Sonia Powell died while waiting in a queue of ambulances outside | :00:00. | :00:08.
Her family says the system let her down. | :00:09. | :00:21.
She at least deserve to be in a bed. Nobody deserves to die outside a | :00:22. | :00:25.
hospital. It comes as the Health Minister Mark | :00:26. | :00:27.
Drakeford admits the NHS It seemed | :00:28. | :00:29.
like a golden opportunity - but an illegal pyramid scheme left victims | :00:30. | :00:48.
thousands of pounds out of pocket. It makes you really angry that there | :00:49. | :01:01.
are people out there who would do this to ordinary people who work | :01:02. | :01:02.
hard. After less than nine months | :01:03. | :01:03.
in charge, Cardiff City confirms that manager Ole Gunnar Solskjaer | :01:04. | :01:05.
has left the club. The golf is underway probably for | :01:06. | :01:20.
the last time here, but our home-grown golf star is here to try | :01:21. | :01:22.
to win back it. The family | :01:23. | :01:25.
of a 73-year-old woman who died in the back of an ambulance outside | :01:26. | :01:29.
Morriston hospital in Swansea say they've been let down by a health | :01:30. | :01:31.
system that's struggling to cope. Sonia Powell died before | :01:32. | :01:34.
a bed could be found for her. Today the Health Minster admitted | :01:35. | :01:38.
the Welsh NHS is Our health correspondent | :01:39. | :01:40.
Owain Clarke reports: These scenes are more common eight | :01:41. | :01:53.
midwinter then mid-September, but worrying at any time. There were | :01:54. | :02:00.
scores of ambulances here outside of the hospital and in one of them, | :02:01. | :02:08.
Sonia Powell, mother of five and grandmother of 14, died. She had | :02:09. | :02:13.
been transferred from a nearby hospital after a heart attack. But | :02:14. | :02:19.
no bed could be found for her. The doctor was in there and he was | :02:20. | :02:24.
facing my aunt and my aunt said to him, she's gone, she's died. I'm | :02:25. | :02:33.
sorry... They turned to Dan and they checked her and they said, yes, she | :02:34. | :02:39.
was dead, she was gone. It was the worst feeling ever because she at | :02:40. | :02:43.
least deserve to be in a bed. Nobody deserves to die outside a hospital. | :02:44. | :02:49.
The Ambulance Services have launched an investigation but insist that | :02:50. | :02:57.
Sonia Powell was assessed by a doctor three minutes after the | :02:58. | :02:59.
ambulance arrived. They said a doctor also stayed with her until | :03:00. | :03:04.
her death a half-hour later. That family argued that simply wasn't the | :03:05. | :03:11.
case. Nobody came to see my mum until four minutes before she passed | :03:12. | :03:18.
away. Are you certain about that? A certain. I was standing there. We | :03:19. | :03:27.
were all standing there. Yesterday, the British medical Association in | :03:28. | :03:34.
Wales wanted the whole NHS should be warned that they could be in | :03:35. | :03:40.
meltdown. All of the reports about these concerns about safety for | :03:41. | :03:46.
patients highlight not listening to doctors, not listening to nurses, | :03:47. | :03:50.
and that has resulted in patient harm. This is a growing list of | :03:51. | :03:55.
organisations calling for an independent inquiry into the state | :03:56. | :04:01.
of the Welsh NHS. The government says that isn't needed because it | :04:02. | :04:06.
has enough safeguards to warn when something is wrong. But the health | :04:07. | :04:12.
minister admits there is a huge strain on the NHS. It is a system | :04:13. | :04:18.
under pressure. The age of austerity is a real. The demand goes up and | :04:19. | :04:26.
our ability to meet the demand with our resources is compromised with | :04:27. | :04:35.
the budget cuts that we face. The big picture story however is of a | :04:36. | :04:44.
resilient service. Before Sonia Powell's to death, this family was | :04:45. | :04:50.
already grieving. Her sister died of cancer just hours earlier. They | :04:51. | :04:57.
blame funding cuts. Things get cut back in hospitals all the time and | :04:58. | :05:01.
the ambulance drivers that were with my grandmother, they said they | :05:02. | :05:05.
couldn't do anymore for her. They were so good with her. The impact is | :05:06. | :05:13.
plain to see of an emergency service that, at least yesterday, couldn't | :05:14. | :05:14.
cope. Six women have been convicted | :05:15. | :05:15.
of operating a "pyramid" scheme in which thousands of investors | :05:16. | :05:18.
in South Wales lost money. Investigators say more than ?20 | :05:19. | :05:20.
million was invested by around 10,000 people across South East | :05:21. | :05:22.
