Good evening. look at the papers on

:00:00.:00:11.

A Gloucestershire couple have been jailed for leaving their chhldren

:00:12.:00:14.

to live in squalor, infested with lice and in filthy clothes.

:00:15.:00:18.

A judge said the children stffered terribly, and although they had not

:00:19.:00:21.

been deliberately cruel, their parents had been "stupid,

:00:22.:00:24.

Here's our Gloucestershire reporter Steve Knibbs.

:00:25.:00:31.

Inside the house where five children lived a life of squalor and suffered

:00:32.:00:34.

Dirt`ridden carpets, soiled mattresses,

:00:35.:00:39.

rubbish and clothes everywhdre ` the bedrooms smelt of urine

:00:40.:00:42.

and animal faeces ` one of them even had ivy growing through the window.

:00:43.:00:48.

The children suffered from a poor diet and terrible hygiene.

:00:49.:00:51.

Those at school were ostrachsed ` one smelt so bad,

:00:52.:00:54.

The children were often infdsted with head lice, which their mother

:00:55.:00:59.

The law prevents us from iddntifying them to protect the children.

:01:00.:01:08.

But I spoke to their father before he was sent to prison.

:01:09.:01:11.

We did not stop loving than but we did let them down.

:01:12.:01:18.

In a way of development and growing up.

:01:19.:01:21.

How did you let your children get into this state?

:01:22.:01:24.

It is a range of failings on my behalf, my wife's behalf and social

:01:25.:01:35.

Social care and health teams tried, unsuccessfully it turns out, to help

:01:36.:01:45.

The investigation started after the couple's two year old

:01:46.:02:13.

daughter was admitted to hospital with severe nappy rash ` thd pain

:02:14.:02:16.

The detective in charge of the case told me it's been the most

:02:17.:02:22.

Neglect is around failing to meet the basic needs of the child so that

:02:23.:02:27.

they can develop and meet those milestones that normal children do.

:02:28.:02:32.

And these children were not reaching those normal milestones

:02:33.:02:35.

that most children do meet, such as being

:02:36.:02:37.

able to walk or use the toilets.

:02:38.:02:44.

The judge said that the parents were inadequate, stupid,

:02:45.:02:50.

stubborn and incompetent but that they were not wickdd.

:02:51.:02:53.

They did not deliberately inflict pain on their children

:02:54.:02:55.

and they tried their limited best to bring up their children correctly.

:02:56.:03:04.

A Somerset MP is under investigation by the parlialentary

:03:05.:03:06.

The Standards Commissioner will consider whether the Wells LP Tessa

:03:07.:03:12.

Munt should have declared a poll carried out in her constitudncy on

:03:13.:03:16.

The survey was paid for by Lord Oakeshott and asked people

:03:17.:03:22.

if they'd change their vote if the Lib Dems changed their leader.

:03:23.:03:26.

Tessa Munt said she welcomed the inquiry

:03:27.:03:28.

Police are appealing for couples to come forward if they

:03:29.:03:34.

feel they've been scammed bx a woman claiming to be a surrogate Lum.

:03:35.:03:37.

A judge today sent Louise Pollard ` from Bristol `

:03:38.:03:47.

to jail for pretending to bd pregnant and cheating two ddsperate

:03:48.:03:49.

Detectives say they believe other victims may be out thdre.

:03:50.:03:53.

28 year old Louise Pollard had said she wanted to become

:03:54.:03:56.

the most prolific surrogate mums in the country.

:03:57.:03:58.

Today she certainly became one of the most notorious.

:03:59.:04:00.

The court heard that Pollard who has two children

:04:01.:04:05.

of her own says she had previously been a genuine surrogate mother

:04:06.:04:08.

At the beginning of 2012, she had been contacted by a couple online `

:04:09.:04:13.

She had agreed to carry a b`by for them and they had agreed to pay

:04:14.:04:19.

The court heard she went on to artificially inseminated

:04:20.:04:27.

herself and on two occasions pretended to have fallen prdgnant `

:04:28.:04:29.

even faking a video of her carrying out a pregnancy test.

:04:30.:04:32.

But on both occasions she l`ter said she had miscarried after taking more

:04:33.:04:47.

In 2013, another couple, Debra and Winston Kaba,

:04:48.:04:50.

They too agreed to pay her to carry a child for them and again,

:04:51.:04:54.

the court heard, she pretended to fall pregn`nt, this

:04:55.:04:56.

But again, soon after, she said she'd miscarried ` having t`ken more

:04:57.:05:00.

The court heard the whole episode was extremely traumatic for both

:05:01.:05:04.

One woman said she had been left feeling she would

:05:05.:05:08.

Another victim said he and his wife's world came crashing down when

:05:09.:05:14.

Pollard who had previously hit the headlines in 2010 when she

:05:15.:05:29.

agreed to be a surrogate for the Bin Laden family pldaded

:05:30.:05:31.

Today, police appealed for any other couples involved with

:05:32.:05:35.

Pollard told us about other couples she has been

:05:36.:05:41.

involved with and we don't have the details so if anyone has been

:05:42.:05:44.

directly affected by her activities, please contact your local force

:05:45.:05:50.

Sentencing her to three years, the judge told her this wasn't just

:05:51.:05:55.

a case of financial loss but a case of two desperate couples behng taken

:05:56.:05:59.

Yes, they have lost money but they have lost a lot more than

:06:00.:06:05.

There's of course more news on the BBC Website.

We're back with you tomorrow in Breakfast from 6.30.
