for the news A review into the neglect suffered

by four Gloucestershire children has found that every organisation which

should have helped made mistakes. Two months ago,

the parents were jailed for what the judge described as "stupid,

stubborn and reckless" behaviour. Our home affairs correspondent

Steve Brodie reports. The children lived

in appalling squalor. Rooms were littered with rubbish,

the carpets were filthy Bedrooms smelt of urine

and animal faeces. Their suffering only came to

an end when two`year`old Abigail ` became seriously ill

and was admitted to hospital. She was dangerously underweight,

had severe nappy rash and terrible head lice, which her mother had

attempted to treat with mayonnaise. by social workers and health

professionals, nothing was done. The family often missed doctors'

appointments and on some occasions police were called

to the family home. But still no action was taken to

help the children, who continued There were a number of reports made

by people like health professionals, teachers, where the

seriousness of what they were seeing was not correctly interpreted by

social care, who continued sometimes to treat what those reports said as

a matter of child support rather What comes up time and time again

in this review is the role the mother played in manipulating

those who tried to help, and was able to hide from them the real

truth about her children's lives. There was also resistance of the

parents, there wasn't always access given and the true picture of what

was happening was sometimes Despite the county council and all

the other agencies involved getting some things wrong, no`one has been

disciplined for their part in the failure to provide proper care for

Abigail, her brother and sisters. The parents ` who we cannot name

for legal reasons ` were jailed in June for what the judge described

as "appalling neglect". Meanwhile

the review reveals that all the children involved are now living

healthy lives with other families. Earlier I spoke to the BBC's social

affairs correspondent, Michael Buchanan, and asked whether

these serious case reviews work. A man arrested

after 15 illegal immigrants were found in a lorry in Somerset has

been released on police bail. The 50`year`old was questioned after

the discovery at the Southfield Police believe the immigrants

were from Eritrea and Kashmir. The British Red Cross have been

helping to look after them. Work has started on another flood

defence scheme to protect more Villagers in Thorney were left

several feet underwater when the River Parrett broke

its banks at the end of December. Now thousands of tonnes

of soil will create a blockade around the village.

Andrew Plant reports. The first few bucketfuls

of soil being moved in a scheme that Thorney's householders came to watch

the start of the digging, that should stop their homes

from ever flooding again. If the river breaches it's banks, it

will be stopped. A mile up the road from Muchelney,

Thorney suffered badly in the floods, almost every house

with ground floors underwater. The hill

lorry`loads of soil. A woman's been flown to hospital

with leg injuries after part of the miniature train at
