after claims from 2009 came to light that children were locked in | :01:49. | :01:52. | |
a padded time-out room. In a separate report today, the auditor | :01:52. | :01:56. | |
general has called for the Welsh Government to intervene. Abigail | :01:56. | :02:06. | |

Neal is at Pembrokeshire Council headquarters tonight. Yes, we have | :02:07. | :02:11. | |
seen two reports published today. Both of them following on from | :02:11. | :02:15. | |
those initial complaints back in 2009 about how the council dealt | :02:15. | :02:19. | |
with pupils who were displaying challenging behaviour. And the | :02:19. | :02:23. | |
allegations of abuse about their treatment. One of the reports today | :02:23. | :02:31. | |
is by the Auditor General for Wales, and that looks safe -- on this | :02:31. | :02:38. | |
issue of safeguarding children. The other report comes from Estyn, the | :02:38. | :02:42. | |
schools inspectorate in Wales, and they bullocking generally at the | :02:42. | :02:46. | |
issue of education, and they found it to be unsatisfactory. Today, we | :02:46. | :02:50. | |
managed to get hold of a DVD which shows where this process all began. | :02:50. | :02:55. | |
The boy you see in it is now 16, he is at college and is doing well, | :02:55. | :03:01. | |
but at the time this was taken, things were very different. Andrew | :03:01. | :03:06. | |
has agreed to show us the DD -- DVD from 2009. He says it shows his 12- | :03:06. | :03:12. | |
year-old son being locked in a dark, padded, windowless room. You can | :03:12. | :03:16. | |
see a boy being pushed into the room and then left, on this | :03:16. | :03:26. | |

occasion, for 13 minutes, before he was let out. Surely there are | :03:28. | :03:36. | |
better ways. Teachers should be taught how to handle these children, | :03:36. | :03:43. | |
not by throwing them into a room. Police treat criminals like that. | :03:43. | :03:46. | |
Pembrokeshire council say this padded room no longer exist and | :03:46. | :03:50. | |
they have issued guidance to all schools and over what form of time | :03:50. | :03:53. | |
out space should be used when children need to calm down. | :03:53. | :04:03. | |

Previously, they showed us images. The council has been slow to put | :04:07. | :04:10. | |
improvements in place and those it has put in place have proved | :04:10. | :04:16. | |
inadequate. That said, with better scrutiny arrangements, we are | :04:16. | :04:19. | |
confident that the council has the potential to put the arrangements | :04:19. | :04:26. | |
in place that can provide assurances to the public. | :04:26. | :04:28. | |
Allegations of Professional abuse first surfaced in 2009, regarding | :04:29. | :04:34. | |
the use of the time out room. Last year, two critical reports were | :04:34. | :04:36. | |
published into how the council dealt with these allegations and | :04:36. | :04:40. | |
what policies they had imposter care for the children. Today, two | :04:40. | :04:46. | |
more have been added to the list. The second report, one by Estyn, | :04:46. | :04:54. | |
looked at education more generally. Pembrokeshire was judged | :04:54. | :05:01. | |
unsatisfactory. Julie is one mother who agrees with that assessment. | :05:01. | :05:06. | |
Her eight year-old son James has multiple complex needs. This month, | :05:06. | :05:11. | |
he was permanently excluded because of his challenging behaviour. She | :05:12. | :05:19. | |
showed us his score behaviour logbook and showed us how often the | :05:19. | :05:25. | |
time-out method was used. Sometimes it was twice a day and one time for | :05:25. | :05:30. | |
four hours. I told them that they have failed him. They have | :05:30. | :05:34. | |
discriminated against his disabilities. He is being punished | :05:34. | :05:39. | |
for not walking appropriate -- appropriately in the corridor when | :05:39. | :05:44. | |
he has got poor co-ordination. He has been placed in the chill-out | :05:44. | :05:49. | |
Room for telling visitors that he loves them, which James we do in | :05:49. | :05:54. | |
the supermarket or where they hears. He doesn't find that in appropriate. | :05:54. | :05:58. | |
The Welsh government have already sent in a panel of experts to | :05:58. | :06:03. | |
oversee the council. Now Estyn are calling for the authority to be | :06:03. | :06:07. | |
placed in special measures. We spoke to Pembrokeshire council | :06:07. | :06:13. | |
about some of the issues raised by the little boy James, and they told | :06:13. | :06:19. | |
us that he had been excluded from his primary school and that any | :06:19. | :06:22. | |
concerns or allegations brought to their attention would now be | :06:22. | :06:27. | |
investigated as a matter of urgency. Can you tell us more about what | :06:27. | :06:32. | |
special mirror -- special measures would mean? Yes, special measures | :06:32. | :06:36. | |
are usually something that Estyn would apply to a school. It might | :06:36. | :06:40. | |
mean things like more regular inspections, but in this case, it | :06:41. | :06:44. | |
is applied to a whole local authority. The standard is really | :06:44. | :06:48. | |
the same. When it is applied to a school it is done so because they | :06:48. | :06:52. | |
deem there is an inadequate level of education their and the school | :06:52. | :06:58. | |
might lack the leadership capacity to improve that. This is being | :06:58. | :07:02. | |
applied more generally to the county, but Estyn would not tell us | :07:02. | :07:06. | |
exactly what it involved. It depends on each case by case basis | :07:06. | :07:11. | |
as to what each local authority would need. What has the council | :07:11. | :07:17. | |
said today? The council leader Jamie Adams has issued a statement | :07:17. | :07:20. | |
saying that these are very serious issues and the council is committed | :07:21. | :07:24. | |
to resolving them. He has said he is under no illusion about the | :07:24. | :07:27. | |
scale of the challenge, but they have already made some changes here. | :07:27. | :07:31. | |
One of them is a new director in charge of education and | :07:31. | :07:34. | |
safeguarding that has a very good track record, and another is that | :07:34. | :07:37. | |
they have taken action in recruitment and retention of social | :07:37. | :07:42. | |
care staff. A significant one is that they have signed an agreement | :07:42. | :07:47. | |
with another council to develop a shared school improvement scheme, | :07:47. | :07:55. | |
and that may be one of the first of its kind in Wales. A one of the | :07:55. | :07:59. | |
world's biggest defend -- defence contractor has has opened a new | :07:59. | :08:05. | |
base in the Gwent valley. General Dynamics now it employs | :08:05. | :08:15. | |
:08:15. | :08:17. | ||
around 800 people there and in Newbridge. A promotional film shows | :08:17. | :08:21. | |
the new armoured fighting vehicle that has been ordered by the | :08:21. | :08:26. | |
British Army. It is called the S V programme and at a time of big | :08:26. | :08:32. | |
cutbacks in military spending, this is one project which is going ahead. | :08:32. | :08:36. | |
Around 600 of the vehicles will be designed, developed and tested over | :08:36. | :08:41. | |
the next 10 to 15 years. It is the Number One programme for the army | :08:41. | :08:46. | |
going forward. That is why it is so important to us. This will form the | :08:46. | :08:51. | |
backbone of a large section of the British Army. The heart of the | :08:51. | :08:56. | |
operation is taking what is called off the shelf models, basic | :08:56. | :08:59. | |
structures made elsewhere. They are brought here were all sorts of | :08:59. | :09:04. | |
equipment is added to them, including electronic systems like | :09:04. | :09:09. | |

