you posted. All right, Tomasz. Thank you. | :00:00. | :00:11.
Welcome to Wales Today - our top story. | :00:12. | :00:13.
The hundreds of patients taken to hospital in police cars - because | :00:14. | :00:16.
Local Police officers are not trained as paramedics so we're not | :00:17. | :00:32.
able to give the same service that members of the public would expect. | :00:33. | :00:47.
Should the electrification of the railway line between the south Wales | :00:48. | :00:49.
Valleys and Cardiff be scrapped in favour of a tram system like this? | :00:50. | :01:00.
A flawless performance on stage - but 'crisis' behind the scenes - now | :01:01. | :01:04.
the Auditor General will investigate National Dance Company Wales. | :01:05. | :01:10.
A hundred years ago - how the pride of Pembroke Dock was the first Royal | :01:11. | :01:14.
Navy casualty of the First World War and - one and a quarter million | :01:15. | :01:17.
pounds for new Welsh centres - will it stop the decline of the language? | :01:18. | :01:25.
We will have reaction from the Eisteddfod. | :01:26. | :01:32.
Hundreds of patients have been taken to hospital by the police because | :01:33. | :01:36.
More than 600 sick and injured people were taken to | :01:37. | :01:40.
hospital by three forces over a three-year period. | :01:41. | :01:42.
The organisation which represents police officers says it's been | :01:43. | :01:44.
raising the matter with Welsh government ministers for years. | :01:45. | :01:46.
Our political correspondent Daniel Davies has the story. | :01:47. | :01:54.
Stabbing victims, people who have attempted suicide, even someone with | :01:55. | :02:02.
hypothermia. They have gone to hospital in police cars. Three of | :02:03. | :02:07.
the four police forces provided figures. Gwent police took 109 | :02:08. | :02:21.
patients to hospital. South Wales also saw a big rise in the number of | :02:22. | :02:28.
cases, the more than doubled last year. The police Federation says it | :02:29. | :02:32.
has been raising the problem with the Welsh Government ministers for | :02:33. | :02:38.
years. As a police officer and now, you can expect to put someone in a | :02:39. | :02:43.
police vehicle because ambulances not available. Even if one is | :02:44. | :02:47.
available, it may to be coming from 50 miles away when someone is | :02:48. | :02:52.
bleeding out in your arms. You have to make a decision as to whether you | :02:53. | :02:59.
take them to hospital or wait for the Adam Jones. These figures | :03:00. | :03:02.
represent a tiny fraction of the demand faced by the Angeles service. | :03:03. | :03:08.
It received 35,000 calls in June alone. Every time the police are | :03:09. | :03:13.
forced to step in and help, it puts more pressure on the service they | :03:14. | :03:20.
provide. 600 people transported to hospital in a police car rather than | :03:21. | :03:24.
an ambulance over the next -- over the last three years. It is very one | :03:25. | :03:31.
being for the individuals and an inappropriate use of the police | :03:32. | :03:35.
services. The Angela and service is creaking at the seams and is under | :03:36. | :03:41.
severe strain. -- the ambulance service. The Angela service says | :03:42. | :03:48.
that works with police to reduce incidences where the wait for the | :03:49. | :03:53.
ambulance to turn up. It is not the work of the police. I'm sure it is | :03:54. | :03:59.
inappropriate in situations for police officers to decide whether to | :04:00. | :04:04.
waste time or wait for an Angela and is well someone is injured. Without | :04:05. | :04:11.
the facts, it is difficult to make a judgement. More people than ever | :04:12. | :04:16.
call 999 financial Alonso. The service is frequently missed | :04:17. | :04:20.
targets. More of the burden falls on the police and it will be a headache | :04:21. | :04:28.
for the Welsh Government. How big a problem is this? The numbers may be | :04:29. | :04:31.
small but it does not mean it is not a serious problem. The Welsh | :04:32. | :04:36.
