million invested in the enterprize zones has been well spent. | :01:39. | :01:41. | |

Cardiff set its sights on attracting highly paid financial jobs. It's | :01:50. | :01:59. | |
showing signs of success. It's one of the enterprise zones launched in | :02:00. | :02:03. | |
2011. I've been impressed by the arguments | :02:04. | :02:10. | |
put to me. They see that this is something useful to do. | :02:11. | :02:17. | |
Companies in Wales's seven enterprise zones get support. | :02:18. | :02:21. | |
Cardiff more than doubled the jobs created since being set up. | :02:22. | :02:29. | |
That's 536 new rules come paid to dates in March 2014. | :02:30. | :02:37. | |
Deeside is another success story with 473 adage to the previous total | :02:38. | :02:42. | |
of 779. That, Ebbw Vale which targets motor | :02:43. | :02:47. | |
manufacturing only had seven new jobs. Saint Athens which focused on | :02:48. | :02:55. | |
aerospace only sought seven new posts added to its 94 previous | :02:56. | :03:00. | |
created ones. Enterprise zones have had money | :03:01. | :03:05. | |
pouring into them. But this company which makes and designs counting | :03:06. | :03:08. | |
machines, among other things, say they have not seen much of it. | :03:09. | :03:15. | |
If I was told I was an enterprise zone I would look blank and ask what | :03:16. | :03:21. | |
are you talking about? It has not helped us. As a business, I've seen | :03:22. | :03:27. | |
nobody say to me, this is an enterprise zone, we are giving to | :03:28. | :03:34. | |
give you more support. Bosses at this factory in Deeside | :03:35. | :03:39. | |
have seen the benefit. We employed 23 people and had a | :03:40. | :03:45. | |
turnover of 2.8 million. We now have a turnover of 30 million. Without | :03:46. | :03:50. | |
the enterprise zone we would not be as large and successful as we are. | :03:51. | :03:56. | |
If enterprise zones means that people's hearts are raised that | :03:57. | :04:01. | |
businesses are able to create more jobs, it's not unreasonable to | :04:02. | :04:05. | |
monitor that and ask whether they could be performing better. | :04:06. | :04:10. | |
And, at a price tag of over ?17 million that been spent on them | :04:11. | :04:14. | |
since they were set up, it's also not unreasonable to question whether | :04:15. | :04:18. | |
all of them are providing value for money. | :04:19. | :04:22. | |
-- 70 million. I don't know the details of what | :04:23. | :04:27. | |
they are doing, but every enterprise zone is very different with | :04:28. | :04:30. | |
different plans and different starting points. Job creation and | :04:31. | :04:35. | |
job safeguarding is very important, but it is only one measure of | :04:36. | :04:40. | |
success. It's about looking at all the other indicators and measuring | :04:41. | :04:47. | |
success over a longer period. We are just highlighting the need to | :04:48. | :04:54. | |
focus. The government needs to focus and think again about what could be | :04:55. | :04:57. | |
done to make the most of that enterprise. | :04:58. | :05:02. | |
The Welsh government says it is unhelpful to compare zones as they | :05:03. | :05:06. | |
are each unique. Ministers say all of them are making good progress. | :05:07. | :05:10. | |
So why do some struggle when others are successful? | :05:11. | :05:17. | |
If you look at the most successful ever that is Canary Wharf in London. | :05:18. | :05:23. | |
It went from a derelict docklands to the financial capital of the UK. It | :05:24. | :05:27. | |
was driven by businesses with support from a government. | :05:28. | :05:32. | |
What we are seeing in Cardiff are thriving businesses with a lot of | :05:33. | :05:40. | |
support from the Welsh government. Firms are moving to Deeside because | :05:41. | :05:45. | |
they are around big companies. The only Manchester near Liverpool. They | :05:46. | :05:49. | |
come to Cardiff because they have three universities and lots of | :05:50. | :05:54. | |
graduates. The only two hours from London. They come here principally | :05:55. | :05:58. | |
for business reasons. If you look at why some of them are | :05:59. | :06:02. | |
struggling, the question is are they the ones being driven by businesses | :06:03. | :06:05. | |
or politicians and where they would like businesses to go. | :06:06. | :06:09. | |
The former design of main road in Swansea city centre was | :06:10. | :06:12. | |

Daniel Foss was killed when he was hit by a coach | :06:15. | :06:18. | |

September 2013. Today a senior traffic safety consultant gave | :06:41. | :06:43. | |
evidence to the inquest having observed the former layout of the | :06:44. | :06:46. | |
road. He said that the design was a | :06:47. | :06:50. | |
contributory factor in the accident and went on to say that the | :06:51. | :06:55. | |
unconventional stroke was significant to cause an accident. | :06:56. | :06:59. | |
-- unconventional flow. He said changes should have been made | :07:00. | :07:04. | |
earlier. A number of eyewitnesses gave evidence. One described Mr Foss | :07:05. | :07:11. | |
as being in a hurry as he crossed the carriageway. Then, at the centre | :07:12. | :07:16. | |
reservation he described how she and Mr frost look to their left to check | :07:17. | :07:25. | |
for buses. -- Mr Foss. He stepped into the carriageway, and a way of | :07:26. | :07:28. | |
the next line of traffic approaching from his right. Stephen Davis, here | :07:29. | :07:35. | |
in white, was driving the coach that hit Mr Foss. He told the inquest | :07:36. | :07:39. | |
there was little he could have done to avoid him. Changes were | :07:40. | :07:43. | |

their membership of political parties if they become a | :11:54. | :11:57. | |

the council wanted to shut down, to gaining an 'outstanding' | :12:47. | :12:48. | |
But, from time to time teachers in these schools are faced with | :12:49. | :12:52. | |
And two years ago an accident changed | :12:53. | :12:55. | |
In the process of trying to pick him up off the floor he got hold | :12:56. | :13:02. | |
He had one foot on a mattress and one foot off the mattress. | :13:03. | :13:08. | |
Unfortunately, in that process he sustained an injury to his spleen. | :13:09. | :13:15. | |
But I had absolutely no idea of the catastrophic eventd that would | :13:16. | :13:22. | |
The police investigated for over a year, but Trystan was not charged. | :13:23. | :13:29. | |
And when questioned, the individual involved in the | :13:30. | :13:31. | |
His wife suffered greatly from the ordeal. | :13:32. | :13:35. | |
His sons struggled to sleep, and he became depressed. | :13:36. | :13:38. | |
My family was not protected under any circumstances. | :13:39. | :13:41. | |
To find me completely innocent at the end of the investigation. | :13:42. | :13:47. | |
I still find that quite difficult to come to terms with. | :13:48. | :13:52. | |
The National Union for School Leaders, say these types | :13:53. | :13:54. | |
of incidents occur often and have seen a change in tact from their | :13:55. | :13:57. | |
members when it comes to dealing with challenging situations. | :13:58. | :14:00. | |
There are members of staff in schools who are afraid | :14:01. | :14:03. | |
of intervening, when they should have, in situation where it is | :14:04. | :14:09. | |
essential to intervene, and we do believe that this is because | :14:10. | :14:13. | |

Shaun Stocker was 16 when he joined the 1st Battalion Royal Welsh. | :15:29. | :15:35. | |
And six days away from coming home when he stood | :15:36. | :15:40. | |
Reality shuts down, it felt like I was in a dream. | :15:41. | :15:49. | |
It took a few seconds to figure out what had happened. | :15:50. | :15:54. | |
He woke up weeks later at Birmingham's Selly Oak hospital. | :15:55. | :16:01. | |
