Good evening. A man has died after his microlight aircraft crashed at a

North Wales airport. The 55-year-old's aircraft came down on

the runway at Caernarfon airport at 6 o'clock this evening. North Wales

Fire and Rescue Service said the man was taken to hospital with serious

injuries and later died. We'll have more on this in our Breakfast

bulletins. The owners of a care home where

inspectors say they found evidence of neglect and poor conditions are

being warned it still doesn't come up to standard. Amber House home in

Abergele has been labelled a service of concern.

Following concerns from a member of the public care standards inspectors

made an unannounced visit to the home in December. They say they

found residents looking unclean and unkept. The place was dirty and in

places smelt strongly of you are in. We've been told that -- strongly of

urine. There is concern that insufficient progress has been made.

Amber House faces enforcement action which could lead to closure. In a

statement the home's owner owners concede they face a challenging

period. They say they've taken every step within their means to respond

positively to the last care standards report. The priority, they

say the health and wellbeing of the people they look after. Conwy

Council says it is reviewing whether residents need to be moved. North

Wales Police says it's studying the report's content.

It's been described as the biggest international event ever to be held

in Wales. NATO summit will get under way in just over 100 days in

Newport. Earlier there were criticism that Wales wasn't doing

enough to capitalise. Plans are under way to hold a major business

conference to try to cash in. They were usually involved in a war

of words these days, but peace broke out among the First Minister today

and the Welsh Secretary David Jones on a battleship. The Welsh and UK

Governments insist they've put acrimony aside for the good of the

NATO summit. Two men used the visit to HMS Dragon in Cardiff to set out

some of the plans but details are sketchy abuse security. The big

focus will be a business summit organised by both governments, to be

held somewhere in Wales a matter of weeks after the political summit. We

must understand that this is by far the biggest international event ever

held in Wales. So the focus of world attention will be upon Wales for the

duration of the summit. As I say, what we want to do is capitalise on

that economically. We are looking to having a business summit to follow

it. That I think is a huge opportunity for Wales to benefit.

This ship is here for the freedom to which the city this weekend but it

is the kind of thing that could happen in September, when Wales sees

its biggest ever security operation. The profile of this event will be

huge, a gathering of world leaders, including Barack Obama and the

stakes will be high. Top of the agenda the current stand-off between

Russia and the West over Ukraine. Earlier in the week senior managers

of the Celtic Manor resort, where the summit will be held, told MPs

they felt more should be done down in preparation. The First Minister

has got to say to the Prime Minister we are 100 days to go, we've got

nothing nailed down in terms of outreach programmes, how are we

going to benefit, so who is going to make this decision? The First

Minister says work is being done behind the scenes which can't be

made public yet. But he believes there'll be lasting benefits from

the event. With so many people coming, they

will stay here, they will take back their memories of Wales. We need to

target investors in terms of them look at Waless in the future

there'll be a lot of trafficking coming into the airport. We'll see

what needs to be done to ensure the airport can move people out quickly.

A bigger known is if there'll be community-based events like this

when the Obamas went to a local school in Northern Ireland for the

G8 suggest mitt last year. Pipe the carry on. The Navy are out in force

in Cardiff Bay at the moment it is unclear what military presence

there'll be from November but there is no doubt it will be a security

operation like no other. The Scout Association should be

investigated, according to an MP, after ill failed to tell police a

scoutmaster had abused children. He was jailed for 12 years for 26

offences against boys in the 1960s and 19750s. MP said something went

seriously wrong when allegations made about mart inTucker weren't

passed to police. A medical expert says the driver of

a car which crashed into a children outside a school may have fainted

during a coughing fight. Five children and three adults were

injured when the scar driven by Robert Bell overturned outside

Rhoose primary school last June. But another expert said passing out

wouldn't have caused the accident, as his body would have become limp.

He denies careless drive being. The hearing continues.

A survey of local authorities has found that half of them ask head

teachers to refuse requests for holidays during term time. Research

found several councils have tightened their policies since the

Welsh Government brought in its banding programme for secondary

schools. Planning the holidays of the future.

Alan and his daughters already have plenty of happy holiday memories. We

are going to see paintings. And other stuff. When you look back on

holidays and trips tough done for these, two they are little jewels in

your life. It is more a financial thing. It is easy to see why lots of

parents are in a difficult position. There are huge variations in prices

depending on the time of year. For trips abroad and holidays here in

Wales. A week in a self-catering apartment in Pontins Prestatyn for a

family of four currently costs ?945 in mid August. By mid September,

once the schools have gone back, that price goes down to ?236.

Although the Welsh Government allows councils to authorise ten days off

per pupil per year, those absences count against the school when it

comes to banding. In England, time off is only granted in exceptional

circumstances. And there's been a big increase in parents being fined.

I think where the frustration is in the Welsh system is there's the idea

that there's the flexibility, that teachers do have the discretion to

grant absences, but in reality they don't have that discretion. It is a

bit disingenuous. I believe that all absence a bad for the children and

therefore those authorities that are now saying that they won't tolerate

any absence are going down the right track. Alan says that with the girls

approaching secondary school age, he and his wife probably won't take

them away during school time again. It seems lots of families will be

weighing up a similar decision. The spell of fine weather isn't over

yet. Today was the warmest day of the

year so far, with temperatures reaching 21 Celsius in Usk in

Monmouthshire. The fine weather will continue for the next few days.

11 Celsius. Tomorrow early mist and fog will

clear. Then it should warm up quickly. Looking fine across the UK.

skirting the Western Isles of Scotland. Otherwise dry and probably

exceeding 20 Celsius on the border. Cooler along some coasts with sea

along some coasts with a breeze. It looks like the high pressure will

break down through Sunday, allowing this front to push in from the west.

Dry for most on Sunday. The best of the haze aye sunshine early in the

south-east. During the day cloud will thicken from the north-west

with this fronts maybe bringing spots of rain from Anglesey to

Pembrokeshire by the evening. Fine warm weather over the next few days.

Next week looks to be more unsettled, with low pressure

bringing showers but brighter spells too.
