looks back at his life and career. Rik Mayall,

:00:00.:00:10.

Good evening and welcome to Points West.

:00:11.:00:12.

The online activist group, Anonymous, is targeting

:00:13.:00:14.

the Cheltenham spy base, GCHQ, to highlight concerns over privacy.

:00:15.:00:19.

The agency was named by forler US intelligence officer Edward Snowden

:00:20.:00:22.

` who claimed GCHQ routinelx taps into everyone's internet data.

:00:23.:00:26.

The base says all its work is necessary

:00:27.:00:28.

Here's our Gloucestershire reporter, Steve Knibbs.

:00:29.:00:33.

It's now a year since Edward Snowden first leaked information,

:00:34.:00:36.

claiming that GCHQ sieves through vast amounts

:00:37.:00:39.

At the weekend Stephen Fry condemned the practice in a recorded lessage

:00:40.:00:45.

The fear of terrorism we all have and the fear of the unknown that we

:00:46.:00:53.

all share, the fear of enemhes who hate us is a duplicitous and

:00:54.:00:57.

a deeply wrong means of exctsing something that is based as spyinh

:00:58.:01:07.

The online activist group, Anonymous,

:01:08.:01:13.

have long voiced their concdrns about Snowdon's revelations and

:01:14.:01:15.

in a video posted on the Internet, they addressed GCHQ directlx.

:01:16.:01:20.

We are left with no option but to come to you to show our

:01:21.:01:23.

Anonymous is calling it a m`ss GCHQ protest and I met one

:01:24.:01:31.

of the group at her home in Gloucestershire today.

:01:32.:01:34.

She told me hundreds of people have pledged to turn up with money

:01:35.:01:37.

The aim is trying to protect everyone's privicy.

:01:38.:01:42.

Nobody wants to feel as though they are being watchdd,

:01:43.:01:45.

as if every bit of data about them is being collectdd.

:01:46.:01:49.

And people strongly believe it is illegal as well, so that is why we

:01:50.:01:53.

are protesting to bring not just only more awareness to it,

:01:54.:01:57.

The last time GCHQ faced protests was following the union ban

:01:58.:02:03.

This time it could be potentially larger numbers

:02:04.:02:07.

It may be a cause of concern is security, though police told me

:02:08.:02:13.

today it was too early to dhscuss what they're response will be.

:02:14.:02:17.

When asked to comment, GCHQ reiterated to me that the work

:02:18.:02:20.

carried out in Cheltenham operates under a strict legal and policy

:02:21.:02:23.

framework and it is all authorised, necessary and proportionate.

:02:24.:02:27.

When it comes to the protest planned for August, a spokesman told me GCHQ

:02:28.:02:32.

respects the right of people to protest peaceftlly

:02:33.:02:39.

Well, earlier I spoke to Dr Julian Richards who used to work

:02:40.:02:43.

at GCHQ and now lectures in security and intelligencd.

:02:44.:02:46.

I asked him whether we'll see more internet

:02:47.:02:48.

surveillance as the internet becomes a greater part of our daily lives.

:02:49.:02:53.

The fact of life is that evdrybody communicates via the Interndt now,

:02:54.:03:03.

So if the governments are going to be able

:03:04.:03:06.

to protect us from terrorists and criminals, they need to be `ble to

:03:07.:03:10.

have some mechanisms for monitoring what goes on on the Internet.

:03:11.:03:13.

The question is how they do that technically and how they avoid

:03:14.:03:17.

A man's been arrested on suspicion of causing death

:03:18.:03:24.

by dangerous driving after two people were killed and thred people

:03:25.:03:27.

The accident was between a van and a lorry.

:03:28.:03:31.

It happened at around 4.30am this morning

:03:32.:03:34.

There are to be cuts and ch`nges to the way the young and elderly

:03:35.:03:42.

The county council is predicting it must make savings

:03:43.:03:45.

of ?75 million because of rdductions in government funding.

:03:46.:03:48.

It's begun a public consult`tion, and warned that social servhces

:03:49.:03:51.

Here's our political editor Paul Barltrop.

:03:52.:03:54.

Once more, cuts looming and yes we have been here bdfore.

:03:55.:03:56.

Back in 2010, Gloucestershire went far and fast to reduce its spending.

:03:57.:04:01.

Since then, the county council has made ?114 million of savings.

:04:02.:04:07.

It has reduced its workforcd by 1900, but that's not enotgh.

:04:08.:04:10.

It is now predicting that a further ?75 million needs to be

:04:11.:04:14.

There has been pain and protest along the way, threats

:04:15.:04:20.

to libraries caused particular outcry but they didn't closd.

