Joe Wilson reports. That's | :00:00. | :00:18.
The people of Wales do not deserve to be told their | :00:19. | :00:21.
That was the message today from the First Minister Carwyn Jones | :00:22. | :00:26.
as he published his annual progress report which looks at how well areas | :00:27. | :00:30.
such as health, education and the economy are performing. | :00:31. | :00:32.
He insisted progress is being made on the economy and public services. | :00:33. | :00:35.
But opposition parties claim that targets are constantly being missed. | :00:36. | :00:45.
This is the third report of its kind published by the Welsh government | :00:46. | :00:50.
but it comes at a time when its record is under more scrutiny than | :00:51. | :00:53.
ever before, with high-profile properties in health and education. | :00:54. | :00:57.
While launching the Welsh government's annual progress report | :00:58. | :01:02.
containing 335 indicators, Carwyn Jones said Wales was moving forward, | :01:03. | :01:07.
despite tough times. The people of Wales do not deserve | :01:08. | :01:10.
to be told their country is bottom of the pile time after time. To | :01:11. | :01:14.
those who wish to talk our country down I say the indicators we are | :01:15. | :01:17.
publishing today are clear evidence that the Welsh are commonly and | :01:18. | :01:20.
Welsh public services are moving forward despite tough times. | :01:21. | :01:26.
Health is the most sensitive area, the recent damning review into | :01:27. | :01:31.
standards of care in hospitals was the latest in a series of problems | :01:32. | :01:35.
affecting the NHS. Two-day's report said hundreds of billions of pounds | :01:36. | :01:40.
extra was being spent over the lifetime of this assembly, and that | :01:41. | :01:43.
the Welsh government was bearing down on waiting lists. | :01:44. | :01:48.
It is not a rosy picture at all, First Minister. It shows your | :01:49. | :01:51.
government is not delivering on health outcomes here in Wales | :01:52. | :01:56.
ambulance response times, cancer targets, are being constantly | :01:57. | :01:59.
missed. Above all my colleagues to the left and many colleagues are | :02:00. | :02:05.
dealing with closures of hospitals and services downgrades across the | :02:06. | :02:08.
whole of Wales will stop the Welsh government focused more than | :02:09. | :02:11.
anything on its record on the economy. | :02:12. | :02:13.
And in particular the scheme to deal with youth unemployment on the jobs | :02:14. | :02:18.
growth Wales. The Welsh government says the scheme is created more than | :02:19. | :02:21.
13,000 temporary jobs for six team to 24-year-olds since it was | :02:22. | :02:27.
launched in 2012. -- 16. Just under 10,000 have been filled the minister | :02:28. | :02:31.
say that is because the recruitment process is ongoing. Of those who | :02:32. | :02:36.
started the six-month scheme, more than 20% left early. Opposition | :02:37. | :02:40.
parties claim the scheme fails to target some of those young people | :02:41. | :02:44.
most at need, and that proper rates are too high. | :02:45. | :02:50.
Half of those who begin the six-month jobs growth Wales | :02:51. | :02:52.
programme complete and find employment. How will we ensure more | :02:53. | :02:57.
people can find employment at the end of that six-month programme? And | :02:58. | :03:02.
outside the programme how will that situation be improved? | :03:03. | :03:07.
Away from the economy on education since this time last year Wales has | :03:08. | :03:13.
slipped further behind in the education league rankings. The | :03:14. | :03:16.
report says ministers are relentlessly focused on driving up | :03:17. | :03:19.
standards, and that pupils from deprived backgrounds are performing | :03:20. | :03:24.
more strongly. It failed to impress the Liberal Democrats. | :03:25. | :03:30.
The latest annual report published in January says standards of | :03:31. | :03:33.
education in Wales has not improved in the main and I wonder how the | :03:34. | :03:38.
First Minister reconciles his narrative in his document, with the | :03:39. | :03:43.
Chief Inspector of schools that only a number of months ago was able to | :03:44. | :03:47.
make that statement? All in all the huge amount of data | :03:48. | :03:51.
on the delivery of public services in Wales, but what everybody wants | :03:52. | :03:54.
to know is whether it will lead to an improvement in the same | :03:55. | :03:55.
services. Two people from the Swansea area are | :03:56. | :04:04.
critically ill in hospital Public Health Wales say they are | :04:05. | :04:07.
treating three adults in all and are carrying out lab tests to see | :04:08. | :04:11.
whether the drug was contaminated. Plans to build | :04:12. | :04:14.
a wind turbine opposite Dylan Thomas's boathouse in Laugharne have | :04:15. | :04:16.
been approved, against the advice Campaigners had protested claiming | :04:17. | :04:19.
the turbine would spoil the view. Carmarthenshire County Councillors | :04:20. | :04:23.
say the move is consistent with Malcolm Fifield managed to escape it | :04:24. | :04:42.
said he still suffers from the after-effect of the tragedy. | :04:43. | :04:50.
The flood at the colliery left the scene of devastation in its wake, it | :04:51. | :04:55.
has also led to the death of four colliers. Gary Jenkins, Philip | :04:56. | :05:00.
