left the scene. Still here, the marks on the road - a terrible | :02:31. | :02:41. | |
reminder of the human tragedy which has taken place. I saw the | :02:41. | :02:45. | |
ambulance, the air support crew. Everything. It was an absolute | :02:45. | :02:54. | |
nightmare. Apparently they had a 14 police dogs and searching. Later, a | :02:54. | :02:57. | |
38-year-old man went to a police station, where he was arrested on | :02:57. | :03:00. | |
suspicion of death by dangerous driving. A 35-year-old woman's also | :03:00. | :03:02. | |
been arrested on suspicion of dangerous driving. The police are | :03:02. | :03:09. | |
still appealing for any witnesses to the incident to contact them. | :03:09. | :03:13. | |

also been affected. While the full paper is still being considered for | :12:38. | :12:40. | |
publication, these initial findings mirror studies in Finland Sweden | :12:40. | :12:47. | |
and Ireland. GFX specialists reviewed 75 children who developed | :12:47. | :12:53. | |
narcolepsy around the time pandemrix was introduced. They | :12:53. | :12:56. | |
found a tenfold increased risk of the condition within six months of | :12:56. | :12:58. | |
having the jab, which "suggests a causal association consistent with | :12:58. | :13:08. | |
reports from Finland and Sweden". Professor Adam Finn from the | :13:08. | :13:11. | |
University of Bristol carried out one of the original trials of | :13:11. | :13:20. | |

It is likely to be real. A year ago Glaxosmitkline, who make the | :13:29. | :13:33. | |
vaccine, told me there was no evidence of a causal link, but now | :13:33. | :13:36. | |
their position has shifted somewhat. In a statement they say they are | :13:36. | :13:46. | |

have barely budged in recent years. But that's about to change in | :15:08. | :15:12. | |
several places. Some of our biggest councils are planning a rise. It's | :15:12. | :15:15. | |
very likely in Bristol and North Somerset, and possible in South | :15:15. | :15:19. | |
Gloucestershire. It's similar for several smaller districts in | :15:19. | :15:24. | |
Somerset. And how much may it leap? Because of government restrictions, | :15:24. | :15:31. | |
by less than 2%. In Bristol, that would mean an extra 50p a week for | :15:31. | :15:35. | |
Band D householders, while in North Somerset it equates to 33p a week. | :15:35. | :15:38. | |
But that's not good enough for the Secretary of State for Local | :15:38. | :15:42. | |
Government, who wants a freeze and says taxpayers are being cheated. | :15:42. | :15:49. | |
He insists councils can save still more money. | :15:49. | :15:57. | |
There are enormous places where savings can be made in terms of | :15:57. | :16:04. | |
procurement, in terms of improving efficiency, in terms of dealing | :16:04. | :16:08. | |
with the fraud. And with joint working. There's been a strong | :16:08. | :16:11. | |
reaction. Bristol Mayor George Ferguson said he was "infuriated by | :16:11. | :16:14. | |
Eric Pickles' inflamed language". There was much frustration in North | :16:14. | :16:18. | |
Somerset, which the Secretary of State visited in the autumn. The | :16:18. | :16:22. | |
leader had told him that they were harder hit by spending cuts because | :16:22. | :16:25. | |
their council tax was already the lowest in the region - but to no | :16:25. | :16:35. | |

avail. I think it is a shame that someone in his position makes those | :16:36. | :16:42. | |
sorts of comments. I believe he makes them aimed at a few councils | :16:42. | :16:47. | |
across the country who have behaved irresponsibly. Unfortunately, when | :16:47. | :16:51. | |
somebody like him and makes those comments, we'll get tarred with the | :16:51. | :16:58. | |
same brush. It is not helpful. Pickles has warned next year there | :16:58. | :17:02. | |
may be a further clampdown on councils. A children's charity that | :17:02. | :17:04. | |
helps vulnerable young people with issues surrounding poverty has | :17:05. | :17:08. | |
started work at a school in Bristol. The Kids Company was set up in | :17:08. | :17:11. | |
London 16 years ago - now for the first time it's taking its work | :17:11. | :17:15. | |
outside the capital. Its founder says their work is focussed on | :17:15. | :17:20. | |
tackling emotional and practical issues. We caught up with some of | :17:20. | :17:28. | |
the people who are being helped at the Bristol City Academy. | :17:28. | :17:34. | |
I just see red and I would normally describe the House and cause | :17:34. | :17:41. | |
trouble at school. I have had very bad anger problems in the past. I | :17:41. | :17:51. | |
find it very hard to control it. I seemed a different person. We have | :17:51. | :18:01. | |

a number of issues here. The higher indices of poor housing, poverty. A | :18:01. | :18:11. | |

up the fact that he feels very small. -- loved. It takes a lot of | :18:34. | :18:38. | |

children who have needs that perhaps others have not had a | :18:41. | :18:51. | |
