Welcome to Wales Today from Bridgend.

:00:00.:00:00.

Tonight, a damning report finds serious

:00:07.:00:11.

The First Minister and Health Minister apologise to

:00:12.:00:17.

families and order an All-Wales review into elderly care.

:00:18.:00:26.

I want to put on record my unreserved apology to those

:00:27.:00:33.

individuals and their families whose Kay has fallen short of the standard

:00:34.:00:35.

which they had a right to expect. The families of patients involved

:00:36.:00:42.

say the report doesn't go far enough There must be a public enquiry and

:00:43.:00:55.

in the interim when we wait for a government in denial to grant one

:00:56.:00:57.

they must be the removal of the Chief Executive.

:00:58.:01:02.

At the Princess of Wales Hospital in Bridgend, failings have been found.

:01:03.:01:06.

I'll be asking the Chairman of the Health Board what went wrong

:01:07.:01:09.

A neo natal centre for north Wales will be sited at Ysbyty Glan Clwyd

:01:10.:01:28.

but the sickest babies will be treated in England.

:01:29.:01:31.

The green energy schemes that can help communities make money.

:01:32.:01:35.

But some are concerned there's too much red tape.

:01:36.:01:38.

And Wales names the boxing squad for the Commonwealth Games,

:01:39.:01:42.

including the first ever female Welsh boxers to compete.

:01:43.:01:52.

Patients left without food, water, or the correct medication and told

:01:53.:02:03.

Welcome to the Princess of Wales Hospital in Bridgend,

:02:04.:02:08.

which tonight finds itself at the centre of a storm about how

:02:09.:02:11.

An independent review found serious failings here,

:02:12.:02:17.

Tonight, the First Minister and The Health Minister have apologised

:02:18.:02:23.

to families of patients and have ordered a Wales wide review of

:02:24.:02:27.

Here's our health correspondent Owain Clarke.

:02:28.:02:39.

The government cannot hide behind this report. All of these families

:02:40.:02:48.

claim the Swansea health board had left them and their loved ones down.

:02:49.:02:50.

They each other story about that care. They saw today one of the most

:02:51.:02:58.

damning reports on care standards in Wales in recent years. They have not

:02:59.:03:04.

taken any consideration of surgery. With them was Gareth Williams from

:03:05.:03:08.

Porthcawl. An investigation last summer revealed his mother suffered

:03:09.:03:13.

serious neglect during the last two years of her life. This video by the

:03:14.:03:18.

family shows medicine scattered around the hospital bed. She had

:03:19.:03:23.

been sedated against their wishes. The health board ultimately

:03:24.:03:27.

apologised but ever since Gareth Williams has led a campaign to

:03:28.:03:32.

expose other examples of poor care which party prompted the

:03:33.:03:34.

investigation that was published today. He told us apologies aren't

:03:35.:03:40.

enough. It is a public disgrace. There must be a public enquiry and

:03:41.:03:44.

in the interim while we wait for a government in denial to grant one

:03:45.:03:48.

they must be the removal of the Chief Executive and the management

:03:49.:03:53.

team. The team of experts brought in by the Welsh Government spent months

:03:54.:03:57.

talking to staff, patients and their families. Some of what they had

:03:58.:04:04.

caused them real concern. Some patients were not getting the water

:04:05.:04:08.

they needed, the food they needed, the medication they needed. These

:04:09.:04:13.

were largely exceptional events but they should not happen. There were

:04:14.:04:19.

several other feelings for example older patients in bed instructed to

:04:20.:04:24.

go to tile at Waverley. They were dismayed that staff tolerated

:04:25.:04:30.

hazardous practices which meant medicines were recorded as given

:04:31.:04:33.

when sometimes they were not. It notes a failure of adequate staffing

:04:34.:04:38.

20 47 and managers being distracted trying to cut costs at the expense

:04:39.:04:44.

of quality and patient safety. Concerns were also raised about the

:04:45.:04:48.

effectiveness of health care Inspectorate Wales in not picking up

:04:49.:04:55.

some of the issues. All in all there are 18 specific recommendations for

:04:56.:04:58.

the local health board and Welsh Government. Both say they accept

:04:59.:05:03.

them all and this afternoon the Health Minister went further

:05:04.:05:06.

announcing spot checks would be held within months at all Welsh

:05:07.:05:12.

hospitals. As from today, I will give health boards and NHS trusts in

:05:13.:05:17.

