workers in Wales are facing a pay freeze when all other authorities | :01:48. | :01:52. | |
are giving their staff pay rises. A meeting is underway right now with | :01:53. | :01:55. | |
Bridgend Council urging unions to change their minds. James Williams | :01:56. | :02:06. | |
reports. It was all calm on Porthcawl beach | :02:07. | :02:12. | |
today but inland there is a storm brewing. It's all to do with | :02:13. | :02:16. | |
Bridgend councils pay negotiations for this financial year and the deal | :02:17. | :02:20. | |
on the table is to freeze the pay of all but its lowest paid staff, a | :02:21. | :02:24. | |
deal that will affect 6000 of its workers. So a librarian earning less | :02:25. | :02:30. | |
than ?15,000 would see their pay rise by 1%. A bin man whose salaries | :02:31. | :02:36. | |
above that threshold would also be had either freeze. It is the same | :02:37. | :02:43. | |
for Jane who is a on a full-time secondment that receives her ?19,000 | :02:44. | :02:47. | |
salary from her job as a council tax inspector. If there are individuals | :02:48. | :02:53. | |
who are being paid a better wage just across the border, 15 miles | :02:54. | :02:59. | |
down the road, that is going to be huge incentive to look out for | :03:00. | :03:03. | |
alternative employment and this is my concern. I don't think I would be | :03:04. | :03:09. | |
the only one to be of that opinion and we could be looking at | :03:10. | :03:15. | |
haemorrhaging members of staff to other local authorities. Because | :03:16. | :03:19. | |
Bridgend councillors acting alone in offering the pay freeze, the | :03:20. | :03:24. | |
remaining councils negotiate the pay deals with the vast majority of | :03:25. | :03:28. | |
English and Northern Irish councils and are offering all staff the rise | :03:29. | :03:35. | |
of 1%. Local Assembly Member and first Minister Carwyn Jones has told | :03:36. | :03:38. | |
BBC Wales he is willing to meet both parties in a bid to resolve the | :03:39. | :03:44. | |
matter. The union is concerned the Labour run council will start the | :03:45. | :03:51. | |
ball rolling on regional pay. It is a concern shared I former Labour | :03:52. | :03:57. | |
leader of Bridgend Council. The Conservatives would like to see UK | :03:58. | :04:07. | |
pay bargaining is broken up. This is an area represented by the first | :04:08. | :04:10. | |
Minister who has come out against regional pay. Regional pay would | :04:11. | :04:15. | |
really hit Wales hard. In Bridgend they have breached the agreement | :04:16. | :04:21. | |
which the Labour Party across the whole of Wales has said is against | :04:22. | :04:25. | |
regional pay. Unions are trying to convince the Cabinet tonight to | :04:26. | :04:29. | |
reverse its decision and are threatening to strike if they don't | :04:30. | :04:35. | |
do so. It will set a precedent of Bridgend carries out this decision | :04:36. | :04:40. | |
and it will mean they will be this dispute on a yearly basis. I hope | :04:41. | :04:45. | |
local authorities have a more positive vision of working with the | :04:46. | :04:51. | |
trade unions and not go into this adversarial approach. But the | :04:52. | :04:57. | |
council is sticking to its guns saying taking the decision means it | :04:58. | :05:00. | |
will be able to limit job losses as much as possible while continuing to | :05:01. | :05:03. | |
provide and protect essential services. It added the proposals | :05:04. | :05:10. | |
had, because of the need to deliver savings of ?36 million in the next | :05:11. | :05:16. | |
few years. But these savings on the horizon require tough decisions | :05:17. | :05:22. | |
which could have big consequences. So the prospect of a strike then? | :05:23. | :05:27. | |
Yes. I've spoken to the union today and they say unless the GMB and | :05:28. | :05:34. | |
unite unable to convince Bridgend cabinet to reverse the decision they | :05:35. | :05:37. | |
are going to strike in Bridgend and that is looking likely given the | :05:38. | :05:42. | |
council is unlikely to change its position and it should be noted that | :05:43. | :05:45. | |
the unions have in fact rejected the better off on the table for the | :05:46. | :05:49. | |
remaining Welsh councils and the vast majority of the English and | :05:50. | :05:55. | |
Northern Irish councils. It is a difficult balancing act for the | :05:56. | :05:59. | |
councils. They have a huge amount of services and a huge amount of cuts | :06:00. | :06:06. | |
to find. It is almost an impossible job for Welsh councils. They are | :06:07. | :06:11. | |
having to balance the books against a difficult background and Bridgend | :06:12. | :06:16. | |
council has to save ?36 million over the next years. Given this pay | :06:17. | :06:22. | |
decision only saves them ?1 million, it gives you an idea of how | :06:23. | :06:27. | |
difficult it is. They have looked at cutting nursery places and school | :06:28. | :06:30. | |
transport services and they have been opposed but they have opted for | :06:31. | :06:36. | |
this regional pay bargaining system which has angered the unions because | :06:37. | :06:41. | |
