have been accused of jeopardising the well being of their clients. In

recent weeks, services have been handed over to new companies, but

the outgoing staff have been blamed for disrupting the handover by

removing care plans and changing key codes on homes to block access. They

say that they have done nothing wrong.

He does not consider himself to be vulnerable but Tony Ferris from

Welshpool is one of more than a thousand people in Paris to meet a

carer at home. The former paratrooper lost his legs as a

result of diabetes. He says the council's decision to replace carers

with new companies has been chaotic. When we are in this position, you

do anything to jeopardise that. And they do not think other agencies

would either. Mid Wales home care decided not to renew its contract

and so has been forced to close down its office. Staff say the decision

to streamline the service could cause problems. I do not think a

tender recess is the best way to procure care. I think you're better

off keeping reliable people in the game. And possibly negotiating lower

rates or trying to make an economy or efficiency saving. Care workers

cannot imagine the transfer to new employers with the same terms and

conditions. This is under a scheme that has been successful in parts of

Paris at the council has struggled to recruit staff elsewhere. We had a

90% continuity in terms of carers. I cannot say that those statistics

apply to this second tranche. The statistics are still being compiled

and it is concerning but we are doing all we can to ensure that

those who are vulnerable and in need are being cared for. The companies

which have taken over from care say that they have used agency and

relief workers to meet the shortfall as well as local staff with more

already recruited. The council contacted the police about the

allegations, but the force says it will take no action. The outgoing

firms have thanked their former customers and staff for their hard

work and dedication. An expert witness has told a jury in

the collation manslaughter trial that it is probable that was not any

water behind the coalface on the morning before and inrush killed

four men at the mine. The evidence supports the manager's claim that

the was no water in the area when he inspected it. The mine operators

deny manslaughter charges. A hearing has been told that three

soldiers died from overheating during a training exercise on the

Brecon Beacons. Craig Roberts, Edward Maher and James Dunsby died

after SAS selection training last July. A decision on whether to

prosecute two members of the Armed Forces for manslaughter is expected

to be made before the end of the month.

A couple killed in a car crash on Saturday have been named as Raquel

Davies, 23, and Lee Jenkins, 25. They leave behind a nine-week-old

son. They were both passengers in a BMW which left the road. A

20-year-old man is in custody after being arrested on suspicion of

causing death by dangerous driving. Less than half of people in Wales

realise the NHS is run by the Welsh government. According to a poll

commissioned by BBC Wales. 48% new Welsh ministers were in charge but

43% thought it was the UK government's job. The poll was

carried out by I see and research to mark 15 years since the Queen opened

1999 and Wales sets off on its path towards devolution when the Queen

opened the assembly. Subsequent opinion polls and a second

devolution referendum three years ago suggested that we have got used

to the institution. But the poll today raises questions about our

attitudes towards devolution. 34% felt that it had improved the way

that Wales is governed and 46% said that it had not made much

difference. 48% new that Welsh ministers were responsible for the

NHS but 43% wrongly thought that the UK government was in charge. 31%

thought that South East Wales had seen the greatest benefits. 4% said

North Wales and 1% mid Wales. Many people in Cardiff Bay would be

disappointed that you do not see better figures for understanding of

devolution. And part of that maybe the nature of the devolution

settlement. It is not particularly easy for many people to understand

it. Do people in Swansea feel that devolution has been good for them?

The capital gets the lions share. The same with London. There's not

much we can about it. There was a lot of shops closing down. It is not

good. A little time like this, I do not think we get as much as the

bigger cities. There is room for improvement. Bitter rows between the

Welsh and UK government over the health service have generated

headlines here but this poll deals widespread misunderstanding about

which of the governments runs the NHS and other services.

showers. Feeling fresher than today with more of a breeze from the south

and south-west. A high of 19. Scattered showers tomorrow evening

will slowly fade. If you like showers around overnight but most

places becoming dry. Wednesday will be more settled. Generally dry with

the odd light shower. Breaks in the cloud, lighter winds. On Thursday,

we have high pressure. It is looking very promising for Thursday and

Friday. Dry with sunny spells, light winds and warming up as well. It is
