A nurse pleads guilty to the wilful neglect of nine

vulnerable patients at the Princess of Wales hospital in Bridgend.

Cath Black is struggling to put food on the table to feed her family.

:00:16.:00:18.

How many are still having problems with the cost of living?

:00:19.:00:29.

Of I cannot see an improvement in the cost of utilities, food,

:00:30.:00:36.

petrol, utilities. I do not see it. Why Wales is still lagging

:00:37.:00:39.

behind the rest of the UK with The man in charge of policing the

Nato Summit in Newport says they're ready to deal with any protests,

:00:43.:00:46.

as security operation tightens. This is just one element of a

:00:47.:00:59.

mammoth security operation. Police say there is plenty going on

behind-the-scenes. And is this the future

power homes in Pembrokeshire. A nurse has pleaded guilty to

:01:06.:01:18.

the wilful neglect of nine vulnerable patients

:01:19.:01:22.

at a hospital in South Wales. Rebecca Jones admitted that she

:01:23.:01:26.

falsified notes while she worked at the Princess of Wales Hospital

:01:27.:01:28.

in Bridgend. Two other nurses,

:01:29.:01:31.

charged with similar offences, did not enter pleas during

:01:32.:01:32.

a hearing at Cardiff Crown Court. Thirty-year-old Rebecca Jones was

:01:33.:01:35.

arrested in June last year following an internal inquiry by the

:01:36.:01:44.

Abertawe Bro Morgannwg University Health Board and an investigation

:01:45.:01:48.

by South Wales Police. A month after her arrest,

:01:49.:01:51.

two others followed - those nurses also face similar charges

:01:52.:01:55.

but have yet to enter pleas. Today Rebecca Jones pleaded guilty

:01:56.:02:00.

to nine counts of wilful neglect - contrary to section 44

:02:01.:02:03.

of the 2005 Mental Capacity Act. She admitted that she'd falsified

:02:04.:02:07.

the notes showing patients' blood sugar levels while she worked

:02:08.:02:12.

on Ward Two of this hospital - Lilian Williams,

:02:13.:02:14.

a great-grandmother in her eighties, was one of the patients subjected

:02:15.:02:19.

to wilful neglect. Alarm bells first rang

:02:20.:02:22.

about the treatment of vulnerable patients when BBC Wales highlighted

:02:23.:02:25.

her case last year. The public services ombudsman

:02:26.:02:28.

described her care as tragic". Lilian's family say she'd been

:02:29.:02:33.

sedated against their wishes - and filmed her drugs scattered around

:02:34.:02:35.

the floor of her hospital bed. Lilian's son was at court today

:02:36.:02:39.

to hear the guilty plea. The family is very saddened. It is a

:02:40.:02:55.

very sad day. There are no winners, only losers. We regret that it has

:02:56.:03:02.

come to this. But as a family, we are devastated.

:03:03.:03:03.

As a result of the problems at the Princess of Wales Hospital -

:03:04.:03:07.

the Welsh Government commissioned an independent review last year.

:03:08.:03:09.

Trusted to Care was published back in May and it catalogued a series

:03:10.:03:12.

It said that there were aspects of the care of frail older people

:03:13.:03:15.

that were simply unacceptable and needed to be addressed urgently.

:03:16.:03:18.

The Health Board say they've already put robust measures

:03:19.:03:20.

Meanwhile in total 15 members of staff have now been suspended while

:03:21.:03:27.

A review is taking place at the Royal Glamorgan Hospital

:03:28.:03:33.

into allegations of bullying in the Accident and Emergency Department.

:03:34.:03:37.

It comes after concerns were raised by some members of staff,

:03:38.:03:40.

The Cwm Taf University Health Board says it takes any concerns raised

:03:41.:03:45.

by staff seriously, but it cannot comment further, while

:03:46.:03:52.

Many of us are struggling with rising cost of living -

:03:53.:03:55.

That's according to a joint survey from Citizens Advice

:03:56.:03:59.

It says 70% of us are feeling the pinch -

:04:00.:04:04.

with many of those cutting back on basic necessities like food

:04:05.:04:07.

Our political correspondent Daniel Davies has more.

:04:08.:04:18.

It is six years since the financial crash and the economy has finally

:04:19.:04:25.

recovered to the level it was at its peak. Things are on the up but for

:04:26.:04:30.

people like this woman, so is the cost of everyday essentials. Look at

:04:31.:04:38.

potatoes which would last for two meals, they were 85p and they are

:04:39.:04:45.

now ?1. That is nothing classy about potatoes. She has been out of work

:04:46.:04:51.

since last the tape -- last September and times are tough. When

:04:52.:05:01.

it is cold, you wrap yourself up, I do not use the gas or central

:05:02.:05:08.

heating like I used to. She is among thousands of people in Wales who are

:05:09.:05:13.

cutting back. According to a survey by Citizens Advice, 70% of people in

:05:14.:05:19.

