This is BBC Newsline and these are the headlines

Trouble at the clothing chain Exhibit.

:00:21.:00:23.

Millions of pounds to cut waiting lists is spent on other projects.

:00:24.:00:31.

Questions too about the way a letter from the Prime Minister

:00:32.:00:33.

A council says sorry as thousands of ratepayers are left confused

:00:34.:00:40.

I'm live at the Ballymena Showgrounds where Northern Ireland's

:00:41.:00:52.

women's under-19s face France in a test tournament ahead of next

:00:53.:00:54.

And some parts still prone to showers but many

:00:55.:00:59.

parts dry with the chilly wind easing as well.

:01:00.:01:05.

Around 100 jobs are under threat with the clothing chain Exhibit

:01:06.:01:08.

The locally-owned retailer has been trading since 1983 but says it has

:01:09.:01:17.

been hit by a significant change in consumer spending patterns.

:01:18.:01:22.

Here's our Economics and Business Editor John Campbell.

:01:23.:01:25.

This was the Exhibit store in Belfast's Castlecourt

:01:26.:01:27.

It has a total of 14 branches across Northern Ireland.

:01:28.:01:35.

It operated in the intensely competitive world of

:01:36.:01:38.

The HNH Group, which is acting as administrator, said

:01:39.:01:44.

Exhibit had suffered from, a general downturn

:01:45.:01:47.

and, a significant change in consumer spending patterns

:01:48.:01:53.

Around 100 jobs are now under threat.

:01:54.:01:56.

worried about getting paid. I don't think I'm in the worst position to

:01:57.:02:07.

be honest. I can get on by that, but our managers have got houses and a

:02:08.:02:11.

mortgage. When you have got a kid coming up to Christmas, it is not

:02:12.:02:15.

just our store. I am a zoomed anyway. I pay my own bills as well.

:02:16.:02:19.

I am kind of stuck for things like that. I will just have to look for

:02:20.:02:24.

another job. -- I am a student. The number of people employed

:02:25.:02:28.

in retail has actually been rising over the last year,

:02:29.:02:31.

and some new brands have But with more shopping being done

:02:32.:02:33.

online and consumers demanding bargains it remains

:02:34.:02:36.

a challenging environment. We also got inflation figures today

:02:37.:02:38.

which show prices are rising across the UK economy.

:02:39.:02:45.

What are the stats? We learned in September the weight

:02:46.:02:52.

of inflation was 1%. Prices generally across the economy 1%

:02:53.:02:56.

higher in September than they were last year. That compares to a annual

:02:57.:03:00.

rate of more .6% in August. It we can see inflation is starting to

:03:01.:03:05.

rise. I have been talking a lot over recent days about the fall in the

:03:06.:03:07.

value of the pound. That means that imports are becoming more expensive

:03:08.:03:12.

and that will push up inflation. These figures will not include that.

:03:13.:03:17.

There are other inflationary pressures building up in the

:03:18.:03:20.

economy. There is more inflation to come.

:03:21.:03:20.

Inflation still low when you look back in years?

:03:21.:03:23.

Yes, we have been living in this very abnormal period of very low to

:03:24.:03:30.

nonexistent inflation. We will look at HRT which covers the last five

:03:31.:03:35.

years. You can see in 2011, inflation was over 5% will stop the

:03:36.:03:38.

ball were feeling up. Wages were rising. The last couple of years of

:03:39.:03:48.

being a terror. -- wages were not rising. In historical terms it is

:03:49.:03:50.

incredibly low. Should we be expecting

:03:51.:03:52.

further rises? Yes, definitely. As the import of

:03:53.:04:00.

fact, the currency will stay weak. If the pound say week, then it could

:04:01.:04:09.

be up to 3% at the end of next year. It doesn't feel much, but if you

:04:10.:04:15.

wages are not rising, then it will be felt.

:04:16.:04:19.

A trial has been told that a kitchen knife was held to the throat

:04:20.:04:22.

of a murder victim whose body was found in a bin.

:04:23.:04:25.

The claim was made on the first day of evidence by a woman

:04:26.:04:28.

Shauneen Boyle who's 25 and from Banbridge,

:04:29.:04:31.

is charged of murdering Owen Creaney in 2014,

:04:32.:04:33.

along with 30-year-old Stephen Hughes from Craigavon.

:04:34.:04:35.

Kevin Sharkey has more from the trial.

:04:36.:04:36.

Owen Creaney and the two people accused of his murder had been

:04:37.:04:39.

drinking together on the evening before he was assaulted.

