Welcome to Wales Today. Tonight's headlines. Amy Francis hoped an

:00:07.:00:13.

operation would help her beat cancer. But an inquest hears she

:00:13.:00:16.

died after the surgeon tried to remove her liver, instead of her

:00:16.:00:22.

kidney. It was a great shock. It was what we thought would be a

:00:22.:00:32.
:00:32.:00:37.

routine operation and we were devastated. We lost her so suddenly.

:00:37.:00:40.

Also in the programme tonight, this school may not be included in the

:00:40.:00:44.

primary school banding system. It is too small. But despite the

:00:44.:00:47.

controversy, the Education Minister will press ahead with the plans.

:00:48.:00:51.

The fund to help the Gleision miners families will top a million

:00:51.:01:00.

pounds. Trustees say they are astonished by the amount raised.

:01:00.:01:05.

Cardiff University seals a 1.6 billion deal to continue to work on

:01:05.:01:09.

a drug that could transform the treat -- treatment of hepatitis C.

:01:09.:01:13.

And you won't be seeing any of this during the Olympic Games. The "no

:01:13.:01:19.

go" advertising zone 500 metres around the Millennium Stadium.

:01:19.:01:22.

Good evening. An inquest has heard how a grandmother died after a

:01:22.:01:25.

surgeon accidentally tried to remove her liver instead of one of

:01:25.:01:28.

her kidneys. The operation was supposed to help Amy Francis beat

:01:28.:01:31.

cancer. Instead the routine operation using keyhole surgery

:01:31.:01:41.
:01:41.:01:44.

ended in tragedy. Caroline Evans reports. Amy Francis was 77, a

:01:44.:01:47.

mother of four with seven grandchildren. She had lived and

:01:47.:01:52.

new -- worked in Newport, enjoying good health for most of her life,

:01:52.:01:57.

until she was diagnosed with a kidney cancer. Doctors told her

:01:57.:02:01.

that if she had her right kidney removed, there was a good chance

:02:01.:02:06.

her left kidney could be treated and she would recover. It was a

:02:06.:02:11.

great shock. It was what we thought would be a routine operation. We

:02:11.:02:18.

were devastated at the time to lose her so suddenly. Surgeon Adon --

:02:18.:02:21.

Adam Carter had done such an operation more than 100 times

:02:21.:02:28.

before. But what should have been routine went tragically wrong. Amy

:02:28.:02:31.

Francis was undergoing keyhole surgery where small cuts are made

:02:31.:02:35.

in the body, allowing surgeons to insert a camera and instruments

:02:35.:02:39.

without the need for -- need for a bigger incision. The procedure

:02:39.:02:44.

should have involved attaching the kidney and pulling it out through a

:02:44.:02:51.

cat in the crime. By that time, the key hole camera cannot be used and

:02:51.:02:56.

the sea -- surgeon is working by touch alone. Deliverer is usually

:02:56.:03:05.

out of the way higher up -- the liver. When it be surgeon reached

:03:05.:03:09.

in to get hold of the kidney, his hand instead grabbed the liver. He

:03:09.:03:13.

told the inquest today that initially he had asked a trainee

:03:13.:03:16.

surgeon to remove the kidney but when she said she was not confident,

:03:16.:03:21.

he had taken over and he was responsible for the mistake. I

:03:21.:03:25.

should have known where the kidney was will stop emerging from the

:03:25.:03:31.

hearing, Amy Francis's family said Mr Carter's honesty had saved them

:03:31.:03:37.

grief and the hospital from legal action. It was what we expected the

:03:37.:03:42.

outcome to be, it was a mistake. But we are glad we came and

:03:42.:03:47.

listened to the full story of what happened. We take heart from the

:03:47.:03:51.

fact they have learned from the mistake that was made. We accept

:03:51.:03:57.

the decision of the court. We miss -- which Mr Carter all the best and

:03:57.:04:05.

appreciate his honesty in admitting the error. Hopefully we can put it

:04:05.:04:11.

behind us now. In a statement, the health board said it fully accepts

:04:11.:04:15.

the verdict and all thoughts are with the family. A full internal

:04:15.:04:19.

investigation was undertaken which examined in every detail every

:04:19.:04:23.

action taken prior to and during the operation. Every possible

:04:23.:04:27.

effort was made by the surgical team to save the life of Amy

:04:27.:04:33.

