Welcome to BBC Points West with Alex Lovell and David Garmston. | :00:00. | :00:07.
A chief constable faces a criminal investigation. | :00:08. | :00:10.
Nick Gargan is suspected of leaking private informathon to | :00:11. | :00:12.
people outside of the force, and is informed that he may have | :00:13. | :00:15.
If the IPCC come across new information, new facts, new evidence | :00:16. | :00:33.
they have to consider, then they have to investigate them. | :00:34. | :00:35.
Mr Gargan, who's already suspended, will be interviewed under c`ution. | :00:36. | :00:53.

The West Country's most powerful policeman is facing | :01:12. | :01:14.
He will be interviewed under a criminal caution | :01:15. | :01:17.
It's said that he wrote emahls to people outside the force disclosing | :01:18. | :01:23.
personal information, in brdach of the Data Protection Act. | :01:24. | :01:29.
suspended after complaints were made against him by female colle`gues. | :01:30. | :01:32.
Our home affairs corresponddnt, Steve Brodie, reports. | :01:33. | :01:43.
Nick Gargan, seen arriving `t a meeting with the woman who fought | :01:44. | :01:46.
to appoint him, Police and Crime Commissioner, Sue Mountstevdns. | :01:47. | :01:48.
Since May, though, he hasn't been at work. | :01:49. | :01:50.
Suspended after allegations he'd abused his senior position | :01:51. | :01:52.
by making inappropriate adv`nces to female members of staff. | :01:53. | :01:55.
That investigation is still continuing. | :01:56. | :01:58.
But today, the news he'll face other questions too. | :01:59. | :02:03.
The police watchdog, the IPCC, says it's uncovered evidencd that | :02:04. | :02:06.
the Chief Constable may havd breached the Data Protection Act, | :02:07. | :02:08.
by sending emails concerning police business, some of which contained | :02:09. | :02:11.
personal information, to people outside the force. | :02:12. | :02:19.
The IPCC have told the Chief Constable he will now be | :02:20. | :02:22.
interviewed under criminal caution about the emails. | :02:23. | :02:25.
In the course of these investigations, new | :02:26. | :02:27.
evidence, new information h`s to be identified, assessed, considered, | :02:28. | :02:29.
Ultimately, we will find out from the IPCC | :02:30. | :02:39.
whether they think there is a case that has to go before a tribunal. | :02:40. | :02:43.
That's a matter that has got to be determined by the authority, | :02:44. | :02:46.
Speaking on behalf of Nick Gargan, a spokesman for the | :02:47. | :02:50.
Chief Police Officers? Staff Association said this. | :02:51. | :03:07.
Nick Gargan is expected to be interviewed in the coming wdeks | :03:08. | :03:15.
The police have named a boy who died in a swimming pool in Wiltshire | :03:16. | :03:18.
He was found in the pool in Upavon on Wednesday, his third birthday, | :03:19. | :03:22.
and was airlifted to Southampton General Hospital, | :03:23. | :03:24.
More details have emerged today about a woman who was killed | :03:25. | :03:33.
as she worked in a mental health unit in Glotcester. | :03:34. | :03:35.
53`year`old Sharon Wall has been described as dedicated | :03:36. | :03:37.
Meanwhile, the police are continuing to question a 60`year`old m`n | :03:38. | :03:40.
Andrew Plant sent this report from the hospital where she was killed. | :03:41. | :03:53.
Flowers laid on the doorstep of this house today. | :03:54. | :03:57.
Tributes to the healthcare `ssistant who lived here, | :03:58. | :03:59.
Sharon Wall was a healthcard assistant here, the Wotton Lawn | :04:00. | :04:08.
Hospital, which cares for those with acute mental health problems | :04:09. | :04:10.
As the 53`year`old grandmother finished a night shift on Wddnesday | :04:11. | :04:14.
morning, she was fatally st`bbed, and died shortly afterwards | :04:15. | :04:16.
Last night, her employer gave this tribute to her. | :04:17. | :04:34.
of a highly compassionate and dedicated colleague, | :04:35. | :04:38.
has had a profound impact on everyone working in our trust. | :04:39. | :04:40.
Sharon Wall was a well respected health card | :04:41. | :04:48.
assistant and everyone who knew her speaks about her warm, caring nature | :04:49. | :04:51.
It's not clear exactly wherd the attack took place, | :04:52. | :04:54.
It has space for 88 patients, and is divided into two parts. | :04:55. | :05:03.
On one half, patients go as they please. | :05:04. | :05:05.
The other half is a low security unit. | :05:06. | :05:07.
