Welcome to Wales Today. Our top story: Pembrokeshire Council under

:00:04.:00:09.

fire for how it keeps children safe in school. One family claims this

:00:09.:00:14.

video shows their son being locked in a padded room. Tonight, the

:00:14.:00:17.

education inspectorate Estyn says the council should be placed in

:00:17.:00:27.
:00:27.:00:40.

Our other headlines tonight: Different wages for similar jobs -

:00:40.:00:44.

why thousands are still waiting for a fair pay out. And the next

:00:44.:00:47.

generation of fighting vehicles for the British army being built here

:00:47.:00:57.
:00:57.:00:59.

on the site of an old colliery. Good evening. In tonight's sport,

:00:59.:01:04.

tearing up the turf could be a thing of the past. Why the

:01:04.:01:06.

Millennium Stadium is considering swapping the grass for an

:01:06.:01:11.

artificial surface like this. And Deiniolen's Dave Brailsford was

:01:11.:01:21.
:01:21.:01:22.

last night named Coach of the Year. Ahmad as cycling track which Dave

:01:22.:01:32.
:01:32.:01:38.

Brailsford are opened last year. -- I am at the cycling track.

:01:38.:01:41.

Good evening. It's been accused of failures in keeping children safe.

:01:41.:01:44.

Tonight there are calls for Pembrokeshire council to be placed

:01:44.:01:46.

in special measures. The council was highly criticised last year

:01:46.:01:49.

after claims from 2009 came to light that children were locked in

:01:49.:01:52.

a padded time-out room. In a separate report today, the auditor

:01:52.:01:56.

general has called for the Welsh Government to intervene. Abigail

:01:56.:02:06.
:02:06.:02:07.

Neal is at Pembrokeshire Council headquarters tonight. Yes, we have

:02:07.:02:11.

seen two reports published today. Both of them following on from

:02:11.:02:15.

those initial complaints back in 2009 about how the council dealt

:02:15.:02:19.

with pupils who were displaying challenging behaviour. And the

:02:19.:02:23.

allegations of abuse about their treatment. One of the reports today

:02:23.:02:31.

is by the Auditor General for Wales, and that looks safe -- on this

:02:31.:02:38.

issue of safeguarding children. The other report comes from Estyn, the

:02:38.:02:42.

schools inspectorate in Wales, and they bullocking generally at the

:02:42.:02:46.

issue of education, and they found it to be unsatisfactory. Today, we

:02:46.:02:50.

managed to get hold of a DVD which shows where this process all began.

:02:50.:02:55.

The boy you see in it is now 16, he is at college and is doing well,

:02:55.:03:01.

but at the time this was taken, things were very different. Andrew

:03:01.:03:06.

has agreed to show us the DD -- DVD from 2009. He says it shows his 12-

:03:06.:03:12.

year-old son being locked in a dark, padded, windowless room. You can

:03:12.:03:16.

see a boy being pushed into the room and then left, on this

:03:16.:03:26.
:03:26.:03:28.

occasion, for 13 minutes, before he was let out. Surely there are

:03:28.:03:36.

better ways. Teachers should be taught how to handle these children,

:03:36.:03:43.

not by throwing them into a room. Police treat criminals like that.

:03:43.:03:46.

Pembrokeshire council say this padded room no longer exist and

:03:46.:03:50.

they have issued guidance to all schools and over what form of time

:03:50.:03:53.

out space should be used when children need to calm down.

:03:53.:04:03.
:04:03.:04:07.

Previously, they showed us images. The council has been slow to put

:04:07.:04:10.

improvements in place and those it has put in place have proved

:04:10.:04:16.

inadequate. That said, with better scrutiny arrangements, we are

:04:16.:04:19.

confident that the council has the potential to put the arrangements

:04:19.:04:26.

in place that can provide assurances to the public.

:04:26.:04:28.

