missing. That's all from the BBC News at Six - so it's | :00:00. | :00:00.

World leaders will gather in Newport in September for the NATO summit. | :00:08. | :00:12.

And a new observatory at the sight of one of only two breeding pairs of | :00:49. | :01:05.
ospreys in Wales. It's being described | :01:06. | :01:18.
as the biggest international event The NATO summit - a gathering of | :01:19. | :01:23.
world leaders - will get underway in Earlier this week, | :01:24. | :01:29.
there was criticism that Wales was Today it emerged that plans are | :01:30. | :01:35.
underway to hold a major business Here's our political editor, | :01:36. | :01:40.
Nick Servini. Peace broke out among the first | :01:41. | :01:55.
Minister and Welsh Secretary, appropriately enough on a | :01:56. | :02:00.
battleship. The Welsh and UK governments insist they have put | :02:01. | :02:03.
acrimonious side for the good of the NATO summit. They use the visit to | :02:04. | :02:09.
Cardiff to set up some of the plans but details are still sketchy | :02:10. | :02:14.
because of security. The big focus will be a business summit organised | :02:15. | :02:19.
by both governments to be held somewhere in Wales a matter of weeks | :02:20. | :02:24.
after the political summit. This is by far the biggest international | :02:25. | :02:28.
event ever held in Wales so the focus and world attention will be on | :02:29. | :02:33.
Wales. As I say, we want to capitalise on the economic league. | :02:34. | :02:37.
We are looking at having a business summit to follow it and that is a | :02:38. | :02:41.
huge opportunity for Wales to benefit. This ship is here for the | :02:42. | :02:47.
freedom of the city but it is the kind of thing that could happen in | :02:48. | :02:51.
September when Wales sees its biggest ever security operation. The | :02:52. | :02:56.
profile of this event will be huge. A gathering of world leaders | :02:57. | :02:59.
including Barack Obama and the stakes will be high. Top of the | :03:00. | :03:04.
agenda, the current stand-off between Russia and the West over | :03:05. | :03:09.
Ukraine. Senior managers at the Celtic Manor resort have told MPs | :03:10. | :03:17.
they felt more should be doing -- done now in preparation. We have got | :03:18. | :03:24.
nothing nailed down in terms of outreach programmes, how we are | :03:25. | :03:29.
going to benefit. The first minister says work is being done behind the | :03:30. | :03:34.
scenes which can't be made public yet. But he believes there will be | :03:35. | :03:38.
lasting benefits from the event. There are so many people coming, | :03:39. | :03:42.
they will stay here and they will take back their memories of Wales. | :03:43. | :03:47.
We need to target investors as well. It also means there will be a lot of | :03:48. | :03:52.
traffic coming into the airport and we will look to see what needs to be | :03:53. | :03:55.
done to make sure the airport is in a position to move people out | :03:56. | :04:01.
quickly. A big unknown is whether there will be community-based events | :04:02. | :04:08.
like this when the US president went to a private school in Northern | :04:09. | :04:11.
Ireland during the G8 summit last year. The Navy are out in force in | :04:12. | :04:17.
Cardiff Bay at the moment. It is unclear what military presence there | :04:18. | :04:21.
will be in September but there will be a security operation like no | :04:22. | :04:26.
other. What have we learned this week about | :04:27. | :04:29.
the impact that this event is going to have? I thought we had a really | :04:30. | :04:36.
honest assessment from the senior managers at the Celtic Manor when | :04:37. | :04:39.
they addressed MPs earlier in the week and they admitted they felt the | :04:40. | :04:44.
local area had not benefit from the Ryder Cup as much as it could. That | :04:45. | :04:48.
sense of frustration fed through into some of the comments they made | :04:49. | :04:53.
about what is going on now. Today, what we had was the main political | :04:54. | :04:57.
leaders in Wales trying to take control of the situation. The | :04:58. | :05:01.
message from Carwyn Jones is, I would love to tell you about all the | :05:02. | :05:06.
stuff that is going on but I can't because of security concerns. To | :05:07. | :05:10.
some extent, there is going to be a lot of stuff we won't know until the | :05:11. | :05:13.
last minute because of those security issues. From David Jones, a | :05:14. | :05:19.
focus on the longer-term economic benefits. They do have a sales job. | :05:20. | :05:25.