:04:40.:04:43.

The court heard that they spent the evening at his house in Lurgan

:04:44.:04:46.

In the early hours of the next morning, all three then went

:04:47.:04:51.

According to taxi records, it was between 2 and 3am

:04:52.:04:56.

when they arrived at the house at Moyrafety Court.

:04:57.:05:00.

On the witness stand today, Shauneen Boyle, said

:05:01.:05:02.

they were all, fairly drunk, very drunk.

:05:03.:05:05.

She also said they were only in the house about 15 to 20 minutes

:05:06.:05:08.

Shauneen Boyle told the Judge and Jury that Stephen Hughes

:05:09.:05:12.

She said he began punching the victim in the face.

:05:13.:05:19.

During the attack, she said, Stephen Hughes went

:05:20.:05:21.

to the kitchen and returned with a knife.

:05:22.:05:23.

She said it was, like a butchers knife and was about eight

:05:24.:05:25.

She said he held it to Owen Creaneys throat and she cut her fingers

:05:26.:05:31.

Defence Counsel for Stephen Hughes challenged the evidence,

:05:32.:05:36.

saying the claim about a knife being held to the victim's throat

:05:37.:05:38.

had not been mentioned by Ms Boyle in a previous statement

:05:39.:05:42.

Today's testimony came a day after Stephen Hughes told the court

:05:43.:05:47.

that the assault was carried out by Shauneen Boyle.

:05:48.:05:52.

Owen Creaney died two days after being attacked and his remains

:05:53.:05:54.

The Assembly was told today that almost half of ?40 million

:05:55.:06:12.

that was supposed to be spent cutting hospital waiting times

:06:13.:06:15.

One MLA described that as an absolute disgrace.

:06:16.:06:17.

But Sinn Fein said the debate was an exercise in scaremongering.

:06:18.:06:20.

It's a topic we've covered extensively on BBC Newsline,

:06:21.:06:26.

patients facing excessive waits for treatment.

:06:27.:06:29.

Last November, the then Minister Simon Hamilton announced

:06:30.:06:35.

?40m would be spent to get some of those waiting lists down.

:06:36.:06:41.

We are well down the line of planning for this. Some people will

:06:42.:06:46.

stop to get notifications of those assessments. The appointments and

:06:47.:06:49.

the assessment survey will be having done to them and the next couple of

:06:50.:06:51.

done to them and the next couple of days.

:06:52.:06:54.

But figures from the current Health Minister

:06:55.:06:56.

show a big chunk of that money went elsewhere.

:06:57.:06:58.

?25m was spent reducing waiting lists across the board

:06:59.:07:01.

But a further 18.5m went to various other areas

:07:02.:07:03.

including GP out of hours and independent care homes.

:07:04.:07:11.

Time and time again, cancer waiting times have been raised in this

:07:12.:07:18.

chamber. We have heard the words, disappointed, Ms stairwells 2015,

:07:19.:07:24.

silence from Minister last October 's debate. And again last week,

:07:25.:07:27.

shocking regret from Minister O'Neill. When will these

:07:28.:07:31.

condemnations of the service they are leading turn from words into

:07:32.:07:38.

action? The 6.7% of women presenting with potential breast cancer with an

:07:39.:07:45.

urgent referral, 6.7% of those are in the Southern health trust have

:07:46.:07:48.

had that referral and have been seen. That figure cannot be

:07:49.:07:50.

overlooked. But the DUP largely

:07:51.:07:55.

defended the service. Leave that there is a deterioration

:07:56.:08:05.

in the cancer services, no. I believe we can do better.

:08:06.:08:06.

The health minister questioned some of the statistics in today's debate

:08:07.:08:10.

but admitted there's more work to be done.

:08:11.:08:12.

No. I have never stood in this hasn't said they are perfect. But a

:08:13.:08:18.

recognition right across the board that we need to tackle this and

:08:19.:08:23.

deliver better outcomes for people, that is the job for Government.

:08:24.:08:26.

The fact that not all of the money earmarked

:08:27.:08:28.

for waiting lists was spent where is should be will be of little

:08:29.:08:31.

comfort to those hoping they'll get treated soon.

:08:32.:08:33.

The First Minister Arlene Foster has rejected criticism over the way

:08:34.:08:43.

a letter about Northern Ireland from the Prime Minister was made

:08:44.:08:46.

The letter from Theresa May was in response to the First

:08:47.:08:51.

and Deputy First Ministers Brexit priorities.

