- so it's goodbye from me - and on BBC One we now join the | :00:00. | :00:00.
Welcome to BBC Points West, with Alex Lovell and David Garmston. | :00:00. | :00:00.
A fire at a waste depot in Swindon leaves residents trapped inside on | :00:00. | :00:13.
are a Biggin`mac I live at the side of the fire where 1000 tonnds of | :00:14. | :00:30.
waste are still alight. Protestors go on the attack in | :00:31. | :00:38.
Bristol over the mayor's pl`ns to The road to nowhere ` | :00:39. | :00:44.
warnings of mayhem as an A`road is And its not exactly BA ` | :00:45. | :00:50.
we go for a ride on an aeroplane with folding wings, | :00:51. | :00:55.
ahead of the air show at Yeovilton. Good evening. Fire crews ard still | :00:56. | :01:04.
tackling a huge blaze at a waste People living near to | :01:05. | :01:08.
Averies Recycling in Marshg`te have been told to keep their doors | :01:09. | :01:13.
and windows closed on one It's been going | :01:14. | :01:17.
since yesterday evening and smoke is still rising from | :01:18. | :01:23.
the site, where tonnes of w`ste and recycling material are smouldering | :01:24. | :01:26.
in the stifling temperatures. Our Wiltshire reporter, Will | :01:27. | :01:28.
Glennon, is there for us now. End Mac Smoke is still a major | :01:29. | :01:43.
problem as it drifts across Swindon tonight. As you can see behhnd me, | :01:44. | :01:51.
and it has been like this all day and night. Who knows what is in the | :01:52. | :01:55.
smoke. It is a product of the waste that is coming off there and it does | :01:56. | :02:00.
not smell very pleasant at `ll. It smells like burning rubbish and it | :02:01. | :02:03.
catches in your throat. The wind direction is taking it away from us | :02:04. | :02:07.
and environmental tests fire and burn all weekend. They have | :02:08. | :03:49.
been becoming more frequent, not just in Wiltshire. They are | :03:50. | :03:54.
happening nationally. It is an area we are monitoring and trying to look | :03:55. | :03:58.
to see what the causes are. Also, we are recycling an awful lot of | :03:59. | :04:01.
material now so it is a matter of how we are going to deal with that | :04:02. | :04:05.
in the future. Around 25 firefighters will stay here through | :04:06. | :04:11.
the West of today and tonight. They will make sure it does not spread. | :04:12. | :04:15.
Nearby businesses will conthnue to watch nervously as the fire looks | :04:16. | :04:20.
set to burn for some days ydt. I was speaking to one of the business | :04:21. | :04:24.
owners here last night as the fire burnt, a lady that runs the tyre | :04:25. | :04:27.
fitting business just there, right next to the recycling plant. I asked | :04:28. | :04:34.
her what was between the fire and her stock of 3000 tyres, and she | :04:35. | :04:39.
said, quite simply, the firefighters. That kind of praise | :04:40. | :04:44.
has been echoed around here for the containment work the firefighters | :04:45. | :04:47.
have been doing. What we do not know is how much longer this is going to | :04:48. | :04:52.
burn for. There is a lot of fuel in there, and heat. The fire sdrvice | :04:53. | :04:56.
said they have to work out whether to let it burn out, or get hn there | :04:57. | :05:00.
and extinguish it. It looks really unpleasant. As we | :05:01. | :05:05.
have been hearing, we have covered a few stories like this reason it so | :05:06. | :05:09.
earlier I spoke to... I asked him if we're seeing more | :05:10. | :05:33.
and more of this type of bl`ze. There's been a number | :05:34. | :05:39.
of fires hitting the headlines We've had significant fires with | :05:40. | :05:42.
significant disruption to local communities, local residents | :05:43. | :05:45.
and a number of sites where we have been back many times, and the fire | :05:46. | :05:47.
down there in Wiltshire is `nother example of the testing nature | :05:48. | :05:50.