Most people accept this is a great event to have. But that first week | :05:26. | :05:31.
in September, there will be an awful lot of destruction. -- disruption. | :05:32. | :05:38.
The owners of a care home where inspectors say they found evidence | :05:39. | :05:41.
of neglect and poor conditions are being warned that it still doesn't | :05:42. | :05:45.
The Amber House home in Abergele has now been labelled | :05:46. | :05:48.
a "Service of Concern", which means it faces enforcement | :05:49. | :05:51.
According to the care Inspectorate, it was prompted by concerns by | :05:52. | :06:05.
members of the public. Inspectors arrived in December and they found | :06:06. | :06:10.
elderly residents looking unclean and unkempt. They said places were | :06:11. | :06:13.
dirty and it smells strongly of your rim. There was also concern that | :06:14. | :06:19.
care plans lacked sufficient detail. Their report demanded | :06:20. | :06:23.
changes but we have been told that following a reinspection in March, | :06:24. | :06:27.
there is still concerned that insufficient progress has been made | :06:28. | :06:30.
and that is why it has been given this label of a service of concern. | :06:31. | :06:36.
Have we heard anything from the owners? Very little. I was told | :06:37. | :06:42.
earlier today that the manager was too busy to speak to me. We have | :06:43. | :06:46.
received a statement and they say they are taking steps to address the | :06:47. | :06:50.
concerns and they had hoped that the most recent inspection would bring | :06:51. | :06:55.
in more favourable responses. We have heard from Conwy Council. They | :06:56. | :07:00.
say they have been working with the care Inspectorate and they have put | :07:01. | :07:03.
their own staff into the home to help. Tonight, we have heard from | :07:04. | :07:09.
North Wales Police who say they are aware of the report and are studying | :07:10. | :07:11.
its content. Should you be allowed to take | :07:12. | :07:13.
your children on holiday A survey of local authorities has | :07:14. | :07:16.
found that half now ask head The research | :07:17. | :07:23.
by BBC Wales found several councils have tightened their policies since | :07:24. | :07:28.
the Welsh Government brought in its banding programme for secondary | :07:29. | :07:31.
schools, under which absences Planning the holidays of the future. | :07:32. | :07:49.
Alan and his daughters already have plenty of happy holiday memories. We | :07:50. | :07:58.
go to see paintings in museums. Landmarks. And history you learn | :07:59. | :08:07.
about with dad. Looking back at the memories are | :08:08. | :08:11.
little jewels in your life. When we are old and grey, I am old and grey, | :08:12. | :08:16.
I will be looking back at these family holidays as so special and I | :08:17. | :08:22.
hope they will as well. We have taken children out. We don't want to | :08:23. | :08:26.
do it ideally but it is a financial issue. If you are going in the | :08:27. | :08:30.
school holidays, it would be double the amount. And it is easy to see | :08:31. | :08:37.
why lots of parents find themselves in a difficult position. There are | :08:38. | :08:42.
huge variations in prices depending on the time of year. A week in a | :08:43. | :08:52.
self catering apartment in Prestatyn for a family of four currently costs | :08:53. | :09:03.
?945 in mid-August. By mid, once the schools have gone back, that price | :09:04. | :09:11.
goes down to ?236. Although the Welsh government allows councils to | :09:12. | :09:13.
authorise ten days off per pupil per year. --, those absences count | :09:14. | :09:19.
against the school when it comes to banding. In England, time off is | :09:20. | :09:25.
only granted in exceptional circumstances and there has been a | :09:26. | :09:29.
big increase in parents being fined. With the frustration is in the Welsh | :09:30. | :09:34.
system is there is the idea that there is the flexibility and | :09:35. | :09:37.
teachers do have the discretion to grant absences, but in reality they | :09:38. | :09:43.
don't have that discretion. I believe that all absence is bad for | :09:44. | :09:47.
the children and that therefore those authorities that are saying | :09:48. | :09:51.
they won't tolerate any absence, they are going down the right track. | :09:52. | :09:56.