Wales are worried about rising costs. Food, fuel and energy are

:05:20.:05:26.

particular concerns. Nearly half say they are cutting back on gas and

:05:27.:05:31.

electricity. One third say they are spending less on groceries and a

:05:32.:05:37.

quarter are leading the car at home. So the country is wealthier but many

:05:38.:05:42.

say they are not better off. We're not seeing the growth which is being

:05:43.:05:47.

talked about. People are continuing to find prices are rising but wages

:05:48.:05:52.

are not rising. They cannot get the hours at work that they want. People

:05:53.:06:02.

are finding it difficult to pay their bills. We're making sure that

:06:03.:06:05.

the voices of people are ahead. We are developing a growing economy, we

:06:06.:06:09.

cannot take food of the throttle so that everyone will feel the benefit.

:06:10.:06:16.

Car has a job interview next week and successful make it easier to pay

:06:17.:06:20.

the bills but of income does not catch up with course, the political

:06:21.:06:23.

row over prosperity will go on. Wales is catching up in the rollout

:06:24.:06:28.

of superfast broadband, but we still lag well behind the rest of the UK

:06:29.:06:31.

according to the regulator Ofcom. The proportion

:06:32.:06:34.

of premises covered here is up In the UK as a whole more than three

:06:35.:06:36.

quarters of premises are covered. In most respects Colwyn Bay is

:06:37.:06:53.

pretty well connected with the direct real service to London and a

:06:54.:06:58.

dual carriageway, but when it comes to superfast broadband they remain

:06:59.:07:05.

in the slow lane. We can have you as a customer saying, we can talk you

:07:06.:07:11.

through this job live... This company have been here for 100 years

:07:12.:07:16.

and the internet has changed the way the business runs but the absence of

:07:17.:07:22.

superfast broadband is a problem. What is the reaction you get from

:07:23.:07:30.

customers or other agencies? They think everywhere in the country has

:07:31.:07:35.

superfast broadband and we do not have that. So they do not understand

:07:36.:07:40.

why a file does not arrive so quickly. We just don't have it.

:07:41.:07:45.

Could you lose business? Technically, you can lose business.

:07:46.:07:51.

Superfast broadband is supposed to be for all of us. It can transform

:07:52.:07:56.

the reuse the internets. If you do not have it... It is a bit small.

:07:57.:08:06.

YouTube is really slow. It takes ages to load up and freezes all the

:08:07.:08:16.

time. It is very frustrating. There may not be superfast broadband but

:08:17.:08:20.

that is 3G but that is not given on the North Wales coast. I use my

:08:21.:08:26.

phone to find out when superfast is due to arrive here and it says mid

:08:27.:08:32.

2015. Other parts of Wales will have to wait longer. A spoof website

:08:33.:08:39.

called superfast has been launched as a result. They want 96% of us

:08:40.:08:50.

connected by 2016. Regulators are optimistic about that target being

:08:51.:08:55.

reached. It is a must have. Two years from now, the large majority

:08:56.:09:01.

of premises in Wales will already have it and the government is

:09:02.:09:07.

looking at how to take it beyond the 96% to make sure everyone who once

:09:08.:09:11.

it has it. So a promise that superfast is coming, more quickly

:09:12.:09:14.

for some than others. The jail sentence given to

:09:15.:09:17.

the man convicted of killing six-week old Alfie Sullock is being

:09:18.:09:19.

reviewed by the Attorney General - Michael Pearce, who's 33 and

:09:20.:09:22.

from Caerphilly, was jailed for nine years for the manslaughter

:09:23.:09:25.

of his girlfriends son in July. Ten complaints have been made -

:09:29.:09:31.

Rhys Pugsley, has been banned from the sport -- after testing positive

for performance-enhancing drugs. The 19-year-old,

tonight. If you didn't know the NATO Summit

:10:07.:10:12.

was coming to Newport - you do now - mesh fences have been put up

:10:13.:10:26.

along the M4, near the Celtic Manor - as part of this ring of steel

:10:27.:10:30.

that'll go right around the resort. If you travel a short while up

:10:31.:10:36.

into the lanes you'll see people Of course it's not the only security

measure being put in place. Part of the 20 metres of metal fence

small numbers of people to be disruptive. That might take the form

:11:04.:11:08.

of trying to interfere with transport infrastructure or damage

:11:09.:11:13.

or worse than that. This is just one element of a mammoth security

operation. This is what you can see. Police say there is plenty going on

behind-the-scenes. When the world leaders arrive

on Thursday the 4th September - which is due to be around the time

:11:39.:11:41.

of rush hour morning traffic. When the leaders are taken

:11:42.:11:44.

from the Celtic Manor to their evening dinners in Cardiff

:11:45.:11:46.

on Thursday evening. These were the scenes at the French

:11:47.:11:56.

summit in 2009. It will be something officers want to avoid. There is no

:11:57.:12:01.

suggestion anything like this will happen in Wales but police are

:12:02.:12:07.

prepared for everything. There are strong international feelings about

:12:08.:12:10.

some of the delegations. We need to manage that safely while respecting

:12:11.:12:18.

the lawful right to protest. We want to deal quickly with people who want

:12:19.:12:22.

to misbehave and damage things or act in a violent way. Today the NATO

:12:23.:12:27.