A 60`year`old man, believed to be a patient at the unit, is still | :05:08. | :05:10.
The time they can keep him hn custody runs out tomorrow morning. | :05:11. | :05:14.
He hasn't been charged, but was arrested on suspicion | :05:15. | :05:16.
Meanwhile, Sharon Wall's falily have asked to be left alone, | :05:17. | :05:19.
As part of the investigation into this attack, one of the are`s which | :05:20. | :05:29.
will be looked at is the nulber of staff to patients in the hospital. | :05:30. | :05:32.
Joining us now is our health correspondent, Matthew Hill. | :05:33. | :05:36.
Sharon worked on the Montpellier unit, a low security unit, but it is | :05:37. | :05:51.
locked. The patients have dhfficulty living in the community and have | :05:52. | :05:55.
been in and out of psychiatric hospital. The idea is they `re given | :05:56. | :05:59.
intensive support to live independently. We do not know if | :06:00. | :06:03.
that is where the attack happened. But, as I understand, the r`tios of | :06:04. | :06:12.
staffing was in line with n`tional guidelines, roughly two qualified | :06:13. | :06:17.
nurses to every health care assistant. I have been told there | :06:18. | :06:21.
were no pre`existing concerns surrounding staffing levels at the | :06:22. | :06:26.
time this incident happened. Have you an impression of how the | :06:27. | :06:32.
staff are coping? It is business as usual but people | :06:33. | :06:36.
are devastated about what h`s happened. They are working hn a | :06:37. | :06:42.
difficult environment. Therd were 160 beds six years ago. The profile | :06:43. | :06:47.
of patients these days is mtch more challenging. Having said th`t, they | :06:48. | :06:53.
have had extra training to deal with those situations. | :06:54. | :06:57.
It's the end of the week and you're watching | :06:58. | :07:00.
Yes, stay with us as there's lots more news still to bring yot | :07:01. | :07:11.
The weather will bring something for everyone this weekend. Dry, warm | :07:12. | :07:19.
conditions at time, some rahn at others. More details later hn the | :07:20. | :07:20.
programme. Criminal charges could be brought | :07:21. | :07:25.
against three police officers and one PCSO for their treatment | :07:26. | :07:28.
of an Iranian man who was mtrdered Bijan Ebrahimi repeatedly contacted | :07:29. | :07:31.
police to complain he was the victim of anti`social behaviour, bdfore he | :07:32. | :07:35.
was beaten to death and his body set The Independent Police Complaints | :07:36. | :07:39.
Commission says it's now sent a file of evidence | :07:40. | :07:46.
against the officers to the Crown Prosecution Service who will | :07:47. | :07:48.
decide whether to press charges The IPCC is also continuing to | :07:49. | :07:50.
investigate the conduct The clear`up is continuing tonight | :07:51. | :07:53.
at the scene of a huge fire People living nearby had bedn | :07:54. | :08:03.
concerned that chemicals from the Nu`Pro Aerospace f`ctory | :08:04. | :08:06.
in Thrupp may have polluted the nearby River Frome, | :08:07. | :08:09.
after the blaze on Wednesdax night. But the Environment Agency says | :08:10. | :08:12.
there's been no impact on Meanwhile, neighbouring bushnesses | :08:13. | :08:15.
are still assessing damage to The units got flooded out | :08:16. | :08:18.
with water and nitric acid. And so the only way that it | :08:19. | :08:34.
has been possible to clean ht It means we are not going to be | :08:35. | :08:37.
open for the next few days. We were going to be trading | :08:38. | :08:44.
at Tewkesbury Medieval Fair. I have traded there for 15 xears. | :08:45. | :08:53.
But that has had to be cancdlled. The Chancellor | :08:54. | :08:59.
of the Exchequer has been in the West today, seeing businessds that | :09:00. | :09:01.
are helping the economy recover Pretty standard political stuff | :09:02. | :09:03.
but it wasn't all serious. George Osborne got a chance to drink | :09:04. | :09:06.
in the George, when he stopped Our political editor, Paul Barltrop, | :09:07. | :09:09.
explains. George, at the George. A lunchtime | :09:10. | :09:26.
stop on a daylong tour was ` thriving pub. Naturally, he had to | :09:27. | :09:28.
try his namesake beer. This pub issued | :09:29. | :09:32.
its own token coinage in 1866. On this coin, it had an image of | :09:33. | :09:35.
St George and the Dragon. There is a long history herd this | :09:36. | :09:38.
pub being associated with St George, So I thought, a George beer, | :09:39. | :09:41.
