of Wales, UK or Scotland either. -- he said. Today marks a day of what | :01:56. | :02:02. | |
is described as panic in the no camp. We will take you to | :02:03. | :02:07. | |
Westminster where campaigners have set off to Westminster, we will be | :02:08. | :02:10. | |
in Cardiff Bay to ask what an independent Scotland would mean for | :02:11. | :02:18. | |
Wales, but we start off with this report. | :02:19. | :02:22. | |
Never before in Scotland's history has every vote counted for so much. | :02:23. | :02:25. | |
The momentum is very much with those on the other side of the | :02:26. | :02:29. | |
independence debate. There is no doubt the no campaign is concerned | :02:30. | :02:32. | |
about the developing pattern in opinion polls over the last few | :02:33. | :02:36. | |
weeks, with support shifting towards yes, especially from labour voters, | :02:37. | :02:43. | |
and so key Labour figures will be visiting the campaign, including | :02:44. | :02:47. | |
Carwyn Jones. His message, avoid the risks of independence and stay with | :02:48. | :02:52. | |
us. He is calling for solidarity with people in the UK. But not | :02:53. | :02:56. | |
everybody is willing to listen. This is the Welsh Labour Leader's second | :02:57. | :03:01. | |
visit to the campaign. In a speech in November, you said he would try | :03:02. | :03:05. | |
to block an independent Scotland from sharing the pound from the fear | :03:06. | :03:08. | |
it would be to -- detrimental to the UK. What about if there is a yes | :03:09. | :03:15. | |
vote? Do you fear for the future of Wales in that case? I do. And lots | :03:16. | :03:19. | |
of people this morning have been saying to me in Wales what they fear | :03:20. | :03:25. | |
about what would happen. We are 3.1 million, Scotland is 4.8 million, | :03:26. | :03:29. | |
but it seems a lot bigger because of the weight it carries within the | :03:30. | :03:33. | |
UK. With Scotland gone, a lot more would have to be done to make sure | :03:34. | :03:38. | |
that what was left was stable going forward. You talked a lot this | :03:39. | :03:42. | |
morning about fixing the UK as it is. In that case, is it broken? | :03:43. | :03:50. | |
Well, my car needs a service. It is not broken. I take it to be fixed to | :03:51. | :03:58. | |
have a service. Whatever the vote, it is a settlement that is needed. A | :03:59. | :04:02. | |
timetable has been agreed today on devolving extra powers to the | :04:03. | :04:06. | |
Scottish Parliament if its people reject independence. But what about | :04:07. | :04:12. | |
Wales? What about the future of Wales? What does it hold? My view | :04:13. | :04:16. | |
has been that we need a convention progress to look at devolution in | :04:17. | :04:20. | |
the round and to make sure the structure is the same between | :04:21. | :04:23. | |
Scotland, Wales and Northern Ireland. My view has been that what | :04:24. | :04:27. | |
is on offer to Scotland has to be on offer to Wales. We can then assess | :04:28. | :04:31. | |
what powers would be appropriate for Wales to have from a Welsh | :04:32. | :04:34. | |
perspective and to praise them as well. That is important. So we have | :04:35. | :04:40. | |
to see what happens next week. Carwyn Jones wasn't the only | :04:41. | :04:43. | |
politician in Scotland's capital today but they are not on the same | :04:44. | :04:48. | |
page. He is a member of the old gentleman's club with Gordon Brown, | :04:49. | :04:53. | |
Nick Clegg, David Cameron. They all want us to stay better together. If | :04:54. | :04:58. | |
we were going to be better together, why aren't we better together now? | :04:59. | :05:05. | |
It is not the first journey that they want Scotland to take but there | :05:06. | :05:09. | |
are only nine days to go to get the show on the road and Scotland's | :05:10. | :05:15. | |
future balances on a knife edge. Let's build a new union. Carwyn | :05:16. | :05:20. | |
Jones' plea to Scotland today. He wants Scotland to bode no. That | :05:21. | :05:24. | |
doesn't mean we cannot construct something better. In fact, he says, | :05:25. | :05:29. | |
things must change. We have had those shortage of inquiries and | :05:30. | :05:33. | |
reports recommending changes to Welsh devolution. The most recent, | :05:34. | :05:36. | |
the Silk Commission, has led to new tax powers. And the noisy debate | :05:37. | :05:46. | |
about Scotland's future, Carwyn Jones says the Wales voice needs to | :05:47. | :05:53. | |
be heard. In Tony Blair's Downing Street, Scotland was seen as Wales' | :05:54. | :06:02. | |
smaller, -- Wales was seen as Scotland's smaller, ugly sister. | :06:03. | :06:06. | |
That is not nice to hear as a Welsh person. The Government currently | :06:07. | :06:11. | |
uses something called the Barnett formula to decide how much to give | :06:12. | :06:15. | |
them. Carwyn Jones says this is not fair to Wales. There were calls for | :06:16. | :06:21. | |
the formula to be reformed. Will that mean more likely if Scotland | :06:22. | :06:26. | |
votes for independence? Wales still won't have any great bargaining | :06:27. | :06:31. | |
power and there is no indication it can follow Scotland, for example, | :06:32. | :06:35. | |
and if it did, it doesn't have any oil to take away. So it doesn't have | :06:36. | :06:41. | |
any bargaining tools. So it is a bit hopeful to think you would get a | :06:42. | :06:46. | |
large change which would involve big concessions to Wales in terms of | :06:47. | :06:51. | |
cash transfer. The head of the civil servants as the UK government has | :06:52. | :06:55. | |
done no preparatory work on the implications of Scottish | :06:56. | :07:04. | |
independence for Wales. The foundations of devolution in Wales | :07:05. | :07:08. | |
and Scotland were laid in 1997 when both countries held referendums. If | :07:09. | :07:14. | |
the next referendum in Scotland debate -- delivers a yes wrote, | :07:15. | :07:18. | |
Carwyn Jones says we will have to fundamentally rebuild the UK. -- | :07:19. | :07:23. | |
vote. Much better to stick together and adapt what we have already got. | :07:24. | :07:29. | |
While Mr Jones is calling for funding reform, his party colleagues | :07:30. | :07:33. | |
in Scotland are telling Scots that if they stay in the union, the | :07:34. | :07:39. | |
Barnett formula will stay, too. If there is a no vote, they have | :07:40. | :07:44. | |
ensured a system which is very beneficial to Scotland but actually | :07:45. | :07:51. | |
unfair, arguably, to Wales, and that will persist and remain. The silk it | :07:52. | :07:58. | |
-- the Silk Commission has set out what powers are to be and not to be | :07:59. | :08:07. | |
devolved. It also sets out regulations around police and | :08:08. | :08:15. | |
justice is to follow. The powers reserved model is a much more | :08:16. | :08:19. | |
clear-cut arrangement for devolution than the mess we have in Wales. The | :08:20. | :08:24. | |
current arrangement of Wales is a mess. Neighbour with claim credit | :08:25. | :08:28. | |
for doing the heavy lifting of delivering devolution. Wales might | :08:29. | :08:38. | |
not get the same powers, says Carwyn Jones, but he says Wales must have | :08:39. | :08:41. | |
the same structure for devolving more power heel, too. | :08:42. | :08:46. | |
So in Wales, as in Scotland, there are proposals to devolve more power | :08:47. | :08:52. | |
but not necessarily a definitive plan of what power and when. The | :08:53. | :08:57. | |
Welsh government hopes those Silk Commission proposals can be enacted | :08:58. | :09:02. | |
within the next 5-6 years but it all depends on the outcome of the | :09:03. | :09:05. | |
Scottish referendum, a referendum now too close to call, and the SNP | :09:06. | :09:10. | |
says talk of more devolution is a sign of panic by Labour and the | :09:11. | :09:15. | |
Westminster government. We can cross over to Westminster now and speak to | :09:16. | :09:21. | |