of these incidents for the Fire But as you say, | :05:51. | :05:53.
we have people in Wiltshire on a boiling hot day told to stay | :05:54. | :05:56.
inside with their windows and doors closed, it pretty miserable, | :05:57. | :06:00.
and there seems seems to be no way It is a very nasty environmdnt, both | :06:01. | :06:03.
for the firefighting crews, the responders, and of course the local | :06:04. | :06:07.
community affected by this fire We are doing our best to brhng | :06:08. | :06:09.
the incident under control. It is monitored and soon | :06:10. | :06:12.
as we can get better news to local But shouldn't you | :06:13. | :06:15.
in the fire service be sitthng down with the waste industrx | :06:16. | :06:18.
and saying, there are too m`ny How can we stop them starting | :06:19. | :06:21.
in the first place? We are working with other | :06:22. | :06:25.
regulators, notably the Envhronment Agency, but most importantlx the | :06:26. | :06:28.
waste sector itself to learn the lessons from these incidents, to | :06:29. | :06:31.
deliver better regulation, better safety and a better environlent for | :06:32. | :06:33.
local people where these sites are managed more stringently so that | :06:34. | :06:36.
these fires are avoided in future. But it doesn't seem to be working, | :06:37. | :06:39.
because the number We recognise that and that hs | :06:40. | :06:41.
exactly the reason for the new code of practice with more stringent | :06:42. | :06:45.
requirements for how the waste is stored, so we are taking thd | :06:46. | :06:48.
situation very seriously and these new stringent rules within | :06:49. | :06:51.
the code of practice will ensure, we hope, that we see a genuhne | :06:52. | :06:53.
decrease in fires in coming years. There's anger in Swindon ovdr | :06:54. | :06:56.
plans to cut children's centres Some will close if | :06:57. | :07:02.
the council pushes ahead and reduces Today, opponents staged a protest, | :07:03. | :07:04.
saying enough damage has already Here's our political editor, | :07:05. | :07:08.
Paul Barltrop. A protest with pushchairs. Parents | :07:09. | :07:14.
today took to the streets of those most helped by childrdn's | :07:15. | :07:16.
centres and those with the least. Some have already been affected | :07:17. | :07:22.
by this year's cuts. Obviously, | :07:23. | :07:27.
to be told that there is ag`in going to be ?800,000 being cut of this | :07:28. | :07:29.
vital service is very worryhng. I mean, | :07:30. | :07:35.
we've got a high rate of tednage Many children's centres werd | :07:36. | :07:37.
opened under the last government. The sign still says | :07:38. | :07:45.
Children's Centre. The Croft is one of four | :07:46. | :07:49.
decommissioned earlier this year. The next rounds | :07:50. | :07:54.
of cuts will be twice as large, the It is a disaster for Swindon, | :07:55. | :07:57.
the children in particular, because we are just beginning to see | :07:58. | :08:02.
the results of nearly 15 ye`rs of children's centres under Labour, | :08:03. | :08:07.
one in every community. I feel really angry that | :08:08. | :08:12.
children's life chances in Swindon The Conservative`led council faced | :08:13. | :08:16.
opoosition last time round. a further ?210,000 away frol work | :08:17. | :08:23.
for vulnerable families in Swindon. Falling Government funding leans | :08:24. | :08:31.
cuts simply have to be made. As everybody knows, | :08:32. | :08:38.
local authorities all around I appreciate it won't be easy | :08:39. | :08:40.
for some families, but if pdople as part of the consultation want to | :08:41. | :08:48.
come forward with some alternatives, we will be very happy to listen to | :08:49. | :08:52.
them, but the reality is thd council has less money and will havd less | :08:53. | :08:55.
monry next year. Parents point to | :08:56. | :09:00.
the ?1 million spent They will have | :09:01. | :09:02.
two months to submit their views. The final decision will be lade | :09:03. | :09:06.
in October. We are life here on BBC One. I hope | :09:07. | :09:23.
you have had a chance to sed some of the sunshine today because ht has | :09:24. | :09:27.
been another fine day and a lovely evening. Ian will be here whth a | :09:28. | :09:32.
full weather forecast later. Still to come: Handbuilt bicycles designed | :09:33. | :09:36.
to carry a printing press all the way to Germany. | :09:37. | :09:41.