Government says these cases represent a very small proportion of | :04:37. | :04:42.
calls to the Angela and service. In South Wales, for example, every | :04:43. | :04:46.
other day a police car was on its way to hospital. It is not ideal for | :04:47. | :04:52.
police or patients. The root cause is the pressure on the ambulance | :04:53. | :04:56.
service, the number of calls from the public has trebled in the last | :04:57. | :05:01.
20 years. That puts a strain on the health service and puts a lot of | :05:02. | :05:06.
pressure on police as well. Thank you very much. | :05:07. | :05:09.
Should the electrification of the railway line between the south Wales | :05:10. | :05:12.
Valleys and Cardiff be scrapped in favour of a tram system? | :05:13. | :05:15.
One rail industry expert has told this programme trams would | :05:16. | :05:17.
Electrification is a key part of the metro project, which it's | :05:18. | :05:26.
hoped will improve transport links into the capital city by 2030. | :05:27. | :05:29.
Our business correspondent Brian Meechan reports. | :05:30. | :05:35.
It is an ambitious plan but with a big price tag. It is hoped it will | :05:36. | :05:45.
get rid of congestion like this, a daily headache for the thousands who | :05:46. | :05:50.
travel into Cardiff for work. Trains, buses and trams will be | :05:51. | :05:55.
brought together. The electrification of the Valleys's | :05:56. | :05:59.
lines would make that network faster. It will cost ?463 million. | :06:00. | :06:06.
Better solutions are available according to one expert. With | :06:07. | :06:12.
electrification, you will get standard trains 35 years old and | :06:13. | :06:16.
they will run much the same timetable. If we use different | :06:17. | :06:24.
stalk, like trams, we could save time and offer a better service and | :06:25. | :06:28.
more trains, all within the same budget. They have been successful | :06:29. | :06:36.
elsewhere, Manchester moved to trams decades ago. But things have also | :06:37. | :06:40.
gone wrong, the Edinburgh tram system was hit with a series of | :06:41. | :06:45.
problems and came in over budget. The point of the Metro is to provide | :06:46. | :06:50.
a cheap, reliable and regular reader to get from their communities like | :06:51. | :06:55.
here to where businesses want to create jobs, often in Cardiff. They | :06:56. | :07:01.
take the money they earn their and bring it back here to spend and | :07:02. | :07:05.
services here and this is the local economy. People here want to see | :07:06. | :07:12.
improvements in transport links. Trains are once an hour at the | :07:13. | :07:19.
moment. Buses are great. It is always quicker to go by bus at the | :07:20. | :07:28.
moment. The trainers and Aaron 20 minutes at the moment. Trams could | :07:29. | :07:35.
be a plan B, if the ongoing dispute between the UK and Welsh Government | :07:36. | :07:39.
over how electrification can be funded can't be resolved. Both won | :07:40. | :07:46.
the other to pay for it. Business leaders want electrification and the | :07:47. | :07:50.
Metro system delivered. The metal scheme is an integrated transport | :07:51. | :07:55.
system. It looks that bringing in the bus network as well. There is an | :07:56. | :08:02.
element of tram, like down in Cardiff Bay. The balance may shift | :08:03. | :08:07.
in the future, but that is a plan there and let us work contract to | :08:08. | :08:11.
deliver that. The Welsh Government will deliver a report soon. People | :08:12. | :08:17.
in the Valleys will want to make sure the Metro stays on track. | :08:18. | :08:20.
It's been confirmed that a body found on the Greek island | :08:21. | :08:23.
of Crete is that of Arthur Jones from Denbighshire. | :08:24. | :08:25.
The 73 year old went missing in June shortly after arriving | :08:26. | :08:27.
An extensive search was launched involving North Wales Police. | :08:28. | :08:32.
Mr Jones' family says he was found in a remote part of the island, | :08:33. | :08:35.
A man has been jailed for life for murdering | :08:36. | :08:40.
his sister's ex-boyfriend during a house party near Caerphilly. | :08:41. | :08:42.
Ian Davies was stabbed by his former friend, Paul Mapps | :08:43. | :08:45.
The judge said the 26 year old had shown no remorse, and must serve | :08:46. | :08:49.