discussion and conversation across the UK and involving all of the | :09:49. | :09:52. | |
family of nations of the UK about what the next stage of devolution | :09:53. | :09:56. | |
looks like for all of us. I think we are clear that, yes, there is an | :09:57. | :09:59. | |
appetite in Scotland for more powers, but alongside that, there | :10:00. | :10:04. | |
needs to be destroyed up discussion involving Northern Ireland and Wales | :10:05. | :10:07. | |
so we have a coherent, constitutional process. We have a | :10:08. | :10:16. | |
bill going through Parliament at the moment which is pretty historic in | :10:17. | :10:20. | |
its own right in that it gives for the first time taxation powers to | :10:21. | :10:23. | |
Welsh government. That is a big step forward in terms of the devolution | :10:24. | :10:27. | |
journey, but the bigger question is whether the Welsh Labour Party is | :10:28. | :10:31. | |
signed up to that because they have been making mixed noises about that | :10:32. | :10:37. | |
themselves. The UK government takes decisions day in, day out about the | :10:38. | :10:40. | |
welfare and for the good of all parts of the UK. The moment we start | :10:41. | :10:44. | |
making our decisions based on second-guessing the outcome of what | :10:45. | :10:48. | |
people of Scotland will do next week or on the basis of pre-negotiations | :10:49. | :10:51. | |
with the Scottish Government, that is when we stop making decisions in | :10:52. | :10:56. | |
the best interests of the UK, so it is up to Alex Salmond and the yes | :10:57. | :10:59. | |
campaign to be clear about the future of pensions, the currency and | :11:00. | :11:06. | |
oil revenues. But in a week's time, Scotland could be on the road to | :11:07. | :11:10. | |
independence and you have no plan B or even E! Alex Salmond has no clear | :11:11. | :11:17. | |
plan for what an independent Scotland will do when it comes to | :11:18. | :11:20. | |
the welfare of Scottish pensioners... We are clear that we | :11:21. | :11:25. | |
will be making decisions after the people of Scotland take this | :11:26. | :11:28. | |
historic and momentous decision. It is probably the most important | :11:29. | :11:33. | |
historic constitutional moment we face as a nation and is up -- it is | :11:34. | :11:37. | |
up to the people of Scotland to take that decision next week. We will | :11:38. | :11:42. | |