Wales a four-week period to absorb the findings of the report and

:05:18.:05:20.

satisfy themselves that such departures from basic professional

:05:21.:05:25.

standards are not present in their organisations. Immediately after

:05:26.:05:31.

that, each district general hospital in Wales will be visited by a small

:05:32.:05:37.

group of independent experts. But others argue this report findings

:05:38.:05:41.

contains ominous echoes of the mid Staffordshire neglects candle in

:05:42.:05:48.

England. He may not think that this is a mid-Staffs crisis and I don't

:05:49.:05:51.

think the report authors can conclude that given the narrow focus

:05:52.:05:56.

of their work. But I have this one final thing to say. If it looks

:05:57.:06:03.

like, smells like and moves like a mid-Staffs crisis, it's time for a

:06:04.:06:07.

major enquiry into care standards in the Welsh NHS. The elderly care

:06:08.:06:12.

expert who led the review begs to differ. There is a huge difference

:06:13.:06:17.

between the catastrophic organisational failure that happened

:06:18.:06:21.

in mid-Staffs and the situation here. In mid-Staffs the Danish

:06:22.:06:26.

health service had no idea that it had a problem at all. Here, by the

:06:27.:06:35.

time the Minister was aware, you had asked us to review it and the health

:06:36.:06:42.

board knew there were issues. The report does give some cause to be

:06:43.:06:47.

hopeful claiming that with immediate effort things can be turned around.

:06:48.:06:55.

That with ten nurses suspended from duty and police investigation is

:06:56.:06:57.

ongoing these families are still concerned. They consider themselves

:06:58.:07:00.

to be victims of the care system that didn't care enough.

:07:01.:07:05.

Let's talk to the chair of the Health Board,

:07:06.:07:07.

One patient told the review team "I am in hell".

:07:08.:07:11.

I was ashamed and I told the Minister that. We accept all the

:07:12.:07:26.

recommendations of the report and we apologise for any poor care that we

:07:27.:07:31.

have provided in recent years. Nurses claiming that patients would

:07:32.:07:39.

not their responsibility. Management not doing much about complaints from

:07:40.:07:43.

families. It does not get much worse does it? Absolutely unacceptable. We

:07:44.:07:50.

have been talking today with members of staff here and we will do that

:07:51.:07:53.

over the coming weeks. We have said clearly that that type of care is

:07:54.:07:59.

unacceptable. If we become aware of it people should be made -- making

:08:00.:08:08.

us aware of it. When I arrived here tonight I was met by a dozen

:08:09.:08:11.

families who told me they were making complaints going back years.

:08:12.:08:16.

Nothing was done and nobody was listened to. They are calling for

:08:17.:08:21.

resignations tonight. Why has nobody resigned? The report said clearly

:08:22.:08:27.

they have confidence in the leadership of the board to put right

:08:28.:08:31.

what has been happening over many years. This has happened on

:08:32.:08:39.

Baywatch. We are not a mid Staffordshire. The difference

:08:40.:08:46.

between... We started to take action. You did not recognise the

:08:47.:08:53.

deficiencies early. The families were telling the hospital this years

:08:54.:09:04.

ago and nobody listened. I took up this office in January 2013. Serious

:09:05.:09:11.

concerns came to light in March and we have moved very quickly. We have

:09:12.:09:16.

changed the decision-making and we have challenged the bad practice. We

:09:17.:09:23.

have changed management locally here. We are making wider changes

:09:24.:09:26.

across the health board. So heads will roll? People have not performed

:09:27.:09:38.

and they are no longer in position and we have appointed new people. We

:09:39.:09:42.

have strengthened the local management and we are strengthening

:09:43.:09:46.

the management in the health board. We accept the changes have not been

:09:47.:09:51.

fast enough but that is why we welcomed the report. We think we can

:09:52.:09:54.

produce something very special here and across the health board.

:09:55.:10:21.

Many will hope this trial is a line under a row that goes back two years

:10:22.:10:24.

or more to a decision by the Betsy Cadwallader health board to move the

:10:25.:10:31.

treatment of seriously ill babies to a hospital over the border. John

:10:32.:10:35.