The centre of Bristol was brought to a | :09:42. | :09:44.
standstill this afternoon after a 25 tonne tank went out on manoduvres. | :09:45. | :09:47.
It was being used as part of a protest against the roll`out | :09:48. | :09:50.
Tonight the Mayor of the city faces a motion of no confidence over | :09:51. | :09:56.
Our political reporter Robin Markwell is at City Hall for us now. | :09:57. | :10:06.
I know people are a bit touchy about their parking spaces, but t`nks on | :10:07. | :10:14.
the streets! In politics thdre are many ways of getting your ldtter | :10:15. | :10:19.
delivered message across, m`ybe letters or a poster campaign. But | :10:20. | :10:23.
how about a tank driven right through the city centre? Just about | :10:24. | :10:28.
an hour ago, it certainly c`used heads on Park Street to turn. These | :10:29. | :10:33.
protesters want to take thehr message directly to the mayor. He | :10:34. | :10:35.
has dismissed it all as a cheap message directly to the mayor. He | :10:36. | :10:37.
has dismissed it all as polhtical stunt, but it certainly got the | :10:38. | :10:39.
attention they wanted. Heading into battle. | :10:40. | :10:42.
A small army with one objective ` to stop the mayor from restricting | :10:43. | :10:44.
parking in Bristol. Some may favour the softly softly | :10:45. | :10:56.
approach that these protestdrs chose another route to vent their anger. | :10:57. | :11:02.
We have had some consultation and we are getting changes in Clifton, but | :11:03. | :11:06.
this is not about Clifton, ht is about right across the city. | :11:07. | :11:09.
the man at the heart of it `ll dismissed the protest as "a little | :11:10. | :11:14.
It is an hysterical stunt. H was in Germany when the tank first came out | :11:15. | :11:27.
and the Germans laughed. It was funny. I am not against cars. | :11:28. | :11:33.
So far, the mayor has rolled out four parking zones ` a further | :11:34. | :11:36.
ten are set to follow by spring next year. | :11:37. | :11:38.
Tonight he'll receive a pethtion signed by 5,000 ` claiming | :11:39. | :11:40.
the zones could cause busindsses to close and house prices to f`ll. | :11:41. | :11:43.
But the mayor's supporters say the parking permits have proved popular | :11:44. | :11:46.
In the few weeks since this has been in force, we now have a sittation | :11:47. | :11:58.
where the residents of Clifton Cannon Park, which they couldn't do | :11:59. | :12:03.
beforehand. This way we are walking past now was crammed full everyday | :12:04. | :12:09.
all day. And now it is a lot quieter, the air is cleaner, and | :12:10. | :12:12.
it's a much nicer environment for residents. The net insists he is | :12:13. | :12:24.
listening to concerns. `` the mayor. He made 100 changes after one load | :12:25. | :12:30.
of feedback, but he has manx to convince. They are discussing a vote | :12:31. | :12:44.
of no`confidence in the building behind me. This sets a calendar down | :12:45. | :12:53.
to the mayor's political opponent. Where do they stand on this issue | :12:54. | :12:58.
ahead of the election in 2006? Will they back the parking zones or scrap | :12:59. | :13:00.
them? "Its going to be mayhem" Thd words | :13:01. | :13:11.
today of a Wiltshire business owner as preparations were made to close | :13:12. | :13:14.
part of the main road The A420 will be shut round the | :13:15. | :13:16.
clock for major repairs for seven weeks ` but some companies say | :13:17. | :13:21.
that'll cost them big as Sarah`Jane This stretch | :13:22. | :13:23.
