BBC News Channel, but now on BBC One, it's | :00:00. | :00:16.
Good evening. Labour MP Ann Clwyd is calling for the resignation of the | :00:17. | :00:23.
Chair and Chief Executive of the Cardiff and Vale University Health | :00:24. | :00:26.
Board. She claims the board released private information on the | :00:27. | :00:29.
investigation into the death of her late husband at the University | :00:30. | :00:31.
Hospital Wales. Our Welsh affairs editor, Vaughan Roderick, joins me | :00:32. | :00:39.
now. What exactly is she claiming? This | :00:40. | :00:45.
all goes back to the death of her husband. At the time, she made a | :00:46. | :00:49.
number of public complaints about the way he had been treated in his | :00:50. | :00:54.
last days in the hospital, and she also made an official complaint. An | :00:55. | :00:58.
investigation has been carried out, and Ann Clwyd is happy that the | :00:59. | :01:03.
health board has decided in response to a Freedom of information request | :01:04. | :01:07.
to publish the conclusion of that report. Not the entire report, but | :01:08. | :01:12.
part of it. She says that infringes on both her pussy and her husband's | :01:13. | :01:17.
privity. She says the chair and the Chief Executive of the board need to | :01:18. | :01:22.
consider their position. Have the health board responded? Yes, they | :01:23. | :01:30.
said they received a number of Freedom of information requests | :01:31. | :01:33.
asking for the report in its entirety. Those they turned down out | :01:34. | :01:37.
of respect to Ann Clwyd. Then they said they had a request for a | :01:38. | :01:41.
summary of the report, and they felt it was correct to release the | :01:42. | :01:46.
conclusion of the report, along with information that was already in the | :01:47. | :01:49.
public domain. Ann Clwyd says she will take the information to the | :01:50. | :01:54.
commissioner and that she is consulting her solicitors about | :01:55. | :01:56.
possible legal action. Politicians are absorbing today's | :01:57. | :01:58.
budget announcements by Chancellor George Osborne. Pensioners and | :01:59. | :02:03.
savers are the big winners. The Chancellor also some found some | :02:04. | :02:06.
money to assist Welsh business. There'll be ?240 million in | :02:07. | :02:09.
compensation for 16 companies based in Wales that have very high energy | :02:10. | :02:12.
bills, including Tata Steel in Port Talbot. The Welsh government will | :02:13. | :02:17.
receive an extra ?36 million to spend over the next two years, | :02:18. | :02:20.
that's 0.1% of their ?15 billion budget. And, a new regional air fund | :02:21. | :02:24.
is being set up to encourage airlines to start flying new routes | :02:25. | :02:26.
from regional airports, like Cardiff. Meanwhile, as George | :02:27. | :02:33.
Osborne says the economy's recovering faster than forecast, | :02:34. | :02:35.
it's emerged the unemployment rate in Wales has fallen more than in any | :02:36. | :02:39.
other part of the UK. Sarah Dickins has been looking in detail at the | :02:40. | :02:48.
figures. Hydro industries in Carmarthenshire | :02:49. | :02:52.
is a small business that is growing quickly. They have gone from zero to | :02:53. | :02:57.
30 employees -- interweave in three years. The kind of skilled jobs | :02:58. | :03:06.
Wales needs more of. We can produce a lot of drinking water with a very | :03:07. | :03:11.
low power consumption. We estimate around about 100 systems this | :03:12. | :03:17.
calendar year will be out in India, and we estimate around 1500 systems | :03:18. | :03:23.
by September next year. Today's unemployment rate of 6.7% is below | :03:24. | :03:29.
the UK average. In the last year, Wales has seen the largest increase | :03:30. | :03:33.
in people working of all the nations and regions of the UK. While | :03:34. | :03:37.
today's figures show unemployment is down by 12,000 on last month's | :03:38. | :03:41.
figures, there has only been an increase of 1000 in the number of | :03:42. | :03:46.
people actually in work. 12,000 less unemployed doesn't necessarily mean | :03:47. | :03:51.
12,000 new jobs. We have pockets of high levels of economic inactivity | :03:52. | :03:55.
in Wales. These people are not looking for jobs, they are not in | :03:56. | :03:59.
the jobs market. They may not be employed because they are suffering | :04:00. | :04:04.
from ill health, they may have caring responsibilities, or they may | :04:05. | :04:07.
have made a conscious decision to take themselves out of the labour | :04:08. | :04:13.
market. In practice, both the UK and Welsh government have initiatives to | :04:14. | :04:17.
increase employment. Selling Wales abroad, bringing investment into | :04:18. | :04:22.
Wales, the fact that we are exporting far more now than we | :04:23. | :04:28.
were, making sure that opportunities are there for young people so they | :04:29. | :04:32.
have a chance of getting a job. We have seen the UK Government scheme | :04:33. | :04:37.
of the national insurance plans coming in. That provides an | :04:38. | :04:41.
incentive for businesses. That also encourages people to take on staff. | :04:42. | :04:48.
Implement rate in Wales are growing three times faster than the UK | :04:49. | :04:51.
average. The exam board at the centre of | :04:52. | :04:54.
concerns about the low results of GCSE English Language papers sat in | :04:55. | :04:57.
January, says it's ordered a re-grade of some papers. But the | :04:58. | :05:01.