:08:52.:08:53.

It was disclosed to the BBC's Nolan Show this morning before

:08:54.:08:55.

Our political correspondent Enda McClafferty reports.

:08:56.:08:58.

For more than six weeks Stormont has been waiting and waiting

:08:59.:09:01.

Today, we learnt that letter has finally arrived but not everyone

:09:02.:09:05.

I would like you to rule on the issue on whether it is appropriate

:09:06.:09:17.

for important documents that will have influence on debates within

:09:18.:09:22.

this chamber are actually released to The Assembly first, rather than

:09:23.:09:26.

released to the Nolan Show, as was the letter from the Minister.

:09:27.:09:29.

And this is what Steve Aiken was talking about.

:09:30.:09:31.

When the DUP's Gavin Robinson was challenged

:09:32.:09:33.

about the long awaited letter on Nolan Show this morning.

:09:34.:09:39.

Gavin, perhaps you could ask for a reply from the letter. We have got a

:09:40.:09:45.

reply from the letter, Sinead. Could you tell the people of Northern

:09:46.:09:52.

Ireland? What was the reply? I don't read your posts.

:09:53.:09:54.

That letter from Theresa May arrived at Stormont on Friday but yet no one

:09:55.:09:58.

told the opposition parties as they debated in the chamber

:09:59.:10:01.

yesterday as to why Northern Ireland should be given special status

:10:02.:10:04.

It definitely isn't good enough, Mr Speaker, to send a letter in August

:10:05.:10:16.

to the British prime ministers and patiently wait for a reply. I don't

:10:17.:10:18.

even think we got one yet. Little did he know that reply

:10:19.:10:19.

was sitting upstairs on a desk. Today the First Minister sought

:10:20.:10:22.

to clear up the confusion. It came in late on Friday evening. I

:10:23.:10:37.

then got it on Monday. In full before you there is no big mystery.

:10:38.:10:41.

It is very straightforward and as I say it is now in the library of The

:10:42.:10:43.

Assembly. Much of it we have heard before,

:10:44.:10:43.

but we now have a commitment in writing from the Prime Minsiter

:10:44.:10:51.

to ensure the continued free movement of people and goods

:10:52.:10:54.

across the Ireland of ireland. But the oppositions parties say

:10:55.:11:08.

they are less than impressed Whatever the circumstances of how

:11:09.:11:11.

this letter landed here at Stormont The bottom line is that it provides

:11:12.:11:15.

little comfort for those No doubt the First and Deputy

:12:57.:13:03.

promote healing and unity despite repeated requests from him over the

:13:04.:13:06.

last nine months. Earlier this month he told the BBC how he reconciled

:13:07.:13:10.

his stance on gay marriage with his role as a ruling elder and his job

:13:11.:13:15.

as Justice minister in the Stormont executive. I have a particular view

been removed from that position. Also leading figures in the

presbytery and church say he have been removed from his role. Also

they rule out the idea that they can be... They are staying quite clearly

When asked if abortion should be available

:21:03.:21:18.

SDLP 69%, 66% of Ulster Unionist parties also agreed,

:21:19.:21:20.

with 71% of Sinn fein supporters also saying yes.

:21:50.:21:56.

football teams is playing tonight. Yes, it's the women's

:21:57.:22:01.

under-19 team in action. They are taking on France

:22:02.:22:06.

in the first game of a mini-tournament being held

:22:07.:22:08.

across Northern Ireland this week at four venues including

:22:09.:22:12.

here at the Ballymena Showgrounds. That is a test event ahead of the

:22:13.:22:22.

championships that being held here. Here is Sarah both. How big a deal

:22:23.:22:25.

is it that the European Championships are going to be held

:22:26.:22:29.

here in Northern Ireland next year? Is a massive thing for us. Posting a

:22:30.:22:33.

major event will drive participation. We knew that when we

:22:34.:22:36.

bid for the tournament. We are excited to win it. What we want out

:22:37.:22:43.

of this to inspire generations of footballers in Northern Ireland. We

:22:44.:22:46.

have gotten tougher opposition here this week. The USA, England and

:22:47.:22:51.