Cannabis plants have been discovered at a house where | :08:50. | :08:58.
The house in Rhos near Wrexham was unoccupied | :08:59. | :09:02.
when the fire broke out in the roof space - neighbours raised the alarm | :09:03. | :09:05.
and had to evacuate their home while crews spent more than 3 hours | :09:06. | :09:08.
The Welsh Government is investing more than ?1 million in new Welsh | :09:09. | :09:15.
language learning centres across Wales. | :09:16. | :09:17.
Making the announcement at the Eisteddfod, the | :09:18. | :09:19.
First Minister said the facilities would give people an opportunity to | :09:20. | :09:21.
Our reporter Cemlyn Davies is at the Eisteddfod in Llanelli. | :09:22. | :09:33.
Jamie, here at the Eisteddfod everything is | :09:34. | :09:35.
in Welsh and it's easy to forget the challenges facing the language | :09:36. | :09:38.
And of course here in Carmarthenshire those challenges are | :09:39. | :09:44.
as great as they are anywhere else following the last census figures. | :09:45. | :09:48.
Today the Welsh Government revealed its plans to address the decline | :09:49. | :09:51.
in Welsh speakers, but do they go far enough? | :09:52. | :10:00.
The Welsh language is everywhere on the maes but it is a different story | :10:01. | :10:07.
away from the Eisteddfod. This is the first time the estate ford has | :10:08. | :10:13.
been held income come our adventure since census figures showed that | :10:14. | :10:21.
those able to speak Welsh in the county is less than 50% for the | :10:22. | :10:26.
first time. Today the first minister said his government is investing one | :10:27. | :10:33.
and a quarter million pounds in new Welsh language centres across the | :10:34. | :10:40.
country. We have not got the money we would like because of the | :10:41. | :10:42.
financial situation we find ourselves then. We have targeted the | :10:43. | :10:48.
money in this way, especially to ensure that young people with young | :10:49. | :10:54.
families when they move into wheels, they have the opportunity to | :10:55. | :10:58.
play a part in the community. These centres will help that. Carwyn Jones | :10:59. | :11:04.
also launched a new campaign to encourage people to take small steps | :11:05. | :11:10.
to use the language is part of their everyday life. For example using the | :11:11. | :11:15.
Welsh option to withdraw cash and pay in supermarkets. Carwyn Jones | :11:16. | :11:20.
needs to concentrate on the big things, the big policy changes we | :11:21. | :11:24.
need so that we can all live in Welsh. The council has already | :11:25. | :11:28.
published a report looking at ways to revive the language here. The | :11:29. | :11:33.
Eisteddfod chief executive told Wales today the local authority | :11:34. | :11:38.
could be doing more to engage with local businesses. Within this | :11:39. | :11:45.
county, the Iraqi people who are very experienced business people. I | :11:46. | :11:54.
cannot see why the county council does not try to engage these people | :11:55. | :11:59.
and get them on board to use the expertise to help make sure the | :12:00. | :12:04.
language flourishes. We take anything on board. The aim of the | :12:05. | :12:08.
council is to improve the amount of people who speak Welsh by the next | :12:09. | :12:13.
census. We have worked with local businesses running up to the | :12:14. | :12:18.
Eisteddfod to give more of an understanding of the culture we have | :12:19. | :12:23.
God regarding Welsh. It is clear that is a concerted effort to try | :12:24. | :12:26.
and turn the tide here in Carmarthenshire and beyond by the | :12:27. | :12:30.
way that should be done continues to divide opinion. That's it for now. | :12:31. | :12:40.
Join me later when I will be backstage in the pavilion. Thank you | :12:41. | :12:42.
very much. How the warship built | :12:43. | :12:46.
in Pembrokeshire - became the first Royal Navy loss of the First World | :12:47. | :12:50.
war - a hundred years ago today. It is a lovely evening here tonight | :12:51. | :13:03.
but will it stay bright tomorrow? Find out later. | :13:04. | :13:08.
Wales's financial watchdog is to investigate the public money given | :13:09. | :13:10.