Secretary General was in Kiev holding talks about the summit. He

:12:28.:12:34.

said the summit would make the alliance fitter, faster and more

:12:35.:12:38.

flexible. One senior Welsh politician thinks any agreement made

:12:39.:12:41.

could have a lasting legacy for Wales. It could well be a Wales,

:12:42.:12:50.

NATO decision or anything else. It is important we make the most of

:12:51.:12:56.

this. It is a strategic confidence about all of our defence and

:12:57.:13:01.

security. Locally, it is an exciting opportunity and it is up to us to

:13:02.:13:07.

grab it with both hands. The summit is now four weeks away. There will

:13:08.:13:12.

be those protesting lawfully and peacefully against its agenda.

:13:13.:13:17.

People will notice changes as it approaches, giving a sense of how

:13:18.:13:24.

big this event may be. In terms of destruction, the police say they

:13:25.:13:31.

will not close the M4. They are talking about pinch points. The

:13:32.:13:37.

first is 4th of September when the world leaders arrive. The next one

:13:38.:13:43.

is the evening when they head to Cardiff for dinner. The next one is

:13:44.:13:53.

Friday lunch time when they leave. Police urged people not to use the

:13:54.:13:58.

M4 during those periods. Thank you very much.

:13:59.:14:06.

Fans from around the world gather in Cardiff to see the new Timelord,

:14:07.:14:10.

at the premiere of the latest series of Dr Who.

:14:11.:14:13.

And I'm at the Eisteddfod, high above the maes this evening.

:14:14.:14:15.

The weather's great but trouble is brewing over the Atlantic.

:14:16.:14:17.

A full-scale tidal power generator aimed at showing the potential

:14:18.:14:24.

for renewable energy has been unveiled in Pembroke Dock.

:14:25.:14:27.

The underwater turbine will be lowered into Ramsey Sound

:14:28.:14:29.

off the Pembrokeshire Coast and will run for a 12-month trial

:14:30.:14:32.

Matt Murray went along to the unveiling.

:14:33.:14:42.

It is a landmark piece of machinery and ready to make an impact in the

:14:43.:14:50.

water. Designed and developed in Wales, it stands 65 feet tall and

:14:51.:14:57.

weighs 200 tonnes. Its inventor started working on it 12 years ago.

:14:58.:15:02.

It has been a long journey to see it in action. This was the idea we came

:15:03.:15:10.

up with which was a simple triangular structure which can sit

:15:11.:15:15.

on the sea bed. It can be manufactured easily and dropped in

:15:16.:15:19.

place easily. Nothing needs to be dug up. From that, it can actually

:15:20.:15:27.

generate electricity. The generator will be lowered into the sea within

:15:28.:15:33.

a matter of weeks. It will set 100 feet below sea level. The power will

:15:34.:15:39.

be fed into the national grid and used to supply electricity to nearby

:15:40.:15:45.

homes. Sometimes the electricity generators rely on the weather such

:15:46.:15:51.

as the sun and wind. She can predict the rise and fall of the ocean. This

:15:52.:15:57.

machinery will take the massive movement of water and turn it into

:15:58.:16:03.

electricity. The trial could be followed by a larger scheme

:16:04.:16:07.

involving nine generators which could generate enough power for

:16:08.:16:14.

10,000 homes. We are leaning to do that in 2017. This will be the

:16:15.:16:19.

foundation stone for expansion to commercial scale. The world is our

:16:20.:16:23.

oyster beyond that point. The next couple of years will be important in

:16:24.:16:32.

relation to scale. This is a special area of conservation to minimise the

:16:33.:16:38.

impact on sea life. That is still concern from conservationists,

:16:39.:16:44.

especially worry about dolphins and seals. The project will be monitored

:16:45.:16:49.

closely and supported by an ?8 million European grand. It is a

:16:50.:16:56.

significant step for a marine energy on wheels. We have a lot of tidal

:16:57.:17:01.

energy towards the Bristol Channel. This week, the world has been

:17:02.:17:06.

marking one hundred years since Key to the allied effort was

:17:21.:17:23.

finding out more. The technology of war relied

:17:24.:17:29.

on armour plating for protection - and to supply it, Britain turned to

:17:30.:17:49.

this factory in the Swansea Valley - which was developing reinforced

:17:50.:17:52.

metal on a huge scale. The Mond nickel refinery played a

:17:53.:18:02.

huge part in the Allied victory. During the war production year

his son Alfred took over and he steered the company through the war

battleships, this was critical. A typical battleship would have 3000

:18:36.:18:40.

tonnes of armour plate. The armour plating could be up to 12 inches

:18:41.:18:42.

thick. As the factory flourished,

:18:43.:18:43.

the spotlight turned When a national newspaper revealed

:18:44.:18:45.

