I am at the dividing line for Persimmon at Pontypridd because to | :02:09. | :02:14. | |
the south of me is where this company has got to focus its | :02:14. | :02:18. | |
attempts to build around 1000 homes, which occurs every year in Wales. To | :02:18. | :02:22. | |
the north is a no-go area. Despite all the efforts of the Welsh | :02:22. | :02:28. | |
Government and the local council. A senior planner told me this | :02:28. | :02:30. | |

faced by many other house-builders but Persimmon is the only one to | :02:33. | :02:37. | |
have gone public with its policy. The chairman in Wales says without | :02:37. | :02:42. | |
investment many of these areas risk going into a spiral of further | :02:42. | :02:47. | |
decline. Persimmon has dubbed it the snow | :02:47. | :02:52. | |
line, running through Neath in the West to Pontypridd and Pontypool in | :02:52. | :02:57. | |
the East. Above it, the company is to stop building. This is Persimmon | :02:57. | :03:02. | |
's last site in the heads of the valleys near Aberdare which will | :03:02. | :03:06. | |
take a few years to finish off. It says it cannot make money in areas | :03:06. | :03:09. | |
like this because of planning conditions from councils such as | :03:09. | :03:14. | |
enforcing a quarter of social housing and Welsh Government | :03:14. | :03:18. | |
regulations on energy saving such as wall insulation. What will happen is | :03:18. | :03:24. | |
we will provide homes for the South, people will up sticks, they will | :03:24. | :03:27. | |
move, they will follow the jobs and the homes and the valleys will | :03:27. | :03:34. | |
decline and decline and decline. Until it is a situation where nobody | :03:34. | :03:41. | |
is likely to rush back there. House-building is considered a quick | :03:41. | :03:45. | |
and effective way of boosting and economy. The Welsh Government is | :03:45. | :03:48. | |
trying to encourage it. In fact, it is one of the reasons why it wants | :03:48. | :03:53. | |
control over stamp duty. But here is an example of one of the problems it | :03:53. | :03:58. | |
faces. By far the biggest house-builder in the country is | :03:58. | :04:02. | |
pulling out of some of the most deprived communities in Wales. A | :04:02. | :04:07. | |
small three-bedroom house near Aberdare will go on the market for | :04:07. | :04:13. | |
£120,000. That same house will cost 160,000 further south. Persimmon | :04:13. | :04:19. | |
says the low sale price means it cannot recoup the cost of | :04:19. | :04:24. | |
regulations and still make a profit of 15% which it says it needs. In a | :04:24. | :04:31. | |
statement, the Welsh Government pointed to a major relaxation of | :04:32. | :04:33. | |
energy efficiency targets for house-builders this summer. And said | :04:33. | :04:36. | |
it had been pushing for a more flexible approach from local | :04:36. | :04:41. | |
planning authorities. I would say this is the wrong time to be doing | :04:41. | :04:45. | |
this. There seems to be a genuine willingness within Welsh Government | :04:45. | :04:48. | |
and indeed across the whole housing community to roll our sleeves up, | :04:48. | :04:52. | |
get involved, get engaged and focus on the solutions to the problem | :04:52. | :04:56. | |
rather than the problem itself. But for people living here, one of the | :04:56. | :05:00. | |
areas affected, what did they make of the decision today? You cannot | :05:00. | :05:07. | |
blame them. If they have restrictions from the council. | :05:07. | :05:12. | |
People cannot afford a ground here. If you build houses here, more | :05:12. | :05:15. | |
people will come into the valleys. It is a stupid decision. It is sad | :05:15. | :05:19. | |
that they are giving up on the valleys. There is a good community | :05:19. | :05:25. | |
in the valleys that unfortunately it all boils down to money. Persimmon | :05:25. | :05:29. | |
is in the first of the major house-builders to complain about | :05:29. | :05:32. | |
conditions in Wales. Last year, red Rose said part of the company could | :05:32. | :05:38. | |
become no-go areas. It appears that warning is becoming more of a | :05:38. | :05:43. | |
reality. The Welsh Government wants control | :05:43. | :05:46. | |
over stamp duty, yet it's partly their policies that have led to | :05:46. | :05:54. | |
today's decision? Yes, the Welsh Government has a difficult | :05:55. | :05:57. | |
relationship with house-builders in recent years. Including Persimmon. | :05:57. | :06:02. | |
There is a feeling within the industry, some of the energy | :06:02. | :06:05. | |
regulations have been unfair, compared with the industry in | :06:05. | :06:09. | |
England and particularly the introduction of sprinklers in new | :06:09. | :06:14. | |
homes in three years time. But to be fair with the Welsh Government, that | :06:14. | :06:19. | |
improvement with macro relationship had improved. They announced a | :06:19. | :06:26. | |
pretty drastic reduction. But Persimmon are keeping the pressure | :06:26. | :06:30. | |
on for further change. From the local authorities perspective, they | :06:30. | :06:36. | |
say they have tried to be as flexible as possible but they have a | :06:36. | :06:39. | |
duty to the existing residents within a community, as we all know, | :06:39. | :06:43. | |
when a new housing estate is built, it puts a lot of pressure on the | :06:43. | :06:47. | |
roads and schools in a particular community and as a result, they say | :06:47. | :06:50. | |
it is unfair that the taxpayer picks up all of the bill. It says the | :06:50. | :06:55. | |
house-builders should pick up the tab for some of that. We are seeing | :06:55. | :06:58. | |
the difficulty of doing that in the heads of the valleys. Let's put this | :06:58. | :07:04. | |
into context, what are the wider implications of this decision? The | :07:04. | :07:09. | |
reality is lots of communities in Wales have a shortage of housing. In | :07:09. | :07:14. | |
Rhondda Cynon Taff, where I am, they have a target to build 14,000 homes | :07:14. | :07:19. | |
over the next years with macro ten years. It has two attract | :07:19. | :07:21. | |
house-builders like Persimmon. On the other wider field as well, Lucy, | :07:22. | :07:27. | |
is the potential risk of a kind of hollowing out of the valleys, of | :07:27. | :07:32. | |
people, if investment, and many, to the detriment of the towns and | :07:32. | :07:37. | |
villages. The Home Secretary has ruled out a public inquiry into the | :07:37. | :07:40. | |
collapse of a police corruption trial relating to the Valentine's | :07:40. | :07:43. | |
Day murder of Lynette White in Cardiff back in 1988. Three men were | :07:43. | :07:47. | |
wrongly jailed for the crime, and in December 2011 the trial of eight | :07:47. | :07:50. | |
police officers, charged with perverting the course of justice, | :07:50. | :07:53. | |
was halted when evidence temporarily went missing. Nick Palit reports. | :07:53. | :08:03. | |

