Only a handful of jobs created at two of Wales' Enterprise Zones

last year.

Are they working?

And Swansea's Kingsway - the former road layout was

a contributory factor in the death of a pedestrian, an inquest hears.

Good evening.

Two of Wales' enterprise zones, which are a key part of the Welsh

government's plans to create jobs and grow businesses, only delivered

14 jobs in the last year.

While other areas have been much more successful, questions are being

asked tonight about whether the ?70 million invested in the enterprize

zones has been well spent.

Cardiff has set its sights on attracting high-paying financial

jobs down the M4 from London and it is showing signs of success.

It is one of the enterprise zones launched

by the Welsh Government in 2011.

I have been quite impressed by the arguments that have been put

to me by various areas and parts of Wales and are likely to be put

in the future that they see that this is something useful to do.

Companies in Wales' southern enterprise zones

get financial and business support.

In the last year to March, Cardiff more than doubled the number

of jobs created since being set up.

That is 536 new roles, compared with four

and 55 jobs prior to March 2014.

Deeside, which deals with manufacturing, was the other success

story, with 473 jobs being added in the same period, compared to

its previous total of 479.

Ebbw Vale 's enterprise zone, which targets automotive

manufacturing, only had seven new jobs to add to its total of 172.

While St Athan, which focuses on aerospace,

also only saw seven new posts added to its 94 previously created ones.

Enterprise zones have certainly had money pouring into them but this

manufacturing company, which amongst other things makes and designs

counting machines, says they have not seen much of it in Ebbw Vale.

Being an enterprise zone here does not mean anything to us.

The answer is no.

As a business, I have seen no one say to me,

this is an enterprise zone and we are going to give you more support

on this and more support on that.

KK Foods is in the successful Deeside enterprise zone.

Bosses here to see the benefit.

We arrived here ten years ago.

We employed 23 people and we had a turnover of 2.4 million.

We now employ over 400 people and we have a turnover of 30 million.

Without the enterprise zone and all it brings, we would not be as large

and successful as we are now.

If having enterprise zones means that people's hopes are being

raised, that businesses will be able to create more jobs, it is not

unreasonable to monitor that and ask whether they could be performing

better and at a price tag of over ?70 million that has been

spent on them since they were set up, it is also not unreasonable to

question whether all of them are providing value for money.

Those running the enterprise zones are defending

their record against the critics.

Job creation, job safeguarding, is very important but it is only

one measure of success and I think it is about looking at all the

other indicators and also measuring success over a longer period.

Where we are seeing enterprise zones not performing as strongly as we

would like them to, the government needs to focus and think again about

what can be done differently to make the most of that enterprise zone.

The Welsh Government says it is unhelpful to compare the zones

as each one is unique.

Ministers say all of them are making good progress.

Two people are in hospital with what police have

described as life-changing injuries after a crash between two lorries

in Monmouthshire.

A 50-year-old man from Newport has been arrested

on suspicion of causing serious injury by dangerous driving.

The crash happened between Monmouth and Raglan

on the A40 early this morning.

50 jobs are being created in north and south Wales with the expansion

of a medical equipment manufacturer.

Prism Medical UK, which makes specialist equipment for handling

and moving patients, is creating 29 jobs in Rhyl and 21 in Bridgend.

The company has received more than ?360,000 of Welsh Government

funding.

The former layout of a main road in Swansea city centre was

a contributory factor in the death of a 37-year-old man,

an inquest has heard.

Daniel Foss was killed when he was hit by a coach

on the Kingsway two years ago.

The lay-out of the road has recently changed.

Ben Price reports.

Daniel Foss died from a serious head injury after he was hit

by a coach travelling along Swansea 's Kingsway in September 2013.

Today a senior traffic safety consultant gave his evidence to

the inquest, having observed the former layout of the road.

Mark Stevenson said the design was a contributory factor

in the accident and went on to say the unconventional flow

was sufficient to cause an accident and that despite mitigation measures

put in place, changes should have been made earlier.

Earlier this week, we heard evidence from a number of eyewitnesses

and one described Daniel Foss as appearing to be in a hurry as he

crossed this first carriageway where traffic approaches from the left.

Then at the central reservation, the same eyewitness described how both

she and Daniel Foss looked to their left to check for oncoming buses and

despite the fact there was a red man showing for pedestrians, he stepped

into the carriageway, unaware of the next line of traffic

approaching from his right.

Steven Davis, seen here with the white hair and glasses, was driving

the coach that hit Daniel Foss.

He told the inquest there was very little he

could have done to avoid him.

Changes were introduced year at the start of the month.

It now has just one lane for buses travelling in the same

direction as the other carriageway.

There is also a new lane for cyclists.

Swansea Council says it extends its sympathies to Daniel Foss 's family

but that it would be inappropriate to comment further at this point.

Representing the family of Daniel Foss, Christian Howells said it was

unlikely that civil proceedings would follow this inquest,

therefore this would be the families only opportunity for closure.

The inquest has been adjourned until Friday the 20th of November

where we expect to hear the coroner 's conclusions.

Dwr Cymru Welsh Water says the remaining homes and businesses

in west Wales without running water for two days have been reconnected.

Thousands of properties were affected in Pembrokeshire,

Carmarthenshire and Ceredigion after a water main burst.

The company has apologised and says it'll be investing

in renewing the main next year.

Rugby and in the Pro12 tonight, a narrow defeat for the Scarlets

in Dublin.

Despite scoring two tries, they were beaten 19-15 at Leinster.

The Scarlets did manage to gain a losing bonus point.

Football and Arsenal manager Arsene Wenger has insisted he did not blame

Wales boss Chris Coleman for the injury picked-up by Aaron Ramsey.

The Frenchman had suggested Ramsey's hamstring problem was caused by

playing for Wales against Andorra.

The midfielder went on to start two matches for Arsenal

before getting injured.

I did not blame anybody, I just said it would have made

common sense not to use Bale nor Ramsey once they were qualified and

bring them on with 20 minutes to go to greet everybody and thank you.

And it would have helped the clubs.

There is more wet and windy weather on the way over the weekend.

But it is not all bad news.

I can promise some dry, bright weather as well and temperatures

will stay on the mild side.

Dry into tonight, clear spells in the North.

And then the next batch of rain will spread

into the south later on tonight.

Lowest temperatures nine Celsius in Rhyl.

Around 12 in Swansea.

Tomorrow morning, we will see more rain, some heavy rain with

poor travelling conditions.

And windy on the south coast.

Across the rest of the UK, watch out for some heavy rain

if you are travelling.

Windy too in the self with coastal gales.

Drier and brighter in the north and north-east of Scotland and

further south, it should dry and brighten up through the afternoon.

Mild in the South, 18 in London.

Colder further north, only 11 Celsius in Glasgow.

In Wales tomorrow afternoon, an improving story.

Turning drier and brighter.

Just a few showers in the North.

Still breezy with temperatures above average.

15 or 16 Celsius.

Tomorrow evening, if you are going to a firework display, it is

going to be dry and a bit breezy.

Overnight, the wind will fall light, staying dry with one or two mist

and fog patches.

And then for Remembrance Sunday, a dry start,

but yet more rain on the way.

The wind increasing as well.

Becoming fresh to strong with gale force gusts.

The rain will ease off for a while but then turning heavy

and torrential rain possible later in the afternoon.

That rain will clear away on Sunday evening.

Into next week, it is looking unsettled, mild and windy.

Further outbreaks of rain and drizzle.

Rainfall totals will increase.

River levels will rise.

And that does bring a risk of some localised flooding.

The weather very up and down over the weekend.