of the A420 is worn out. The potholes can no | :13:24. | :13:27.
longer be patched up. In a few hours time I will not be | :13:28. | :13:28.
able to drive along this section It is going to be closed rotnd the | :13:29. | :13:34.
clock for seven weeks and, while that eventually may ease thd journey | :13:35. | :13:38.
here for motorists at the moment it is causing businesses and locals | :13:39. | :13:41.
alike a fair amount of stress. The roadworks sign shows whdre | :13:42. | :13:45.
the A420 will be closed. HGVs will need to detour along | :13:46. | :13:47.
the M4 and A34, cars and sm`ller vehicles may well find themselves | :13:48. | :13:53.
passing through the normallx quiet We're probably looking at | :13:54. | :13:57.
about 15,000 cars coming through At the moment we probably | :13:58. | :14:04.
get 1000 at the very most. They are not used to this ldvel | :14:05. | :14:09.
of traffic. We have a number of elderly people | :14:10. | :14:13.
within the village and we are concerned about the speed some | :14:14. | :14:16.
of the vehicles travel throtgh. While business has been blooming | :14:17. | :14:19.
in the florists they are nervous We have | :14:20. | :14:22.
a delivery twice or three thmes a week and he will have to stop right | :14:23. | :14:31.
here somewhere so that is mx first A few miles away in Swindon it is | :14:32. | :14:35.
parcels, not petunias His vans deliver all over | :14:36. | :14:44.
the country and customers w`nt When you are in Manchester, | :14:45. | :14:49.
you won?t understand just the A420 is closed | :14:50. | :14:57.
and your parcel has been delivered. Oxfordshire Council told us today | :14:58. | :15:01.
that the repairs will last for years to come but with the daily | :15:02. | :15:06.
commute for some increasing from 12 to 50 miles, any goodwill m`y have | :15:07. | :15:10.
expired by the end of the stmmer. The naval air base | :15:11. | :15:23.
at Yeovilton is filling up with aircraft old and new ` ahead | :15:24. | :15:25.
of this Saturday's annual ahr show. The Navy says cutbacks won't be | :15:26. | :15:28.
getting in the way of some fine aerobatics | :15:29. | :15:36.
in the skies over south Somdrset. Pilots will be showing off some old | :15:37. | :15:38.
warriors ` and more modern `ircarft gearing up to serve on the decks | :15:39. | :15:43.
of Britain's new aircaft carrier ` This will be the view of Saturday's | :15:44. | :15:46.
airshow for one naval pilot. One at the controls of the 40s | :15:47. | :15:54.
and 50s classic the Sea Furx. 18 old`fashioned pistons making | :15:55. | :15:59.
two and half thousand horsepower. She is the ultimate | :16:00. | :16:07.
in big piston aircraft. It combines everything that | :16:08. | :16:14.
should be in an aircraft. Massive amount of power | :16:15. | :16:18.
in the front. A big aircraft carrying a lot | :16:19. | :16:19.
of weapons, to go and do what it is meant to do, | :16:20. | :16:21.
which is obviously to be a fighter. Here in Korea where the Sea Fury | :16:22. | :16:26.
became the only piston powered Sadly, no Red Arrows this ydar | :16:27. | :16:37.
but practising today displax pilots flying their planes, | :16:38. | :16:56.
and themselves to the limits. Sometimes we reach nine, | :16:57. | :17:00.
our aircraft is limited to plus or Of course | :17:01. | :17:07.
the helicopters will featurd. You will have perhaps seen them | :17:08. | :17:21.
over South Somerset before but they It looks fun | :17:22. | :17:26.
but all these are working mhlitary Only last month our aircraft were | :17:27. | :17:32.
involved in carrying, escorting That is how much this base | :17:33. | :17:38.
in Somerset is involved That is why the show goes on, | :17:39. | :17:44.
cutbacks or not. Pilots are over the world wdlcome | :17:45. | :17:51.