second fatal incident in the last three years involving shocks in | :13:26. | :13:29. | |

are. The beaches around Byron Bay have been temporarily closed. Back | :13:33. | :13:39. | |
home, his parents will remember the happy and loyal son they have lost | :13:40. | :13:44. | |

A solicitor has been found guilty of stealing ?1 million from his dead | :13:52. | :13:55. | |
client's estate to keep his law firm afloat. The judge warned him he is | :13:56. | :14:00. | |

for Carmarthenshire. A highly respected post for a man who had | :14:05. | :14:08. | |
built a legal practice spanning half a century. But today, he was | :14:09. | :14:12. | |

defendant. This solicitor firm is now under new owners. It was here | :14:18. | :14:24. | |
that John Owen ran his legal firm. It was he who was executive for a | :14:25. | :14:31. | |
client called JJ Williams. Over an eight-year period between 2003-2011, | :14:32. | :14:36. | |
he stole from Mr Williams' life savings, billing this -- the estate | :14:37. | :14:42. | |
for professional work he had never carried out. The payments ranged | :14:43. | :14:49. | |
from ?23,000 up to ?210,000. Mr Owen was arrested following an | :14:50. | :14:52. | |
investigation by the solicitors regulation authority, who said they | :14:53. | :14:56. | |
had reason to suspect dishonesty. Today, Newport Crown Court heard | :14:57. | :14:59. | |
nobody knows exactly where the money has gone. During the ten minute | :15:00. | :15:04. | |
hearing, John Owen pleaded guilty to nine charges of theft and eight | :15:05. | :15:10. | |
charges of full accounting. The prosecuting counsel said all of the | :15:11. | :15:14. | |
charges related to the state of the late John James Williams and | :15:15. | :15:21. | |
amounted to 1 million. The case was adjourned until Friday the 17th of | :15:22. | :15:27. | |
October for presentence reports. But the judge told him, this was a | :15:28. | :15:33. | |
breach of trust of the grossest sort and that a custodial sentence is the | :15:34. | :15:38. | |
