The Independent Police Complaints Commission has tonight highlighted | :00:19. | :00:22.
failings at Gwent Police and says the force needs to improve the way | :00:23. | :00:26.
It's not the first time the force has been criticised for this. | :00:27. | :00:32.
Caroline Parry was shot by her estranged husband in Newport | :00:33. | :00:35.
Tonight, the IPCC says the force had been told twice | :00:36. | :00:45.
of Mrs Parry's fear of her husband. | :00:46. | :00:46.
Let down by police, who missed opportunities to help. | :00:47. | :00:51.
Caroline Parry was later shot by her estranged husband. | :00:52. | :00:55.
She'd left him after 27 years of marriage, | :00:56. | :00:58.
While on trial for her murder, Christopher Parry was described | :00:59. | :01:04.
In August of 2013, he drove from the former marital home in Cwmbran, | :01:05. | :01:15.
with a shotgun in the boot of his car. | :01:16. | :01:18.
He arrived at Seabreeze Avenue in Newport where Mrs Parry | :01:19. | :01:20.
They argued, and she was shot twice in the back. | :01:21. | :01:24.
Mr Parry then turned the gun on himself, | :01:25. | :01:26.
The 50-year-old was jailed earlier this year for murder, and sentenced | :01:27. | :01:30.
Today's report by the police watchdog highlights | :01:31. | :01:37.
a number of shortcomings by Gwent Police in their handling | :01:38. | :01:39.
Mrs Parry had contacted the force twice in the months | :01:40. | :01:45.
On May 2nd 2013, an officer spoke to Mr Parry. | :01:46. | :01:53.
He admitted he had followed Caroline. | :01:54. | :01:56.
But the officer did not tell him what he had done was wrong. | :01:57. | :01:59.
On May 20th, police were called to an alleged altercation. | :02:00. | :02:03.
Mr Parry was behaving aggressively in front of officers, but | :02:04. | :02:06.
his weapons weren't removed, nor was his shotgun certificate checked. | :02:07. | :02:18.
We do know that the police and the are committed to making improvements | :02:19. | :02:30.
and we do know of the IPCC that those improvements must be made, | :02:31. | :02:33.
because it is not the first time that we have highlighted failings | :02:34. | :02:36.
into domestic abuse cases with Gwent Police, and it is really time that | :02:37. | :02:41.
those failings are put right. If we can learn from some of these | :02:42. | :02:45.
mistakes that have happened in the past, it is these times when it goes | :02:46. | :02:48.
wrong that can lead to someone's death, so it needs to be done across | :02:49. | :02:50.
the board better. Gwent Police say a number | :02:51. | :02:52.
of changes have been made, including training and new procedures | :02:53. | :02:55.
for dealing with domestic abuse. They say lessons have been learnt | :02:56. | :02:58.
from this tragic set of circumstances, but accept that | :02:59. | :03:01.
further improvements are necessary. Two nurses accused of neglecting | :03:02. | :03:04.
patients at the Princess of Wales Hospital in Bridgend have | :03:05. | :03:07.
appeared at Cardiff Crown Court. Jade Pugh is charged with three | :03:08. | :03:09.
counts of wilful neglect, while Natalie Jones is charged with | :03:10. | :03:14.
four counts. They were arrested as part | :03:15. | :03:17.
of an ongoing police investigation into the falsification | :03:18. | :03:20.
of patient records. The case was adjourned | :03:21. | :03:22.
until next month. The mother of a man, allegedly | :03:23. | :03:29.
forced to work on a Newport farm, broke down in tears as she told | :03:30. | :03:32.
a jury that he looked like "a little old man" when the family saw | :03:33. | :03:36.
him for the first time in 13 years. A father and son deny requiring | :03:37. | :03:39.
Darrell Simester to perform The trial has been adjourned | :03:40. | :03:41.
until Friday. A fire station in Rhondda Cynon Taf | :03:42. | :03:50.
is set to close. South Wales Fire Authority voted | :03:51. | :03:54.
in favour of shutting Some fire fighters have expressed | :03:55. | :03:56.
concern about the impact on safety. South Wales Fire Service says it has | :03:57. | :03:59.
to continue to ensure People on a housing estate | :04:00. | :04:02.
in Swansea have won their battle with the council over | :04:03. | :04:09.
huge rent increases. Fees for householders on the Elba | :04:10. | :04:12.
estate, in Gowerton, were to be increased from ?50 a year | :04:13. | :04:15.
to ?2,500 by Swansea Council. But the council says it'll now | :04:16. | :04:20.
offer a more affordable rate. For the first time, | :04:21. | :04:26.
specialist doctors will join the crews of the Wales Air Ambulance | :04:27. | :04:28.
as part of a new emergency service. The so-called flying doctors will | :04:29. | :04:32.
cost almost ?3 million a year, and it's claimed it could help | :04:33. | :04:37.
boost survival rates by up to 40%. Our health correspondent, | :04:38. | :04:42.
Owain Clarke, reports. Taking emergency care to a higher | :04:43. | :04:46.
level, the three air ambulances can take paramedics to emergencies | :04:47. | :04:51.
within minutes. From next spring, these helicopters will routinely | :04:52. | :04:55.
carry hospital consultants on duty 12 hours a day at Swansea airport. | :04:56. | :05:00.