Francis, they say. The details of the death have been shared with

:04:33.:04:36.

surgeons nationwide core stock as a result, it is hoped lessons are

:04:36.:04:41.

being learned by the profession across Britain. Plans to put

:04:41.:04:44.

primary schools in Wales into bands will go ahead later this year,

:04:44.:04:48.

despite calls for the whole scheme to be abandoned. The system is

:04:48.:04:50.

similar to the controversial one already in place in our

:04:50.:04:53.

comprehensives, but as many as a third of primary schools in rural

:04:53.:04:56.

areas may not be included. The Education Minister denies claims

:04:56.:04:59.

that'll make the whole system meaningless, as our Education

:04:59.:05:00.

Correspondent, Nicola Smith, reports.

:05:00.:05:03.

In just a few months' time, parents, teachers and pupils here at

:05:03.:05:06.

Greenway Primary School in Cardiff will learn for the first time what

:05:06.:05:11.

band their school is in. Just like the system in secondary schools

:05:11.:05:14.

across Wales, the banding is designed to see how each school is

:05:14.:05:17.

performing and which ones need extra support. It's likely that

:05:17.:05:20.

pupil attendance and teacher assessments at Key Stage 1 and 2

:05:20.:05:24.

will be taken into account. The exact criteria is still being

:05:24.:05:32.

discussed. But it's controversial. I don't think we need it. I think

:05:32.:05:36.

it might be divisive, it's a score on the door and doesn't show what

:05:36.:05:40.

goes on behind that door. It's one number. I think we have other

:05:40.:05:43.

systems in place, Estyn framework and the inspection system that pick

:05:43.:05:49.

up schools doing well and schools that need help. But unlike Greenway

:05:49.:05:51.

Primary School, Ysgol Penllwyn near Aberystwyth probably won't be

:05:51.:05:57.

included in the new system. In fact, around a third of schools in Wales

:05:57.:06:00.

won't because they have too few pupils to be accurately and fairly

:06:00.:06:07.

measured. With a relatively small number of kids in each year group,

:06:07.:06:10.

one child can represent aboutt 33% of that particular cohort so that

:06:10.:06:13.

would unbalance the figures year on year and make it very difficult to

:06:13.:06:23.
:06:23.:06:24.

make them meaningful. Parents here told us they didn't need to be part

:06:24.:06:30.

of a banding system to know their school was doing well. We know that

:06:30.:06:33.

our child is doing very well here, academically, and other parents are

:06:33.:06:38.

happy too, so we're fine with that. This is a small school. Community

:06:38.:06:41.

and family spirit far outweighs anything else at this stage of the

:06:41.:06:50.

game at primary school level. of the parents seem very happy, we

:06:50.:07:00.
:07:00.:07:01.

absolutely fine way back. -- -- with that. Parents at Ysgol Parc y

:07:01.:07:04.

Bont on Anglesey don't know if their school will be banded and

:07:04.:07:08.

opinions on the system are mixed. It just gives you a bit of a

:07:08.:07:12.

comparison really. I look more at GCSE results than the bands but

:07:12.:07:22.
:07:22.:07:26.

it's a useful benchmark to look at. I think I go with my gut instinct.

:07:26.:07:29.

Plaid Cymru has called on the Education Minister to abandon the

:07:29.:07:31.

plans entirely because it says if significant numbers of small rural

:07:31.:07:34.

schools are excluded, the overall system becomes meaningless. A call

:07:34.:07:39.

resolutely rejected by Leighton Andrews. There are greater

:07:39.:07:41.

challenges in developing an objective model for primary schools

:07:41.:07:44.

compared to secondary schools and the greatest of these is the large

:07:44.:07:49.

number of schools which have a small number of pupils. Banding of

:07:49.:07:52.

primary schools is important as we want to ensure system of providing

:07:52.:07:58.

support for schools is there from the start of a child's education.