Hewitt, you campaigned against that initial decision and you campaigned

:10:36.:10:40.

for the regional centre to be tastier. Wrexham were hoping they

:10:41.:10:45.

would get it. That is disappointment as well from some people who are

:10:46.:10:49.

concerned that the most seriously ill babies will still be treated

:10:50.:10:55.

over the border. I say to the people in Wrexham, two years ago there was

:10:56.:11:00.

not going to be any investment in a new mental -- neonatal service in

:11:01.:11:04.

North Wales. They were going to ship everybody over to London. To your

:11:05.:11:15.

second point, I would say there has always been a case for seriously ill

:11:16.:11:19.

babies. And you have benefited from that in your family? We have. Our

:11:20.:11:27.

baby was born here in this unit and she would not be alive today if it

:11:28.:11:31.

wasn't for the fantastic perfectionism of the staff here. The

:11:32.:11:35.

first minister says this decision comes with risks and challenges.

:11:36.:11:40.

There are concerns that the health board will not be able to deliver on

:11:41.:11:49.

this side of it. They will have to. That is quite clear. There is a

:11:50.:11:52.

change of the higher management now in Betsy Cadwallader and as a result

:11:53.:11:58.

there needs to be a higher change so they're going to have two get their

:11:59.:12:03.

ideas are straight. So a big announcement today. Acta you, Jamie.

:12:04.:12:10.

If you're just joining us, tonight's top story:

:12:11.:12:13.

The First Minister and The Health Minister have both apologised to the

:12:14.:12:16.

families of hospital patients after an investigation found "unacceptable

:12:17.:12:21.

More on this from our health correspondent Owain Clarke later.

:12:22.:12:27.

A judge at Mold Crown Court has jailed a scout master

:12:28.:12:38.

for 12 years for a series of sex offences against young teenagers

:12:39.:12:42.

Martyn Tucker, who's 68 and from Chester, had admitted the offences.

:12:43.:12:47.

The court heard the scout movement knew of the allegations,

:12:48.:12:50.

Some of the sexual assaults took place on outdoor activity trips

:12:51.:12:55.

A mines inspector has told the jury at the Gleision trial that

:12:56.:13:02.

he wasn't notified of any plans to make contact with

:13:03.:13:04.

a disused part of the mine, contrary to industry regulations.

:13:05.:13:08.

Four men drowned at the Swansea Valley pit nearly three years ago.

:13:09.:13:11.

Under cross examination, Tony Forster said he held

:13:12.:13:15.

the mine manager, Malcolm Fyfield, in high regard.

:13:16.:13:18.

Mr Fyfield denies four counts of manslaughter through gross

:13:19.:13:21.

negligence and the mine operators deny four

:13:22.:13:24.

A charity which gives grants to low income families with disabled or

:13:25.:13:31.

seriously ill children has told BBC Wales it's had to stop

:13:32.:13:35.

allocating money in Wales because of a delay in its funding.

:13:36.:13:38.

The Family Fund normally receives around ?2.6 million a year

:13:39.:13:42.

But it hasn't been told yet whether it will get any money this year.

:13:43.:13:49.

The Government has admitted the delay is 'not desirable' but says

:13:50.:13:51.

We have over 550 families waiting for the fund support. They are

:13:52.:14:05.

waiting for washing machines, fridge freezers, clothing, bedding. The

:14:06.:14:12.

reason we are not able to help them is because of the delay in the

:14:13.:14:13.

funding from the Welsh Government. The Welsh Liberal Democrats have

:14:14.:14:20.

launched their manifesto for the European elections

:14:21.:14:23.

by saying that while they're big supporters of the European Union,

:14:24.:14:27.

they're not afraid of reform. The launch took place

:14:28.:14:29.

in the technology firm I.Q.E in Cardiff

:14:30.:14:32.

which has just announced a new deal Our Political Editor Nick Servini

:14:33.:14:34.

was there. A highly technical briefing was

:14:35.:15:04.

given to the team. The workings of the European Parliament can be just

:15:05.:15:07.

as baffling. It's one of the challenges the Lib Dems face trying

:15:08.:15:12.

to sell the EU to the public. Coming to companies like this is a way of

:15:13.:15:15.

