The Royal Glamorgan hospital IS to lose specialist services as

:00:07.:00:10.

controversial plans to shake-up hospitals in South Wales clear

:00:11.:00:13.

It was a very difficult decision. A lot of tough arguments. I think what

:00:14.:00:30.

we recognised above all else was these are South Wales issues, south

:00:31.:00:34.

Wales problems and they deserve a South Wales solution.

:00:35.:00:45.

Parents in Rhondda Cynon Taf fighting to save full-time nursery

:00:46.:00:48.

places for three-year-olds, win their latest battle at the

:00:49.:00:50.

Concerns Wales is being left behind when it comes to learning

:00:51.:00:59.

The possibilities across the curriculum of using technology

:01:00.:01:12.

effectively are immense and my only worry is that perhaps we are not

:01:13.:01:16.

moving forward at the rate of pace that other countries on our

:01:17.:01:18.

And it's been on an epic journey so far, covering 118,000 miles -

:01:19.:01:22.

it's been high and low visiting, 70 nations - tomorrow the Queen's

:01:23.:01:32.

It's taken three years but controversial plans to

:01:33.:01:39.

centralise some specialist hospital services at five sites in

:01:40.:01:42.

It comes after a patients' watchdog decided it would not ask the Health

:01:43.:01:50.

It HAD opposed plans that would see consultant led care for mothers

:01:51.:01:55.

and children - along with specialist A - moved from the Royal

:01:56.:01:58.

Our health correspondent Owain Clarke has more.

:01:59.:02:06.

How do you deliver better care for over 1 million people living in

:02:07.:02:12.

South Wales? That's the question up for debate for almost three years.

:02:13.:02:16.

It's here in a fairly anonymous building in the middle of a Merthyr

:02:17.:02:20.

business park that the final go-ahead was given to redraw the map

:02:21.:02:24.

of specialist hospital services. Members of the patients watchdog met

:02:25.:02:31.

to decide whether to ask the health minister to change plans to move

:02:32.:02:35.

care like consultant led accident and emergency and care for mothers,

:02:36.:02:40.

babies and children from the Royal Glamorgan Hospital in Llantrisant.

:02:41.:02:45.

In the end, by nine votes to three, they decided not to.

:02:46.:02:49.

It was a difficult decision and it wasn't a unanimous decision. A lot

:02:50.:02:54.

of tough and Frank arguments. I think what we recognised above all

:02:55.:02:58.

else is these are South Wales problems and they deserve a South

:02:59.:03:03.

Wales solution. It started in January 2012 when medical

:03:04.:03:08.

professionals started working together to draw up plans.

:03:09.:03:11.

Wind forward to May last year and six options were slimmed down to

:03:12.:03:18.

four. An eight-week public consultation was launched with an

:03:19.:03:22.

overwhelming response. In February this year, bosses decided to stick

:03:23.:03:25.

with their preferred model, meaning the Royal Glamorgan would miss out.

:03:26.:03:31.

The health board responsible for that hospital decided to veto

:03:32.:03:34.

elements of the plan but in March, it fell in line after being given

:03:35.:03:40.

assurances that as much babycare as possible would remain vocal and the

:03:41.:03:43.

hospital but become a centre of excellence for diagnostic services

:03:44.:03:47.

and care for the elderly. The only hope left for campaigners was that

:03:48.:03:50.

the local patients watchdog would decide to appeal to the health

:03:51.:03:55.

minister. Now that won't happen. If they remove the full accident and

:03:56.:04:00.

emergency service from the Royal Glamorgan, that will mean that many

:04:01.:04:05.

people will not choose to go, as the board want them to go, to Bridgend

:04:06.:04:13.

or Merthyr, they will go to Cardiff. The Welsh government says it is

:04:14.:04:18.

pleased the changes can be delivered and says it will lead to better care

:04:19.:04:22.

across South Wales. The map of specialist health care in South

:04:23.:04:26.

Wales can now be redrawn but not everybody is convinced patients will

:04:27.:04:27.

benefit. Where does this now leave health

:04:28.:04:29.

reorganisation across Wales? Plans for North Wales are now pretty

:04:30.:04:39.

complete after the first minister made a decision on locating care at

:04:40.:04:45.