Allegations of Professional abuse first surfaced in 2009, regarding

:04:29.:04:34.

the use of the time out room. Last year, two critical reports were

:04:34.:04:36.

published into how the council dealt with these allegations and

:04:36.:04:40.

what policies they had imposter care for the children. Today, two

:04:40.:04:46.

more have been added to the list. The second report, one by Estyn,

:04:46.:04:54.

looked at education more generally. Pembrokeshire was judged

:04:54.:05:01.

unsatisfactory. Julie is one mother who agrees with that assessment.

:05:01.:05:06.

Her eight year-old son James has multiple complex needs. This month,

:05:06.:05:11.

he was permanently excluded because of his challenging behaviour. She

:05:12.:05:19.

showed us his score behaviour logbook and showed us how often the

:05:19.:05:25.

time-out method was used. Sometimes it was twice a day and one time for

:05:25.:05:30.

four hours. I told them that they have failed him. They have

:05:30.:05:34.

discriminated against his disabilities. He is being punished

:05:34.:05:39.

for not walking appropriate -- appropriately in the corridor when

:05:39.:05:44.

he has got poor co-ordination. He has been placed in the chill-out

:05:44.:05:49.

Room for telling visitors that he loves them, which James we do in

:05:49.:05:54.

the supermarket or where they hears. He doesn't find that in appropriate.

:05:54.:05:58.

The Welsh government have already sent in a panel of experts to

:05:58.:06:03.

oversee the council. Now Estyn are calling for the authority to be

:06:03.:06:07.

placed in special measures. We spoke to Pembrokeshire council

:06:07.:06:13.

about some of the issues raised by the little boy James, and they told

:06:13.:06:19.

us that he had been excluded from his primary school and that any

:06:19.:06:22.

concerns or allegations brought to their attention would now be

:06:22.:06:27.

investigated as a matter of urgency. Can you tell us more about what

:06:27.:06:32.

special mirror -- special measures would mean? Yes, special measures

:06:32.:06:36.

are usually something that Estyn would apply to a school. It might

:06:36.:06:40.

mean things like more regular inspections, but in this case, it

:06:41.:06:44.

is applied to a whole local authority. The standard is really

:06:44.:06:48.

the same. When it is applied to a school it is done so because they

:06:48.:06:52.

deem there is an inadequate level of education their and the school

:06:52.:06:58.

might lack the leadership capacity to improve that. This is being

:06:58.:07:02.

applied more generally to the county, but Estyn would not tell us

:07:02.:07:06.

exactly what it involved. It depends on each case by case basis

:07:06.:07:11.

as to what each local authority would need. What has the council

:07:11.:07:17.

said today? The council leader Jamie Adams has issued a statement

:07:17.:07:20.

saying that these are very serious issues and the council is committed

:07:21.:07:24.

to resolving them. He has said he is under no illusion about the

:07:24.:07:27.

scale of the challenge, but they have already made some changes here.

:07:27.:07:31.

One of them is a new director in charge of education and

:07:31.:07:34.

safeguarding that has a very good track record, and another is that

:07:34.:07:37.

they have taken action in recruitment and retention of social

:07:37.:07:42.

care staff. A significant one is that they have signed an agreement

:07:42.:07:47.

with another council to develop a shared school improvement scheme,

:07:47.:07:55.

and that may be one of the first of its kind in Wales. A one of the

:07:55.:07:59.

world's biggest defend -- defence contractor has has opened a new

:07:59.:08:05.

base in the Gwent valley. General Dynamics now it employs

:08:05.:08:15.
:08:15.:08:17.

around 800 people there and in Newbridge. A promotional film shows

:08:17.:08:21.

the new armoured fighting vehicle that has been ordered by the

:08:21.:08:26.

British Army. It is called the S V programme and at a time of big

:08:26.:08:32.

cutbacks in military spending, this is one project which is going ahead.

:08:32.:08:36.

Around 600 of the vehicles will be designed, developed and tested over

:08:36.:08:41.

the next 10 to 15 years. It is the Number One programme for the army

:08:41.:08:46.

going forward. That is why it is so important to us. This will form the

:08:46.:08:51.

backbone of a large section of the British Army. The heart of the

:08:51.:08:56.

operation is taking what is called off the shelf models, basic

:08:56.:08:59.

structures made elsewhere. They are brought here were all sorts of

:08:59.:09:04.

equipment is added to them, including electronic systems like

:09:04.:09:09.

fees, developed here for the specific use of the British Army --

:09:09.:09:13.

like bees. Their orders -- dozens of defence companies operating in

:09:13.:09:18.

