IFA arranging space

:16:06.:16:06.

for cars at Boucher, I haven't seen any benefit. There

:16:07.:16:20.

has been no benefits whatsoever. No one has even been invited in to have

:16:21.:16:24.

a look at the place. None of the men have got tickets for any matches.

:16:25.:16:28.

There have been no benefits, in fact it has been the other way.

:16:29.:16:29.

Three years ago the Sports Minister then spoke of

:16:30.:16:31.

"benefits for the wider community" including employment.

:16:32.:16:37.

Today a spokesperson for the Department for communities said

:16:38.:16:42.

primary responsibility for the community consultation and resident

:16:43.:16:46.

liaison lies with the Irish Football Association. The IFA told as it

:16:47.:16:50.

meets the local community each month and will continue to engage with

:16:51.:16:53.

residents to address any issues arising.

:16:54.:16:54.

The area's councillor is sympathetic to the residents,

:16:55.:16:55.

The area is in transition. The stadium and the new leisure centre

:16:56.:17:10.

will bring in a lot of benefits to the area. Unfortunately there will

:17:11.:17:13.

be a period of disruption until they are fully operational.

:17:14.:17:13.

Locals don't expect those better times before kick-off tomorrow.

:17:14.:17:19.

All next week here on BBC Newsline, we're having

:17:20.:17:22.

a bit of an experiment - a digital detox involving one

:17:23.:17:24.

We're going to see just how much of our working and family lives

:17:25.:17:35.

are caught up with smartphones, tablets and mobile technology.

:17:36.:17:37.

Here to tell us more is BBC Newsline's Mark Simpson.

:17:38.:17:42.

Yes, Donna, we're going to be taking a closer look at the digital world.

:17:43.:17:45.

And ask are we too reliant on our smartphones?

:17:46.:17:49.

You know what I'm talking about - looking at our phones rather

:17:50.:17:52.

than talking to other people on trains, on buses, in coffee

:17:53.:17:56.

Last thing at night, first thing in the morning

:17:57.:18:02.

And it's not just teenagers - many adults are just as bad.

:18:03.:18:11.

So, what impact is it having on our lives, on our

:18:12.:18:21.

Next week here on BBC Newsline, we're going to try to find out.

:18:22.:18:27.

And I'm going to see if I can cope without my smartphone for a week.

:18:28.:18:33.

Donna, I'm going to bring it over and give it to you to keep

:18:34.:18:37.

I know this is going to be very difficult for you. I know you have a

:18:38.:18:50.

tablet. You going to cheat? No, complete digital detox. I know I

:18:51.:18:56.

need. For work, you need to be in communication, so I am giving you

:18:57.:19:00.

one of these old phones. Texts and calls only. We will see how you do.

:19:01.:19:05.

That is a good idea. Can I just checked my Twitter? No, off you go!

:19:06.:19:12.

It will be tough and we will find out how he gets on next week.

:19:13.:19:14.

The Northern Ireland football team are in World Cup

:19:15.:19:16.

qualifying action tomorrow, and Mark Sidebottom is at

:19:17.:19:18.

Mark, a busy week for the team and a landmark weekend

:19:19.:19:22.

Yes, I am hoping my mobile phone is on silent. It has taken a few years

:19:23.:19:38.

but this stadium to get to this point. Tomorrow the stadium is

:19:39.:19:46.

officially opened, a year to the day that Northern Ireland qualified for

:19:47.:19:49.

Euro 2016. Before we reflect on the occasion, let's hear what the

:19:50.:19:53.

manager Michael O'Neill mix of the opponents San Marino. I want the

:19:54.:19:59.

team to play with ten high energy and high temple tomorrow night.

:20:00.:20:04.

Crowd to be behind the team. To do that you have got the crowd on the

:20:05.:20:06.

edge of their seats. Probably similar to how we played against the

:20:07.:20:13.

Faroe Islands where we had loads of opportunities and we won the game

:20:14.:20:16.