It follows criticism in a confidential report - obtained by | :13:11. | :13:14.
BBC Wales earlier this year - which found the dance company's management | :13:15. | :13:17.
The company receives the majority of its funding from the Arts Council. | :13:18. | :13:24.
More from our Arts and Media Correspondent, Huw Thomas. | :13:25. | :13:28.
Serenity on stage - National Dance Company Wales often | :13:29. | :13:30.
But it's been chaotic behind the scenes, | :13:31. | :13:36.
with disagreements, resignations and a crisis at the top of the company. | :13:37. | :13:41.
A confidential report commissioned last summer - and seen by BBC Wales | :13:42. | :13:44.
earlier this year - found the board of directors was "unable to function | :13:45. | :13:47.
And was facing a "crisis in its governance and management." | :13:48. | :13:53.
Its two artistic directors left the company last year, | :13:54. | :13:55.
while five directors quit the board when the report was complete. | :13:56. | :14:02.
National Dance Company Wales is based at the back of | :14:03. | :14:05.
Wales Millennium Centre - it's a tenant, with its own offices | :14:06. | :14:08.
It relies almost entirely on a significant grant | :14:09. | :14:12.
from the Arts Council to do its work - ?850,000 this year - | :14:13. | :14:16.
but it has already been given an additional ?40,000 to help with the | :14:17. | :14:19.
Since last autumn it's been working with a diminished management team | :14:20. | :14:27.
and board - those who resigned, yet to be replaced. | :14:28. | :14:29.
And the public money involved - coupled with the problems it's faced | :14:30. | :14:33.
He will be carrying out initial investigations into how the arts | :14:34. | :14:49.
Council monitored the money given to them and how they can hold them to | :14:50. | :14:54.
account. It is important that the public understand where their money | :14:55. | :15:02.
is going. It is a large amount of money so we're trying to bring those | :15:03. | :15:04.
issues to light. The dance company says it'll have | :15:05. | :15:10.
a new management team in place later this year, and in the meantime | :15:11. | :15:13.
- along with the Arts Council - it says it'll help the Auditor | :15:14. | :15:16.
General with his investigation. He'll report his initial findings | :15:17. | :15:18.
in the autumn. Campaigners fighting to save | :15:19. | :15:20.
their leisure centre say they're confident of success despite Wrexham | :15:21. | :15:22.
council rejecting The council will decide next month | :15:23. | :15:24.
whether to hand Plas Madoc Leisure centre to | :15:25. | :15:31.
a community trust or demolish it. Earlier this year under | :15:32. | :15:33.
the management of Wrexham Council Plas Madoc Leisure | :15:34. | :15:37.
centre played an important role But following proposed cuts | :15:38. | :15:39.
of ?13 million this year it was closed while that same community | :15:40. | :15:45.
tried to come up with The council will decide on the 9th | :15:46. | :15:59.
of September whether to hand the lease over to the community but if | :16:00. | :16:03.
the local trust is not in a position to take over its running, it will be | :16:04. | :16:06.
demolished. Campaigners have long argued it's | :16:07. | :16:07.
a crucial resource for a large And they say it can be | :16:08. | :16:10.
run cost effectively. If the council wanted paid -- wanted | :16:11. | :16:22.
to be done, that business plan will stack up. The result was a way to | :16:23. | :16:27.
rubbish anything. I hope they wanted to succeed and take it forward as | :16:28. | :16:28.
much as we do. Yesterday the council rejected | :16:29. | :16:30.
a request to extend the demolition deadline to allow | :16:31. | :16:31.
the trust more time to prepare But said they would be given | :16:32. | :16:34.
as much help as possible. If we were to grant them a lease, we | :16:35. | :16:45.
would allow the necessary time for it to be implemented. We need to | :16:46. | :16:49.
agree the lease and give them sufficient time to implement. Every | :16:50. | :16:54.
month we delay cost us ?10,000 and we don't have that money in our | :16:55. | :16:56.
budget. The shutters are down at the | :16:57. | :16:57.