Alfred's middle name - Moritz - People claimed that he was

:18:46.:18:55.

in league with Germany - There was an instance where people

:18:56.:19:12.

put posters up around chatting cross claiming he was trading with the

:19:13.:19:17.

Germans during the war. A neighbour called the police and told them that

:19:18.:19:23.

Alfred had carrier pigeons in his house and he was sending messages to

:19:24.:19:29.

the Germans but when the police investigated, it turned out they

:19:30.:19:32.

were common pigeons from the local park.

:19:33.:19:35.

Of course the rumours were unfounded, and Alfred's political

:19:36.:19:37.

connections ensured that he emerged from the scandal unscathed.

:19:38.:19:39.

When the war ended, the Mond company became part of the

:19:40.:19:42.

British chemical giant ICI - and for a time the nickel works at Clydach

Today, metal is still produced on this site, just as it was a century

Football and ahead of their first match of the new Championship season

:19:54.:20:03.

tomorrow night Cardiff City have completed the

:20:04.:20:05.

signing of Birmingham City midfielder

:20:06.:20:08.

Tom Adeyemi. The 22 year old has signed for an undisclosed fee and is

:20:09.:20:11.

seen as a replacement for Jordon Mutch who joined QPR this week.

:20:12.:20:18.

The new Timelord - Peter Capaldi - joined the other stars of Doctor Who

:20:19.:20:22.

It was the world premier of the brand new series of the sci-fi

:20:23.:20:26.

show, and the first full outing for Capaldi in the title role.

:20:27.:20:29.

Fans from around the world came to see their favourite characters,

:20:30.:20:32.

and our arts and media correspondent Huw Thomas was there as well.

:20:33.:20:38.

Today's premiere was also the start of a global tour, the red

:20:39.:20:41.

carpet's being rolled out in cities around the world, while viewers

:20:42.:20:44.

in as many as a hundred countries will watch the new series.

:20:45.:20:53.

Peter Capaldi is the 12th doctor. He followed Matt Smith to take control

:20:54.:21:01.

of the TARDIS. Today was all about the fans. It is absolutely thrilling

:21:02.:21:08.

that so many people will turn out to meet Dr Who. So nice to meet his

:21:09.:21:15.

devoted fans. This is my assistant. I am his care. The new doctor has to

:21:16.:21:24.

win over a new audience. The new series promises a fresh feel with

:21:25.:21:31.

familiar style. I saw it last night, Peter is brilliant and the show is

:21:32.:21:38.

so inventive. It feels like it is entering new territory. After months

:21:39.:21:43.

of filming, the moment is finally here. Peter Capaldi unveils his

:21:44.:21:46.

version of the doctor but all these fans. I am here from California and

:21:47.:21:53.

I'm here to see the Dr Who two and I am really excited. I am from Belgium

:21:54.:21:59.

and I have come here friend knew look at the new series. I am

:22:00.:22:05.

especially a fan of Peter Capaldi. I have known him as an actor from a

:22:06.:22:11.

long time. I woke up at 330 in the morning in order to get tickets. I

:22:12.:22:15.

kept telephoning and eventually I got the last two tickets. This was

:22:16.:22:23.

also the start of a global tour. While viewers in as many as 100

:22:24.:22:27.

countries will watch the new series. There are just a couple of weeks to

:22:28.:22:33.

wait. The new doctor makes his debut on the TV in a fortnight.

:22:34.:22:38.

Have you ever wanted your picture painted?

:22:39.:22:40.

Well, that dream came true for more than 70 people who submitted

:22:41.:22:42.

photographs of themselves at the beach to Anglesey artist Janet Bell.

:22:43.:22:45.

Her painting of Benllech Beach includes representations

:22:46.:22:47.

of friends and acquaintances who took up her request to send

:22:48.:22:49.

Janet Bell's art is inspired by the coast and countryside all

:22:50.:22:56.

But her plan to capture Benllech beach was missing something -

:22:57.:23:02.

until she asked her gallery's Facebook followers if they would

:23:03.:23:04.

Dozens of photographs poured in of families, friends

:23:05.:23:14.

and beloved pets at the beach and after carefully recreating their
