a Champions League place. That's all from us. On Newsnight on | :00:00. | 3:59:59
BBC2 in a few Good evening. Patients are being let | :00:00. | :00:22.
down by an out of hours service in Cardiff and the Vale of Glamorgan | :00:23. | :00:26.
that is not fit for purpose. A patient watchdog says, standards set | :00:27. | :00:29.
for treating out of hours calls are not being met and in some instances | :00:30. | :00:33.
patients have waited more than five hours. Cardiff and Vale University | :00:34. | :00:40.
Health Board say, there's been a significant rise in demand and a | :00:41. | :00:45.
review is underway. Nick Palit reports. Betty and her partner enjoy | :00:46. | :00:57.
the Easter sunshine in their Cardiff garden. A week ago, David who has | :00:58. | :01:02.
Alzheimer's became unwell. Betty feared he may have suffered a mini | :01:03. | :01:07.
stroke and called the out of hours service and eventually they offer to | :01:08. | :01:11.
send an ambulance. As it was a Saturday night, she was reluctant to | :01:12. | :01:17.
take into A and wanted a doctor to call at the house. After many hours, | :01:18. | :01:25.
she gave up. I was told the urgent cases had been overwhelming them. I | :01:26. | :01:30.
thought maybe a stroke would be regarded as urgent. These had a | :01:31. | :01:40.
doctor would be out. Nine o'clock and nobody turned up so I rang back | :01:41. | :01:47.
again. I was distressed, I suppose. No matter where you live, the | :01:48. | :01:54.
standards are the same. 90% of call should be assessed within 20 minutes | :01:55. | :01:57.
and that has only been achieved once in Cardiff and the Vale health | :01:58. | :02:02.
board. Some patients had to wait even longer with one having to wait | :02:03. | :02:07.
for more than five hours. The patient watchdog claims the current | :02:08. | :02:11.
system is not working and it is putting a strain on A as a result. | :02:12. | :02:22.
Patients are waiting far too long. It is not all bad news. 75% of calls | :02:23. | :02:29.
were answered within 60 seconds and 100% of life-threatening calls were | :02:30. | :02:34.
dealt with in five minutes. Charlotte Jones is chair of the | :02:35. | :02:37.
general practitioners committee in Wales and said the problem isn't | :02:38. | :02:48.
just confined to Cardiff and Wales. The health board allocations have | :02:49. | :02:52.
risen but in that time has only been a small uplift in the funding to the | :02:53. | :02:57.
out of hours services. Last month there were over 11,000 out of hours | :02:58. | :03:04.
calls. They say 86% were dealt with in 30 minutes and most of the urgent | :03:05. | :03:10.
cases, 81%, had a home visit within the hour. That is of no comfort to | :03:11. | :03:15.
Betty who is still fearful that if David is taken ill again, they will | :03:16. | :03:19.
have no choice but to wait in an already busy casualties Department. | :03:20. | :03:24.
Nick Palit reporting from Cardiff. And in Pembrokeshire, the care | :03:25. | :03:27.
received by a well-known businessman has been criticised at an inquest in | :03:28. | :03:30.
Milford. 82-year-old Malcolm Green died following routine cancer | :03:31. | :03:33.
surgery in 2012. Abigail Neal listened to the evidence. Malcolm | :03:34. | :03:43.
Green was a fit and active businessman who at 82 still works | :03:44. | :03:48.
for the family run dealership in Haverfordwest. In 2012, he was | :03:49. | :03:53.
diagnosed with colon cancer and admitted to hospital for surgery. | :03:54. | :03:57.
Following the operation, he developed complications. Internal | :03:58. | :04:02.
bleeding was not initially picked up on. He was treated but it was too | :04:03. | :04:09.
late and he died a few days later. His sons have investigated the care | :04:10. | :04:15.
their father received and discovered lengthy delays. On the 26 -- in | :04:16. | :04:24.
June, he went for an operation to remove the Joomla! There were later | :04:25. | :04:29.
early indications of a problem as his blood pressure had dropped. | :04:30. | :04:35.
Internal bleeding was identified at 10am and although his condition was | :04:36. | :04:39.
critical, is decadent -- a second operation did not place -- take | :04:40. | :04:46.
place until three hours later. The surgeon was questioned about his | :04:47. | :04:49.
movements that day and why he had not operated sooner. He said he saw | :04:50. | :04:56.
Mr Green after his operation and had been told he was in pain but | :04:57. | :05:02.
confirmed he hadn't examined him or was he informed about the drop in | :05:03. | :05:07.
blood pressure. He went on to run a cancer clinic 's was phoned three | :05:08. | :05:10.
times to be told that Mr Green was unwell and his condition was | :05:11. | :05:16.
deteriorating. The health board have apologised to the family for what | :05:17. | :05:21.
they term avoidable and unacceptable delays. They say an internal | :05:22. | :05:26.
investigation has been carried out and actions taken to ensure these | :05:27. | :05:31.
failings do not happen again. Two of Wales' best young sailors | :05:32. | :05:34.
have been cleared of all wrongdoing, after a boat crash in Cardiff Bay in | :05:35. | :05:38.
