is set for big improvements over the next few years, but many of us will | :01:23. | :01:28. | |
still be left without a signal. Ofcom, the telecommunications | :01:29. | :01:35. | |
regulator, says phone companies should deliver call coverage to | :01:36. | :01:37. | |
90% of the country by 2017. But there's concern | :01:38. | :01:44. | |
in rural parts of Wales that they will be the ones left behind, with | :01:45. | :01:46. | |
calls for government intervention. They have changed the way we live | :01:47. | :02:03. | |
our lives, a revolution sitting in our pockets and handbags. We have | :02:04. | :02:07. | |
come to rely on our mobile phones, which is why we get so cross when | :02:08. | :02:12. | |
they do not work. In September, bespoke to Wayne Evans in Newtown, | :02:13. | :02:17. | |
coverage was falling well short of what the companies promised. He | :02:18. | :02:21. | |
launched a petition. Today, representatives of the big four | :02:22. | :02:26. | |
operators were in Newtown to meet people from across mid Wales. There | :02:27. | :02:31. | |
have been improvements, they said. So we asked Wayne how much have been | :02:32. | :02:34. | |
change in the last couple of months? What has happened in the last six, | :02:35. | :02:40. | |
seven weeks? Basically, nothing. It is the same issues ongoing. Signal | :02:41. | :02:45. | |
drops, text messages not coming through. It is just basically the | :02:46. | :02:50. | |
same. In Newtown, the mobile companies insist coverage is being | :02:51. | :02:53. | |
improved and signals are getting a boost. But it is in the countryside | :02:54. | :02:59. | |
the real problem persists. You cannot improve coverage that by | :03:00. | :03:03. | |
simply flicking a switch. It boils down to geography and population. | :03:04. | :03:06. | |
The companies make their money selling contracts. There is little | :03:07. | :03:12. | |
incentive to put up masts were few people live. In geographical terms, | :03:13. | :03:17. | |
that leaves much of rural Wales without a signal. A third of two | :03:18. | :03:24. | |
counties, do not have coverage. Now we are told by the end of 2017, you | :03:25. | :03:28. | |
will be able to make calls from 90% of the land area of Wales and 95% | :03:29. | :03:34. | |
will have 4G coverage. Even if you meet your travelling -- | :03:35. | :03:38. | |
2017 commitments, there will still be a lot of people in rural without | :03:39. | :03:43. | |
being able to make a call. I do not know the exact numbers but we have a | :03:44. | :03:51. | |
obligation to reach 90% of the population and that is what we are | :03:52. | :03:55. | |
aiming to do. What you say to people in mid Wales who may still be left | :03:56. | :03:59. | |
after 2017 with no coverage? I do not know, we will endeavour to bring | :04:00. | :04:03. | |
the deepest coverage we can for mid Wales. | :04:04. | :04:06. | |
There is a role for government when it comes to making regulation easier | :04:07. | :04:11. | |
to build masts. That is important. There is also a role for Ofcom when | :04:12. | :04:16. | |
they issue licensing that they take into account rural areas have to be | :04:17. | :04:21. | |
covered. Most of Wales will see great improvement in mobile coverage | :04:22. | :04:24. | |
over the next couple of years but there will remain many of ours | :04:25. | :04:28. | |
caught on the wrong side of this great technological divide. | :04:29. | :04:31. | |
Well, earlier, I spoke to Elinor Williams, from | :04:32. | :04:33. | |
What have they got the power to do if that 90% coverage target is not | :04:34. | :04:45. | |
met? Ofcom has the power to take enforcement action. We have done in | :04:46. | :04:52. | |
the past and we monitor the situation very carefully. Making | :04:53. | :04:56. | |
sure that they are on target to meet the percentages. And it is something | :04:57. | :05:03. | |
that Ofcom takes very seriously. Would you take enforcement action if | :05:04. | :05:07. | |
the targets are not met by the end 2017? Yes, there is a regulatory | :05:08. | :05:11. | |
process we have to keep two. What we will make sure the network operators | :05:12. | :05:18. | |
will be fully committed to making sure the percentages are met and | :05:19. | :05:21. | |
they have said they will probably meet the targets in advance of 2017. | :05:22. | :05:26. | |
These are commercial companies. Why should they put money into areas | :05:27. | :05:32. | |
where they may not see much return? Having a good mobile signal is not a | :05:33. | :05:36. | |
luxury any more, it is part of everyday life. The expectation by | :05:37. | :05:41. | |
customers is much more than what it has been in past years. There is not | :05:42. | :05:46. | |
aid Universal service obligation for mobile coverage like for broad and | :05:47. | :05:53. | |
post, and at the end of the day, it is a commercial judgment -- | :05:54. | :05:57. | |
broadband. But it is something people expect and customers are | :05:58. | :06:02. | |
hopeful the operators will see fit to provide good coverage as | :06:03. | :06:09. | |
expected. For years, we have heard the frustrations of people who | :06:10. | :06:12. | |
cannot get a decent mobile signal, which does not seem much to ask for | :06:13. | :06:17. | |
in this day and age. How can you reassure them you will make good on | :06:18. | :06:21. | |

made improvements to the coverage in the Newtown area. They put right | :06:28. | :06:32. | |