Cardiff's Docklands back in 1988. The so-called Cardiff Three were | :08:07. | :08:11. | |
wrongly jailed for her murder. Their conviction only quashed by the Court | :08:12. | :08:17. | |
of Appeal in 1992. A decade later, after the jailing of the real | :08:17. | :08:20. | |
killer, Geoffrey Gaffoor, a new inquiry was launched into what went | :08:20. | :08:23. | |
wrong with the original police investigation. Eight former South | :08:23. | :08:28. | |
Wales officers were charged with perverting the course of justice. | :08:28. | :08:33. | |
However, their trial collapsed two years ago when it was thought | :08:33. | :08:36. | |
evidence files had been shredded. The missing paperwork later turned | :08:36. | :08:39. | |
up. Despite calls for a public inquiry the Home Secretary today | :08:39. | :08:42. | |
decided there should be no further inquiry surrounding the collapse of | :08:42. | :08:47. | |
the 2011 trial at this stage. That announcement has shocked a leading | :08:47. | :08:49. | |
barrister who's been following the case. This is by some distance the | :08:49. | :08:58. | |
most expensive case in Welsh legal history. It is also a case that has | :08:58. | :09:04. | |
attracted huge attention, I think, it has also undermined public | :09:04. | :09:06. | |
confidence in the police, it has gone woefully wrong and the public | :09:06. | :09:10. | |
and the Welsh people deserve an extra nation. The fact there is no | :09:10. | :09:13. | |
public enquiry intended is both shocking and outrageous. It's | :09:13. | :09:17. | |
possible the Home Secretary she may rethink her decision upon the | :09:17. | :09:19. | |
completion of a related investigation by Devon and Cornwall | :09:19. | :09:22. | |
Police. But a recent report by the Crown Prosecution Service has | :09:22. | :09:25. | |
already concluded there was no evidence to suggest prosecutors or | :09:25. | :09:30. | |
police acted improperly. Nevertheless Tony Paris, one of the | :09:30. | :09:33. | |
so-called Cardiff Three, originally jailed for the murder, says a public | :09:33. | :09:42. | |
inquiry is necessary. There must be an enquiry into what caused the case | :09:42. | :09:48. | |
to collapse. Who killed Lynette White in this flat nearly a quarter | :09:48. | :09:52. | |
a century ago is no longer under question, but what remains | :09:52. | :09:54. | |
unanswered are allegations of possible police corruption during | :09:54. | :09:56. | |
that murder investigation. Although the Home Secretary has refused calls | :09:56. | :09:59. | |

unlawful. And in Caerphilly there's a slightly different issue. The | :12:04. | :12:09. | |
auditors are unhappy there at compensation paid to senior officers | :12:09. | :12:11. | |
after their holiday and car allowances changed. Pembrokeshire | :12:11. | :12:15. | |

in the way these things are decided. Plaid Cymru have asked for an urgent | :12:48. | :12:51. | |
question in the Assembly next week to try to get the Welsh Government | :12:51. | :12:55. | |
to intervene, so this isn't an issue that's going away. Members of a | :12:55. | :13:00. | |