2010 which left a schoolgirl brain damaged. Eleni Morris and Nia Jones | :05:39. | :05:42.
were 17 at the time and had represented Great Britain. They'd | :05:43. | :05:46.
been cleared of failing to travel at a safe speed, failing to keep a | :05:47. | :05:50.
proper look out, and of piloting the boats without lights. | :05:51. | :05:54.
A man's been arrested in Newport on suspicion of firearms and drugs | :05:55. | :05:57.
offences. The 34-year-old was taken into custody after police believed | :05:58. | :06:00.
explosives were being stored in a house in the West of the city. Bomb | :06:01. | :06:05.
disposal experts later said the object found was safe. The man is | :06:06. | :06:10.
being questioned on suspicion of possessing a firearm and cannabis | :06:11. | :06:11.
production. Many owners of Asian restaurants | :06:12. | :06:18.
feel they're being unfairly targeted and subjected to heavy handed | :06:19. | :06:21.
tactics by enforcement officers, looking for illegal workers. | :06:22. | :06:26.
Llanelli MP, Nia Griffith says, the way raids are being carried out on | :06:27. | :06:29.
the premises, can damage a business' reputation beyond repair. The Home | :06:30. | :06:36.
Office says figures show its actions are successful and it makes no | :06:37. | :06:38.
apology for enforcing immigration laws. | :06:39. | :06:49.
The point is, it is the way the enforcement officers have been | :06:50. | :06:52.
disrupting these restaurants, frightening customers at the busiest | :06:53. | :06:57.
times and conducting interviews with staff in the front window. There are | :06:58. | :07:05.
ways of doing things which bring courtesy and dignity to the | :07:06. | :07:06.
restaurant owners. More beaches in Wales have been | :07:07. | :07:09.
recognised for their excellent water quality with fewer failing to meet | :07:10. | :07:12.
the minimum standard. The Marine Conservation Society says, 109 out | :07:13. | :07:15.
our 152 beaches met the highest grade, that's 11 more than the | :07:16. | :07:20.
previous year. Welsh swimmer Jazz Carlin claimed | :07:21. | :07:23.
her second title of the British Championships in Glasgow tonight as | :07:24. | :07:26.
she won the 400 metre freestyle having triumphed in the 800 metre | :07:27. | :07:32.
freestyle on Monday night. Georgia Davies, meanwhile, was second in the | :07:33. | :07:38.
50 metre backstroke final. Former Snooker World Champion Mark | :07:39. | :07:41.
Williams and former runner up Matthew Stevens will both miss out | :07:42. | :07:44.
on the World Championships at the Crucible this weekend. They both | :07:45. | :07:49.
lost their final qualifying rounds tonight ten frames to eight. | :07:50. | :07:54.
Meanwhile Jamie Jones also failed to make the tournament. But a better | :07:55. | :07:57.
result for Dominic Dale who's through to the main draw. Let's take | :07:58. | :08:04.
a look at the weather forecast for Wales Derek's got the forecast. | :08:05. | :08:11.
The weather is on top form at the moment. There is dry weather to come | :08:12. | :08:21.
and the sunglasses will come in handy. It is not quite so nice on | :08:22. | :08:26.
Thursday. We have a clear sky tonight and it is another chilly | :08:27. | :08:31.
night. Gardeners, watch out for frost on -- in the countryside. This | :08:32. | :08:39.
front will bring some rain to Scotland and Northern Ireland. In | :08:40. | :08:46.
Wales, it is another cracking day. There could be a few patches of | :08:47. | :08:50.
cloud first thing but otherwise, it will be dry. Across the worst of the | :08:51. | :08:57.
UK, much of England will be nice with a good deal of sunshine. Not | :08:58. | :09:02.
dry everywhere. There is some rain to Scotland and Northern Ireland. | :09:03. | :09:13.
Top temperature of 18 Celsius. Beautiful in Wales tomorrow | :09:14. | :09:16.
afternoon and lots of strong sunshine. 17 Celsius in Wrexham. | :09:17. | :09:28.
Tomorrow night, cloud is increasing. Elsewhere staying dry | :09:29. | :09:34.
and four Monday Thursday, not quite so nice. Spots of light rain and | :09:35. | :09:45.
drizzle drying out. For the Easter weekend, Saturday looks the best | :09:46. | :09:51.
day. There is the sign of some rain which may turn up into bank holiday | :09:52. | :09:55.
Monday. We are back from 6am tomorrow with | :09:56. | :10:00.
the latest news, sports, traffic and weather. Thank you for watching, | :10:01. | :10:02.
good night. | :10:03. | :10:03. |