Leisure Centre building now, but in just over a month campaigners | :16:58. | :17:00.
should know whether they'll be She was the pride of Pembroke Dock - | :17:01. | :17:02.
but her crew became the first Royal 100 years ago today, | :17:03. | :17:07.

were among those who died. She was the first British warship | :17:12. | :17:15.
destroyed in the conflict, and as Carwyn Jones reports, her loss sent | :17:16. | :17:20.
shockwaves through the country. In 1914 Pembroke dock was at the | :17:21. | :17:34.
cutting edge of shipbuilding, producing huge vessels in large | :17:35. | :17:40.
numbers. HMS Amphion was at the forefront of technology. When war | :17:41. | :17:44.
was declared she set sail for the North Sea. Hello -- role was to lead | :17:45. | :17:54.
flotillas of destroyers from East Anglia. The Germans had decided to | :17:55. | :18:03.

August 1914, HMS Amphion and two other ships attacked a German mine | :18:13. | :18:19.
layer. She then hit one of those minds. She struck another and caused | :18:20. | :18:28.
a major explosion. Deadly flu everywhere and the ship began to | :18:29. | :18:32.
disintegrate. Within minutes it was gone. The war was rarely 30 hours | :18:33. | :18:40.
old but already 141 men were dead. The crew were the first Royal Navy | :18:41. | :18:47.
casualties of World War I. The music Pembrokeshire hard. Two local men | :18:48. | :18:52.
lost their lives. In the dockyards, there was disbelief. Every ship that | :18:53. | :18:58.
was built here, the dockyard workers had tremendous pride in the | :18:59. | :19:04.
construction. When news came that HMS Amphion had been lost, there was | :19:05. | :19:07.
tremendous shock and mourning in the town. During the First World War | :19:08. | :19:15.
Pembroke dock lost six of its warships due to enemy action with a | :19:16. | :19:20.
total loss of 1200 lives but HMS and be still cast a long shadow. She was | :19:21. | :19:26.

the Welsh Government will host the homecoming at the Senedd | :20:08. | :20:11.
on the 10th September. Let us head back to the Eisteddfod | :20:12. | :20:26.
and the prizes. We're back stage in the pavilion | :20:27. | :20:32.
now because competitions are Now the performers here will have | :20:33. | :20:35.
been brought up in the Eisteddfod But what kind of experience does | :20:36. | :20:43.
this festival offer people who've I met up with two students visiting | :20:44. | :20:46.
the maes for the first time and I began by asking them why they've | :20:47. | :20:53.
never been to an Eisteddfod before. It is obviously very elitist, you | :20:54. | :21:09.
only come here if you speak Welsh. But at the same time the second | :21:10. | :21:12.
language Welsh course in my school was not great. For me, it was a lack | :21:13. | :21:20.
of knowledge of the language and the culture. If you can go away and | :21:21. | :21:28.
record your experiences on this camera, I will catch up with you | :21:29. | :21:40.
later on. This is called the maes. What does that mean? We do not know. | :21:41. | :21:52.
What does maes mean? It literally means feel. We just did not know. We | :21:53. | :22:03.
are going in here. We will find out what it means. Have you had a lot of | :22:04. | :22:10.
people looking for learners books? Yes, we have two book for learners. | :22:11. | :22:19.
Yesterday we sold a lot of them. Now we do not have many left for the | :22:20. | :22:25.
rest of the week. I know the word for food. Now, that is the word for | :22:26. | :22:40.
chips. How did you get on? Quite well. It was enjoyable. Everybody | :22:41. | :22:49.
was very welcoming. It was nice to see so many people crammed into | :22:50. | :22:52.
these coffee shops celebrating Welsh culture. It was fine. It was | :22:53. | :22:57.
fantastic. Well very shortly we'll be finding | :22:58. | :23:05.
out if anyone's won Earlier the prose medal was awarded | :23:06. | :23:08.
to Lleucu Roberts from Rhostryfan near Caernarfon for her book, | :23:09. | :23:12.
