should be given that money unconditionally, it is an elergency. | :03:13. | :03:16. | |
But it seems that's not the way the government sees it. We've sden a | :03:17. | :03:19. | |
letter from the floods minister which makes it plain the government | :03:20. | :03:23. | |
won't be applying for money from a European pot designed to help with | :03:24. | :03:27. | |
natural disasters. His boss has said that's because the damage c`used by | :03:28. | :03:35. | |
the floods isn't bad enough. I would be perfectly happy to apply if we | :03:36. | :03:40. | |
qualify but I would have to go to other colleagues in governmdnt. When | :03:41. | :03:46. | |
we last looked at that we would have to adhere to the threshold of 3 | :03:47. | :03:48. | |
billion. But one West MP has describdd that | :03:49. | :03:51. | |
as tosh saying the real reason the government isn't applying is to | :03:52. | :03:54. | |
spare the blushes of Euroscdptic Tories. | :03:55. | :04:00. | |
If Europe was to come stepphng in and give us a fairly serious amount | :04:01. | :04:04. | |
of money to sort out some of the problems, possibly other parts of | :04:05. | :04:08. | |
the country, it is embarrassing they will not be able to sax | :04:09. | :04:12. | |
anything rude about Europe. Critics of the government point out here in | :04:13. | :04:16. | |

2008. The disagreements, thd confusion the conflicting political | :04:22. | :04:26. | |
messages only add to the sense of anger being felt by flood vhctims | :04:27. | :04:31. | |
here. The Prime Minister was recently quoted as saying money is | :04:32. | :04:34. | |
no object when it comes to helping here. The question is, wherd exactly | :04:35. | :04:46. | |
is that money going to come from? To discuss this further I am joined by | :04:47. | :04:50. | |
two local MEPs, Graham Watson and Julie Girling. Britain cannot apply | :04:51. | :04:56. | |
so there is no point putting in an application, is there? We cdrtainly | :04:57. | :04:59. | |
could apply. We both worked on the could apply. We both worked on the | :05:00. | :05:04. | |
applications made for the floods in Gloucester 2007, we have both been | :05:05. | :05:08. | |
trying to persuade the government to apply this time. This is a fund we | :05:09. | :05:12. | |
pay into and it seems crazy we are not drawing out of it at thd time it | :05:13. | :05:16. | |
could be helping us with thd cost of the clean`up. The commission made it | :05:17. | :05:21. | |
pretty clear we would lose our no claims bonus if we applied, anyway, | :05:22. | :05:24. | |
so we would lose the money hn other ways. | :05:25. | :05:28. | |
Some would be clawed back through the rebate. That may be the case, | :05:29. | :05:34. | |
that was the case in 2007, ht was about two thirds. There is ` real | :05:35. | :05:36. | |
difference for people in Solerset. That money goes into the Trdasury, | :05:37. | :05:42. | |
it can be used for anything. This money would come directly to be used | :05:43. | :05:46. | |
for victims of flooding in Somerset and the Treasury would have to make | :05:47. | :05:49. | |
about rebate from somewhere else. That is quite attractive. What would | :05:50. | :05:53. | |
be the point in the governmdnt not applying? | :05:54. | :05:58. | |
There are various reasons why the government doesn't want to `pply, | :05:59. | :06:02. | |
probably they are Treasury driven. The Department of the environment | :06:03. | :06:07. | |
would be very happy to applx. As with so many things the Tre`sury | :06:08. | :06:11. | |
calls the shots. What we ard saying is if the money is there, ghven the | :06:12. | :06:15. | |
public finances are not in great shape although we have improved a | :06:16. | :06:18. | |
lot since we came into office, they are still not in great shapd, we | :06:19. | :06:22. | |
should be taking this money. Why look a gift horse in the motth? If | :06:23. | :06:27. | |
this money was available, how hard would it be to get out of this | :06:28. | :06:31. | |
building into Somerset? Not so very hard, it is not difficult, ht is a | :06:32. | :06:36. | |
well travelled path, the Solidarity fund is paying seven, eight, nine | :06:37. | :06:41. | |
times the year, it takes a few months to get done but in 2007 I | :06:42. | :06:46. | |
cannot hear and within months the money was there. That is not the | :06:47. | :06:50. | |

We will work hard for the ndxt two weeks to keep the fitness ldvel up | :20:51. | :20:53. | |
then it is a matter of just keeping him fresh. We are really pldased | :20:54. | :20:57. | |
with him, he is happy going up the hill, feeling well. They were taking | :20:58. | :21:05. | |
each other and coming round the top bend. Very pleased. | :21:06. | :21:12. | |
He was off for quite a long while, came in on the 1st of August, had | :21:13. | :21:17. | |
one month doing three hours a day and we started riding him on the 1st | :21:18. | :21:20. | |

lots of work without knowing they are doing it. The next fortnight is | :22:11. | :22:16. | |
not good to live with. You don't want anything to go wrong, stand on | :22:17. | :22:20. | |
the stern, a million differdnt things can happen first I gdt quite | :22:21. | :22:25. | |
tense. Lots of pressure, lots of people asking you questions all the | :22:26. | :22:28. | |
time. We have done a media day, not any more. The staff know to not say | :22:29. | :22:36. | |
anything. One week to go, S`m was down this morning. He is in really | :22:37. | :22:45. | |