George Osborne, the right thing His official mission was to see | :09:42. | :09:56.
schemes getting people into work. In the kitchen, he met apprenthce | :09:57. | :09:58.
Oliver Baker. Our long`term economic plan is to | :09:59. | :10:00.
deliver recovery in the I want to make sure we do more, that | :10:01. | :10:02.
everyone has a chance to work, full I have seen schemes in Bristol that | :10:03. | :10:07.
help people get back into work. I am in Wells in a pub making use of | :10:08. | :10:18.
our tax break on jobs, employemnt He saw how unemployed peopld have | :10:19. | :10:28.
been taken on by a computer repair business, boosting economic recovery | :10:29. | :10:33.
and his chances of keeping his job in the next election. | :10:34. | :10:39.
There was a royal visitor at the Royal International @ir | :10:40. | :10:42.
The Prince of Wales came to RAF Fairford to celebrate 50 flying | :10:43. | :10:46.
Our Gloucestershire reporter, Steve Knibbs, is there. | :10:47. | :10:55.
Steve, the Red Arrows are b`ck where they first started, aren't they | :10:56. | :11:02.
This absolutely. A special day because of these guys. I thhnk they | :11:03. | :11:10.
are going to start their engines shortly. Celebrating their 40th | :11:11. | :11:17.
display season. It is a massive site at RAF Fairford. Thousands have been | :11:18. | :11:21.
coming in today. Normally the gates do not open until tomorrow, to see | :11:22. | :11:28.
the Red Arrows. People have been meeting the pilots, and seehng the | :11:29. | :11:33.
2014 display. A spectacular display at Fairford this year. It sdems | :11:34. | :11:37.
their enduring appeal is carrying on. 50 years ago, a group of nervous | :11:38. | :11:45.
display pilots met at this very base at RAF Fairford for the start of a | :11:46. | :11:47.
very British institution. Iconic, legendary | :11:48. | :11:50.
and quintessentially British. For over half a century, | :11:51. | :11:53.
the Red Arrows seem to have been In times of celebration | :11:54. | :11:56.
and commemoration, they are At their inception in 1955, the | :11:57. | :12:00.
team were based at RAF Fairford Seven pilots flying these, | :12:01. | :12:10.

precision. Flight leader Henry Prince, 31, formation posithon | :12:50. | :12:51.
On a rainy day at RAF Fairford, Henry Prince was back | :12:52. | :12:54.
in the five seat with one of the current Red Arrows phlots. | :12:55. | :12:56.
You get into an aeroplane and you think, I'd like another go. | :12:57. | :12:59.
It seems the ethos then was the same as it is today. | :13:00. | :13:02.
You are trying to produce shapes in the air that look good, | :13:03. | :13:05.
It's no good having something that will work once and everybodx says, | :13:06. | :13:09.
gosh, marvellous, and it doesn't work again. | :13:10. | :13:11.
Fans with special tickets got the chance to get up, close and | :13:12. | :13:18.
As soon as they do the manoduvres, I'm cheering. | :13:19. | :13:21.
What they do is great for Great Britain. | :13:22. | :13:31.
I love the noise, the adren`line, the display. | :13:32. | :13:39.
Would you like to be a Red Arrows pilot one | :13:40. | :13:41.
day? It seems even pilots of the future were playing it cool today. | :13:42. | :13:44.
Even for the real ones, there is still pride and excitement | :13:45. | :13:50.
It is a massive privilege, to be even in the Red Arrows. | :13:51. | :13:54.
A dream come true, you are honoured to do that, representing | :13:55. | :13:57.
It is about sheer luck that it happens. | :13:58. | :14:05.
Today, the Reds have made 400 displays worldwide and this year | :14:06. | :14:21.
An achievement made possibld by those pioneers in the West | :14:22. | :14:25.
There were other pilots herd today. I met up with one pilot who flew in | :14:26. | :14:38.
from Australia and I asked him what they would like to watch thd team in | :14:39. | :14:43.
the sky he helped to pioneer? Nothing beats sitting on thd ground | :14:44. | :14:48.
as a former formation acrob`tics pilot, and seeing other people do it | :14:49. | :14:53.
today, 50 years on from us. The way the team is performing at the | :14:54. | :14:57.
moment, they are very sophisticated and sure of each other. Thex have 50 | :14:58. | :15:05.
years background behind thel. We didn't have that. I suppose we would | :15:06. | :15:09.
compare ourselves to them and think they are much more refined than we | :15:10. | :15:14.
were all stop we only had sdven aeroplanes. We were more colpact. We | :15:15. | :15:22.
kept it in front of the crowd. We were a lot lower in those d`ys. In | :15:23. | :15:28.
these politically correct d`ys, teams are flying much higher. | :15:29. | :15:36.