2-0. We probably should have honoured by a bigger margin. That is

:20:17.:20:21.

what we aim to do here. We will not start at a slow pace, will play on

:20:22.:20:24.

the front foot and make life as difficult as we can radio and they

:20:25.:20:30.

will have the intention of making it difficult for us as well.

:20:31.:20:34.

Kick-off tomorrow night at 7:45pm ? it's live

:20:35.:20:36.

on BBC Radio Ulster, so what can the sellout

:20:37.:20:38.

I'm joined by Oonagh O'Reilly, Director of Marketing at the IFA.

:20:39.:20:41.

Any multi-million pound project is going to have its ups and downs but

:20:42.:20:53.

it is absolutely fantastic. When you look at the stadium now it is a

:20:54.:20:56.

complete representation of everything great about Northern

:20:57.:20:59.

Ireland. Let's take a little trip down memory lane. Can look at some

:21:00.:21:02.

of the archive footage. So that footage will affect what will go on

:21:03.:21:06.

tomorrow night, a love of legends, what can you tell us? I can tell you

:21:07.:21:10.

we have got everybody from Mary Peters, coral front, or football

:21:11.:21:16.

legends, it is about everybody in Northern Ireland. Football for all

:21:17.:21:19.

and everyone can be part of it. -- coral front on. I have heard a

:21:20.:21:24.

rumour and it is only a rumour, Giovanni Infantino the Fifa

:21:25.:21:29.

president might be paying a visit to marinate. You're smiling, what can

:21:30.:21:37.

you tell us? I am saying nothing. The world and powers of football

:21:38.:21:40.

know how important this is so watch this space. The Gifford joining us.

:21:41.:21:49.

We will have to see tomorrow whether Giovanni Infantino will come to

:21:50.:21:50.

Belfast. They bagged the points,

:21:51.:21:51.

but the performance was poor. The Republic of Ireland beat Georgia

:21:52.:21:55.

1-0, but as Thomas Kane reports, there'll be a view notable absentees

:21:56.:21:58.

for Sunday's trip to Moldova. The result was all that

:21:59.:22:02.

mattered in Dublin. And this win leaves

:22:03.:22:05.

the Republic of Ireland well But the players were honest

:22:06.:22:07.

in analysing the victory. Three points is the only thing you

:22:08.:22:20.

can take out a game. It could have been two or three. We didn't play

:22:21.:22:23.

great. The performance wasn't good enough. I thought it was much better

:22:24.:22:32.

in the second half, even hitting the ball, more decisions and better in

:22:33.:22:38.

the box. As long as you're in the game, get the goal, you can see it

:22:39.:22:41.

out, that is fine. The only goal of the game came

:22:42.:22:42.

courtesy of the captain. Waters back into the path. He has

:22:43.:22:56.

folded and! A bit of luck but appropriate deserved a bit of luck

:22:57.:22:59.

for the run I got on. Happy to finally score a goal for Ireland.

:23:00.:23:03.

Special moment to get that first international goal for you? Amazing

:23:04.:23:07.

feeling. As a kid you just want to play and score the country. The

:23:08.:23:12.

moment when the ball at the back of the net was in Liverpool stay with

:23:13.:23:14.

me forever. There probably should have been more

:23:15.:23:14.

goals for the home side. But an already depleted squad looks

:23:15.:23:17.

set to be weakened further Robbie Brady suffered

:23:18.:23:19.

a concussion following a clash with a Georgian defender,

:23:20.:23:23.

while Jeff Hendrick will also miss

:23:24.:23:24.

the game through suspension after picking up his second booking

:23:25.:23:28.

of the campaign. Rugby - Ulster are away

:23:29.:23:34.

to Connacht tonight. Tommy Bowe will make his first start

:23:35.:23:40.

of the season for last season's Pro12 champions,

:23:41.:23:43.

but maintaining an unbeaten run won't be easy away to last

:23:44.:23:45.

season's champions. We know it will be tough down there.

:23:46.:23:51.