When the helicopters cannot fly, they will use a fleet of specially | :05:01. | :05:06.
designed vehicles. It won't be a case of taking the patient to | :05:07. | :05:11.
accident and emergency but bringing the expertise straight to the | :05:12. | :05:15.
patient. We are going to take senior doctors | :05:16. | :05:28.
in this beautiful machine to the side of a patient who may be | :05:29. | :05:34.
critically injured, made have major trauma, a recent injury like a | :05:35. | :05:35.
stroke. I got first-hand experience of how | :05:36. | :05:37.
the air ambulance can cover vast swathes of Mid Wales in minutes. It | :05:38. | :05:40.
is claimed it will allow doctors to potentially reach 95% of the Welsh | :05:41. | :05:48.
population in just half an hour. We know that we can't go on | :05:49. | :05:56.
providing bits and pieces of care around the country, we know we need | :05:57. | :06:01.
to get people to the specialist care as quickly as possible. This will be | :06:02. | :06:03.
part of that solution. No extra doctors will be | :06:04. | :06:10.
recruited, instead, they will be shared with hospitals. | :06:11. | :06:12.
By giving specialists a chance to hone their skills in the skies, it | :06:13. | :06:14.
is hoped more of the brightest and best can be encouraged to work in | :06:15. | :06:18.
Wales. People will be working part-time in | :06:19. | :06:21.
this service, that is an important message. | :06:22. | :06:24.
We have two make new posts in emergency medicine more attractive. | :06:25. | :06:28.
This will hopefully pull people in. As is currently the case with air | :06:29. | :06:34.
ambulance paramedics, the NHS will pay the salaries of these doctors. | :06:35. | :06:37.
The Wales air Canada charity will pay the salaries of these doctors. | :06:38. | :06:49.
The Wales Air Ambulance charity will continue to pay the ?6 million a | :06:50. | :06:52.
year to fund the helicopters and Football, and a major blow for Wales | :06:53. | :06:55.
and Chris Coleman. Midfielder Aaron Ramsey is out for | :06:56. | :07:00.
at least a month, after suffering a hamstring injury in Arsenal's draw | :07:01. | :07:03.
against Tottenham at the weekend. It's a real blow ahead | :07:04. | :07:05.
of the European qualifiers. Wales play Bosnia | :07:06. | :07:07.
on the 10th October, Liverpool's Joe Allen is also | :07:08. | :07:09.
an injury concern. Cardiff City owner Vincent Tan is | :07:10. | :07:18.
urging fans to give Russell Slade a chance when he is appointed | :07:19. | :07:21.
manager, possibly later this week. Tan says Slade is | :07:22. | :07:24.
his personal choice, unlike the club's three | :07:25. | :07:26.
previous managers. Caretaker coaches Scott Young | :07:27. | :07:28.
and Danny Gabbidon will still be in charge at Brighton tomorrow night, | :07:29. | :07:31.
after leading the Bluebirds to Nathan Cleverly's re-match | :07:32. | :07:36.
against Tony Bellew will take place on November 22nd at the | :07:37. | :07:43.
Liverpool Echo Arena. The pair first fought | :07:44. | :07:47.
in 2011 where the Welshman But the second meeting will | :07:48. | :07:49.
take place at cruiserweight. The winner is likely to qualify | :07:50. | :07:54.
for a world title fight. Derek has tonight's forecast. | :07:55. | :08:09.
We have enjoyed some lovely weather this September, warm and dry. There | :08:10. | :08:13.
is more dry weather to come over the next few days, a mild start to | :08:14. | :08:19.
October but not completely dry. Dry for most of us tonight, bar the odd | :08:20. | :08:24.
October but not completely dry. Dry light shower, for example. There is | :08:25. | :08:27.
some low cloud and missed forming and a mild night. Tomorrow, we have | :08:28. | :08:30.
a weak cold front over Ireland and it is heading our way. Tomorrow | :08:31. | :08:35.
morning is Graham places first thing, low cloud and mist lifting. A | :08:36. | :08:40.
dry morning and mist lifting. A dry morning and it will start to | :08:41. | :08:43.
brighten up with some sunshine in Newtown. Across the UK, mist and fog | :08:44. | :08:48.
patches will lift, most of England with sunny spells by the odd shower | :08:49. | :08:53.
in the south-east. Some rain in Northern Ireland and western | :08:54. | :08:56.
Scotland and it will spread into some other northern and western | :08:57. | :09:00.
parts during the afternoon. Quite breezy through the Irish Sea, a high | :09:01. | :09:05.
of 22 in London. At three o'clock in the afternoon, most of Wales still | :09:06. | :09:09.
dry but some rain in the West which will spread eastwards by the | :09:10. | :09:13.
evening. Breezy in the north and west compared to today, lighter | :09:14. | :09:18.
winds in the south and east with this a high 20. Most of this will | :09:19. | :09:24.
clear, much of Wales drying up overnight and again, low cloud and | :09:25. | :09:35.
mist. Wednesday, more dry weather, some spots of rain. Thursday looks | :09:36. | :09:39.
mostly settled thanks to high pressure. The wind will be picking | :09:40. | :09:44.
up and there is rain on the way, heralding change, wet and windy end | :09:45. | :09:49.
to the week, turning cooler of the weekend and much more autumnal next | :09:50. | :09:52.
week. Thank you, we are back in Breakfast | :09:53. | :09:58.