France. We were the team some great action here this afternoon. How big

:22:52.:22:55.

a test is this for the Northern Ireland team? We have the

:22:56.:23:01.

superpowers of English -- world football here. To get them here is a

:23:02.:23:05.

huge credit to us. For Northern Ireland it is a big test. They are

:23:06.:23:08.

playing against the best. Hopefully they will play well for us. As they

:23:09.:23:17.

warm accommodation, so the warm up body part of this. What we looking

:23:18.:23:20.

to get out of this tournament this week? For us, it is to get our

:23:21.:23:24.

players the best preparation they could. We want to test our

:23:25.:23:29.

structures and venues. Really, this is about raising awareness of the

:23:30.:23:32.

game and driving spectators next year. We want the Americans to come

:23:33.:23:36.

back and fall in love with our country and football. This game is

:23:37.:23:41.

being streamed around the world, so everyone can watch it. Yes, we're

:23:42.:23:47.

working with tourism Northern Ireland to do that. We have had a

:23:48.:23:50.

good response and will keep us get out. A first for the Northern Irish

:23:51.:23:53.

football Association. Openly there is more to come. Thank you for sub I

:23:54.:23:57.

hope it goes well. We will give you the result of the game later. We

:23:58.:24:00.

will also give you the results in local football tonight. Linfield

:24:01.:24:05.

could go top of the leak beat Cliftonville. We went up last year

:24:06.:24:15.

and with broken the voodoo. We will go with our confidence. Considering

:24:16.:24:25.

we lost the cup match, the bread-and-butter is this. You can do

:24:26.:24:30.

all the preparation and all the analysis you want, but I think these

:24:31.:24:36.

games take care of themselves and the boys will go for it. They need

:24:37.:24:39.

to be well rested and recovered. It is a huge game for both teams.

:24:40.:24:41.

Ulster Rugby have announced plans to Anthony Foley in the away

:24:42.:24:49.

dressing room at Ulster's CEO Shane Logan revealed

:24:50.:24:54.

the intention to pay tribute to the Munster head coach

:24:55.:24:57.

who died at the weekend. he was a magnificent rugby player.

:24:58.:25:04.

In a magnificent human being and we extend our condolences to him.

:25:05.:25:11.

Munster were superb when he died. They put a permanent memorial to

:25:12.:25:19.

Nevin in the away changing room and would like to reciprocate that for

:25:20.:25:24.

Ulster. Ulster play Munster next week. That is it. Back to you,

:25:25.:25:26.

Donna. Angie Phillips has

:25:27.:25:28.

the weather forecast details. Very autumnal. A chilly and cold

:25:29.:25:44.

front that moves through. As the name would suggest it has introduced

:25:45.:25:48.

cold air. You can see the blues in the air just flowing in. That front

:25:49.:25:51.

just pushing out into the north continent. It also affected parts of

:25:52.:25:56.

Northern Ireland. That is why part of the north and east almost had a

:25:57.:26:01.

steady flow of showers on and off through the course of the day. Of

:26:02.:26:06.

course those conditions are ideal for spotting rainbows. Quite a few

:26:07.:26:09.

photos came on today. This is one. It looks as though it is shrouded in

:26:10.:26:13.

a great bubble. We still have some showers to contend with this

:26:14.:26:18.

evening. Still quite a gusty wind to begin with but signed through the

:26:19.:26:22.

night that it eases down. Nevertheless, still quite breezy.

:26:23.:26:25.

Parts of the coast. Have some showers running along the north

:26:26.:26:30.

coast and the north channel. Inland, dry and clear spells. Quite chilly

:26:31.:26:33.

again. Three or four in the countryside. We could get the odd

:26:34.:26:38.

pocket of grass frost. Those images continue to ease down so we should

:26:39.:26:42.

have a better day. Dry weather and sunshine. Particularly in those

:26:43.:26:47.

northern and eastern areas during the morning time. Into the

:26:48.:26:50.

afternoon, they will start to ease away. By that stage, we are looking

:26:51.:26:54.

at more dry and wet weather. Virtually anywhere will be seeing

:26:55.:26:58.

bright and sunny spells coming through. Temperatures similar to

:26:59.:27:02.

today around 12 degrees or so. If you are in the sunshine it won't be

:27:03.:27:06.

feeling quite as chilly as it did today. Of course with what light

:27:07.:27:12.

winds it is going to be a colder one. We will see those temperatures

:27:13.:27:14.

dropping down close to freezing. We are looking at some frost and mist

:27:15.:27:21.

and fog patches. Thursday after that cold start, a fine day with some

:27:22.:27:25.

sunshine and temperatures around 11 or 12 degrees. Some rain behind me.

:27:26.:27:31.

But it will be mainly dry the next few days. A risk of frost. Not too

:27:32.:27:38.

bad. We have updates at eight and night -- nine.

:27:39.:27:40.