:07:58.:08:00.

The exact model for primary school banding is being developed right

:08:00.:08:04.

now. Schools will be provided with a provisional band before Easter

:08:04.:08:14.
:08:14.:08:16.

and the final band in the summer term.

:08:16.:08:21.

A 22-year-old man has been charged with murder after a pedestrian died

:08:21.:08:31.
:08:31.:08:48.

in Cardiff Bay. A Spanish budget airline is adding two new routes

:08:48.:08:53.

out of Cardiff airport. Flights will begin operating three times

:08:53.:09:01.

per week from June. Campaigners opposing more wind farms and pylons

:09:01.:09:05.

in mid-Wales have been giving evidence to an inquiry by the

:09:05.:09:09.

Environment Committee. They claim and European directives on at

:09:09.:09:13.

protecting the environment has been overlooked and want a review of the

:09:13.:09:18.

policy which encourages wind Energy Development in several areas of the

:09:18.:09:26.

country. It is a bad policy. It was squeezed through without being

:09:26.:09:32.

monitored, as it should have been, by the director. There was a day it

:09:32.:09:37.

-- degree of legitimacy and what happened but it looks bad, it's not

:09:37.:09:44.

bad, it is bad. The Welsh comb and have responded saying that their

:09:44.:09:49.

policy predated any European directive -- Welsh government. It's

:09:49.:09:54.

a tragedy that scarred a community. Now it's been confirmed that the

:09:54.:09:58.

charity fund set up to help the families of the men who died in the

:09:58.:10:02.

Gleision Mine will top 1 million. That's how much has been raised

:10:02.:10:05.

since the accident in the Swansea Valley last year. Rhodri Lewis has

:10:05.:10:08.

spoken exclusively to the fund's trustees. A meeting of the

:10:08.:10:11.

charity's trustees this afternoon. The Archbishop of Wales, Barry

:10:11.:10:13.

Morgan, and Tyrone O'Sullivan, the man behind Tower Colliery, all

:10:14.:10:16.

charged with ensuring the public's generosity reaches the families of

:10:16.:10:25.

the four dead miners. The fund is now likely to top 1 million.

:10:25.:10:29.

sincerely think it will make 1 million. Going back to September,

:10:29.:10:38.

nobody expected us. -- this. Now we are up 970,000. I sincerely think

:10:38.:10:43.

we will make it there. Thursday the 15th of September, and a huge

:10:43.:10:50.

rescue operation after four miners were trapped underground. The

:10:50.:11:00.

Gleision Mine near Pontardawe had flooded. All the men who died that

:11:00.:11:03.

day, David Powell, Charles Breslin, Gary Jenkins and Philip Hill with

:11:03.:11:07.

families to support. Within days a fund was set up to help them, which

:11:07.:11:11.

is now likely to top 1 million. The tragedy of what happened here

:11:11.:11:14.

not only touched people in the Swansea Valley and Wales, but was

:11:14.:11:17.

felt around the world. In the months since September, the

:11:17.:11:19.

trustees have received cheques from right across the globe. There's

:11:19.:11:21.

been particular generosity from countries with strong mining

:11:21.:11:24.

traditions, such as New Zealand and Chile. Today the trustees met to

:11:24.:11:28.

monitor how the fund is doing. They've already invested a

:11:28.:11:31.

substantial part in an account to gain interest and two payouts have

:11:31.:11:34.

already been made. One was to the families to help with funeral costs,

:11:34.:11:38.

the other to the daughter of one of the men who died. She is disabled,

:11:38.:11:41.

and has used the money to buy an electric wheelchair and a specially

:11:41.:11:47.

adapted car. We have had numerous fundraisers over the Christmas..

:11:47.:11:52.

is phenomenal. The fund is expected to be wound up later this year.

