Good evening. Four men from Cardiff are being questioned by police | :00:18. | :00:27.
tonight on allegations of slavery and kidnap that span a 26 year | :00:28. | :00:30.
period. The police operation involved co-ordinated raids by three | :00:31. | :00:38.
forces early this morning. The slavery offences relate to two men, | :00:39. | :00:41.
who are safe and being supported by police officers. | :00:42. | :00:44.
The four men arrested on alleged slavery and forced labour offences | :00:45. | :00:47.
are being held here at Ystrad Mynach Police Station, where they're being | :00:48. | :00:51.
questioned by detectives. Warrants for their arrests were executed this | :00:52. | :00:54.
morning at properties in Cardiff and Bristol. And it was here in the | :00:55. | :00:59.
Rumney district of Cardiff where police focused their attention on | :01:00. | :01:02.
four houses. Police say the first man they arrested is 57 years old. | :01:03. | :01:05.
The others are all in their thirties. All are being questioned | :01:06. | :01:10.
on suspicion of knowingly or conspiring to hold a person in | :01:11. | :01:13.
slavery or servitude or requiring another person to perform forced or | :01:14. | :01:16.
compulsory labour. All four are also accused of assault. In addition | :01:17. | :01:20.
three of them face allegations of kidnap and false imprisonment. | :01:21. | :01:25.
Police say the arrests relate to two male victims whose alleged abuse | :01:26. | :01:28.
spanned more than a quarter of a century. It's an unusual offence to | :01:29. | :01:34.
be involved in investigating. But clearly, we are starting to uncover | :01:35. | :01:37.
more and more information and intelligence regarding people who | :01:38. | :01:39.
are being controlled in environments. And the whole nature | :01:40. | :01:42.
of human trafficking is becoming more prevalent across the United | :01:43. | :01:47.
Kingdom. In the Rumney area of Cardiff, residents were largely | :01:48. | :01:49.
unaware of the police operation this morning. But a local councillor says | :01:50. | :01:54.
it's very worrying news. Absolute shock. Because you do not expect it | :01:55. | :02:00.
in a suburban area. An area where people know each other. A community, | :02:01. | :02:04.
where there are communities. There will be shock and worry. Gwent | :02:05. | :02:09.
Police say the allegations from one of the victims covers slavery, | :02:10. | :02:12.
servitude and forced labour spanning a period of 26 years. They've | :02:13. | :02:16.
confirmed that no one was rescued or recovered from any of the houses | :02:17. | :02:20.
this morning. But they will not give any more details about where they | :02:21. | :02:24.
are from, or what is alleged to have happened to them, in case it | :02:25. | :02:27.
identifies them. The two victims are currently being supported by | :02:28. | :02:34.
specially trained officers. The row over who pays for the | :02:35. | :02:37.
electrification of the rail network in the South Wales Valleys has | :02:38. | :02:42.
intensified. There's been deadlock in recent months as governments in | :02:43. | :02:45.
London and Cardiff argue over funding. Now the Welsh Secretary, | :02:46. | :02:51.
David Jones, has accused Welsh Government ministers in Cardiff Bay | :02:52. | :02:54.
of putting the entire project in jeopardy. Here's our Political | :02:55. | :02:58.
Editor Nick Servini. Who is going to pay for a major part | :02:59. | :03:02.
of the biggest upgrade of the rail network in South Wales in decades? | :03:03. | :03:09.
Almost exactly two years ago, the deal was announced to extend the | :03:10. | :03:12.
electrified line from Paddington to Swansea, and include the Valleys. | :03:13. | :03:16.
Amid claim and counter claim, even the First Minister says there's a | :03:17. | :03:20.
danger of drift. The UK Government says it has a paper trail on its | :03:21. | :03:28.
side. Letters from 2012 showing a deal was agreed for it to pay for | :03:29. | :03:31.
the mainline and the Welsh Government would pay for the | :03:32. | :03:34.
