old workings with tragic consequences. Malcolm Fyfield told | :01:25. | :01:29. | |
police the water was way out of control and it engulfed the men at | :01:30. | :01:33. | |
the face. He said he jumped to one side and he saw his colleagues being | :01:34. | :01:38. | |
swept past him. Mr Fifield said he held on as tight as he could to the | :01:39. | :01:43. | |
side, but then he too was dragged into the flow. He said he found | :01:44. | :01:47. | |
himself breathing in water and after that he just remembered seeing the | :01:48. | :01:52. | |
phases of his family. At that point in the police interview Malcolm | :01:53. | :01:57. | |
Fyfield broke down in tears. Malcolm Fyfield said he then tried to | :01:58. | :02:00. | |
resuscitate two of the miners underground, but his efforts were in | :02:01. | :02:04. | |
vain. And with the water still rising he escaped through old | :02:05. | :02:07. | |
workings. Just over a month later this month, I Detective Sergeant | :02:08. | :02:12. | |
Bruce Robertson well is police at the time, arrived at Malcolm | :02:13. | :02:19. | |
Fyfield's house to arrest him. Hugh Griffiths told the court Malcolm | :02:20. | :02:21. | |
Fyfield is extremely distressed and distraught when he was arrested. His | :02:22. | :02:25. | |
head was bowed, he was physically shaking and he was sobbing. Asked if | :02:26. | :02:30. | |
he had ever seen anybody react to being arrested in the same way, is | :02:31. | :02:35. | |

pressure on Wales' hospitals is for Health Boards to focus on care in | :03:12. | :03:16. | |
the community. But according to BBC Wales researched the number of beds | :03:17. | :03:20. | |
in community hospitals has fallen by 20 part -- by 25% over the last five | :03:21. | :03:25. | |
years. At the same time only one Health Board has met Welsh | :03:26. | :03:29. | |
Government targets for an increase in the number of staff working in | :03:30. | :03:34. | |

A hospital bed. Health care the traditional way. But for several | :03:37. | :03:39. | |
years now Health Boards across Wales have been closing or partly closing | :03:40. | :03:44. | |
some community hospitals to focus on a new way of working. It is part of | :03:45. | :03:48. | |
a drive to bring specialist care into people's homes and GP | :03:49. | :03:53. | |
surgeries. Here in Cardigan the last two inpatient wards closed last | :03:54. | :03:57. | |
year. The local Health Board is working on plans to build a new | :03:58. | :04:00. | |
health centre in the town. But what about the provision in the meantime? | :04:01. | :04:06. | |
We know that bed blocking is that the problem for district hospitals | :04:07. | :04:09. | |
because they lost the 12 beds they were able to release patients from | :04:10. | :04:14. | |
there down to Cardigan. Most of patients are elderly. They are away | :04:15. | :04:18. | |
from their community and it makes a difference. If we can keep the | :04:19. | :04:22. | |
patient in his own community, like in Cardigan. The Health Board which | :04:23. | :04:26. | |
runs Cardigan hospital insists no beds have been lost. Instead, they | :04:27. | :04:30. | |
have been spread out across the community. But according to our | :04:31. | :04:35. | |
research the number of beds in community hospitals across Wales has | :04:36. | :04:39. | |
fallen by 25% over the last five years. Community care is not | :04:40. | :04:43. | |
necessarily about institutions. It is about providing a package of care | :04:44. | :04:48. | |
for patients near to where they live by making the professionals do the | :04:49. | :04:52. | |
travelling. It can improve the quality of care for patients. But | :04:53. | :04:56. | |
while some rural hospitals are closing, only one Health Board has | :04:57. | :04:59. | |
met Welsh Government targets to increase the number of staff working | :05:00. | :05:04. | |
in the community. According to a recent Wales audit office report. | :05:05. | :05:08. | |
The figure was meant to rise by 10% in each part of Wales, between 2010 | :05:09. | :05:14. | |
and 2013. But only one Health Board managed to do that. Other Health | :05:15. | :05:20. | |
Boards saw a reduction in the number of community nurses by 2012 and the | :05:21. | :05:25. | |
audit office came to the number -- came to the conclusion the number of | :05:26. | :05:29. | |
cross Wales may be insufficient. Opposition parties and charities say | :05:30. | :05:33. | |
the shift towards community care needs to speed up. Against a | :05:34. | :05:38. | |
background of an increasingly ageing population it is important we get | :05:39. | :05:42. | |
the care that we provide for older people right. That we get it right | :05:43. | :05:48. | |
from now, clearly we need to prioritise and we need to speed | :05:49. | :05:50. | |
things up to make sure people can receive the care they want and need | :05:51. | :05:54. | |
within their own communities. Health Boards have told us that many | :05:55. | :05:59. | |
community-based services are already in place, working to improve care | :06:00. | :06:03. | |
for patients. The Welsh Government is set to announce how a ?50 million | :06:04. | :06:06. | |
fund to strengthen community-based care will be spent, tomorrow. | :06:07. | :06:12. | |