It is a difficult decision and a difficult message to get across to | :09:57. | :09:59.
parents but I think it is the right one. Alan says that with the girls | :10:00. | :10:04.
approaching secondary school age, he and his wife probably won't take | :10:05. | :10:08.
them away during school time again. It seems lots of families will be | :10:09. | :10:10.
weighing up a similar decision. Budget airline Ryanair has announced | :10:11. | :10:12.
a new weekly flight from It's the Irish carrier's first route | :10:13. | :10:15.
at the airport for eight years. The flight will start at the end | :10:16. | :10:20.
of October. Last month the airport announced | :10:21. | :10:23.
a 9% increase in the number of passengers since it was bought | :10:24. | :10:26.
by the Welsh Government. A medical expert says the driver | :10:27. | :10:29.
of a car which crashed into children outside a school may | :10:30. | :10:31.
have fainted during a coughing fit. Five children and three other adults | :10:32. | :10:35.
were injured when the car driven by Robert Bell overturned outside | :10:36. | :10:38.
Rhws Primary School last June. But another expert | :10:39. | :10:41.
at his trial said passing out wouldn't have caused the accident | :10:42. | :10:43.
as his body would have become limp. Mr Bell denies careless driving | :10:44. | :10:47.
and the hearing continues. Olympic hurdler Colin Jackson says | :10:48. | :10:52.
he will happily take a hit after being named as one of several | :10:53. | :10:55.
wealthy celebrities who've been part A judge ordered the Cardiff born | :10:56. | :10:58.
Olympian, along with 22 other members, to repay millions and ruled | :10:59. | :11:04.
the musician-support partnership They are saying those schemes won't | :11:05. | :11:18.
exist any more because that is absolutely fine. That won't stop me | :11:19. | :11:23.
from investing into young people who need help. If it means I have to | :11:24. | :11:29.
take a hit, I will take a hit. I will still invest in people to help | :11:30. | :11:32.
them get to the top of their game. A meat wholesaler in Cwmbran has | :11:33. | :11:35.
been fined ?15,000 and ordered to pay another ?12,000 in costs after | :11:36. | :11:38.
meat which had passed its use-by Doug Willis Limited had been | :11:39. | :11:41.
in court on the same charges three years ago, but was told it had no | :11:42. | :11:46.
case to answer. But, after three years of legal | :11:47. | :11:49.
battles with Torfaen Council, the Supreme Court ordered a retrial and | :11:50. | :11:52.
today the company pleaded guilty. The council said the case should | :11:53. | :11:55.
improve food safety for consumers. This is Doug Willis Limited in | :11:56. | :12:13.
Cwmbran. The managing director processes and stores meet here for | :12:14. | :12:17.
caterers and butchers. Frozen products ready for customers. Four | :12:18. | :12:22.
years ago, Trading Standards found 12 pieces of meat which were passed | :12:23. | :12:27.
their use by dates in this freezer. Fresh meat can be frozen and kept | :12:28. | :12:31.
for some time but back then the company did not keep good enough | :12:32. | :12:35.
records. They could not prove exactly when some of the meat had | :12:36. | :12:38.
been frozen. Some samples were three years old. We don't know whether the | :12:39. | :12:44.
product was still in date. Had it gone past its use by date and frozen | :12:45. | :12:49.
after that date or before? That is quite crucial. But a court ruled the | :12:50. | :12:54.
company had no case to answer because the products were frozen and | :12:55. | :12:58.
they were deemed not to be a health hazard. Torfaen Council challenge | :12:59. | :13:04.
that decision all the way to the Supreme Court. It ruled in their | :13:05. | :13:10.
favour last summer. The test case against Doug Willis Limited in | :13:11. | :13:13.