highlighting the opportunities in trade. The party as set out its

:15:16.:15:22.

stall as the party of in which it insists is markedly different from

:15:23.:15:27.

the others. If you want to ensure that Wales and the UK continues to

:15:28.:15:33.

punch above its weight and to trade across the European Union there is

:15:34.:15:39.

only one party you can vote for. This company works in the

:15:40.:15:42.

communications industry and makes the kind of equipment you find in

:15:43.:15:47.

virtually every mobile phone. The challenge for the Liberal Democrats

:15:48.:15:49.

is about communication as well and getting their message across that

:15:50.:15:53.

they are different to the other pro-European parties because they

:15:54.:15:58.

claim to put EU membership at the heart of everything they do.

:15:59.:16:05.

You can see a full list of candidates for the European

:16:06.:16:08.

elections on our website - bbc.co.uk/walesnews.

:16:09.:16:14.

Some community groups say they're having problems getting energy

:16:15.:16:17.

projects built because there's too much red tape.

:16:18.:16:20.

In a bid to find new sources of income, many are turning to

:16:21.:16:24.

small hydro-electric, wind and solar schemes to generate money by

:16:25.:16:27.

Our environment correspondent Iolo ap Dafydd reports from Snowdonia.

:16:28.:16:38.

This is just inside Snowdonia 's national park. Villagers have formed

:16:39.:16:44.

a regeneration company which turned this mill into a community centre

:16:45.:16:48.

and now has planning approval for a 270 kilowatts hydroelectric scheme.

:16:49.:16:54.

This project will generate powerful in the National Grid -- power for

:16:55.:17:03.

the National Grid. But the process has been slow. I think it is too

:17:04.:17:08.

bureaucratic. The landowners, the National Trust and the Forestry

:17:09.:17:21.

Commission, they are dealing with us as the first community they have

:17:22.:17:23.

negotiated with and they are worried about setting precedents so they are

:17:24.:17:27.

being cautious. In an area of high rainfall hydra scheme benefits from

:17:28.:17:32.

an extra tariff paid by the UK Government to generate electricity

:17:33.:17:37.

from renewable energy. Generating clean energy is still attractive to

:17:38.:17:43.

landowners. This proposal to abstract route -- water from this

:17:44.:17:47.

river was refused by Natural Resources Wales and a private scheme

:17:48.:17:52.

was approved on the grounds it had slightly less environmental impact.

:17:53.:17:59.

It did cost is ?28,000 to get to the point of getting the licence for the

:18:00.:18:02.

water extraction. It was at that point they said no it has been

:18:03.:18:15.

allocated to another company. The National Trust is adapting its

:18:16.:18:18.

properties in Wales with over 100 renewable energy schemes including

:18:19.:18:22.

two new hydroelectric schemes at this farm. The six and 40 kilowatts

:18:23.:18:28.

hydro cost ?1.6 million but will pave itself in seven years. You've

:18:29.:18:35.

got 100 years of sustainable income. The process especially if you'll

:18:36.:18:40.

only ever build one hydro is not to be taken lightly. It is years of

:18:41.:18:46.

hard slog. If it was easy everybody would be doing it. The trust is

:18:47.:18:50.

pushing ahead with larger renewable energy plans to cut its power bills

:18:51.:18:55.

but smaller community problems are slowly becoming less affordable as

:18:56.:19:01.

cats in the West generate -- generous tariffs to produce green

:19:02.:19:02.

energy are being accelerated. Wales have named an initial

:19:03.:19:07.

10-strong boxing squad for the 2014 It includes three women set to make

:19:08.:19:10.

history as the first ever female Welsh

:19:11.:19:14.

boxers to compete in the Games. They're being described as Wales'

:19:15.:19:18.

strongest-ever boxing squad. These are just some of the ten

:19:19.:19:23.

boxers gearing up for ten weeks of intense training before the

:19:24.:19:27.

Commonwealth Games gets underway. Taking their experience from London

:19:28.:19:30.

2012 to Glasgow are Olympic silver medallist Fred Evans and

:19:31.:19:33.