Glan Clwyd hospital. In West Wales, changes are underway but some

:04:46.:04:49.

campaigners are pinning their hopes on a forthcoming judicial reviews,

:04:50.:04:57.

such as decisions to change urgent care in Llanelli. South Wales is the

:04:58.:05:01.

last part of the jigsaw but what is common to these plans is how

:05:02.:05:03.

difficult and controversial they have been to implement in the midst

:05:04.:05:09.

of public outcry. On the one hand you have those that argue the NHS

:05:10.:05:13.

can't stand still. It was designed in the 1950s and has to respond in

:05:14.:05:20.

the 21st-century. On the other hand you have campaigners and opposition

:05:21.:05:26.

parties that say some of these changes could have been avoided if

:05:27.:05:31.

the NHS had been properly resourced. What's clear is there is more of

:05:32.:05:33.

this to come. Thank you.

:05:34.:05:36.

Parents campaigning against cuts to nursery provision in Rhondda Cynon

:05:37.:05:39.

in Rhondda Cynon Taf have won the latest stage of their battle

:05:40.:05:42.

London. They'd sought a judicial review into the council's decision

:05:43.:05:45.

They'd sought a judicial review into the council's decision to

:05:46.:05:48.

plans would've meant children start full school days after they turn

:05:49.:05:51.

Eleena Powell has a full-time place at nursery at Trallwng

:05:52.:06:03.

But she would have lost it next April under plans by

:06:04.:06:07.

For her father, a county councillor, relief tonight that those plans have

:06:08.:06:11.

My wife, like a lot of other women in the area would not have been able

:06:12.:06:22.

to continue into work because they would not have had the opportunity

:06:23.:06:27.

to go part-time while the child is in school. A massive impact on

:06:28.:06:31.

families and single parent families in Rhondda Cynon Taf because it is

:06:32.:06:35.

removing a wage. That come from the High Court and

:06:36.:06:39.

campaigners say it is an important victory.

:06:40.:06:42.

It's understood the council acted unlawfully -

:06:43.:06:44.

it breached its statutory duties in the way it reached its decision,

:06:45.:06:47.

We are just normal parents that felt like the council had done something

:06:48.:06:59.

unlawful and we are trying to make sure they don't rush something

:07:00.:07:01.

through they shouldn't be doing. This is not just a victory for us,

:07:02.:07:07.

it is a victory for other things in Rhondda Cynon Taf and to say to

:07:08.:07:12.

people that you can change things and challenge the council because we

:07:13.:07:13.

have done it and succeeded. And she's not

:07:14.:07:15.

the only one unhappy with the council's plans - many took to the

:07:16.:07:18.

streets in protest last November. Cuts to nursery services would have

:07:19.:07:21.

saved the council ?4.5m - part of plans to save ?56 million

:07:22.:07:24.

over the next four years. The council says has no alternative

:07:25.:07:30.

other than to make significant It says officers will now consider

:07:31.:07:33.

the detail of this judgement. Today's news has been welcomed

:07:34.:07:40.

by parents but the council could appeal the

:07:41.:07:44.

judgement so their long fight over BBC Wales can reveal that senior

:07:45.:07:47.

advisors to the Welsh Government have concerns we're being left

:07:48.:07:56.

behind when it comes to In September, every state school

:07:57.:07:59.

in England will put a much greater But we've been told that schools

:08:00.:08:03.

here won't have the same chance Here's our education correspondent,

:08:04.:08:08.

Arwyn Jones. The Welsh government wants a digital

:08:09.:08:21.

economy, a knowledge economy based on developing the latest technology

:08:22.:08:26.

and it is seen as a big growth area which could create thousands of

:08:27.:08:32.

jobs. Here at Saint Peters Church of England primary School in Bristol,

:08:33.:08:36.

pupils are preparing for big changes. As of September, there will

:08:37.:08:41.

be a new curriculum with far greater emphasis on competing and

:08:42.:08:45.

programming, learning more about how computers work and to make computers

:08:46.:08:50.

do things. They are going to develop

:08:51.:08:53.

problem-solving skills and they will also develop logic skills.

:08:54.:09:01.

