Good evening. screen legend! | :00:10. | :00:14.
A paedophile who groomed girls from Somerset as young | :00:15. | :00:16.
as nine, has been jailed for four years. | :00:17. | :00:18.
62`year`old Paul Francis kept a diary of his assaults. | :00:19. | :00:20.
And he was only caught when one of his victims told a PCSO | :00:21. | :00:24.
about what was going on during a routine school visit. | :00:25. | :00:27.
Paul Francis was first convicted back in 1973. | :00:28. | :00:31.
And he's been targetting and assaulting very young girls | :00:32. | :00:33.
The paedophile has already served prison sentences | :00:34. | :00:37.
He only moved to Yeovil last year but | :00:38. | :00:44.
by March he'd enticed a 10`year`old and her 9`year`old friend back to | :00:45. | :00:48.
his flat where he carried out a number of sexual offences. | :00:49. | :00:53.
The grooming came to light during a routine police visit to | :00:54. | :00:56.
The 10`year`old told a PCSO, "I go to see a man for singing | :00:57. | :01:01.
"lessons and he writes to me and I have got his letters in my case." | :01:02. | :01:07.
When the police raided his home they found a diary | :01:08. | :01:12.
It was the diary which led to his guilty pleas. | :01:13. | :01:16.
The visits with the young girls, he would proceed to write what had | :01:17. | :01:21.
occurred during those visits and he would identify what had | :01:22. | :01:24.
happened and what he wished to happen in the future. | :01:25. | :01:28.
Francis would hand out hand written posters like this one to children | :01:29. | :01:35.
on their way to and from school inviting them to come | :01:36. | :01:38.
He would say how much he wanted to hug and kiss them | :01:39. | :01:43.
and then warn them to keep the letters away from prying eyes. | :01:44. | :01:46.
Before Francis moved to Yeovil he'd lived in Williton and the police are | :01:47. | :01:49.
appealing for anyone in the area who might have been approached | :01:50. | :01:52.
We found documents suggesting he was employing the same methods | :01:53. | :01:58.
when he was in West Williton and Watchet and I would appeal to anyone | :01:59. | :02:02.
that has had communication with Paul Francis to come forward to speak to | :02:03. | :02:10.
The court heard that Francis's last conviction had been in 2005 and his | :02:11. | :02:18.
place on the sex offenders register had run out in 2010 and so he had | :02:19. | :02:23.
Jailing Francis for four years, Judge Mott told him, "You are | :02:24. | :02:30.
"clearly dangerous and there is a serious risk of future offending. | :02:31. | :02:33.
"I give great credit to the 10`year`old who came forward." | :02:34. | :02:41.
On his eventual release, Francis will be placed on the sex offenders | :02:42. | :02:44.
Air quality around Avonmouth in Bristol will be tested following | :02:45. | :02:54.
complaints from residents that their health is being put at risk. | :02:55. | :02:57.
They say dust has been blowing onto and into their homes | :02:58. | :03:02.
from the nearby port, plaguing their lives for years. | :03:03. | :03:05.
The new monitoring will be for three months, and some local | :03:06. | :03:08.
Goods come in and out from all over the world but there's also heavy | :03:09. | :03:18.
industry here ` like metal works, wood processing and waste recycling. | :03:19. | :03:21.
The problem is the wind usually blows this way which residents say | :03:22. | :03:25.
On wet days it's not a problem, but when it's dry | :03:26. | :03:35.
it blankets everything here from car windscreens to windowsills. | :03:36. | :03:40.
Residents paid to get a sample analysed. | :03:41. | :03:46.
It showed it contained metals like aluminium, lead and zinc. | :03:47. | :03:51.
The problem is that experts I've spoken to have been unable to say | :03:52. | :03:54.
whether these are at levels harmful to health. | :03:55. | :03:58.
That worries people like Terri Bowers. | :03:59. | :04:00.
She and her daughter have had health problems which they | :04:01. | :04:03.
I have had pneumonia and I got over it six weeks ago. | :04:04. | :04:12.
I have been backwards and forwards to the hospital | :04:13. | :04:14.
and the doctor has given me X`rays, I could be left with asthma. | :04:15. | :04:19.
Since my daughter was born in 2011, she has had numerous cold | :04:20. | :04:23.
The fact that the dust appears to be magnetic only | :04:24. | :04:30.
In a statement, the Environment Agency said it has already set up | :04:31. | :04:39.
But it needs "continuous assessment over a minimum of three months". | :04:40. | :04:46.
Bristol City Council said it "takes very seriously the concerns | :04:47. | :04:49.
raised "by residents" and " will begin monitoring | :04:50. | :04:52.
the week commencing "August 18th", also for three months. | :04:53. | :04:58.
But for Terri and her fellow residents, that's not enough. | :04:59. | :05:01.
It is good they are introducing it but it has | :05:02. | :05:04.
They haven't taken seriously and it will not be here long enough. | :05:05. | :05:08.
We have not been advised yet, we would like it on an open website | :05:09. | :05:17.
so everyone can see it and we can get independent advice. | :05:18. | :05:22.
Until we know that information, we won't be fully happy. | :05:23. | :05:27.
But for the people living here, they're still hoping | :05:28. | :05:30.
Cheltenham Borough Council used a warrant today to gain access to | :05:31. | :05:39.
the house with a Banksy mural painted on one of the walls. | :05:40. | :05:43.
Earlier this week, hoardings around Spybooth were taken | :05:44. | :05:46.
down and holes were drilled into the corners of the artwork. | :05:47. | :05:49.
Today the council says a man was questioned | :05:50. | :05:52.
An art restorer from London says he thinks the Banksy, | :05:53. | :05:57.
which was previously attacked by vandals, can still be saved. | :05:58. | :06:02.
It has been sprayed with different kinds of paint. | :06:03. | :06:06.
They can be safely removed from the image. | :06:07. | :06:10.
Long`term the issues are to do with whether it is protected | :06:11. | :06:13.
You can read more about that story on the BBC Website. | :06:14. | :06:22.
But for now I'll leave you with Ian who has the latest forecast. | :06:23. | :06:34.
The a few showers we saw were light or moderate but tomorrow the return | :06:35. | :06:44.
of more showers. Some bright and sunny spells as well. Temperatures | :06:45. | :06:49.
tonight down to ten or 14 Celsius. One or two showers at the moment | :06:50. | :06:55.
dying away. Through tomorrow, some showers starting to appear and by | :06:56. | :07:01.
late morning they could be heavy running slowly across many | :07:02. | :07:04.
districts, possibly thundery in places. Some brighter phases but | :07:05. | :07:09.
some showers continuing into the afternoon. Temperatures will still | :07:10. | :07:20.
be down on today by a degree or two, 17 or 18 Celsius. Beyond that, a | :07:21. | :07:25.
better day on Friday, mainly dry, fairly sunny, a bit more cloud on | :07:26. | :07:27.
Saturday but a try and decent day. Good evening. Most of the weather | :07:28. | :07:42.
action today has been centred across central Europe, with some stormy | :07:43. | :07:47.
weather moving through France, across Germany, through the Alps, | :07:48. | :07:49.
clusters | :07:50. | :07:50. |