:04:21.:04:23.

Volunteers stepped in to fill the gap.

:04:24.:04:26.

Now comes the hard bit, drastically changing the wax

:04:27.:04:28.

If we don't make this radic`l change now, there's a great chance we will

:04:29.:04:36.

not have the money to support people in the future, and that is not just

:04:37.:04:40.

in Gloucestershire, that is a national issue as well.

:04:41.:04:43.

We think if we make these changes now and start to work with

:04:44.:04:47.

communities, we can deliver the changes and still be thdre

:04:48.:04:50.

Looking after the elderly and disabled and protecting children

:04:51.:04:55.

consumes about two thirds of the council's budget, but while demand

:04:56.:04:59.

keeps growing, government ftnding will fall sharply next year.

:05:00.:05:03.

If the people who do need to fund some care needs,

:05:04.:05:09.

we estimate there are 16,000 older people in Gloucestershire who are

:05:10.:05:12.

How are they going to afford those services?

:05:13.:05:16.

So the anxiety is that people don't slip through the net

:05:17.:05:19.

and are not going to be properly cared for in the community

:05:20.:05:22.

and get the care they need, and the worse case scenario is that

:05:23.:05:26.

So Gloucestershire launches a public consultation

:05:27.:05:29.

After that, it'll be up to the councillors to decide how the

:05:30.:05:35.

The Wiltshire snooker player Stephen Lee appeared in court this lorning

:05:36.:05:44.

The court heard that Lee, who's the former world numbdr five,

:05:45.:05:48.

had sold his personal cue for ?1600, and despite recehving

:05:49.:05:52.

payment for it, had never sdnt it to the buyer in Hong Kong.

:05:53.:05:56.

Even though Lee pleaded guilty, he told the BBC afterwards that he

:05:57.:05:59.

The Earl and Countess of Wessex visited Somerset today

:06:00.:06:04.

and spoke to flood victims in the village of Moorland.

:06:05.:06:07.

As well as meeting those affected by the floods, the Royals also chatted

:06:08.:06:11.

to some of the volunteers who've been helping to restore homds.

:06:12.:06:14.

They went on to open a new community hospital

:06:15.:06:16.

in Bridgwater and visited one of Somerset's most popular tourist

:06:17.:06:19.

Newsnight's getting underwax over on BBC2, we're back tomorrow and

:06:20.:06:27.

of course there's more news online, now lets get the weather st`rting

:06:28.:06:31.

Are bright and breezy day tomorrow. Many areas should stay dry. Blustery

:06:32.:06:46.

as you, west. We will have ` greater chance of showers. By the afternoon,

:06:47.:06:55.

some could be heavy. We havd some outbreaks in the afternoon,

:06:56.:06:59.

temperatures of 10 Celsius. Tomorrow morning will be dry and bright. As

:07:00.:07:04.

the day goes on, we will sed there are showers moving up from the

:07:05.:07:09.

south, and Western districts are more at threat. As we get to mid

:07:10.:07:15.

afternoon some of those could turn rather heavy. Just a chance they

:07:16.:07:19.

could turn thundery. It will be rather breezy and temperatures of

:07:20.:07:24.

dissenting Celsius, which is pleasantly warm. Turn warmer as the

:07:25.:07:30.

weekend goes on. Here is yotr national forecast.

:07:31.:07:32.

of us, but I'll pass you overto Jay. -- over to jay now.

:07:33.:07:37.

Good evening, it was the warmest day of the year. Warm for some, but

:07:38.:07:48.

thundery for others. This line of really intense thunderstorms moved

:07:49.:07:52.

through. Large hail and gusty winds and rain as well. That moved away

:07:53.:07:56.

and now we look towards the south and you can see the rain moving

:07:57.:07:59.

northwards. So let's look at the cloud which is heading our way and

:08:00.:08:05.

some of it does look really quite threatening particularly in the

:08:06.:08:08.

south-eastern corner there. That's going to bring heavy rain. With it

:08:09.:08:12.

the risk of thunder and lightening. The rain will move away from the

:08:13.:08:15.

South East, and out into the North Sea, but it may linger further

:08:16.:08:19.

north. Just moving away from the south-west and into Wales and into

:08:20.:08:23.

Northern Ireland by dawn. Another mild night. 12 Celsius in the north

:08:24.:08:27.

and maybe 13 Celsius or 14 Celsius in the south. To start the day

:08:28.:08:30.

across Northern England, it's looking good. It is dry and bright,

:08:31.:08:35.

but there will be wetter weather around the borders and up towards

:08:36.:08:45.

Shetland it will be wet. Heavy showers around in Northern

:08:46.:08:46.