The technology has certainly moved on an awful lot over the last few

:09:02.:09:05.

years. The latest tablet computers aren't just toys, they are important

:09:06.:09:11.

educational tools. The danger is while the technology has moved on

:09:12.:09:17.

leaps and bounds, the curriculum in Wales hasn't. Some schools in Wales

:09:18.:09:22.

are making great use of technology. The school in Swansea teaches pupils

:09:23.:09:26.

about computer programming and coding. The headteacher here is a

:09:27.:09:30.

former adviser to the Welsh government and has left his job to

:09:31.:09:34.

set up a company advising schools on digital learning.

:09:35.:09:37.

The possibilities across the curriculum of using technology

:09:38.:09:40.

effectively, developing combination of thinking, with coding, are

:09:41.:09:45.

immense. I only worry is that perhaps we are not moving forward at

:09:46.:09:50.

the rate other countries on our doorstep.

:09:51.:09:58.

In some ways, Wales is at the four forefront. The fear is that unless

:09:59.:10:03.

we can keep up with the rest, it could cost jobs here.

:10:04.:10:07.

There could be people coming from outside Wales into Wales who have

:10:08.:10:11.

got the competencies and skills to be able to fill jobs in Wales, which

:10:12.:10:16.

in reality should actually be filled by people in Wales.

:10:17.:10:23.

Last year, the Welsh government commissioned a review to look at how

:10:24.:10:29.

we teach IT in schools. It has made a number of recommendations but its

:10:30.:10:31.

author feels frustrated that instead of being implement it, they will

:10:32.:10:35.

feed into another broader review of the curriculum which went report

:10:36.:10:41.

back until the end of the year. This is a global issue, it is not just

:10:42.:10:46.

about saying we are supporting priority sectors for the economy,

:10:47.:10:51.

building skills and also it is broader societal skills, digital

:10:52.:10:56.

skills to be functioning citizens in the UK.

:10:57.:10:58.

The education minister did kind and offer to be interviewed but a

:10:59.:11:03.

spokesperson said it recognises the importance of digital literacy in

:11:04.:11:08.

Wales, that it isn't being marginalised but mainstreamed. Back

:11:09.:11:11.

in Swansea and the latest task is to set music to a video of a rocket

:11:12.:11:16.

launch. Digital education is an area that could take off with many

:11:17.:11:18.

opportunities for pupils and creating jobs but with the

:11:19.:11:22.

opportunities come the dangers of being left behind.

:11:23.:11:24.

140 jobs have been saved at factory in Flintshire

:11:25.:11:26.

Last month, Creative Foods announced its site in

:11:27.:11:30.

But an agreement has been reached to sell

:11:31.:11:34.

David Wood Baking is due to take over in June.

:11:35.:11:39.

An MP says she's asking the Attorney General to review

:11:40.:11:42.

the sentence handed down to a man from Wrexham who admitted

:11:43.:11:45.

downloading hundreds of thousands of indecent images of children.

:11:46.:11:50.

At Mold Crown Court Dennis Igo was given

:11:51.:11:52.

The judge said he was a low risk and that there were quite exceptional

:11:53.:11:57.

Igo was told he'd have to attend an internet sex offenders programme.

:11:58.:12:06.

They would have been absolutely no problem for the judge to have

:12:07.:12:12.

awarded a custodial sentence in this case and he should have done. I

:12:13.:12:14.

think the judge has got it totally wrong and that is why I -- why I

:12:15.:12:19.

will be writing to the edge any general. I think it is a case of

:12:20.:12:25.

justice for the families of those young people who were used.

:12:26.:12:27.

Still to come in the programme tonight:

:12:28.:12:30.

I am in six bells this evening. The Queen's Baton Relay will be visiting

:12:31.:12:40.

here tomorrow. Will it be dry or wet? I will tell you later in the

:12:41.:12:43.

programme, plus a full forecast for the ankle at a weekend.

:12:44.:12:49.

Opposition parties have raised concerns about the

:12:50.:12:51.

Welsh Government's decision to appoint a former Director of Nursing

:12:52.:12:53.

at a troubled health board, to a role advising

:12:54.:12:56.