Tighter and lower. But we dhd not do the amount of individual techniques | :15:37. | :15:43.
they are doing today. What is it that still makes them so | :15:44. | :15:46.
popular? You can see the crowds coming to meet the pilots, they are | :15:47. | :15:52.
real fans. I have been struck by that, people asking which tdam you | :15:53. | :15:58.
were on. The reaction has been fantastic all | :15:59. | :16:04.
day. Your question was in f`ct how do we feel today looking at it? | :16:05. | :16:10.
Tremendously proud. Proud of actually being here 50 years after | :16:11. | :16:14.
we started, that is a long time longer than a lot of people live. We | :16:15. | :16:21.
are still here, still very hale and hearty, the four of us here today. | :16:22. | :16:28.
We almost feel we could do ht again. Fancy a go? Given a chance! | :16:29. | :16:33.
We're collecting your pictures and memories of the Red Arrows | :16:34. | :16:35.
So, if you've any in your collections, do share them | :16:36. | :16:40.
But there have been some disappointed plane spotters at the | :16:41. | :16:49.
One of the star attractions hasn't made it! | :16:50. | :16:59.
It hasn't, unfortunately. The poster boy of the this year, it was going | :17:00. | :17:11.
to be based on the new Brithsh aircraft carriers, the repl`cement | :17:12. | :17:15.
for the Harrier jump jets. Unfortunately, there was an engine | :17:16. | :17:19.
fire in testing in America, so the whole fleet has been grounddd. | :17:20. | :17:23.
People hoped it would arrivd yesterday but it has not had | :17:24. | :17:28.
clearance to make the journdy. It still might arrive. It was designed | :17:29. | :17:33.
and built in America but it was down to West Country know`how th`t it can | :17:34. | :17:35.
perform its best tricks. This was | :17:36. | :17:37.
the plane they had come to see. Supersonic, super stealthy, | :17:38. | :17:43.
the latest American fighter jet It has the full capability | :17:44. | :17:50.
of internal weapons, stealth characteristics, | :17:51. | :17:52.
advanced electronic systems. But this aircraft is still | :17:53. | :17:53.
very much in development. Last week, | :17:54. | :17:56.
the whole F35 fleet was grotnded in America, after an uncontrolled | :17:57. | :18:00.
fire in the main engine. Leaving West Country aviation fans | :18:01. | :18:03.
at Fairford with nothing more to Very disappointed, but that is life, | :18:04. | :18:07.
especially with new type aircraft, you're going to get teething | :18:08. | :18:16.
problems. If it is a big mechanical problem | :18:17. | :18:18.
with the engines, that is sdrious, it has to stay on the ground | :18:19. | :18:22.
until it is safe. West Country aero engineers were | :18:23. | :18:27.
hoping to see the new plane to, `` too, because they gave the F 5 | :18:28. | :18:40.
its party trick, hovering whth pinpoint precision to touch | :18:41. | :18:46.
down gently on an aircraft carrier. No supersonic jet has | :18:47. | :18:48.
done that before. The clever bit, | :18:49. | :18:50.
which stops it screaming in and lets it hover, is made here | :18:51. | :18:53.
at Rolls`Royce in Filton, bdhind The Pentagon are not keen | :18:54. | :18:56.
on close`up photography The real magic happens | :18:57. | :19:01.
in this list system. `` lift. There are three mahn | :19:02. | :19:10.
elements. Instead, I'm been shown how the kit | :19:11. | :19:12.
works on a Rolls`Royce diagram. The giant fan, | :19:13. | :19:15.
they call it the lift fan. It is sucking cold air forcdd | :19:16. | :19:24.
through this fan and out thd bottom. It provides a cushion | :19:25. | :19:29.
of cold air at At the back, | :19:30. | :19:31.
the huge jet is redirected downwards The result looks something | :19:32. | :19:37.
like this. They have been hovering herd | :19:38. | :19:43.
for decades. The Pegasus engine | :19:44. | :19:46.
which powered the famous Harrier They still have one on display | :19:47. | :19:48.
in Filton, and a new supersonic jet The Pentagon knew, when looking | :19:49. | :19:55.
for people to provide this tnique technology, capability, | :19:56. | :20:03.
there weren't that many people Fortunately, they came to | :20:04. | :20:05.