Cwmbran means that from now on, from care homes to cafeterias, whenever | :13:14. | :13:17.
frozen meat is being stored past its use by date but -- like this, the | :13:18. | :13:24.
law is being broken. In court today, Doug Willis Limited pleaded guilty | :13:25. | :13:30.
to breaching food labelling laws. The judge said they had not done | :13:31. | :13:34.
deliberately but had still broken the law and should pay ?15,000 in | :13:35. | :13:41.
fines and ?12,000 in costs. Torfaen Council say pushing the case this | :13:42. | :13:44.
far means that consumers can feel more confident in future about | :13:45. | :13:49.
buying frozen meat because the law has been tariff item. Doug Willis | :13:50. | :13:53.
Limited say they have tightened their labelling system in the past | :13:54. | :13:59.
four years. Meat products can stay in the freezer for a long time. If | :14:00. | :14:05.
they were to go out, they would be checked first, microbiologically, to | :14:06. | :14:09.
check they were safe to send out. Why hold onto a piece of meat for | :14:10. | :14:12.
three years, that is the fundamental question? We may have issues with | :14:13. | :14:19.
certain products should have gone up previously. The action has cost | :14:20. | :14:24.
Torfaen Council tens of thousands of pounds but it says it was the right | :14:25. | :14:27.
decision and consumers can now have more confidence in the frozen meat | :14:28. | :14:29.
they are served. The highest temperature | :14:30. | :14:30.
of the year so far Find out where and how warm it's | :14:31. | :14:34.
been later in the programme. It's the first time one's been held | :14:35. | :14:44.
in Europe - a conference in Newport aimed | :14:45. | :14:47.
specifically at call centre workers to look at the skills and technology | :14:48. | :14:51.
they'll need for the future. It's a booming industry in Wales, | :14:52. | :14:54.
but critics argue it's replacing well paid manufacturing jobs with | :14:55. | :14:57.
less secure lower paid work. Here's our business correspondent, | :14:58. | :15:02.
Brian Meechan. This is the back of the furnaces and | :15:03. | :15:16.
after about eight hours the steel is ready to be released. The | :15:17. | :15:21.
traditional image of Welsh workers. We still have a steel industry but | :15:22. | :15:26.
50,000 manufacturing jobs have gone. Get out of my office! But business | :15:27. | :15:32.
is booming in another Welsh industry, the call centre. If it was | :15:33. | :15:38.
like that, I would not be working here. It is totally the opposite. | :15:39. | :15:44.
Jean Williams runs -- works in one run by the Ministry of Justice. The | :15:45. | :15:48.
industry also refers the term contact centre. The rates of pay is | :15:49. | :15:52.
what you would expect from a contact centre of the it is not massively | :15:53. | :15:58.
high but it is certainly not low. I think contact centre is one of the | :15:59. | :16:04.
sickness jobs in Britain. -- say first. 15 years ago, 12,000 people | :16:05. | :16:09.
worked in call centres. They employ 30,000 people now. An increase of | :16:10. | :16:16.
150%. But there are concerns about Manufacturing jobs being replaced by | :16:17. | :16:21.
these service sector roles. A lot of young people employed in call | :16:22. | :16:25.
centres do not have very much security. They are either employed | :16:26. | :16:30.
by agencies and then subcontracted to call centres or they are employed | :16:31. | :16:35.
on specific event contracts or zero our contracts. It is a | :16:36. | :16:39.
nontraditional conference for a nontraditional industry. What it | :16:40. | :16:47.
recognises and what it shows is the industry really looks after its | :16:48. | :16:52.
people and they recognise them as being the interface between them and | :16:53. | :16:59.
their customers. It is testament to the 36 companies that are here today | :17:00. | :17:02.
that they are invested both money and freeing people at Fort time to | :17:03. | :17:08.
come to an event like this. Behind the fun lies a serious message. The | :17:09. | :17:12.
industry is a key player in growing the Welsh economy. | :17:13. | :17:14.
It's one of the world's biggest elected assemblies, | :17:15. | :17:16.