Valleys. But the Welsh Government says it has the Prime Minister on | :03:35. | :03:38.
its side. This is what he told me on Wales Today last year. I know we | :03:39. | :03:42.
need these infrastructure investments in Wales, this | :03:43. | :03:44.
government is putting the money into the electrification up to Swansea | :03:45. | :03:50.
and the Valleys lines. In recent months, it had all gone quiet. Until | :03:51. | :03:53.
today when the Welsh Secretary told a conference on infrastructure that | :03:54. | :03:57.
it was still at risk. It is important to keep reminding people | :03:58. | :04:01.
how important this project is, and the fact it is in jeopardy. We want | :04:02. | :04:07.
to see this project go ahead and as I say it was witnessed in writing, | :04:08. | :04:13.
absolutely clear what it was, so we expect the Wells government to come | :04:14. | :04:16.
back and confirmed they will stick to their deal or they have | :04:17. | :04:20.
alternative system proposals that mean it will go ahead. It is | :04:21. | :04:26.
disappointing he spent a large part of his speech tried to score points. | :04:27. | :04:32.
This is about being in government. And as far as I am concerned, my | :04:33. | :04:39.
view is I was here to report on progress that Welsh Government is | :04:40. | :04:43.
making against a lot of obstacles. So what are the views of the most | :04:44. | :04:47.
important people in all of those? Rail commuters themselves. It should | :04:48. | :04:54.
all be paid by the UK. We does it end? The blurb elected to be here | :04:55. | :05:03.
responsibly and end up behaving like primary school children. -- people | :05:04. | :05:09.
are elected. Why should we get slow trains computer people in London? -- | :05:10. | :05:15.
compared to people? This dispute can't go on forever. At the moment, | :05:16. | :05:18.
no-one's giving an inch. Someone will have to or it's going to hit | :05:19. | :05:21.
the buffers. And staying with the railways. | :05:22. | :05:25.
It'll probably be September before trains can cross the new Briwet | :05:26. | :05:28.
Bridge being built across the estuary near Penrhyndeudraeth in | :05:29. | :05:31.
Gwynedd. It was originally hoped they'd run during the summer. The | :05:32. | :05:34.
old bridge, which was 150 years old, was closed because of safety | :05:35. | :05:37.
concerns. It's hoped road traffic will be able to use the bridge by | :05:38. | :05:41.
Christmas. Four men who rammed a car off the | :05:42. | :05:45.
road and then shot at the people inside have each been sentenced to | :05:46. | :05:48.
12 years in prison. The attack, which happened last September in | :05:49. | :05:51.
Newport, was said to have been an attempted revenge killing. Lewis | :05:52. | :05:54.
Bridge, Brogan Hooper, Gary Rabjohns and Ryan Battersby were convicted of | :05:55. | :05:57.
two counts of conspiracy to murder earlier this month. | :05:58. | :06:01.
Anti-collision equipment wasn't on board either of the two RAF Tornados | :06:02. | :06:04.
that collided over Scotland in 2012, killing three airmen, according to | :06:05. | :06:09.
air accident investigators. The equipment was recommended, but | :06:10. | :06:16.
installation repeatedly delayed. Flight Lieutenant Hywel Poole from | :06:17. | :06:26.
Anglesey was among those who died. Proposals for compulsory lessons on | :06:27. | :06:29.
relationships have been dropped from legislation on tackling domestic | :06:30. | :06:31.
violence. The Welsh Government says the idea will be looked at by a | :06:32. | :06:35.
review of the school curriculum instead. Campaigners say they are | :06:36. | :06:38.
concerned a new bill does not place enough emphasis on violence against | :06:39. | :06:42.
women. I think that it would be much better if we can get something | :06:43. | :06:45.
embedded in the curriculum. So I don't think this is the right time. | :06:46. | :06:49.
But it is still a priority. It is not gender neutral. It is gender | :06:50. | :06:53.
specific. Because it is specifically the services for men and women, so | :06:54. | :06:57.
it is gender specific. And I do not think people should get hung up on | :06:58. | :07:01.
the title. What is really, really important is what is in the bill. | :07:02. | :07:05.
