so much neglect. Two months ago her parents were | :01:11. | :01:16. | |
jailed for what the judge described as "stupid, | :01:17. | :01:18. | |
stubborn and reckless" behaviour. Here's our home affairs | :01:19. | :01:23. | |
correspondent, Steve Brodie. The children lived | :01:24. | :01:27. | |
in appalling squalor. Rooms were littered with rubbish, | :01:28. | :01:29. | |
the carpets were filthy Bedrooms smelt of urine | :01:30. | :01:32. | |
and animal faeces. Their suffering only came to | :01:33. | :01:37. | |
an end when two`year`old Abigail ` became seriously ill | :01:38. | :01:40. | |
and was admitted to hospital. She was dangerously underweight, | :01:41. | :01:45. | |
had severe nappy rash and terrible head lice, which her mother had | :01:46. | :01:47. | |
attempted to treat with mayonnaise. by social workers and health | :01:48. | :01:54. | |
professionals, nothing was done. The family often missed doctors' | :01:55. | :02:00. | |
appointments and on some occasions police were called | :02:01. | :02:02. | |
to the family home. But still no action was taken to | :02:03. | :02:05. | |
help the children, who continued There were a number of reports made | :02:06. | :02:21. | |
by people like health professionals, teachers, where the | :02:22. | :02:26. | |
seriousness of what they were seeing was not correctly interpreted by | :02:27. | :02:32. | |
social care, who continued sometimes to treat what those reports said as | :02:33. | :02:38. | |
a matter of child support rather than child protection. | :02:39. | :02:50. | |
"We often go to untidy and unclean houses." | :02:51. | :02:56. | |
What comes up time and time again in this review is the role | :02:57. | :02:59. | |
the mother played in manipulating those who tried to help, and was | :03:00. | :03:02. | |
able to hide from them the real truth about her children's lives. | :03:03. | :03:10. | |
There was also resistance of the parents, there wasn't always access | :03:11. | :03:20. | |

concealed from professionals. Despite the county council and all | :03:23. | :03:22. | |
the other agencies involved getting some things wrong, no`one has been | :03:23. | :03:25. | |

Abigail, her brother and sisters. There was nothing which I have seen | :03:29. | :03:43. | |
that shows that any particular individuals saved behaved so | :03:44. | :03:48. | |
abominably monopoly that they need to be disciplined. I think | :03:49. | :03:55. | |
collectively the way in which we brought it all together wasn't | :03:56. | :03:56. | |
focused enough on the children. The parents ` who we cannot name | :03:57. | :03:58. | |
for legal reasons ` were jailed in June for what the judge described | :03:59. | :04:01. | |
as "appalling neglect". The BBC spoke to the father | :04:02. | :04:04. | |
at an earlier hearing. We did let our children down. We | :04:05. | :04:14. | |
never stopped loving them, but we did let them down, not in a | :04:15. | :04:19. | |
neglectful we, but I suppose in development. | :04:20. | :04:19. | |