Wales and the South West of England. What happened here five years | :05:23. | :05:25.
ago is barely talked about now. People have said it has been | :05:26. | :05:37.
brushed under the carpet. But the effect here and | :05:38. | :05:40.
in other towns has bitten a deep. Run mainly from people's homes | :05:41. | :05:44.
at meetings like this, the scheme It's invite only and it's people | :05:45. | :05:52.
introducing friends and family... But it cost those same friends | :05:53. | :05:58.
and family thousands - for some I went in a house, I can't remember | :05:59. | :06:01.
where it is specifically, The lady said to us, | :06:02. | :06:10.
if you want to ask questions to get But I just gave her this ?3000 in a | :06:11. | :06:17.
little brown envelope and that went and was put in a dish for that | :06:18. | :06:25.
person then to have that night. Starting with one person at the top, | :06:26. | :06:29.
they bring in two friends, who then recruit two friends and | :06:30. | :06:34.
they in turn recruit two friends. The eight at the bottom each pay | :06:35. | :06:39.
?3000 to the one at the top. That person gets more than ?24,000, | :06:40. | :06:45.
but if the people at the top now are to get their money, soon you | :06:46. | :06:49.
need millions of new members or It's too good to be true, and it IS | :06:50. | :06:53.
too good to be true, so don't do it. It doesn't matter | :06:54. | :07:06.
if it's a friend or a relative, Some people will make some | :07:07. | :07:11.
money from it, but the majority Members were told it was safe | :07:12. | :07:16.
and legal. It became the first pyramid scheme | :07:17. | :07:21.
prosecution under new consumer laws. Today, the last of six women from | :07:22. | :07:27.
the Bristol area were convicted for For so many, the lure of money | :07:28. | :07:31.
for nothing seemed like a golden opportunity, but thousands | :07:32. | :07:36.
across this area lost their money. Cardiff City manager Ole Gunnar | :07:37. | :07:45.
Solskjaer has stepped down after It comes after a recent run | :07:46. | :07:48.
of poor form for the Bluebirds. Although amicable, | :07:49. | :07:56.
both the club and Solksjaer say they're parting company because | :07:57. | :07:57.
of differences in philosophy. It's been a difficult nine months | :07:58. | :08:10.
for Ole Gunnar Solskjaer. He was brought in to help fight relegation | :08:11. | :08:16.
from the Premier League, it was a battle he ultimately lost. Although | :08:17. | :08:20.
the owner says he backed him in the transfer market, with three defeats | :08:21. | :08:23.
in seven games this season, the writing has been on the wall. It was | :08:24. | :08:30.
a different story when he joined the club in January. Fresh from success | :08:31. | :08:37.
in Norway, he was brought in to replace the previous manager. He | :08:38. | :08:41.
said it was a challenge that excited him. I always dreamt of being a | :08:42. | :08:45.
manager in the Premier League. I always said I would. Now I am here | :08:46. | :08:51.
and it is up to me to prove that I am up to the level. But he wasn't. | :08:52. | :08:56.
The stats speak for themselves. 30 games with nine wins, and 16 losses. | :08:57. | :09:06.
The results showed that things weren't well. It has been a | :09:07. | :09:10.
difficult time for him from the Premier League relegation and I | :09:11. | :09:14.
thought at the time he was the wrong appointment. The club and the owners | :09:15. | :09:21.
say this is about more than just results. His parts are -- his | :09:22. | :09:28.
departure is very amicable, but this is about a difference in philosophy | :09:29. | :09:32.
or who is in charge of what in the club. They are trying to force a | :09:33. | :09:41.
continental style into Cardiff City and then have the coach just coach | :09:42. | :09:45.
of the first team. A lot of the foreign coaches, that is how they | :09:46. | :09:48.
are trained to work and then there are restrictions. A lot of the | :09:49. | :09:53.
British managers coach differently. Dundee manager Paul Hartley was | :09:54. | :10:02.
approached for the job, but he wasn't interested. Now the Welsh | :10:03. | :10:07.
manager is the favourite. He is available after leaving Crystal | :10:08. | :10:10.