Prince Charles has begun his annual summer tour of Wales with visits to | :07:06. | :07:08.
three family businesses. The theme this year is "Celebrating Wales, | :07:09. | :07:12.
past, present and future". Earlier, he visited a company which makes | :07:13. | :07:15.
luxury foods near Cross Hands in Carmarthenshire. As well as the | :07:16. | :07:18.
Melin Tregwynt woollen mill near Fishguard. He'll be joined by the | :07:19. | :07:22.
Duchess of Cornwall tomorrow. Rugby and Cardiff Blues player Owen | :07:23. | :07:25.
Williams, who suffered a serious neck injury during a tournament in | :07:26. | :07:28.
Singapore, is back in Wales after being flown home by air ambulance. | :07:29. | :07:32.
The 22-year-old centre sustained what his club called a significant | :07:33. | :07:35.
injury to his spinal cord and vertebrae. He's now being assessed | :07:36. | :07:38.
by specialists at the University Hospital of Wales in Cardiff. | :07:39. | :07:43.
Cricket, and 88 from South African test star Jack Rudolph helped | :07:44. | :07:47.
Glamorgan reach 222-6 at the close of the second day of their match | :07:48. | :07:49.
against Worcestershire. They're still 130 behind the home | :07:50. | :07:57.
side, who were, this morning, bowled out for 352. | :07:58. | :08:03.
Good cricketing weather today. What about tomorrow? | :08:04. | :08:11.
Not bad, and for most of this week. Mainly dry and warm. Turning more | :08:12. | :08:14.
and warm. Turning more unsettled later in the week. Tonight, largely | :08:15. | :08:17.
dry with light winds. Variable cloud. And some clear spells | :08:18. | :08:22.
allowing a few localised mist and fog patches to develop by dawn. A | :08:23. | :08:25.
mild one. Overnight lows between nine and 14 Celsius. Tomorrow, | :08:26. | :08:30.
another fine start. Dry with plenty of sunshine. Similar across most of | :08:31. | :08:36.
the UK. Warming up quite quickly. But as it does, cloud building | :08:37. | :08:39.
through the day. Especially across Scotland and the east of England. | :08:40. | :08:43.
Could be thick enough to produce a few isolated light showers further | :08:44. | :08:47.
north. And really quite warm. Temperatures in the high teens | :08:48. | :08:50.
across Scotland. Low twenties for the south of England. And a fine and | :08:51. | :08:55.
mostly dry end to the day across Wales. Temperatures between 18 | :08:56. | :08:58.
Celsius on Anglesey and 22 in Monmouthshire. Another largely dry | :08:59. | :09:03.
and sunny day on Wednesday. Turning slightly warmer. Temperatures | :09:04. | :09:07.
creeping up in the low twenties for most of Wales. So high pressure | :09:08. | :09:13.
continues to dominate on Wednesday. But a front approaching from the | :09:14. | :09:16.
north-west of the UK brings signs of a change. Thursday will still be | :09:17. | :09:21.
very humid in South East Wales. But turning cloudier and eventually a | :09:22. | :09:30.
bit cooler from the north and west. A few showers possible as that front | :09:31. | :09:33.
sinks southwards. Some uncertainty about the end of the week. Probably | :09:34. | :09:36.
remaining warm Friday. But cloudier and breezier. And signs of something | :09:37. | :09:39.
slightly cooler and more unsettled as we head into the weekend. | :09:40. | :09:47.
We are back with the latest news and sport, traffic updates and weather | :09:48. | :09:54.
forecasts from sex tomorrow morning and on local radio. -- from six | :09:55. | :09:59.
o'clock tomorrow morning. That is Wales Today. Thank you for watching. | :10:00. | :10:01.
Goodbye. If your friend was taken away... | :10:02. | :10:16.
# Not giving in... # I'm afraid | :10:17. | :10:19.
there's not much we can do. ..how would you fight | :10:20. | :10:22.
to get her back? This is wrong. I'm not going to | :10:23. | :10:24.
carry on as if nothing has happened. | :10:25. | :10:28. |