European Champion Andrew Selby, alongside reigning Commonwealth

:19:34.:19:37.

gold medallist Sean McGoldrick. It is a real tough tournament. The

:19:38.:19:52.

world number two and three and six are in my category so it can be

:19:53.:19:54.

tough. Ashley Brace is one of three women

:19:55.:19:58.

set to make history as the first ever Welsh female boxers

:19:59.:20:01.

to compete at a Commonwealth Games. Since Nicola Adams won the first

:20:02.:20:05.

women's boxing gold at the Olympics Ashley is now out to follow

:20:06.:20:08.

in Nicola's footsteps She is a good boxer and somebody I

:20:09.:20:20.

would like to fight and obviously beat. I don't go in there to lose.

:20:21.:20:25.

To me it would be the greatest achievement to beat the Olympic

:20:26.:20:26.

champion. Fred Evans first visited a boxing

:20:27.:20:32.

club at the age of four and hasn't The pinnacle

:20:33.:20:35.

of his career was London 2012. Alongside Andrew Selby they

:20:36.:20:39.

represented Team GB at the Olympics. An Olympic silver medal is a great

:20:40.:20:52.

achievement and everybody is saying it will be good now. But it is a

:20:53.:20:57.

tough competition but I do have my sights on the gold.

:20:58.:21:01.

So 10 boxers all with one goal and for one country.

:21:02.:21:13.

Let's hope the sun will be shining for that.

:21:14.:21:17.

Pressure is rising and we're in for a quiet, settled spell over

:21:18.:21:23.

The highest temperature in Wales today was in Cardiff.

:21:24.:21:28.

But there's a good chance that somewhere will reach 21C on Friday.

:21:29.:21:34.

Not a heatwave but the warmest of the year so far.

:21:35.:21:37.

Some lovely sunshine on the north and west coast today

:21:38.:21:40.

The showers have now cleared leaving a dry evening and night.

:21:41.:21:45.

Temperatures inland falling as low as 2C or 3C in the

:21:46.:21:50.

Here's the picture for 8.00am in the morning.

:21:51.:21:55.

Some cloud around but most places bright with some sunshine.

:21:56.:21:59.

The temperature in Carmarthen around 10C with a light breeze.

:22:00.:22:04.

So a decent day tomorrow with sunny spells.

:22:05.:22:06.

Some thicker cloud in the north during

:22:07.:22:07.

And it will turn out pleasantly warm.

:22:08.:22:11.

Temperatures a little higher than today.

:22:12.:22:12.

Tomorrow night, cloud in the north maybe thick enough for a

:22:13.:22:18.

Mist and hill fog in the west and milder than tonight.

:22:19.:22:23.

Thursday's chart shows high pressure over southern Britain and

:22:24.:22:25.

I wouldn't rule out the odd shower on Saturday

:22:26.:22:33.

but otherwise dry and warm but there are signs that during Sunday rain

:22:34.:22:37.

There's to be an All-Wales hospital review into elderly patient care.

:22:38.:22:45.

It follows a damning report into Abertawe Bro Morgannwg Health Board,

:22:46.:22:48.

The independent review found failings both at Neath Port Talbot

:22:49.:22:55.

Hospital and the Princess of Wales Hospital in Bridgend,

:22:56.:22:58.

An immediate review has been launched by the Health Minister.

:22:59.:23:10.

This report raises a number of "serious concerns" about

:23:11.:23:14.

the quality of care in the NHS and how elderly people are cared for.

:23:15.:23:19.

It all began following a family's complaint about the

:23:20.:23:23.

Let's talk to our Health Correspondent, Owain Clarke.

:23:24.:23:32.

Explain to us more about the Welsh Government's response.

:23:33.:23:40.

I think this report is so significant and the concerns in it

:23:41.:23:49.

so significant that the government had no option but to come up with a

:23:50.:23:53.

response that at least can be interpreted as robust. I am told

:23:54.:23:56.

this morning every health board boss in Wales was ordered to look at this

:23:57.:24:02.

report and measure their services for elderly patients against it.

:24:03.:24:08.

After a month, inspectors come experts will go into every hospital

:24:09.:24:12.

in Wales and judge whether or not elderly care is up to scratch. The

:24:13.:24:18.

person in charge of that process is the author of this report. RU

:24:19.:24:27.

surprised that this enquiry did not call for heads to roll? Yes.

:24:28.:24:33.

Apologies to campaigners are hollow without resignations but I was