Wales, including some of the world's largest contractors. And it

:09:18.:09:24.

is well paid. Average salaries in Newbridge and over there are

:09:24.:09:34.
:09:34.:09:34.

45,000 the year. -- and Oakdale a 45,000 a year. I have met people

:09:34.:09:42.

who have gone to university, gone to a graduate programme they have

:09:42.:09:45.

offered and you would never have come back if the company was not

:09:45.:09:52.

here. The new vehicles are due to come into service by the end of the

:09:52.:10:00.

decade. A 42-year-old actor has been found guilty of raping a 15-

:10:00.:10:03.

year-old girl at a house party in Newport. Simon Morris, who appeared

:10:03.:10:06.

in the television series Hollyoaks, claimed he didn't know what he was

:10:06.:10:09.

doing as he suffers from a sleep disorder known as sexsomnia. But

:10:09.:10:12.

the jury at Cardiff Crown Court today convicted him. He'll be

:10:12.:10:18.

sentenced in the new year. Thousands of council workers who

:10:18.:10:21.

were paid less for doing similar jobs as their colleagues are still

:10:21.:10:23.

waiting for payments worth millions of pounds. The deadline for

:10:23.:10:26.

settling equal pay claims passed five years ago and BBC Wales has

:10:26.:10:36.
:10:36.:10:38.

learnt most councils here still haven't paid out. The end of a long

:10:38.:10:42.

day for Jennifer Jones, head cook at this church in a primary school

:10:42.:10:45.

in Pembrokeshire. She has worked for the Council for nearly two

:10:45.:10:52.

decades, but people who have previously carried out male jobs

:10:52.:10:56.

such as street cleaners, were paid more than Jennifer even though they

:10:56.:11:00.

were on the same pay grade. wasn't aware untaught Unison came

:11:00.:11:04.

round and told us this was happening -- I wasn't aware. I

:11:04.:11:08.

thought that was a bit fall. How can they get away with that? Why

:11:08.:11:13.

should men get more than women for an equal value drop? Back into

:11:13.:11:17.

their son and seven, the council here was the first to start handing

:11:17.:11:24.

out cheques to workers. Five years on, some councils like Wrexham

:11:24.:11:31.

still haven't paid a penny. Settling these past inequalities is

:11:31.:11:35.

very expensive. Councils have been trying to put it off in the hope

:11:35.:11:40.

that maybe case law will change all the claimants will get so tired of

:11:40.:11:45.

the lengthy litigation progress -- process. We have learnt that the

:11:45.:11:52.

cost councils has so far reached 75 million. Just three authorities

:11:52.:11:59.

have completed the process. This is public money. It may appear simple

:11:59.:12:02.

when a claim comes in, pay it, but if it were to be found later on

:12:02.:12:06.

that it could have been defended, they would be a big question over

:12:06.:12:11.

that. Back in Pembrokeshire, Jenifer finally got her pay out

:12:11.:12:15.

seven years after she put in a claim. For councils, the process of

:12:15.:12:22.

settling cases will go on for some time yet. Still to come, why are

:12:22.:12:26.

rolling out the lawn could soon become a thing of the past. I will

:12:26.:12:32.

be finding out why they are soon considering replacing the green

:12:32.:12:37.

grass at the home of rugby with an artificial pitch. And the brain

:12:37.:12:45.

behind British Cycling honoured as the coach of the year.

:12:45.:12:48.

The investigation into abuse at children's homes in North Wales has

:12:48.:12:52.

received information from more than 100 alleged victims. The National

:12:52.:12:57.

crime agency is looking at the new allegations as well as the way

:12:57.:13:04.

police handled the it original investigation. What exactly is the

:13:04.:13:07.