:11:52.:11:55.

Only then will more details emerge on how the generosity of people

:11:55.:11:58.

from Wales and all over the world will be used to help the families

:11:58.:12:01.

of the Gleision miners. Still to come in the programme, this is the

:12:01.:12:05.

people's market in Wrexham but unfortunately, not many people are

:12:05.:12:10.

using it. The council has offered stallholder has a 25 % cut in rent

:12:10.:12:15.

but is it enough? And why these will be banned around the

:12:15.:12:23.

Millennium Stadium during the Olympics.

:12:23.:12:27.

A drug developed at Cardiff University to Crete -- treat

:12:27.:12:31.

hepatitis C has been bought by an American country in a 1.6 billion

:12:31.:12:41.
:12:41.:12:42.

deal. The tie in could be a lucrative move for the university.

:12:42.:12:46.

When I was standing in this laboratory one year in -- one year

:12:46.:12:50.

ago, it was to report the first human trials of this drug had been

:12:50.:12:57.

successful. Today, they have passed another milestone. You have been

:12:57.:13:01.

working on the project for a number of years. Tell us about what it

:13:01.:13:05.

means for the development of the drug and the university. As you

:13:05.:13:09.

correctly said, this started four years ago with a corporation

:13:09.:13:13.

between Cardiff University and this company from the United States. Now

:13:13.:13:17.

what happens is the potential of this compound has been recognised

:13:17.:13:24.

by a big company. It has acquired and invested in us. It has the

:13:24.:13:33.

potential to become a drug and really it is a force behind us. It

:13:33.:13:42.

There are 300,000 people in the UK who have hepatitis C, it can be

:13:42.:13:47.

fatal and people have to go on the transplant lists for a new liver.

:13:47.:13:51.

With new do-it- -- drugs we often hear the words pioneering and

:13:51.:13:56.

revolutionary. How good could this drug before those people?

:13:56.:14:02.

current treatment really only works for a small number of patients, and

:14:02.:14:08.

the drug that has just been approved -- the drugs that have

:14:08.:14:13.

been approved to not cover all types of the disease. This drug

:14:13.:14:17.

will cover all the types of hepatitis C so there is a chance

:14:17.:14:22.

for every patient to be cured of this disease by using this drug.

:14:22.:14:29.

Briefly, I you enter Phase Three now? We are about to finish the

:14:29.:14:34.

phase two trials in a few months, and then the final stage, phase

:14:34.:14:38.

three, soon after that, and possibly in three to four years'

:14:38.:14:43.

time it will be on the market and time for us and the patience of

:14:43.:14:47.

Wales. Thank you for sharing that with us. If that happens in 18

:14:47.:14:51.

months or so we can guarantee we will be back here reporting it.

:14:51.:14:55.

Back to you. Thank you. Motor insurance group

:14:55.:14:59.

Admiral has been bailed plans for a new office building in Newport. The

:14:59.:15:04.

FTSE 100 business has provisional plans for the Cambrian Centre in

:15:04.:15:08.

the city centre. Up to 2000 staff could be based there by the end of

:15:09.:15:12.

next year. Prices are being slashed at

:15:12.:15:16.

Wrexham's markets, not for customers but for traders. Business

:15:16.:15:20.

is so slow the council is cutting the rent it charges stall holders

:15:20.:15:23.

by a quarter to help them out as part of a series of measures to

:15:23.:15:27.

boost the town's three indoor markets. Matthew Richards is at one

:15:27.:15:33.

of them for us tonight. Matthew. Thank you very much, Lucy. The

:15:33.:15:36.

shutters have come down on another day hearer the People's Market in

:15:36.:15:39.

Wrexham but we have been here much of the day and they have not been

:15:39.:15:42.

many people here, which is where the council has stepped in and

:15:42.:15:46.

reduced rent rates for the 100 stallholders here in Wrexham for

:15:46.:15:49.

the next three months, traditionally a quiet time of the

:15:49.:15:54.

year. But some of the traders here, who had a meeting tonight with

:15:54.:15:57.

council members, thing more could be done to bring shoppers back.