Victoria Franklin worked at the Abertawe Bro Morgannwg University

:12:57.:13:01.

Last week, an independent report on care given to elderly patients

:13:02.:13:06.

at two hospitals run by the ABMU Board found a series of failings.

:13:07.:13:10.

Our political reporter, Paul Martin, has more.

:13:11.:13:14.

This report ordered by health Minister last year after relatives

:13:15.:13:21.

In said in many cases care fell way below what was acceptable, there was

:13:22.:13:36.

poor professional behaviour and a lack of suitably qualified staff.

:13:37.:13:45.

And before the review was ordered last

:13:46.:13:47.

year three nurses from the Princess of Wales Hospital were arrested and

:13:48.:13:51.

bailed on suspicion of neglect after claims notes had been falsified.

:13:52.:13:57.

Other nurses have been suspended from duty

:13:58.:13:59.

And what do we know about Victoria Franklin?

:14:00.:14:02.

To be clear here, while Victoria Franklin was responsible

:14:03.:14:08.

for nursing care across the health board, she was NOT responsible

:14:09.:14:11.

And last week's report did not refer to her individually,

:14:12.:14:15.

it only made general criticism of the health board.

:14:16.:14:20.

Victoria Franklin left her role as ABMU Director of Nursing last summer

:14:21.:14:23.

and began her new role, working on the Welsh Government's review of

:14:24.:14:27.

The health minister has described her as a highly experienced

:14:28.:14:35.

health professional whose expertise is being utilised.

:14:36.:14:40.

And what reaction has there been to the appointment?

:14:41.:14:43.

The Welsh Liberal Democrats, and the Conservatives have told us the

:14:44.:14:48.

appointment raises serious questions about the Welsh Government.

:14:49.:14:57.

Either they didn't know what was going on in Neath Port Talbot

:14:58.:15:02.

Hospital and Bridgend hospital but all they did there what was going

:15:03.:15:06.

on, they had concerned about the quality of nursing care and yet

:15:07.:15:10.

despite that, they took the person responsible for that at board level

:15:11.:15:13.

and gave them a more senior job within Welsh government. Both of

:15:14.:15:15.

those scenarios are concerning. In response

:15:16.:15:19.

the Government has told us it doesn't comment on staffing matters

:15:20.:15:21.

and that its focus is on ensuring the standards it demands of the

:15:22.:15:24.

health service are being delivered. One in five patients in Welsh

:15:25.:15:29.

hospitals are diabetic and their That's according to the family

:15:30.:15:32.

of man who died as a result David Joseph's family have told

:15:33.:15:37.

BBC Wales that pledges made by Healthcare Inspectorate Wales

:15:38.:15:42.

haven't been kept. The inspectorate says it's making

:15:43.:15:48.

changes to its inspection regime. It is an illness that affects

:15:49.:15:59.

170,000 people in Wales. Without proper care, diabetes can lead to

:16:00.:16:01.

serious side-effects such as seizures, unconsciousness and

:16:02.:16:07.

strokes. Amelia Bird from those that well. She lost her five after staff

:16:08.:16:14.

at Bondi 's Hospital in Aberystwyth failed to treat his diabetes

:16:15.:16:22.

properly. -- at Bronglais Hospital. He suffered a hypoglycaemic attack.

:16:23.:16:26.

He had a heart attack. This happened in a medical setting but he died

:16:27.:16:30.

three months later, never having fully recovered.

:16:31.:16:35.

According to a new audit of diabetic care in hospitals, this case isn't

:16:36.:16:41.

an exception. Over a third of diabetic hospitals in Welsh

:16:42.:16:48.

hospitals experienced and error in medications.

:16:49.:16:54.

Glucose can have a good impact so if we know there is a problem and we

:16:55.:17:00.

have a good potential problem Solver for that, why aren't we implementing

:17:01.:17:05.

that across? In 2012, a BBC Wales programme told

:17:06.:17:09.

the story of the joseph family and the body who keeps an eye on the

:17:10.:17:16.

situation, health care Inspectorate Wales, said it would look at the

:17:17.:17:20.

situation but it is said not enough has been done.

:17:21.:17:23.