Palace, but whether his hands-on style would be good for Cardiff | :10:11. | :10:18.
City, it's not sure. Now the team has to rally for Saturday's game on | :10:19. | :10:20.
Saturday. We can talk now to our football | :10:21. | :10:22.
correspondent Rob Phillips. This isn't much of a surprise. No, | :10:23. | :10:33.
they had a terrible performance against Middlesbrough. The statement | :10:34. | :10:38.
today underlines a blur about whether Ole Gunnar Solskjaer jumped | :10:39. | :10:44.
or whether he was pushed. I have to say it was a very warm statement and | :10:45. | :10:48.
that is one of the reasons why we don't know if the manager went of | :10:49. | :10:51.
his own choice or whether he was forced out because they want Ole | :10:52. | :10:56.
Gunnar Solskjaer to leave the club with his head held high and his | :10:57. | :11:01.
reputation intact. There is nothing like an amicable divorce, but this | :11:02. | :11:06.
is as close as we will get to it. We heard about this difference in | :11:07. | :11:09.
philosophy. What do you make of that? This is about the difference | :11:10. | :11:15.
in philosophy about how to run the club and that is why Ole Gunnar | :11:16. | :11:20.
Solskjaer eight lanes wide he should step aside. I have tried to find out | :11:21. | :11:24.
what the interpretation of this is, but the closest I had is that in | :11:25. | :11:30.
British football, he played under Sir Alex Ferguson, he was the | :11:31. | :11:36.
manager. On the continent, it was slightly different. They appoint a | :11:37. | :11:39.
head coach and they have somebody else running the Academy, somebody | :11:40. | :11:44.
else running the scouting system, maybe a director of football as | :11:45. | :11:48.
well. This is how the club wants to go now. The other way of looking at | :11:49. | :11:52.
it is maybe the owner wants to interfere more and that could be | :11:53. | :11:57.
something that may concern people. Now the talk turns to who is going | :11:58. | :12:03.
to get the job. Is the job in attractive prospect? On one level, | :12:04. | :12:09.
definitely. Whatever you say about Ole Gunnar Solskjaer's managerial | :12:10. | :12:13.
record, he assembled a very good championship squad Hugh is not | :12:14. | :12:16.
performing the way they showed. The club have acted now because they | :12:17. | :12:21.
feel they squad, the current players, can go on a run and sustain | :12:22. | :12:25.
a promotion campaign even though they are 17th in the table at the | :12:26. | :12:30.
moment. That would be attractive. The problem they have is that the | :12:31. | :12:35.
reputation the owner has... There is always somebody ready for the job. | :12:36. | :12:43.
It seems now they want a head coach rather than a manager. Interesting. | :12:44. | :12:45.
Thank you. The Welsh Government wants local | :12:46. | :12:50.
authorities to consider voluntary mergers rather than | :12:51. | :12:52.
being forced to join each other. It wants to reduce the number | :12:53. | :12:55.
of councils from 22 to around 12 and is asking for responses | :12:56. | :12:58.
by the end of November. Conwy and Denbighshire are the first | :12:59. | :13:00.
to agree to begin discussions. It's a decision all | :13:01. | :13:05.
of our local authorities will have to make sooner or later - | :13:06. | :13:10.
whether to move in step with their neighbours voluntarily, or wait | :13:11. | :13:13.
until changes are forced under plans It's nobody's first choice, | :13:14. | :13:15.
but heavy financial cuts are Conwy Council voted today to begin | :13:16. | :13:19.
negotiations with Denbighshire which has already expressed | :13:20. | :13:25.
an interest in joining together. If we dug our heels in for a couple | :13:26. | :13:42.
of years, everything would happen in less time. At least now, by looking | :13:43. | :13:44.
at it less time. At least now, by looking | :13:45. | :13:47.

merging now, but make no mistake about it. We will legislate to | :14:06. | :14:14.
reduce the amount of councils, two reduce the amount of burden. | :14:15. | :14:16.
Recommendations are for councils to express their interest by the end | :14:17. | :14:19.
of November, with plans to implement changes by 2018. | :14:20. | :14:21.
But not everyone is playing the dating game, Wrexham has said | :14:22. | :14:24.
a merger with Flintshire is not on the cards and can stand alone. | :14:25. | :14:27.
