it was her husband Ioan Lacatus who was the driving force by what the | :01:55. | :01:57. | |
police said was an extraordinary level of deprivation. Ioan Lacatus | :01:58. | :02:02. | |
who was known to be migrant workers only has the minister housed 15 | :02:03. | :02:06. | |
people in this three-bedroom semi in Portadown. They had only one shower, | :02:07. | :02:13. | |
one toilet and very little to eat. He also pocketed most of their | :02:14. | :02:18. | |
wages. 15-20 people living in a house with about as much as toilet | :02:19. | :02:22. | |
roll. When some of them were for food because they were hungry, they | :02:23. | :02:26. | |
were told to eat stones. That is the mindset of these people involved in | :02:27. | :02:30. | |
modern slavery and they need to be taken before the courts. Sentencing | :02:31. | :02:35. | |
Ioan Lacatus, the judge said he was a greedy and manipulative individual | :02:36. | :02:39. | |
who had used his intimidating physical size and threatening | :02:40. | :02:41. | |
language to control vulnerable people. He and his wife set up bank | :02:42. | :02:45. | |
accounts into which they siphoned off over -- most of the wages that | :02:46. | :02:49. | |
should have been paid to be migrant workers. Also the judge said there | :02:50. | :02:53. | |
was a degree of sophistication to be planned but also an element of | :02:54. | :02:57. | |
stupidity because he said Ioan Lacatus could have made a good | :02:58. | :02:59. | |
living if he had only treated the workers with a degree of decency. | :03:00. | :03:04. | |
Instead he subjected to degradation and humiliation. We live like rats, | :03:05. | :03:10. | |
one of said. The current occupants of this house in Charles Street are | :03:11. | :03:14. | |
not connected to the case, but most of the workers to remain in Northern | :03:15. | :03:19. | |
Ireland in better circumstances. These are hard-working people who | :03:20. | :03:21. | |
came over to Northern Ireland legally to work and had a good work | :03:22. | :03:26. | |
ethic. It was a greedy expectation that caused them problems. | :03:27. | :03:31. | |
Thankfully due to the custodial sentences, the expectation has been | :03:32. | :03:33. | |
removed and they are now happily working. Ioan Lacatus's | :03:34. | :03:39. | |
brother-in-law pleaded guilty to conspiracy to traffic within the UK | :03:40. | :03:42. | |
but he was given a conditional discharge due to the amount of time | :03:43. | :03:43. | |
he had spent on remand. Almost 1000 people in | :03:44. | :03:46. | |
the South Eastern Health Trust are waiting for an urgent | :03:47. | :03:49. | |
appointment to see a cardiologist. That compares with just 300 | :03:50. | :03:53. | |
people in the largest Our Health Correspondent | :03:54. | :03:55. | |
Marie-Louise Connolly joins us. I think these figures are pretty | :03:56. | :04:13. | |
shocking. They show that there is a really serious situation within the | :04:14. | :04:15. | |
South Eastern Health Trust at the moment for those men and women who | :04:16. | :04:19. | |
urgently require sealing a cardiologist. They potentially could | :04:20. | :04:24. | |
require treatment for heart disease because that is what cardiology is. | :04:25. | :04:28. | |
At the moment in the South Eastern Health Trust there are almost 1000 | :04:29. | :04:32. | |
men and women waiting on such an appointment. Other trusts appear to | :04:33. | :04:36. | |
be coping a little better in Belfast, the largest of the trusts, | :04:37. | :04:41. | |
around 300 people waiting. In the Northern health trust it is slightly | :04:42. | :04:45. | |
over 100 people. The South Eastern Health Trust told me that they have | :04:46. | :04:51. | |
recently lost two senior cardiologists who wish to relocate. | :04:52. | :04:54. | |
So far they have been unable to replace those posts and that coupled | :04:55. | :05:00. | |
with rising demand has led to this quite shocking figure of almost 1000 | :05:01. | :05:05. | |
people. Some parts of the health service are under an awful lot of | :05:06. | :05:10. | |
pressure. Yes, part of the system are under tremendous pressure, and | :05:11. | :05:12. | |
as we can see from these waiting lists, some part art at breaking | :05:13. | :05:19. | |
point. It is nothing to do with the dedication of staff throughout the | :05:20. | :05:22. | |
system. It is a real systematic failure. It is about the system. | :05:23. | :05:27. | |
Despite an ageing and growing population, that is not being | :05:28. | :05:34. | |
matched by more funding, staff, or by extra services, so what is being | :05:35. | :05:38. | |
done? It all centres at the moment around one word, they then go where | :05:39. | :05:45. | |
health review is to be published soon and there is a lot of pressure | :05:46. | :05:49. | |
there. I am seeing a real chance of mood changes and the Department, and | :05:50. | :05:54. | |
they are openly saying that these figures are shocking and they are no | :05:55. | :05:58. | |
longer sustainable and they are hoping that other politicians and | :05:59. | :06:02. | |
the public are being convinced that the way in which health services are | :06:03. | :06:05. | |
being delivered in Northern Ireland cannot go on. It is not sustainable. | :06:06. | :06:09. | |
There needs to be change. Are we going to see hospitals closing? I | :06:10. | :06:13. | |
don't think we will see anything as radicals that but we went to see | :06:14. | :06:16. | |

deposing of surplus housing elsewhere in Northern Ireland, the | :07:25. | :07:29. | |
Army may now be following a very different tact. Here at camp to camp | :07:30. | :07:36. | |
in County Down, the army says it is considering knocking down 200 houses | :07:37. | :07:40. | |
similar to launch its salt of the general public in Ballykelly. The | :07:41. | :07:46. | |
houses in Ballykinler camp are three and four bedroom with ensuite | :07:47. | :07:49. | |
bathrooms and detached garages. Some were recently refurbished. In a | :07:50. | :07:53. | |
statement the MoD says demolition has not actually started and remains | :07:54. | :07:57. | |
one of a number of options being examined. Locals say it would be a | :07:58. | :08:01. | |
shame if the houses were knocked down. A lot of money just thrown | :08:02. | :08:06. | |
away, a lot of houses are in good condition. Bigger houses, Sergeant | :08:07. | :08:12. | |
houses, quite big and old-fashioned and good sized gardens. The local MP | :08:13. | :08:16. | |
says Rather than being knocked down, the houses should be auctioned off | :08:17. | :08:20. | |
to private buyers as has happened elsewhere in Northern Ireland. | :08:21. | :08:23. | |
People like first-time buyers trying to get a run on the housing market | :08:24. | :08:29. | |
were able to access, purchasers houses and able to live in their own | :08:30. | :08:32. | |

because of the proximity of the firing ranges which are still in | :08:46. | :08:51. | |
use. I would have done a lot of training in there with the Royal | :08:52. | :08:53. | |
Irish. They think they should be another resident Battalion put in | :08:54. | :08:58. | |
here. If that is not possible, the facilities in their second to none. | :08:59. | :09:03. | |