They had a good victory against Edinburgh last week and for them

:23:52.:23:55.

being reigning champions everybody respects them and knows they will

:23:56.:23:57.

have to produce their best performance when they play them even

:23:58.:24:01.

more away. We know it will be tough and hostile. Any of the injured

:24:02.:24:08.

pros, that end up playing, and added extra that they know each other. It

:24:09.:24:11.

will be a tough game. To Banbridge, where Europe's top

:24:12.:24:16.

hockey clubs have converged. As Nigel Ringland reports,

:24:17.:24:20.

the weekend will be not only a first for the Euro Hockey League,

:24:21.:24:23.

but also the host club Banbridge. 12 teams from 12 different European

:24:24.:24:35.

countries battling for four places in the knockout round of 16 next

:24:36.:24:39.

year in Europe's premier club hockey competition. A special occasion for

:24:40.:24:43.

Banbridge to host. It is enormous to the players and the clubs. It is

:24:44.:24:47.

very much a reward from where we have come from over the last ten

:24:48.:24:50.

years, the development in junior clubs, the links with the academies.

:24:51.:24:53.

The effort the players and clubs have made, the players have been

:24:54.:24:59.

exceptional over the last years and the coaching staff, I can't back

:25:00.:25:02.

them enough and thank them enough. The home side will come against St

:25:03.:25:09.

Germain from Paris and a Belgian team. It is a tough task to reach

:25:10.:25:14.

the next age but they have faith. I think Banbridge on their day can

:25:15.:25:17.

beat any European club, but it is going to be a step up in temple for

:25:18.:25:24.

us, a hair gel may be a step of the likes of the Dutch league and

:25:25.:25:29.

Belgium, maybe the German league, but as they say, on our day, if we

:25:30.:25:35.

produce some good hockey and what we can, we can put a fight. All around

:25:36.:25:43.

20 Olympians are in action including local international Ian Moore 's and

:25:44.:25:48.

Davy Harte who plays hockey in the Netherlands for the defending

:25:49.:25:51.

champions. Banbridge are in action tomorrow and on Sunday.

:25:52.:25:56.

I hope the competition goes well for Banbridge. I should say, versus

:25:57.:26:05.

Ulster is at seven 30p this evening. Appear with a great view of the

:26:06.:26:06.

cityscape, that is the sport. forecast for the next

:26:07.:26:08.

few day is next, and Angie Phillips has

:26:09.:26:11.

all the details. It has been quite wet across part of

:26:12.:26:18.

the North and east but that is not a sign that the weather is breaking

:26:19.:26:21.

down. Anything but because we still have a ridge of high pressure

:26:22.:26:24.

extending towards us from Scandinavia over the weekend. The

:26:25.:26:29.

isobars opening out, indicative of easing winds. Lighter winds for the

:26:30.:26:33.

weekend. Apart from the odd shower, a lot of dry weather and we should

:26:34.:26:38.

see some bright or sunny intervals. We did actually see some sunshine

:26:39.:26:43.

today, particularly in the West. You can see the thicker cloud and

:26:44.:26:46.

showers that have been affecting parts of the North and east, quite

:26:47.:26:50.

grey and gloomy along the Antrim coast. One or two showers this

:26:51.:26:53.

evening but they will be easing away. Mainly dry overnight with some

:26:54.:26:58.

clear spells. Temperatures generally around ten or 11 Celsius, maybe a

:26:59.:27:02.

bit cooler in the countryside. Variable cold for tomorrow.

:27:03.:27:05.

Hopefully brighter in places than today. A lot of dry weather, that is

:27:06.:27:09.

not to say there won't be one of two showers around but not as wet as it

:27:10.:27:16.

was today. A lot of fine weather. Just the odd shower and hopefully

:27:17.:27:20.

brighter. The best of the sunshine is likely to be towards the West.

:27:21.:27:23.

With a bit of shelter and the sunshine and light winds, I 0-15,

:27:24.:27:29.

not too bad. It looks as though it will be mainly dry at Windsor Park

:27:30.:27:35.

tomorrow evening. Cloud breaking up as we head into Sunday which looks

:27:36.:27:41.

dry. Maybe some cloud around in the morning but Britain from the east in

:27:42.:27:46.

the afternoon. That was BBC Newsline. Have a great weekend.