Some are concerned that council tax will rise for those currently paying | :14:28. | :14:30.
the least in their prospective partnerships, but overall savings | :14:31. | :14:32.

And it's the final time the Wales Open will be staged at | :14:42. | :14:46.
the Celtic Manor in Newport - there are high hopes for a home-grown | :14:47. | :14:56.
A Welsh paint manufacturer is challenging the European Union | :14:57. | :14:58.
The EU's Chemical Agency is considering a ban | :14:59. | :15:03.
on pigments containing cadmium to prevent harmful chemicals entering | :15:04. | :15:06.
But those who make and use the paint say the risks are | :15:07. | :15:16.
This is a very warm orange need with the red and yellow. | :15:17. | :15:25.
These vibrant yellows and reds are vital to Julia Brooker's work. | :15:26. | :15:30.
The Cardiff-based artist has an international reputation | :15:31. | :15:32.
and has exhibited in London, New York and the Far East. | :15:33. | :15:37.
Painted on aluminium, her abstract work graces | :15:38. | :15:42.
the walls of some of the world's leading hotels and corporate HQs. | :15:43. | :15:48.
But the European Union is considering | :15:49. | :15:50.
a ban on cadmium-based paints, which would make some of her work | :15:51. | :15:53.
A lot of my paintings are actually going to go to the Hong Kong, they | :15:54. | :16:00.
As you can see, are absolutely gorgeous. | :16:01. | :16:08.
I am quite worried because my customers, most of | :16:09. | :16:10.
my customers, aren't in the EU and I don't think they will understand | :16:11. | :16:13.
if I say to them, actually, your yellow and red paintings are | :16:14. | :16:16.
Cadmium is an extremely toxic metal and inhaling it can lead to | :16:17. | :16:23.
Its main industrial use today is in the manufacture | :16:24. | :16:28.
The sheer numbers of spent batteries in landfill has the potential for | :16:29. | :16:34.
But the EU's Chemical Agency is now considering whether an artist | :16:35. | :16:41.
cleaning out brushes in the sink is also producing hazardous waste. | :16:42. | :16:47.
The paint manufacturers say it isn't. | :16:48. | :16:50.
Cadmium pigments these days are made with such low solubility | :16:51. | :16:54.
It even has food contact approval and it is used in casserole dishes | :16:55. | :17:01.
that we all know and love, the yellows and the oranges. | :17:02. | :17:03.
The EU's public consultation exercise ends tomorrow and here | :17:04. | :17:07.
at Spectrum's Cwmbran factory they've been spearheading | :17:08. | :17:08.
They were made in the 1840s and were instantly embraced because they | :17:09. | :17:23.
didn't fade the same way over time. Many paintings, any good painters | :17:24. | :17:28.
that have lasted a hundred years, if they are a good orange or good | :17:29. | :17:30.
read, they will be this paint. Even though we are only | :17:31. | :17:38.
a relatively small company here in Wales, we have sent the message | :17:39. | :17:41.
out to artists across Europe and America and, through blogs and | :17:42. | :17:45.
tweets, to people to South Africa. We have had | :17:46. | :17:48.
so many people getting in touch They'd like Brussels to give artists | :17:49. | :17:51.
paints a special dispensation. If they fail, | :17:52. | :17:56.
the paint could be outlawed The dangers of lead-based paints are | :17:57. | :18:01.
well-known, but paint manufacturers and artists believe that these | :18:02. | :18:07.
paints pose no health risks at all and they say that if the EU | :18:08. | :18:10.
banned them, the world will be There's a warning today that many of | :18:11. | :18:13.
us are sitting for too long at work, which is linked to an increased | :18:14. | :18:22.
risk of illnesses, including Academics and public health experts | :18:23. | :18:25.
held a seminar in Pontypridd earlier, looking at ways | :18:26. | :18:33.
of tackling the problem. Public health experts say we're | :18:34. | :18:35.
doing too much of this - The majority of us now work | :18:36. | :18:38.
in sedentary jobs, where more than three quarters of | :18:39. | :18:44.
the working day is spent sitting. This is linked to an increased risk | :18:45. | :18:48.
of Type 2 diabetes, obesity, The evidence around the mechanisms | :18:49. | :19:04.
of this is pretty new, but it is thought that prolonged periods of | :19:05. | :19:08.
sitting can slow down or stall certain biological processes as a | :19:09. | :19:15.
result of our large muscles not being engaged. | :19:16. | :19:16.