Hill, David Powell and Charles Breslin all drowned after 650,000 | :05:01. | :05:05.
gallons of water filled the area where they were working. A number of | :05:06. | :05:09.
the men's relatives sat in the public gallery of Court one is the | :05:10. | :05:13.
man in charge that day continued to give evidence. | :05:14. | :05:20.
His wife and brother were also in court as they have been throughout | :05:21. | :05:24.
this trial. They sat and listened intently as the father of two told | :05:25. | :05:27.
the jury he has to take medication and attend weekly hospital | :05:28. | :05:30.
appointments because he suffers from severe post-traumatic stress | :05:31. | :05:35.
disorder, as a result of being underground when the zest to happen. | :05:36. | :05:43.
-- disaster. Certain words can act as triggers reminding him of the | :05:44. | :05:47.
experience, sometimes to the extent that he feels he is back in that | :05:48. | :05:52.
environment. The prosecution claimed he failed to take adequate steps to | :05:53. | :05:56.
check for the presence of water, as he and his colleagues mind towards | :05:57. | :06:02.
old workings here. But he says he won't down this walkway to inspect | :06:03. | :06:08.
the area behind the coalface on three occasions. And there wasn't a | :06:09. | :06:12.
body of water there. Asked if he was sure of the route he took, he said I | :06:13. | :06:17.
am in no doubt, definitely, that is the route I took. And ask if he had | :06:18. | :06:25.
gone far as the back of the coal face he replied, yes, I did go down | :06:26. | :06:26.
there, absolutely 100%. The prosecution also says he should | :06:27. | :06:40.
have made an application for a prevention against inrush scheme in | :06:41. | :06:45.
line with regulations but he told the court such a scheme is only | :06:46. | :06:49.
needed for workings which cannot be examined and stop the workings at | :06:50. | :06:54.
the colliery were examined the bull. He also told the jury he wasn't mine | :06:55. | :07:01.
manager who took short cuts. He denies four counts of manslaughter | :07:02. | :07:06.
through gross negligence was mine operators deny for clients of | :07:07. | :07:11.
corporate manslaughter. -- four counts. | :07:12. | :07:13.
67 jobs could go after the soft drinks manufacturer | :07:14. | :07:16.
AR Barr announced it planned to close its plant in Tredegar. | :07:17. | :07:19.
The company, which produces Irn Bru, is making | :07:20. | :07:21.
a multi-million pound investment at its site in Milton Keynes. | :07:22. | :07:25.
In Flintshire 50 jobs are to be created in Buckley with the opening | :07:26. | :07:29.
The Irish company, Glen Dimplex, which is the world's largest | :07:30. | :07:34.
manufacturer of electrical heating, will make medical and commercial | :07:35. | :07:36.
Rugby, and Wales back James Hookhas officially signed for English | :07:37. | :07:42.
Hook, who's with the Wales Squad preparing for the Summer Tour to | :07:43. | :07:47.
South Africa, left French side Perpignan at the end of the season. | :07:48. | :07:53.
Time for the weather forecast, and still plenty | :07:54. | :08:00.
Tomorrow not so nice, colder and showers. Quite a few places dry, but | :08:01. | :08:14.
not everywhere. The crowd thick enough for one or two spots of rain, | :08:15. | :08:20.
a future was, -- there will be a few showers. A trough of low pressure | :08:21. | :08:25.
over the UK. Plenty of powerful Wales tomorrow morning. Some places. | :08:26. | :08:29.
Strike not everywhere. There will be some rain and showers. Across the | :08:30. | :08:34.
rest of the UK, the low pressure will bring some rain too much of | :08:35. | :08:38.
England, eventually spreading into Scotland later in the day. Some of | :08:39. | :08:41.
this rain will be heavy. Right across Ireland with sunshine and | :08:42. | :08:46.
scattered showers. -- brighter across Ireland. Disappointing | :08:47. | :08:53.
temperatures for June. In Wales tomorrow afternoon a lot of cloud, | :08:54. | :09:00.
some rain in places. A few showers. Dry weather will spread from the | :09:01. | :09:03.
west later in the afternoon and hopefully it will brighten up in | :09:04. | :09:06.
parts of the South and West. Temperatures below average. Tomorrow | :09:07. | :09:11.
evening and overnight, a few showers, it will rain in the North. | :09:12. | :09:21.
Dry, clear spells, a cold night. Thursday, good news, a much better | :09:22. | :09:26.
day in prospect. Dreyer and brighter. Feeling warmer. Friday | :09:27. | :09:34.
will start dry. It looks like there is more rain on the way. Becoming | :09:35. | :09:39.
warm and humid by the weekend. That may trigger a few downpours and | :09:40. | :09:44.
thunderstorms on Saturday. Sunday, fresher with sunshine and a few | :09:45. | :09:45.
showers. We're back from around 6.25 | :09:46. | :09:50.
in the morning. For now from all of us here, | :09:51. | :09:53.
a very good night to you. | :09:54. | :09:58. |