decades, but people who have previously carried out male jobs | :10:52. | :10:56. | |
such as street cleaners, were paid more than Jennifer even though they | :10:56. | :11:00. | |
were on the same pay grade. wasn't aware untaught Unison came | :11:00. | :11:04. | |
round and told us this was happening -- I wasn't aware. I | :11:04. | :11:08. | |
thought that was a bit fall. How can they get away with that? Why | :11:08. | :11:13. | |
should men get more than women for an equal value drop? Back into | :11:13. | :11:17. | |
their son and seven, the council here was the first to start handing | :11:17. | :11:24. | |
out cheques to workers. Five years on, some councils like Wrexham | :11:24. | :11:31. | |

cost councils has so far reached �75 million. Just three authorities | :11:52. | :11:59. | |
have completed the process. This is public money. It may appear simple | :11:59. | :12:02. | |
when a claim comes in, pay it, but if it were to be found later on | :12:02. | :12:06. | |
that it could have been defended, they would be a big question over | :12:06. | :12:11. | |
that. Back in Pembrokeshire, Jenifer finally got her pay out | :12:11. | :12:15. | |
seven years after she put in a claim. For councils, the process of | :12:15. | :12:22. | |

The investigation into abuse at children's homes in North Wales has | :12:48. | :12:52. | |
received information from more than 100 alleged victims. The National | :12:52. | :12:57. | |
crime agency is looking at the new allegations as well as the way | :12:57. | :13:04. | |
police handled the it original investigation. What exactly is the | :13:04. | :13:07. | |

that abuse there was much more widespread than had previously been | :13:33. | :13:40. | |
realised. It wasn't just members of staff. Subsequently, and inaccurate | :13:40. | :13:44. | |
naming was done of Lord McAlpine, the Tory peer. He was forced to | :13:44. | :13:48. | |
link with these allegations. Subsequently, there has been an | :13:48. | :13:52. | |
apology, and those who have publicly named Lord McAlpine are | :13:52. | :13:57. | |
being pursued through the courts. But this has all prompted 105 | :13:57. | :14:02. | |
people in total to contact either the quite agency or be referred to | :14:03. | :14:06. | |
them with their own different stories of abuse dating back to | :14:06. | :14:09. | |
children's homes in the 70s in North Wales. They are now living | :14:09. | :14:17. | |
across the UK, up to 22 fours -- police force areas across Britain. | :14:17. | :14:23. | |
What happens next? The initial findings will be put to the Chief | :14:23. | :14:27. | |

Recreation ground can never be developed. It's been given special | :15:51. | :15:56. | |
protection as part of the Queen's Diamond Jubilee celebrations. The | :15:56. | :15:59. | |
monument it sits upon recognises the tireless efforts of local | :15:59. | :16:07. | |

petition and a public enquiry. In the end, the council dropped its | :16:44. | :16:48. | |
plans and its new status as a Queen Elizabeth II Field in Trust means | :16:48. | :16:58. | |

those plans can never resurface. The dedication places a covenant on | :16:58. | :17:03. | |