Some sales staff at call centres choose to stand up, but this isn't | :19:17. | :19:20.
At Cardiff University?s Public Health Improvement Centre, they've | :19:21. | :19:23.
started using standing desks, which are more commonplace in the United | :19:24. | :19:25.
When I worked at home, I haven't got a standing desk at home, I find | :19:26. | :19:41.
myself feeling really said it three -- sore and having back pain. There | :19:42. | :19:50.
are benefits that you really notice after using it for a while. | :19:51. | :19:52.
At this seminar on the risks of sedentary behaviour in Pontypridd | :19:53. | :19:55.
today, speakers and delegates were leading by example by standing up. | :19:56. | :19:57.
And some employers there have already got the message. | :19:58. | :20:02.
We've started the challenge, we give everybody the odometer is and we | :20:03. | :20:11.
track our steps daily and take part in challenges such as walking the | :20:12. | :20:16.
Welsh coastal path. We are encouraging people to deliver calls | :20:17. | :20:22.
and messages in person rather than through the internal system. | :20:23. | :20:24.
Health experts say we can all make improvements at work, | :20:25. | :20:26.
by getting up and moving at least once every half an hour. | :20:27. | :20:29.
They say even small changes, like using printers, | :20:30. | :20:31.
kitchens and bins that are further away, can make a big difference. | :20:32. | :20:37.
The Wales Open golf tournament has been a staple | :20:38. | :20:39.
of the Welsh sporting calendar since the turn of the Millennium | :20:40. | :20:44.
The 2014 edition began in Newport today, but organisers say it won't | :20:45. | :20:50.
be returning to the Celtic Manor next year. | :20:51. | :20:52.
Our sports reporter Ashleigh Crowter is alongside the 18th green | :20:53. | :20:55.
This was created in 2000, so they could host the Ryder Cup. The stage | :20:56. | :21:14.
15 events and this is the 15th event. With no deal in place, it | :21:15. | :21:20.
means it won't return here next year. Organisers are hoping to go | :21:21. | :21:25.
out with a bang with a home-grown winner, so all eyes are on Jamie. | :21:26. | :21:34.
In the week before the Ryder Cup, this would be the perfect place to | :21:35. | :21:40.
play. Jamie Donaldson is playing here, and is preparing for his first | :21:41. | :21:47.
taste against America. He started his first round that will guarantee | :21:48. | :21:56.
him a place. A bogey followed soon after, but after that it was | :21:57. | :22:01.
regulation golf. He had a very competitive start. Moments after | :22:02. | :22:06.
stepping off the course and handing in his scorecard, Donaldson was | :22:07. | :22:10.
surrounded by a pack of journalist, a small taste of what he can expect | :22:11. | :22:13.
next week. He is trying not to think too far ahead. I just need to go out | :22:14. | :22:19.
there and try and win, like I do every week. I can't be more ready, | :22:20. | :22:25.
and the form has been good as of late, so I woke go in on good form. | :22:26. | :22:35.
-- I will go in. It will be very exciting and I am very much looking | :22:36. | :22:41.
forward to it. Bring it on. They have asked the club to trim the | :22:42. | :22:53.
grass to a certain regulation. The Wales open it won't be here next | :22:54. | :22:58.
year as the current contract comes to an end on Sunday. We as a company | :22:59. | :23:06.
are moving forward. We are building a convention centre on the property. | :23:07. | :23:09.
It is not that we are giving up on golf at the moment, we're just | :23:10. | :23:13.
redirecting focus is for a short period of time. What I can tell you, | :23:14. | :23:17.
top-quality championship golf will be back at this course before long. | :23:18. | :23:27.
Fans are hoping that Jamie Donaldson can do it this year so he is heading | :23:28. | :23:35.
there brimming with confidence. There is more on this tomorrow | :23:36. | :23:39.
night. Donaldson is currently four shots behind the leader from | :23:40. | :23:44.
Belgium, who was here a little bit earlier on. His two shots went a | :23:45. | :23:51.
massive 447 yards, the longest ever drive in European tour history. He | :23:52. | :23:56.
is the man to catch tomorrow. He is five under for the torment. This | :23:57. | :24:03.
tournament runs until Sunday. -- for the tournament. | :24:04. | :24:09.

More cloud than today but some hazy sunshine. | :25:30. | :25:31.