Not all the candidates for the European parliament are | :17:17. | :17:20.
Davies takes a look at the small parties asking for your vote. | :17:21. | :17:23.
With a week to go until polling day, Daniel Davies takes a look at the | :17:24. | :17:27.
In this election, UKIP is one of the big players. But UKIP is not the | :17:28. | :17:38.
only party opposed to the EU. There are a few sceptics at the other end | :17:39. | :17:47.
of the political spectrum,. We are completely opposed to the European | :17:48. | :17:52.
Union. The policies that are built into its treaties and institutions | :17:53. | :17:58.
that are policies of austerity and privatisation. Others on the left | :17:59. | :18:02.
have similar views. The European Union is undermined. Two parties | :18:03. | :18:11.
standing in Wales share the title of socialist. One of them has set its | :18:12. | :18:17.
sights further afield than Brussels. The Socialist party stands for a | :18:18. | :18:20.
stateless, classless, leaderless world. Free access to the means of | :18:21. | :18:29.
living and production of use. The biggest controversy in this election | :18:30. | :18:32.
has been caused by one of the smallest parties. Britain First is | :18:33. | :18:38.
using the slogan, Remember Lee Rigby. They apologised to the family | :18:39. | :18:44.
of the soldier after it emerged his name would be used on the ballot | :18:45. | :18:49.
paper. Our message is that our country is being taken from it. We | :18:50. | :18:55.
have got a political elite that is correct, it is ruining our country. | :18:56. | :19:00.
Held across 28 countries, this is one of the world's biggest | :19:01. | :19:05.
elections, but it is not being contested by well-established names. | :19:06. | :19:09.
Smaller parties also want to sit in the vast chamber. | :19:10. | :19:12.
A new 360 degree wildlife watching observatory has been officially | :19:13. | :19:15.
opened today at the Cors Dyfi reserve in Powys. | :19:16. | :19:17.
The building will allow visitors to get closer than ever to | :19:18. | :19:20.
the nesting Ospreys on the reserve, as well as offering panoramic views | :19:21. | :19:24.
Nestled deep in the reed beds of this reserve, this wooden structure | :19:25. | :19:38.
offers visitors jaw-dropping views of the surrounding area. It has been | :19:39. | :19:45.
four years in the making, with construction difficult and workers | :19:46. | :19:48.
having to carry much of the timber and other materials across the bulky | :19:49. | :19:53.
reserve. It is now open for visitors and they say it has been worth the | :19:54. | :19:58.
wait. I am very impressed with the observatory. A few years ago I came | :19:59. | :20:03.
to look at the old Hyde and the difference is amazing. It is | :20:04. | :20:07.
magnificent and in such a beautiful area. With its ten metre high | :20:08. | :20:12.
viewing platform, this observatory offers spectacular 360 degrees views | :20:13. | :20:20.
all around. More importantly, it also offers unprecedented access to | :20:21. | :20:22.
the most famous residents, the ospreys. Monty and his mate are | :20:23. | :20:31.
nesting again. This is the fifth year he has returned to the | :20:32. | :20:35.
reserve. Once more, he is watching over some eggs. The platform allows | :20:36. | :20:40.
visitors to get within 250 metres of the nest. The ospreys are without a | :20:41. | :20:49.
doubt the biggest draw to the reserve but those in charge are keen | :20:50. | :20:52.
to emphasise it is about more than just birds of prey. We have got over | :20:53. | :20:59.
100 species of whether birds. And if you are lucky, you can see them. | :21:00. | :21:06.

more in the future. And you have probably noticed it has | :21:26. | :21:28.
been rather warm today. The temperatures are going up. | :21:29. | :21:31.

Thick enough for a few spots of rain in parts of mid Wales | :22:36. | :22:39.
and the north, including the Conwy Valley Tonight will be dry. | :22:40. | :22:45.

A little cooler on some coasts with sea breezes. | :23:57. | :24:01.
The best of the hazy sunshine likely in the southeast in the morning | :24:02. | :24:09.