When you go into a hospital, you should feel that you are safe if you

:17:24.:17:28.

are that present or if you are a relative, you should feel that

:17:29.:17:31.

relative is safe. In Wales it is appalling. Health

:17:32.:17:35.

care Inspectorate Wales says it is making changes to its inspection

:17:36.:17:39.

regime for diabetic care and it will share these with David joseph's

:17:40.:17:47.

family. Swansea city have reached an agreement with their former manager

:17:48.:17:50.

Michael Laudrup after sacking them with, -- sacking him. They say they

:17:51.:17:58.

won't make it public that they thank him for the work he has done.

:17:59.:18:00.

Now the Commonwealth Games Baton arrives in Wales tomorrow and will

:18:01.:18:03.

I'll hand you over to Claire Summers who's in Abertillery for us,

:18:04.:18:08.

Good evening. Welcome to Six Bells, just one of

:18:09.:18:13.

the destinations the Queens Baton Relay will visit over the next week.

:18:14.:18:20.

177 baton bearers, from sport stars to celebrities and inspirational

:18:21.:18:22.

members of the community, will carry it through Wales.

:18:23.:18:27.

The oldest baton bearer is 82. He'll be here tomorrow.

:18:28.:18:31.

The youngest is nine. And they will carry the baton that

:18:32.:18:35.

contains a sealed, secret message inside written by the Queen.

:18:36.:18:38.

So let's have a look at its journey in Wales.

:18:39.:18:41.

It arrives at Cardiff airport in the morning and

:18:42.:18:47.

as you can see it's pretty nonstop after that - here are just some

:18:48.:18:51.

of the places on its route. More detail in just a minute.

:18:52.:18:54.

So tomorrow afternoon it'll be carried to this

:18:55.:18:59.

mining memorial site. An important landmark for the people

:19:00.:19:01.

that live in this community. In October last year, an epic

:19:02.:19:12.

journey began. The Queen's Baton Relay set off on a truly global

:19:13.:19:17.

voyage, travelling across 70 nations. Tomorrow it's Welsh

:19:18.:19:20.

adventure will begin in Cardiff, travelling through Ebbw Vale,

:19:21.:19:25.

Tredegar and finishing day one in Merthyr Tydfil. There will be many

:19:26.:19:32.

celebrations along the way but it's arrival will also be a time of

:19:33.:19:36.

reflection for one community. It is almost 54 years since the community

:19:37.:19:44.

of Six Bells changed forever. Joe worked at the colliery and was in

:19:45.:19:49.

bed after a night shift when he got news that there had been an

:19:50.:19:54.

explosion. 45 men lost their lives. I think it happened about ten

:19:55.:19:58.

o'clock in the morning. The thing I remember is the silence.

:19:59.:20:03.

Joe can see the miners Memorial from his back garden, a daily Memorial of

:20:04.:20:07.

what happened. He will carry the common wealth but an in memory of

:20:08.:20:10.

the men who lost their lives. Most of the men I knew personally.

:20:11.:20:19.

It is really a job to explain it but it will be emotional, very

:20:20.:20:24.

emotional, bringing back memories of those days. I'm nervous about doing

:20:25.:20:27.

it but I'm very pleased and doing it.

:20:28.:20:32.

On Sunday, the battle starts of in Llantrisant, popping into the Royal

:20:33.:20:35.

Mint and rounding off the day in Llandrindod Wells. A participation

:20:36.:20:41.

medal for athletes has already been made and on Sunday, a commemorative

:20:42.:20:45.

50p coin will come off the production line. Taking a break from

:20:46.:20:49.

his training and pushing the button will be this Welsh hurdler.

:20:50.:20:57.

I am 30 and if I had won the Commonwealth Games years ago, I

:20:58.:21:01.

wouldn't be competing at this age. It's unfinished business so it is

:21:02.:21:05.

the highest honour to compete for your country.

:21:06.:21:09.

It will bring back memories for Norman Richards. It was a lively

:21:10.:21:13.

pace. An up and coming athlete in 1958,

:21:14.:21:19.

Norman carried the latter one for the Empire games when they came to

:21:20.:21:24.

