payments. Figures obtained by BBC Wales showed the amount authorities | :01:41. | :01:44. | |
are spending has nearly doubled. Last year the bill was more than ?30 | :01:45. | :01:50. | |
million. There are also big variations between councils. | :01:51. | :01:57. | |
This is the second smallest council in Wales, but the second biggest | :01:58. | :02:01. | |
payer when it comes to redundancy cheques. The council is reduced | :02:02. | :02:06. | |
staff here by more than many others, around 400, and it has cost more | :02:07. | :02:12. | |
than ?7 million over three years. Figures we have obtained show ?70 | :02:13. | :02:16. | |
million was spent by councils across Wales two years ago. By last year | :02:17. | :02:23. | |
this had almost doubled to more than ?30 million. We estimate that in | :02:24. | :02:28. | |
that time the workforce has been cut by around 2500. The Welsh Local | :02:29. | :02:34. | |
Government Association say councils are the poor relations when it comes | :02:35. | :02:37. | |
to be redundancy payments, with others in the public sector getting | :02:38. | :02:41. | |
far higher packages, and it says the payments save money in the long run. | :02:42. | :02:46. | |
It is necessary because the budgets are being cut. Up to 2018, it is | :02:47. | :02:52. | |
about 900 million that will have been cut from local Government | :02:53. | :02:58. | |
budgets. One of the only ways that authorities can manage this is to | :02:59. | :03:03. | |
shed jobs. And there are huge differences depending where you are. | :03:04. | :03:06. | |
Over the past three years, carefully, next door, spent | :03:07. | :03:16. | |
?170,000. While Cardiff spent ?16 million. Powys spent ?5 million and | :03:17. | :03:24. | |
Wrexham ?800,000. During the time of plenty, the cost of redundancy is | :03:25. | :03:31. | |
less of an issue. But not when things are tight. This leisure | :03:32. | :03:36. | |
centre has been closed as part of a saving plan. The year before, the | :03:37. | :03:42. | |
very same amount, ?2.6 million, was used for what it calls exit | :03:43. | :03:47. | |
packages. Within that, ?1.6 million was used for just 25 people, and | :03:48. | :03:53. | |
half ?1 million was used for four senior managers. The council says it | :03:54. | :04:00. | |
has been forced to take these measures because of unprecedented | :04:01. | :04:03. | |
budget cuts. People will be concerned because the figure has | :04:04. | :04:06. | |
doubled over the last 12 months but what a lot of people get anxious | :04:07. | :04:12. | |
about is when they see people receiving a big golden handshake for | :04:13. | :04:15. | |
redundancies and then a few months later go back into the same local | :04:16. | :04:20. | |
authority or a neighbouring one and doing the same work. There are | :04:21. | :04:24. | |
legitimate questions how local authorities are spending taxpayers' | :04:25. | :04:30. | |
money to make people redundant. So was that view shared on the streets? | :04:31. | :04:38. | |
All they do is put taxes upon the rest of the people. It has all come | :04:39. | :04:43. | |
down two jobs are paid less than they used to be, so when it comes to | :04:44. | :04:48. | |
redundancy payment they are entitled to that money because that is what | :04:49. | :04:54. | |
they were employed as. It will become even more topical if local | :04:55. | :04:58. | |
Government reorganisation happens and many more senior managers are | :04:59. | :05:03. | |
given payoffs. How much they will get will come under intense | :05:04. | :05:05. | |
scrutiny. The Welsh Government has been | :05:06. | :05:09. | |
strongly criticised for its refusal to publish document outlining | :05:10. | :05:13. | |
conclusions of its consultation on the new M4 relief road. The paper | :05:14. | :05:18. | |
was approved by Cabinet last week, two days before the Transport | :05:19. | :05:20. | |
Minister announced her decision to give the new motorway to the South | :05:21. | :05:26. | |

controversy. Yes, this will be the Welsh Government's single weakest | :05:32. | :05:36. | |