National crime into Zulu king into here? They have been asked to look

:13:08.:13:16.

at a number of things. -- the National crime agency. These

:13:16.:13:23.

allegations were prompted by a man who was a former resident at a

:13:23.:13:26.

children's home in Wrexham in the late 70s. He gave an interview to

:13:26.:13:30.

the BBC's Newsnight programme at the beginning of last month saying

:13:30.:13:33.

that abuse there was much more widespread than had previously been

:13:33.:13:40.

realised. It wasn't just members of staff. Subsequently, and inaccurate

:13:40.:13:44.

naming was done of Lord McAlpine, the Tory peer. He was forced to

:13:44.:13:48.

link with these allegations. Subsequently, there has been an

:13:48.:13:52.

apology, and those who have publicly named Lord McAlpine are

:13:52.:13:57.

being pursued through the courts. But this has all prompted 105

:13:57.:14:02.

people in total to contact either the quite agency or be referred to

:14:03.:14:06.

them with their own different stories of abuse dating back to

:14:06.:14:09.

children's homes in the 70s in North Wales. They are now living

:14:09.:14:17.

across the UK, up to 22 fours -- police force areas across Britain.

:14:17.:14:23.

What happens next? The initial findings will be put to the Chief

:14:23.:14:27.

Constable of North Wales in April next year. They also look at how

:14:27.:14:31.

the police handled the him -- the original investigation, and we

:14:31.:14:35.

should also find out publicly what those recommendations are, if any,

:14:35.:14:42.

Hundreds of union members at Caerphilly council staged a walkout

:14:42.:14:45.

this afternoon in protest at pay rises for senior staff. Around 600

:14:45.:14:48.

showed their anger at the 20% pay increase for the Chief Executive

:14:48.:14:51.

and other Executive officers. The council says the rise brings

:14:51.:15:00.

salaries in line with the market rate. They mist either say, we have

:15:01.:15:06.

made a mistake, we withdraw, we are going to take it back and not have

:15:06.:15:11.

a rise. Or they resign. It's a story we've been reporting on for

:15:11.:15:14.

five years here on Wales Today - campaigners in Cardiff fighting to

:15:14.:15:19.

save their historic park. The council had wanted to build a

:15:19.:15:22.

school on the site of the Rumney Recreation Ground - a move which

:15:22.:15:25.

led to a local referendum and a public enquiry. Well, today that

:15:25.:15:28.

story reached its conclusion as a special ceremony celebrated the

:15:28.:15:38.
:15:38.:15:39.

park's new status as a protected site which can never be built on.

:15:39.:15:42.

It's been a hard-fought battle, but today campaigners young and old

:15:42.:15:46.

could finally claim victory. This simple plaque means the Rumney

:15:46.:15:51.

Recreation ground can never be developed. It's been given special

:15:51.:15:56.

protection as part of the Queen's Diamond Jubilee celebrations. The

:15:56.:15:59.

monument it sits upon recognises the tireless efforts of local

:15:59.:16:07.

people who fought to keep their fields. You shouldn't build on

:16:07.:16:12.

parkland and that's what we all wanted is our park. This is our

:16:12.:16:17.

village greefpblt this is the centre of the community. -- village

:16:17.:16:23.

green. And it's ours. The campaign to save the Rumney Rec goes all the

:16:23.:16:26.

way back to 2007, when Cardiff council - which owned the land -

:16:26.:16:29.

announced it was going to build a 22 million secondary school on the

:16:29.:16:32.

site. That triggered an angry response from supporters of the

:16:32.:16:35.

park, who argued it had been used by the community since Victorian

:16:35.:16:38.

times. The years that followed saw a local referendum, an 8,000-name

:16:38.:16:44.

petition and a public enquiry. In the end, the council dropped its

:16:44.:16:48.

plans and its new status as a Queen Elizabeth II Field in Trust means

:16:48.:16:58.
:16:58.:16:58.

those plans can never resurface. The dedication places a covenant on

:16:58.:17:03.

the land which ensures it can only be used for play, sport and

:17:03.:17:08.

recreation. So they can't develop the land and use it for other

:17:09.:17:13.

purposes. This stone is a symbol of people power. And it marks the end

:17:13.:17:22.

of a five-year campaign to save a piece of local history. The winner

:17:22.:17:24.

of what's thought to have been Wales' biggest unclaimed lottery

:17:24.:17:28.

prize has finally come forward. The anonymous claimant won almost 6.4

:17:28.:17:33.

million with the ticket bought in either Anglesey or Gwynedd. They

:17:33.:17:38.

matched all six numbers in a draw in September. Lottery operators

:17:38.:17:42.