Wales. Then you had to be fit, running three miles before passing

:21:25.:21:28.

it on. On Sunday, Norman will carry it again with his grandchildren

:21:29.:21:33.

watching. He has very fond memories of the first time round. I heard

:21:34.:21:37.

somebody say, don't you dare drop it!

:21:38.:21:39.

People laughed. It was a bit of fun but I recognised it was my mother.

:21:40.:21:45.

It was a bit embarrassing as an 18-year-old being told that by your

:21:46.:21:51.

mother. It was a really wonderful experience. I'm just... I feel very

:21:52.:21:57.

privileged to be involved again. It seems almost a full circle to carry

:21:58.:22:03.

the bat on and then have gone on to represent Wales and now to carry it

:22:04.:22:10.

again. Quite unique. On Monday, they relay starts in the

:22:11.:22:18.

North, visiting the Eisteddfod. On Tuesday it will end the evening in

:22:19.:22:24.

Carmarthen. It will be blessed at Saint Davids Cathedral on Wednesday

before heading along the West Wales coast. Can-year-old Lauren Balch

:22:27.:22:32.

will be having her moment in the spotlight when it arrives in her

:22:33.:22:37.

town. She runs an after-school sports club and was nominated

:22:38.:22:41.

because of her tireless energy in encouraging girls into sport.

:22:42.:22:47.

I thought maybe if they saw me doing the bat on relay they might think,

:22:48.:22:50.

it's not just the boys who do it. The girls can do it as well.

:22:51.:22:57.

On Thursday the torch will head up to the dizzy heights of Snowdon,

:22:58.:23:02.

ending the day in Carmarthen. It's ending journey will begin on Friday

:23:03.:23:06.

before the handing over ceremony. It has been a seven-month journey and

:23:07.:23:12.

will spend the next seven days in Wales. It is almost time for the

:23:13.:23:19.

games to begin. Let's talk to two at Llanberis, ready for their moment in

:23:20.:23:23.

the spotlight. Mail me, how excited are you?

:23:24.:23:27.

I am going to carry it in Tredegar and I am very excited.

:23:28.:23:31.

Let's have a look at your T-shirt. What have your friends and family

:23:32.:23:33.

said? They are really proud of me and it

:23:34.:23:41.

is a one-time opportunity. You are a keen gymnast. Would you like to

:23:42.:23:45.

represent Wales one day? Hopefully I will. You are carrying the bat on

:23:46.:23:52.

tomorrow. However you feeling? I am feeling good. I am carrying it

:23:53.:23:56.

into the sports centre. Why were you nominated?

:23:57.:24:00.

Cos of the amount of volunteering I try to do in the community.

:24:01.:24:06.

And working with young people. And you are not just a bat and there

:24:07.:24:09.

are, you are giving a speech to the community?

:24:10.:24:13.

Once I take it in I will be going on stage and welcoming the baton to

:24:14.:24:16.

Ebbw Vale. I have it an authority that you have

:24:17.:24:25.

practised. Let's have a chat with somebody who knows about winning

:24:26.:24:31.

medals. Mark Cockburn is here. You will be carrying the Commonwealth

:24:32.:24:37.

bat on. It will be new for me, carrying it

:24:38.:24:44.

through my hometown of Tredegar. It will bring back lots of memories

:24:45.:24:49.

from my 2012 past so I am excited. With the Paralympics you were in the

:24:50.:24:54.

zone with the competition. What is it like seeing the community spirit

:24:55.:24:58.

with Mac this is obviously something I missed out on, going into the

:24:59.:25:03.

holding camp a few weeks before the game.

:25:04.:25:06.

I am actually quite excited to be part of it because it is a great

:25:07.:25:09.

memory for me and hopefully tomorrow the people of Tredegar can come out

:25:10.:25:15.

and celebrate this tremendous occasion to be part of the

:25:16.:25:19.

Commonwealth Games. It's great. Are you missing the

:25:20.:25:24.

competition? Between you and me, yes.

:25:25.:25:26.

As a born athlete I missed the training and the racing and

:25:27.:25:29.

certainly this build-up, this euphoria.

:25:30.:25:35.

Good luck tomorrow. Don't drop it. It is starting to rain a little bit

in Six Bells. What will the weather be like for the Queen's Baton