Saith Oes Efa. And you may remember she also won | :23:13. | :23:16.
the Daniel Owen memorial prize And remember you can keep up to date | :23:17. | :23:18.
with all the news from the maes, There's live coverage | :23:19. | :23:28.
of all the action from the pavilion, with English commentary, | :23:29. | :23:37.
as well as results, video highlights Just over 19,000 people have come | :23:38. | :23:56.
here today. That is down on the previous five years but they have | :23:57. | :24:00.
had a lovely day to enjoy. Let's find out what the weather will be | :24:01. | :24:13.
like for visitors tomorrow. Tywydd braf yfory! | :24:14. | :24:16.
Beautiful evening here on the Carmarthenshire coast overlooking | :24:17. | :24:18.
the Loughor estuary and north Gower. A bit breezy but dry and sunny. | :24:19. | :24:22.
Completely different to this time yesterday when dark rain clouds were | :24:23. | :24:25.
on the way. Thankfully most of the puddles on | :24:26. | :24:27.
the Maes have disappeared and there's more dry weather to come. | :24:28. | :24:32.
If you're visiting to the Eisteddfod tomorrow, the sun cream will come in | :24:33. | :24:38.
handy. It's going to be dry and sunny. The wind lighter than today | :24:39. | :24:43.
so feeling warmer with a top temperature of 19 Celsius. | :24:44. | :24:52.
Now it has been dry everywhere today, they have a been a few | :24:53. | :25:06.
showers around. These will die away this evening to leave us all with a | :25:07. | :25:10.
dry night. A few shallow mist and fog patches forming by dawn. Cooler | :25:11. | :25:13.
than last night. Lowest temperatures around 9 Celsius in Snowdonia. 13 in | :25:14. | :25:18.
Ammanford. Tomorrow's chart shows a ridge of | :25:19. | :25:22.
high pressure over southern Britain and that means more settled weather. | :25:23. | :25:27.
Tomorrow promises to be a nice day. Probably the best day of the week. | :25:28. | :25:29.
Fine and dry with a good deal of sunshine. A few cumulus clouds | :25:30. | :25:32.
developing. And it will turn out pleasantly warm. Top temperatures 18 | :25:33. | :25:37.
to 21 Celsius with light winds and sea breezes. | :25:38. | :25:46.
Tomorrow night fairly straightforward. Fine and dry. Light | :25:47. | :25:50.
winds and a comfortable night for sleeping. Lowest temperatures | :25:51. | :25:54.
between 10 and 14 Celsius. Cool inland. Warmer on the coast. | :25:55. | :25:57.
On Friday will bring more dry weather. Some sunshine. A few | :25:58. | :26:06.
showers breaking but hopefully it will stay dry in Llanelli. | :26:07. | :26:15.
The outlook. Saturday breezy with a mixture of sunshine and showers. | :26:16. | :26:19.
Sunday now looks less threatening. The latest thinking is that the | :26:20. | :26:28.
remains of storm Bertha will miss us and go further south. There's still | :26:29. | :26:32.
a lot of uncertainty but at the moment it looks as if it will be | :26:33. | :26:39.
fairly unsettled on Sunday but nothing too unusual for the time of | :26:40. | :26:49.
year. So bright and breezy on the Maes | :26:50. | :26:51.
today and we're in for a fine day tomorrow. | :26:52. | :26:57.
Tywydd braf yfory! Thank you very much. The headlines. Boris Johnson | :26:58. | :27:11.
has confirmed he wants to stand for a Parliamentary seat in next year's | :27:12. | :27:17.
general election. He said it is unlikely he will stand for | :27:18. | :27:21.
Conservative leader. Hundreds of patients had | :27:22. | :27:22.
Conservative leader. Hundreds of patients been taken to hospital | :27:23. | :27:25.
because an Angeles was not available. The police Federation has | :27:26. | :27:30.
been raising the issue with the government for several years, it | :27:31. | :27:36.
said. I will be back at ten o'clock. Do not forget our e-mail address if | :27:37. | :27:40.