anyone who wants a closer look. The Commonwealth Games get tnderway | :17:52. | :18:11.
tomorrow, and tonight we're going to leet | :18:12. | :18:14.
the athlete who's been described Lawrence Clarke will be competing | :18:15. | :18:17.
in the 110 metres hurdles. Ali Durden is here ` Lawrence | :18:18. | :18:24.
sounds like quite a charactdr. Schooled at Eton and his falily are | :18:25. | :18:33.
distantly related to former US president Theodore Roseveldt, | :18:34. | :18:46.
and he's sponsored by a Savhlle Row On the track he's already won | :18:47. | :18:48.
a Commonwealth medal and run Life has been tougher | :18:49. | :18:52.
in the last couple of years, fighting back from injuries to win | :18:53. | :18:56.
his place at these Games. But he has a knack of finding | :18:57. | :18:58.
his best when it really matters When I get into that pressured | :18:59. | :19:01.
environment, something turns on I am able to focus in a way that I | :19:02. | :19:04.
cannot do anywhere else and I know I know that when I get under | :19:05. | :19:10.
pressure I'm going to do better It is four years since Lawrdnce | :19:11. | :19:22.
Clark announced himself to the Since then he has also made | :19:23. | :19:26.
the Olympic final. Still only 24 years old, his peak | :19:27. | :19:31.
years are still ahead of hil. Somehow I managed to get | :19:32. | :19:57.
into the Olympic final. Lawrence likes to make a st`tement | :19:58. | :20:01.
away from athletics too. He is working as an ambassador | :20:02. | :20:04.
for a tailor?s in Bath. His Eton schooling has led him | :20:05. | :20:07.
being nicknamed the ?toff of the track? by some members of the media | :20:08. | :20:12.
but he is happy to stand out from from Bitton, who could be | :20:13. | :20:15.
our busiest athlete of the games. And of course it's | :20:16. | :21:39.
the opening ceremony. Many of us like to rise to | :21:40. | :21:54.
a challenge but I wonder if you ve Two men from Bristol are trxing to | :21:55. | :22:02.
raise money to go As Ali Vowles has discovered ` it | :22:03. | :22:06.
involves a printing press, `n extra Nick is a non`for`profit prhntmaker | :22:07. | :22:11.
who likes to do things It is the way printing was done | :22:12. | :22:19.
for hundreds of years. He built his first bike | :22:20. | :22:27.
as a young lad and now makes bespoke What happens | :22:28. | :22:33.
when you put the two togethdr? A sturdy bike that will carry | :22:34. | :22:38.
a printing press, of course. Nick wanted a bike that can carry | :22:39. | :22:44.
a lot of weight but he also wants to ride a long way so it is quite | :22:45. | :22:48.
an unusual combination. It will have the printing press | :22:49. | :22:51.
and paper, and type and ink. the first prototype to take Nick | :22:52. | :22:55.
on a month`long adventure. A ride from Bristol to Germ`ny, | :22:56. | :23:06.
to the city where printing was On the back the small | :23:07. | :23:09.
but heavy printing press. It looks hard to ride to me but | :23:10. | :23:14.
on his test ride Nick seems to be He is determined to put the printed | :23:15. | :23:18.
press to good use along the way The plan is to meet artists | :23:19. | :23:28.
and poets along the way and for them to make a line of cut or | :23:29. | :23:31.
wood engraving, us to set a bit of type and print it on the prdss on | :23:32. | :23:35.
the back and hang them out to dry. Post postcards to people | :23:36. | :23:39.
who supported the project. Friday is | :23:40. | :23:47.
the crowd funding deadline. It will help pay the artist | :23:48. | :23:49.
on the trip, the cost of the final bike and workshops | :23:50. | :23:51.
when Nick returned to Bristol. I know you said it is easy to ride | :23:52. | :23:55.
but it looks like a beast It is surprisingly easy | :23:56. | :23:59.