WJEC says, fewer than 1% of papers will be re-graded after they | :05:02. | :05:03.
identified inconsistencies with one examiner. Health bosses in South | :05:04. | :05:06.
Wales have agreed plans, to centralise some specialist services | :05:07. | :05:11.
at five hospitals. It means consultant led care for children, | :05:12. | :05:14.
mothers and newborn babies, as well as high level A services will be | :05:15. | :05:17.
removed from the Royal Glamorgan hospital in Llantrisant. Cwm Taf | :05:18. | :05:22.
University Health Board, which runs the hospital, had rejected the | :05:23. | :05:25.
proposals last month but now all five health boards involved say | :05:26. | :05:33.
they're in agreement. Two Christians accused of | :05:34. | :05:35.
discriminating against gay couples at their guesthouse in Powys say | :05:36. | :05:38.
they're taking their case to the European Court of Human Rights. Jeff | :05:39. | :05:42.
and Sue Green received a complaint that their policy of only allowing | :05:43. | :05:45.
married couples to book double rooms was unlawful. Charlotte Dubenskij | :05:46. | :05:55.
reports. Practising Christians Jeff and Sue | :05:56. | :06:01.
Green have been running the guesthouse for 11 years. Until | :06:02. | :06:05.
recently, they had only allowed married couples to book rooms with | :06:06. | :06:10.
double beds. Last year, the equality and human rights commission wrote to | :06:11. | :06:14.
the couple, saying it was unlawful to discriminate on the grounds of | :06:15. | :06:19.
sexual orientation. A similar case was heard at the Supreme Court in | :06:20. | :06:24.
the UK last year. Hoteliers Peter and Hazel bought from Cornwall were | :06:25. | :06:28.
found to have discriminated unlawfully against a same-sex couple | :06:29. | :06:31.
by refusing to give them a double room. But that ruling has not | :06:32. | :06:38.
deterred the Dreams. We hope to achieve recognition of our personal | :06:39. | :06:43.
faith, our Christian lease and our human rights, alongside the new | :06:44. | :06:49.
equality laws being brought in by Westminster. In a statement, the | :06:50. | :06:55.
equality and human rights commission said: | :06:56. | :07:10.
Gay rights campaigners say it is only right that cases like this are | :07:11. | :07:15.
highlighted. It is a key part of the law in this | :07:16. | :07:20.
country that says you cannot discriminate on grounds of sexual | :07:21. | :07:23.
orientation when providing goods and services. I believe that is an | :07:24. | :07:29.
example. The couple say they have never turned anyone away from their | :07:30. | :07:33.
guesthouse because of their sexual orientation. They say they just want | :07:34. | :07:39.
to know if there is space for their Christian beliefs within the public | :07:40. | :07:42.
and private sector. Wrexham caretaker boss Billy Barr | :07:43. | :07:45.
has not been offered the role on a permanent basis and will leave the | :07:46. | :07:48.
club with immediate effect. Barr, who has been in charge since | :07:49. | :07:51.
Andy Morrell's departure, was interviewed for the vacant position. | :07:52. | :07:54.
But Wrexham confirmed Barr is not in contention for the role following a | :07:55. | :07:56.
final round of interviews. Meanwhile, Newport County have lost | :07:57. | :07:59.
1-2 in their League two match against Dagenham and Redbridge. | :08:00. | :08:10.
There is a big change on the way. Rain, strong winds and Wales, and | :08:11. | :08:15.
turning colder everywhere by Friday. The night, plenty of cloud with a | :08:16. | :08:19.
feud spots of light rain and drizzle. Otherwise dry. A wheezy | :08:20. | :08:24.
night, up to gale force in the north-west, with the lowest | :08:25. | :08:29.
temperature five Celsius in Wrexham. Tomorrow, and active front bringing | :08:30. | :08:35.
in some heavy rain. Lots of ice bars, which means strong winds. Make | :08:36. | :08:40.
the most of the dry weather tomorrow morning. A little sunshine in | :08:41. | :08:43.
places, just a feud spots of drizzle. -- a feud spots. Across the | :08:44. | :08:54.
rest of the UK, wet and windy across Scotland and Northern Ireland. The | :08:55. | :08:58.
rain slowly moving south eastwards during the day. However, south-east | :08:59. | :09:03.
England and East Anglia will stay dry and bright. A high of 16 in | :09:04. | :09:08.
Norwich, but behind the rain, turning colder in the north and west | :09:09. | :09:13.
with showers. The rain will reach Cardiff by about 2pm. Rain and | :09:14. | :09:19.
blustery winds for Wales tomorrow afternoon. Gradually turning drier | :09:20. | :09:22.
later on into the afternoon and evening. Friday will be truly and -- | :09:23. | :09:31.
Chile and breezy. Maybe some hail and thunder, and turning wintry and | :09:32. | :09:35.
higher ground. A cold and breezy weekend. Hale and thunder possible, | :09:36. | :09:42.
even some snow on some of the hills and mountains. Watch out for Frost | :09:43. | :09:48.
if you are a gardener. That's all for now. Next, there's a | :09:49. | :09:51.
Crimewatch Update, followed by a special Wales Report with Huw | :09:52. | :09:54.
Edwards from Westminster, who'll be discussing the Budget and what it | :09:55. | :09:57.
means for the Welsh economy. Goodbye. | :09:58. | :10:01. |