:15:57.:16:01.

Evelyn Clutton is moving on. She has had a stall at the People's

:16:01.:16:04.

Market for two years and is leaving to open a shop nearby. She's

:16:04.:16:08.

renting it from the council so will benefit from the dreaded by per

:16:08.:16:11.

cent discount, but so she is going because she doesn't get enough

:16:11.:16:15.

passing trade here, especially since some big stores left the high

:16:15.:16:20.

street. Since they have closed down, the People's market has gone down

:16:20.:16:25.

really badly. All the people that are supposed as -- be supporting

:16:25.:16:28.

local businesses, they should be doing that, not going to bigger

:16:28.:16:33.

companies. Normally when prices are cut by 25 per cent it is something

:16:33.:16:36.

traders do to attract customers but this time it is being done by the

:16:36.:16:39.

council to help traders turn a corner after the busy Christmas

:16:39.:16:42.

period has ended. The council admits it may have fallen short in

:16:42.:16:46.

the past but hopes a series of talks with stall holders will

:16:46.:16:49.

create a better relationship and a busier town centre. Communication

:16:50.:16:54.

is probably key to this and I have to say the traders will come to you

:16:54.:16:58.

and say may be the council has and always listened, so we have a bit

:16:58.:17:01.

of a sea-change going on and are getting the communication process

:17:01.:17:05.

right, so it is important for us. Shoppers were thin on the ground

:17:05.:17:08.

this afternoon despite free parking from midday. One told me the

:17:08.:17:11.

markets are missing out because the town centre is spread over a wide

:17:11.:17:16.

area. This is in the middle, you see, so you either go to one end of

:17:16.:17:20.

town or the other end up miss the middle. The rent relief will

:17:20.:17:23.

certainly help traders weather the winter and the council is promising

:17:23.:17:27.

more action to bring people back to the People's Market.

:17:27.:17:34.

Joining me now is a man who has stepped into the world of market

:17:34.:17:37.

trading and opened a store here. Why did you come? It is a fantastic

:17:37.:17:42.

place. It is a fantastic place to trade, and Wrexham being

:17:42.:17:46.

traditionally a market town, and now it has a new level of vibrancy

:17:46.:17:50.

and liveliness with new businesses coming in every week. This 25 per

:17:50.:17:54.

cent rent cut is because business has been slow, that will obviously

:17:54.:17:58.

be a bonus. It is a huge bonus. When you are starting up with a

:17:58.:18:02.

stall, keeping costs down is an important factor it so it is great

:18:02.:18:05.

for the council is doing for market traders, new and existing, some

:18:05.:18:09.

have been here for 20 years. met with more experienced traders

:18:10.:18:12.

to write and probably discuss a lot, but you want to get people through

:18:13.:18:16.

the doors. How would you do that? The cancer had many things plan for

:18:16.:18:20.

the near future. Free parking since November has increased footfall,

:18:20.:18:25.

which is positive, and we hope for a new shuttle bus in the next few

:18:25.:18:29.

months, and we have been talking about ideas for facelift in the

:18:29.:18:32.

People's Market and improving its look, and may be doing a relaunch.

:18:32.:18:39.

Has the market still got an appeal, due think people still like it?

:18:39.:18:43.

has a huge appeal, Wrexham has three vibrant markets, indoor and

:18:43.:18:46.

outdoor, which are expanding all time. We're always getting people

:18:46.:18:51.

coming in and it is a fantastic mix of stall holders, old, new, young,

:18:51.:18:55.

experienced, this is the place to come and shots. Excellent. Great

:18:55.:19:01.

sales pitch. We wish you the best for the opening of your stall. Back

:19:01.:19:06.

to you, Lucy. Thank you, Matthew. Meanwhile the

:19:06.:19:09.

closure and sale of Abergavenny cattle market is one step closer.

:19:09.:19:12.