they say it will lead -- lead to a situation where Bridgend Council is | :06:42. | :06:44. | |
the lowest paying council in the whole of Wales which will lead to a | :06:45. | :06:48. | |
haemorrhaging of staff and lower morale. Labour members feel up -- | :06:49. | :06:56. | |
aggrieved because this is a Labour run council which has adopted a | :06:57. | :07:02. | |
regional pay system which has been opposed by Labour when it was | :07:03. | :07:07. | |
brought forward by the Conservatives at Westminster. | :07:08. | :07:10. | |
Staying with council budgets, there'll be changes to bin | :07:11. | :07:13. | |
collections in Gwynedd from October. The council has become the first in | :07:14. | :07:16. | |
Wales to approve three-weekly refuse collections. The decision was | :07:17. | :07:19. | |
prompted by increasing fines for authorities who don't meet landfill | :07:20. | :07:22. | |
targets. The council says the changes will save money and help the | :07:23. | :07:25. | |
environment, but some residents aren't happy. | :07:26. | :07:33. | |
For many parts of Wales, this is becoming a less frequent sight. | :07:34. | :07:37. | |
Kerbside refuse collection for non-recyclable waste. In Gwynedd | :07:38. | :07:40. | |
though, the current fortnightly pick-ups are being cut back to just | :07:41. | :07:45. | |
one every three weeks. The council says it's facing fines from the | :07:46. | :07:48. | |
Welsh Government if it sends too much to landfill and with ?50 | :07:49. | :07:52. | |
million of cuts to be made in the next five years it's had to make | :07:53. | :08:00. | |
changes. We have to recycle more. The days of throwing things in a | :08:01. | :08:04. | |
hole in the ground have passed and the council cannot afford the fines | :08:05. | :08:09. | |
they could get from the Welsh Government and we don't want the | :08:10. | :08:13. | |
unpleasantness of putting things in the whole of the ground. Gwynedd is | :08:14. | :08:20. | |
the first council in Wales to introduce a three weekly collection. | :08:21. | :08:27. | |
Across Wales there are limits on the amount of waste people can leave. | :08:28. | :08:32. | |
There's also a two bag limit per fortnight in Monmouthshire and | :08:33. | :08:35. | |
Cardiff Council is considering the introduction of a monthly refuse | :08:36. | :08:38. | |
collection. In Gwynedd, there will still be weekly recycling and food | :08:39. | :08:41. | |
waste collections as well as bigger bins for households of six or more | :08:42. | :08:45. | |
people. A more frequent service will be provided to remove disposable | :08:46. | :08:49. | |
nappies too. But will it persuade people to recycle more? I am very | :08:50. | :08:56. | |
good at recycling. I've got two boxes and the little brown bin for | :08:57. | :09:02. | |
the household waste. I only have space in my green bin the end of the | :09:03. | :09:07. | |
fortnight so the three weeks will make any difference. I don't think a | :09:08. | :09:12. | |
three weekly collection is often enough. They should stay and that -- | :09:13. | :09:20. | |
try and stick to a fortnight. People put them out too early and that | :09:21. | :09:24. | |
causes problems with signals. I would not be happy with it. A feast | :09:25. | :09:29. | |

the gold. Rosa's home is literally filled floor to ceiling with | :24:56. | :24:58. | |
trophies and medals. Her most cherished is the Paralympic gold she | :24:59. | :25:02. | |
won at the '96 Games in Atlanta. Although a genetic condition left | :25:03. | :25:04. | |
her partially sighted from birth, she's thrown herself into sport with | :25:05. | :25:08. | |
a zeal only matched by her drive to beat the odds. And that stems from | :25:09. | :25:19. | |
her childhood. Attacks spread to within 12 miles of Athens. Rosa was | :25:20. | :25:24. | |
born in Greece where her family was caught up in the Civil War during | :25:25. | :25:28. | |
the late 1940s. As a little girl she was abducted by communist troops, | :25:29. | :25:31. | |
separated from her parents and sent to an orphanage in Poland. This was | :25:32. | :25:35. | |
the building in which she spent her childhood, under the strictest of | :25:36. | :25:41. | |
regimes. People won't talk to you. For months, Thursdays, you are | :25:42. | :25:51. | |
isolated, ignored. Rosa was a teenager before she was allowed to | :25:52. | :25:55. | |
leave the orphanage. She eventually settled in Cardiff in the 1960s and | :25:56. | :25:59. | |
made the city her home. With a grown up family, she took up lawn bowls in | :26:00. | :26:03. | |
1991 as a way of getting out of the house and meeting people. Four years | :26:04. | :26:07. | |
later, she'd triumphed in the World Championships and two decades of | :26:08. | :26:15. | |
sporting success were to follow. It is a skilful game for the cited but | :26:16. | :26:19. | |
for the visually impaired, I think they are even more skilful than the | :26:20. | :26:25. | |
cited players. They are having to be told that the jack is a certain | :26:26. | :26:27. | |
distance from them and they have to work it out and be able to adjust to | :26:28. | :26:32. | |
it. Rosa is now 72-years-old, so the Commonwealth Games may be her last | :26:33. | :26:36. | |