Rolls`Royce which allows us to carry Which is why so many were | :20:06. | :20:13.
so keen to see the new jet. But they will have to wait | :20:14. | :20:22.
a little longer. Lots of disappointed people here. | :20:23. | :20:32.
But it still could arrive tomorrow or Sunday. We will let you know | :20:33. | :20:37.
There is plenty more to see. The Red Arrows will start their enghnes | :20:38. | :20:42.
shortly and do a fly past as part of the evening celebrations. Plenty of | :20:43. | :20:46.
aircraft to see over the next two days at the world's biggest military | :20:47. | :20:48.
airshow. If you were setting up | :20:49. | :20:54.
an international art gallerx, But instead, two leading pl`yers | :20:55. | :20:57.
in the commercial art world have selected a small town in Solerset | :20:58. | :21:07.
as the location. Bruton, which lies on the Rhver Brue | :21:08. | :21:09.
between Frome and Yeovil, So, why have Hauser and Wirth headed | :21:10. | :21:12.
to the West Country this tile ? For a decade, | :21:13. | :21:17.
it was a derelict farm. The giant milk pail, | :21:18. | :21:28.
a nod to the past. The rather dark sculpture in the | :21:29. | :21:31.
old farmyard, a nod to the future. I am excited about the openhng | :21:32. | :21:38.
of the gallery. First, there was Zurich, | :21:39. | :21:40.
then came London and New York. And now, add Bruton to the list | :21:41. | :21:43.
of galleries. Somerset, | :21:44. | :21:46.
exhibiting the kind of work by the kind of artists normallx showing | :21:47. | :21:50.
at the Tate or the Guggenhehm. I really believe there is | :21:51. | :21:57.
a contemporary art`loving atdience Just because we are in the | :21:58. | :21:59.
countryside does not mean pdople This is a place where lots | :22:00. | :22:18.
of different audiences can come Hauser and Wirth are a business | :22:19. | :22:22.
partnership, renowned as serious There'll be no charge to visit this | :22:23. | :22:24.
gallery when it opens next week They'll make their money | :22:25. | :22:29.
by selling the works on display It does have | :22:30. | :22:31.
a price, we don't talk about prices. In other words, if you have to ask, | :22:32. | :22:34.
you probably can't afford it! The people who run this place | :22:35. | :22:37.
represent 60 internationallx renowned artists and in timd all of | :22:38. | :22:39.
their work will be featured here. By the way, | :22:40. | :22:44.
in case you think this has been done This week, | :22:45. | :22:47.
the place has been hosting local They want this to be as much | :22:48. | :22:53.
an education centre as a gallery. What do you want children to get out | :22:54. | :23:02.
of this when they come here? I want them to be challenged, | :23:03. | :23:05.
to understand art and what ht is, rather than a preconception that art | :23:06. | :23:09.
is something that is on the wall. And whether cardboard boxes or giant | :23:10. | :23:12.
pom`poms are your idea of art. As edge of town redevelopments go, | :23:13. | :23:19.
it's different to a supermarket Now, you may remember us telling you | :23:20. | :23:34.
about a dog found during the clear`up | :23:35. | :23:37.
of the Glastonbury Festival. Organisers had no idea who she | :23:38. | :23:39.
belonged to, so named her after the star | :23:40. | :23:41.
of this year's show, Dolly Parton. Well, tonight, we can bring you | :23:42. | :23:44.
some news about Dolly the dog. Here's Imogen Sellers with | :23:45. | :23:46.
the details. She was found all alone in ` tent at | :23:47. | :23:48.
the end of the Glastonbury Festival. And, after stealing the show | :23:49. | :23:57.
this year, there was only one With no collar or name tags, | :23:58. | :23:59.
there was no way of finding out just And, when the singer found out, | :24:00. | :24:08.
she recorded an interview, hinting at the fact she might adopt | :24:09. | :24:11.
her canine namesake. I was honoured and flattered | :24:12. | :24:14.
they named her after me. We will take good care of hdr if | :24:15. | :24:18.
that turns out what we have to do. In the meantime, | :24:19. | :24:22.
let's try to get them together. They think Dolly the dog is | :24:23. | :24:26.
about seven years old, and were stunned when Dolly Parton's | :24:27. | :24:28.
people got in touch. Her management rung, and sahd Dolly | :24:29. | :24:31.
is keen on adopting Dolly the dog. But, just as it looked as if Dolly | :24:32. | :24:39.
would be heading Stateside, Dolly has been returned, and | :24:40. | :24:41.
the animal shelter which hotsed her So, it looks | :24:42. | :24:47.
like Dolly won't be swapping the Somerset countryside for a home with | :24:48. | :24:52.
