This is Blaenau Gwent, the second smallest council in Wales, but the | :03:49. | :03:54. | |
second biggest payer when it comes to redundancy cheques. The council | :03:55. | :03:59. | |
has reduced staff by more than many others, around 400, and it has cost | :04:00. | :04:03. | |
more than ?7 million over three years. Figures we have obtained show | :04:04. | :04:10. | |
?17 million was spent by councils across Wales two years ago. By last | :04:11. | :04:14. | |
year, this had almost doubled to more than ?30 million will stop we | :04:15. | :04:19. | |
estimate that in that time, the workforce has been cut by around | :04:20. | :04:24. | |
2500. The Welsh local government Association says councils are the | :04:25. | :04:27. | |
poor relations when it comes to redundancy payments. With others in | :04:28. | :04:31. | |
the public sector getting far higher packages. It says the payments save | :04:32. | :04:36. | |
money in the long run. It is necessary because the budgets are | :04:37. | :04:45. | |
being cut, we have got to think up to 2018, around 900 million will | :04:46. | :04:48. | |
have been cut from local government budgets. And one of the only ways | :04:49. | :04:53. | |
that authorities can manage this is to shed jobs. And there are huge | :04:54. | :04:58. | |
differences depending where you are. Over the past three years, | :04:59. | :05:06. | |
Caerphilly spent just ?170,000. The biggest authority, Cardiff, spent 16 | :05:07. | :05:12. | |
million. Powys spent five million and Wrexham, ?800,000. During times | :05:13. | :05:17. | |
of plenty, the cost of redundancies is less of an issue but not when | :05:18. | :05:22. | |
things are tight. Blaenau Gwent has had to make cuts like other | :05:23. | :05:25. | |
councils. This leisure centre has been closed as part of a ?2.6 | :05:26. | :05:31. | |
million saving plan. The year before, the very same amount, ?2.6 | :05:32. | :05:36. | |
million, was used for what it calls exit packages. Within that, ?1.6 | :05:37. | :05:43. | |
million was used for just 25 people. And half ?1 million was used for | :05:44. | :05:49. | |
senior managers. The council says it has been forced to take these | :05:50. | :05:53. | |
measures because of unprecedented budget cuts. What a lot of people | :05:54. | :05:57. | |
get anxious about is when they see people received big golden | :05:58. | :06:01. | |
handshakes and then three months later end up going back into the' | :06:02. | :06:06. | |
authority or a neighbouring local authority and doing very much the | :06:07. | :06:09. | |
