The Welsh Government says the new registration scheme - called

Rent Smart Wales - is aimed at clamping down on rouge landlords.

But the body representing landlords says it's one extra burden.

plans - the First Minister has given a strong indication that

spending on the NHS and schools will be protected in the Welsh

Our political editor Nick Servini is at the Senedd. Nick, if health

and education are to be protected - where's the axe going to fall?

Well, the signs are local government. The way the Labour

administration here has chosen to handle this period of austerity in

the early years was to give more protection to councils and around

two years ago it flipped and a greater sense of priority was given

to NHS budgets and it was local authority budgets that have had to

find savings of between three and 4% a year every year for the past two

years. It would appear that will still be the case. The political

challenge for any party going to the assembly elections is not to give

the NHS as much priority as it should and is able to because of how

central the debate is about NHS funding. The Welsh government will

say they are doing all they can to protect services but councils will

not be happy. They have problems and will talk about problems they have

in delivering social care and there was also a problem which they have

of not being told how to spend the money they have got. This applies

with the budgets for schools, the Welsh government imposes greater

protection for school budgets than there are four other budgets,

councils today in a manifesto document called for that to be

removed. The First Minister came down hard on this saying it will not

happen during the course of the next financial year and hinted strongly

if he is in power after May it will remain the case for years to come.

We also learnt today where the defence budget will be spent

Welsh businesses are hoping they can profit from an extra ?12 billion

the UK government will spend on defence equipment.

This is what the future of defence could look like, the new vehicle

touring the companies that supply the components that made it. This is

another generation of armoured land vehicles, it is currently used by

the armies in Canada, Australia and America. It is the kind of thing the

company believes the British military could buy in the future

provides the new vehicles to the British Army which operate on tracks

rather than wheels and these will be assembled in Merthyr Tydfil creating

new jobs. In a major boost, it is now winning a contract to put the

products on those. This is a major contract, 589 vehicles ordered so

for us it is a multi million pound contract which means not only

retaining but adding to our high quality staff. General dynamics has

been criticised for not using British steel in the vehicles but

the company says it has had to use a specialist supplier and the demand

is small. The programme will create 622 jobs in Wales including those in

Merthyr Tydfil. The East Midlands is the only other region in the UK

where more jobs will be created. Is the expertise many hope will see

benefiting from the ?12 billion of extra funding for equipment

announced by the Prime Minister. We will invest than 178 billion

investing in equipment. Including doubling the investment in equipment

to support special forces. And we will increase the size of the

deployable Armed Forces. The joint strike Fighters, the aeroplanes and

that will come earlier, opportunities for several companies

involved in the supply chain and for that aeroplane. The industry is

responsible for 5000 highly paid and skilled jobs and the sights are set

on adding to the number. Two men arrested on suspicion of terrorism

It is clear from the displays here that the children are pretty good

with a pot of paint and a brush but today they had a lesson in creating

a masterpiece. This is an oil painting. You can see looking

closely the texture of the oil paint, especially on the left-hand

side. This Turner painting is the centrepiece of the National library

of Wales art collection in Aberystwyth. Now it is on tour and

these nine and ten-year-olds seem rather impressed. Seeing that

picture, what Batman painted a long time ago was really interesting. It

feels like I am learning a lot of stuff for history. I can tell my

parents about it. I normally think they are boring but now I have seen

that they are very interesting. Is this ship sailing into the smaller

ship? The workshop covered much of Turner's work to inspire children

who live in disadvantaged areas. Can schemes like this really help tackle

poverty? Culture can boost self-esteem, and confidence, if you

immerse people in culture then people are often more creative and

innovative and the whole fusion project is aimed at complementing

other programmes to tackle poverty. Our experience is it is a mind

changing event for them and the results we get, the educational

improvements, it comes from having that given to them and the

opportunity to do something different, something different with

a actual masterpiece. The staff say pulling something valuable into the

classroom made the children feel valued. They will be keen to see

with the idea of putting Turner on the timetable will be a work of
