Anonymous is calling it a m`ss GCHQ protest and I met one | :01:24. | :01:31. | |
of the group at her home in Gloucestershire today. | :01:32. | :01:34. | |
She told me hundreds of people have pledged to turn up with money | :01:35. | :01:37. | |
The aim is trying to protect everyone's privicy. | :01:38. | :01:42. | |
Nobody wants to feel as though they are being watchdd, | :01:43. | :01:45. | |
as if every bit of data about them is being collectdd. | :01:46. | :01:49. | |
And people strongly believe it is illegal as well, so that is why we | :01:50. | :01:53. | |
are protesting to bring not just only more awareness to it, | :01:54. | :01:57. | |
The last time GCHQ faced protests was following the union ban | :01:58. | :02:03. | |
This time it could be potentially larger numbers | :02:04. | :02:07. | |
It may be a cause of concern is security, though police told me | :02:08. | :02:13. | |
today it was too early to dhscuss what they're response will be. | :02:14. | :02:17. | |
When asked to comment, GCHQ reiterated to me that the work | :02:18. | :02:20. | |
carried out in Cheltenham operates under a strict legal and policy | :02:21. | :02:23. | |
framework and it is all authorised, necessary and proportionate. | :02:24. | :02:27. | |
When it comes to the protest planned for August, a spokesman told me GCHQ | :02:28. | :02:32. | |
respects the right of people to protest peaceftlly | :02:33. | :02:39. | |
Well, earlier I spoke to Dr Julian Richards who used to work | :02:40. | :02:43. | |
at GCHQ and now lectures in security and intelligencd. | :02:44. | :02:46. | |
I asked him whether we'll see more internet | :02:47. | :02:48. | |
surveillance as the internet becomes a greater part of our daily lives. | :02:49. | :02:53. | |

It is now predicting that a further ?75 million needs to be | :04:11. | :04:14. | |
There has been pain and protest along the way, threats | :04:15. | :04:20. | |
to libraries caused particular outcry but they didn't closd. | :04:21. | :04:23. | |
Volunteers stepped in to fill the gap. | :04:24. | :04:26. | |
Now comes the hard bit, drastically changing the wax | :04:27. | :04:28. | |
If we don't make this radic`l change now, there's a great chance we will | :04:29. | :04:36. | |
not have the money to support people in the future, and that is not just | :04:37. | :04:40. | |
in Gloucestershire, that is a national issue as well. | :04:41. | :04:43. | |
We think if we make these changes now and start to work with | :04:44. | :04:47. | |
communities, we can deliver the changes and still be thdre | :04:48. | :04:50. | |
Looking after the elderly and disabled and protecting children | :04:51. | :04:55. | |
consumes about two thirds of the council's budget, but while demand | :04:56. | :04:59. | |
keeps growing, government ftnding will fall sharply next year. | :05:00. | :05:03. | |
If the people who do need to fund some care needs, | :05:04. | :05:09. | |
we estimate there are 16,000 older people in Gloucestershire who are | :05:10. | :05:12. | |
How are they going to afford those services? | :05:13. | :05:16. | |
So the anxiety is that people don't slip through the net | :05:17. | :05:19. | |
and are not going to be properly cared for in the community | :05:20. | :05:22. | |
and get the care they need, and the worse case scenario is that | :05:23. | :05:26. | |

After that, it'll be up to the councillors to decide how the | :05:30. | :05:35. | |
The Wiltshire snooker player Stephen Lee appeared in court this lorning | :05:36. | :05:44. | |