Camelot had appealed for the winner to claim the prize before the six-

:17:42.:17:51.

month deadline. All the day's sport now with Claire. Thank you. Welsh

:17:51.:17:53.

rugby bosses are considering the radical step of installing a

:17:53.:17:56.

plastic pitch at the Millennium Stadium. The quality of the grass

:17:56.:17:59.

there has been a constant problem and they've had to relay the turf

:17:59.:18:03.

at least once a year. But now the WRU is thinking about buying a

:18:03.:18:06.

completely artificial surface which is being trialled by a top club in

:18:06.:18:14.

England. Ashleigh Crowter has the story. It's the perfect place for

:18:15.:18:19.

sports fans, but not great for grass. Look at the ground under the

:18:19.:18:24.

England pack. It is giving way. There have been problems with the

:18:24.:18:28.

pitch since the stadium was built, prompting complaints from some

:18:28.:18:34.

teams. At times it's been hard for players to keep their feet. The

:18:34.:18:39.

stands are not conducive to healthy turf. If you have not got a lot of

:18:39.:18:46.

sun, the grass won't grow and if you haven't got air movement, the

:18:46.:18:52.

soil will get damp and that leads to disease. Until now, the Welsh

:18:52.:18:56.

rugby union tried to resolve the problem by replacing the pitch at a

:18:56.:19:04.

cost of a quarter a million pounds each time. It is expensive to

:19:04.:19:12.

maintain the pitch, these lighting rigs cost 500,000 to buy. A fully

:19:13.:19:18.

artificial pitch wouldn't need this, saving the Welsh rugby union

:19:18.:19:22.

hundreds of thousands each year. The union considered inStahling a

:19:22.:19:30.

hybrid pitch like the one at the Liberty Stadium. Now, they're

:19:30.:19:37.

waiting to judge the success of a synthetic pitch at Saracens in

:19:37.:19:40.

England. They will play their first match on it next month. The design

:19:40.:19:46.

has been approved by the world governing body of football and

:19:46.:19:56.

rugby. The surface is filled in with tiny crumbs of rubber. Welsh

:19:56.:20:00.

rugby wosss - ebosses are see waiting to see how United copes.

:20:00.:20:07.

will give us a sense of how it copes with scrums and impact and

:20:07.:20:14.

burn. We only do it if it is right. If we can achieve it, it will save

:20:14.:20:19.

us millions of pounds. In football the Welsh Premier League is

:20:19.:20:22.

encouraging clubs to inStahl artificial pitches. The New Saints

:20:22.:20:28.

were the first to do it. It is now used by the first team and the

:20:28.:20:32.

community. You gate perfect roll and a perfect pitch and that

:20:32.:20:37.

promotes good football, good passing and good skills. Especially

:20:37.:20:41.

from the the younger agement the last thing you want them to do is

Stadium, but grass could be a thing of the past there too. Dave

:20:52.:20:54.

:20:54.:20:57.

transformation of British Cycling - was named coach of the year at the

BBC Sports Personality of the Year awards. The 48-year-old, from

:21:00.:21:02.

with Tour De France and sports personality winner Bradley Wiggins.

Behind me is a fantastic team. My job is to look after other people,

:21:15.:21:20.

get them to be better and of course we're only going to be as good as

:21:20.:21:24.

our riders. There has been talk about coaching, but it is about the

:21:24.:21:29.

riders and we have a brilliant team in British sighling and Team Sky

:21:29.:21:39.
:21:39.:21:46.

and they deliver when they need to. Dafydd is joining us live. Thanks

Claire. This is Marsh Tracks, a 1.5 million cycling centre. And,

:21:51.:21:54.

yes, Dave Brailsford was here last year for the official opening, keen