Monmouthshire Council wants to move the market outside the town and

:19:12.:19:16.

build a supermarket on the site. The local government minister Carl

:19:16.:19:20.

Sargeant says the Council should have the final say. He is appealing

:19:20.:19:22.

a Victorian law which could have forced them to keep the market

:19:22.:19:27.

where it is there -- where it is. In sport, in the last few minutes,

:19:27.:19:31.

the International Rugby Board has ruled that London Irish player

:19:31.:19:36.

Stephen Sinn were his only eligible to play for Wales. The former

:19:36.:19:40.

Kennedy fly-half was picked for Scotland because his mother is

:19:40.:19:43.

Scottish, but the governing body has now ruled he can only represent

:19:43.:19:48.

Wales because of a previous appearance for Wales and twenties.

:19:48.:19:52.

In football, Wales captain Aaron Ramsey says he was right to express

:19:52.:19:56.

his disappointment that players had not been asked their opinion during

:19:56.:20:00.

the search for a new national coach. Responding to criticism, the

:20:00.:20:04.

Arsenal midfielder said he was giving an honest view, and didn't

Meanwhile, four Swansea City players could be part of the

:20:10.:20:13.

British Olympic football team after being named on the initial

shortlist. Ashley Williams, Neil Taylor, Joe Allen and on-loan

centre-half Steven Caulker have all been asked for their availability.

:20:21.:20:25.

Boss Brendan Rodgers confirmed the coach had been impressed by the

:20:25.:20:30.

performances. I think it is fantastic for them. Liz spoke to a

number of them individually, and obviously there is a long way to go,

:20:36.:20:40.

but I think the feeling is similar to mine, it is something I

encourage. If it is good enough for Lionel messy, it is good enough for

:20:47.:20:51.

our players. Talking of the Olympics, businesses in the heart

:20:51.:20:54.

of Cardiff will be banned from displaying advertising hoardings

:20:54.:20:57.

while Olympic events are being staged at the Millennium Stadium.

:20:57.:21:01.

Legislation passed by the National Assembly this week means only

official sponsors of the games can display adverts within 500 metres

of the event when the football comes to the city in July and

:21:08.:21:12.

August. When the big sporting events come

:21:12.:21:16.

to town, Cardiff comes alive. The central location of the stadium is

:21:16.:21:19.

a bonus for traders who can capitalise on the large crowds and

:21:19.:21:23.

entice them through their doors, advertising special offers. In July

:21:23.:21:27.

and August this year the Millennium Stadium will host Olympic football,

:21:27.:21:30.

and local businesses were looking forward to promoting their wares as

usual, but this summer, on the day and day before the Olympic events,

all advertising and promotional material like this the than 500

:21:42.:21:45.

official sponsors. The National Assembly passed a special law

:21:45.:21:48.

earlier this week preventing advertising by non sponsors and in

:21:48.:21:52.

Cardiff it will have a big impact, from bus shelters and advertising

:21:52.:21:57.

hoardings to telephone boxes and billboards. I think it is a shame

:21:57.:22:01.

that businesses cannot promote their things in the area.

sponsors have paid a huge amount of money so they should have the right.

:22:05.:22:08.

Sponsors pay a high price to be connected to a prestigious sporting

new purpose built Olympic stadia, but Cardiff traders argue the rules

:22:32.:22:36.

shouldn't apply here. I don't think there is a city in the world that

:22:36.:22:43.

has a stadium right in the centre, within such close proximity to

:22:43.:22:48.

other retail units, so I think they should have taken a bit more of a

:22:48.:22:52.

lenient approach. But one Assembly Member representing the city centre

right for this time of year. Hardly a breath of wind as well. Tomorrow

week will start dry, but it may turn milder and more unsettled by

:25:53.:25:58.

the middle of the week. Then again, this high pressure, you never know,

:25:58.:26:02.

may hold on, so the dry weather could well last for longer,

possibly for most of next week. Our picture tonight is from Ffos Las

There is some truth in this saying, which has been in use since

for Jack frost, and a few fog patches as well. So it is looking a
