Welcome to Wales Today - our top stories... | :00:00. | :00:07.
A murder investigation is launched, after human remains were found | :00:08. | :00:11.
at this block of flats in Beddau, near Pontypridd. | :00:12. | :00:15.
And cutting the number of councils could save ?650 million - the | :00:16. | :00:18.
But not everyone's convinced it'll go ahead. | :00:19. | :00:34.
A murder investigation is under way tonight, | :00:35. | :00:41.
after the discovery of human remains at a village near Pontypridd. | :00:42. | :00:45.
Officers were called to a block of flats in Beddau at around lunchtime. | :00:46. | :00:48.
Detectives have appealed for information to try | :00:49. | :00:50.
Scenes-of-crime officers have been conducting a fingertip search | :00:51. | :01:01.
of land behind Trem-Y-Cwm flats in the heart of this village | :01:02. | :01:04.
There has been a heavy police presence since the discovery | :01:05. | :01:09.
of human remains was made at around one o'clock this afternoon. | :01:10. | :01:12.
South Wales Police say they are treating the death as suspicious | :01:13. | :01:15.
Residents say the police have been conducting house-to-house enquiries | :01:16. | :01:27.
since mid-afternoon, asking if anybody had seen anything | :01:28. | :01:34.
suspicious, then at just before eight o'clock this evening | :01:35. | :01:36.
undertakers brought a body out from the front of this building. | :01:37. | :01:39.
Police say the body was concealed above ground in an outside area | :01:40. | :01:42.
of flats that were in the process of being demolished. | :01:43. | :01:44.
Tonight the area is floodlit as officers carry out | :01:45. | :01:46.
Loads has gone on in Beddau over the last few weeks. | :01:47. | :01:53.
I fear for my children and everybody else's around here. | :01:54. | :01:55.
It is disgusting, it is absolutely disgusting. | :01:56. | :01:57.
It is quite frightening, to be honest with you. | :01:58. | :01:59.
How close it is, right on your doorstep. | :02:00. | :02:01.
Police say their priority is to first identify the person | :02:02. | :02:09.
Detectives are appealing for anyone with any information to | :02:10. | :02:13.
A postmortem examination will be carried out tomorrow. | :02:14. | :02:18.
An 18-year-old man from Llanelli has been arrested on suspicion of | :02:19. | :02:21.
blackmail by police investigating the alleged data breach against | :02:22. | :02:24.
The personal details of more than 150,000 customers are | :02:25. | :02:33.
believed to have been accessed following the attack last month. | :02:34. | :02:36.
It's the fifth arrest in connection with the investigation. | :02:37. | :02:42.
Taxpayers will save ?650 million over ten years | :02:43. | :02:44.
That's the claim tonight from the Welsh Government, as it confirmed it | :02:45. | :02:53.
wants to cut the number of councils here from 22 to eight or nine. | :02:54. | :02:57.
But for the mergers to go ahead Labour will have to stay in power | :02:58. | :03:00.
after the next Assembly election, and get support from parties | :03:01. | :03:02.
Cenarth, famous for its falls, its cheese and, | :03:03. | :03:12.
for those who love maps, for almost being in three counties at once. | :03:13. | :03:17.
The town is in Carmarthenshire, Ceredigion is on the other side | :03:18. | :03:20.
of the river and downstream is Pembrokeshire. | :03:21. | :03:24.
Before the last reorganisation all these counties were one. | :03:25. | :03:28.
If the Labour Welsh Government has its | :03:29. | :03:30.
Ministers want to scrap Wales' current 22 councils. | :03:31. | :03:35.
Eight new authorities would be created. | :03:36. | :03:37.
It's not a million miles away from the councils that existed 20 | :03:38. | :03:44.
They haven't decided whether to merge Conwy and Denbighshire, | :03:45. | :03:51.
creating a third council in North Wales and nine in total. | :03:52. | :03:54.
We know that we have 22 authorities, some of them very small | :03:55. | :03:57.
They are not delivering in terms of quality of education services | :03:58. | :04:04.
We also know that there is a cost of the current system and there is | :04:05. | :04:14.
potential for substantial savings as we move forward with our proposals. | :04:15. | :04:16.
Here in Newport the Labour leader of the council said he was | :04:17. | :04:24.
horrified the Welsh Government was pushing ahead without meaningful | :04:25. | :04:26.
He said this merger would leave the city short-changed. | :04:27. | :04:32.
But ministers say their plans would save money. | :04:33. | :04:37.
The merger would cost up to ?246 million but that will pay | :04:38. | :04:40.
There will be fewer councillors than the current 1250, perhaps as few as | :04:41. | :04:48.
700, and there will be fewer people working in admin for local councils. | :04:49. | :04:54.
There are 9000 now and that could fall to just over 7000. | :04:55. | :04:58.
We need to reorganise local government due to | :04:59. | :05:02.
the current context, not just financial but also the need for us | :05:03. | :05:07.
to work across a broad range of areas to improve the lot of Wales. | :05:08. | :05:10.
That hasn't changed and my opinion hasn't changed. | :05:11. | :05:14.
Labour still has a long way to go to convince some of its own. | :05:15. | :05:26.
Here in Newport the Friars Walk shopping centre has just opened | :05:27. | :05:30.
but the council leader says if the city were part of Gwent | :05:31. | :05:34.
facelifts like this would be more difficult to achieve. | :05:35. | :05:36.
Just one headache for whoever tries to push forward with | :05:37. | :05:38.
these plans after next made's collection. | :05:39. | :05:40.
A BBC Wales investigation has found that Welsh rugby players - | :05:41. | :05:45.
from grassroots to semi-pro level - make up a THIRD of all British | :05:46. | :05:48.
A former player - who at one point played at semi-professional level - | :05:49. | :05:52.
has admitted taking steroids, but never got caught. | :05:53. | :05:54.
He also said the use of anabolic steroids in the game is widespread. | :05:55. | :05:57.
I think people are probably blind to it. | :05:58. | :06:02.
And if the truth came out I think there would probably be a lot | :06:03. | :06:07.
The pressures when you are younger to make those | :06:08. | :06:12.
quick jumps, especially with young players now who have got | :06:13. | :06:14.
the opportunity to have a full-time professional career, I certainly | :06:15. | :06:16.
I think it is a problem in society to start with | :06:17. | :06:21.
and I wouldn't sit here and say, you know, it's not an issue in rugby. | :06:22. | :06:24.
The fact is, even one player getting banned is one too many. | :06:25. | :06:30.
So the challenge for us not just in rugby but in sport generally, | :06:31. | :06:34.
I think, is we've got to try and get it out of the game. | :06:35. | :06:41.
And you can get more on this story in Week In Week Out, right after | :06:42. | :06:45.
A community council in Denbighshire has been criticised for publishing | :06:46. | :06:49.
its agendas and official documents in Welsh only. | :06:50. | :06:53.
The Public Services Ombudsman for Wales has described Cynwyd Community | :06:54. | :06:56.
Council as "intransigent" for refusing to change its policy, | :06:57. | :06:58.
despite being asked to provide an English translation. | :06:59. | :07:06.
A year on in, I've had to issue this public report because | :07:07. | :07:09.
of the complete intransigence of the community council, and to me | :07:10. | :07:24.
now...this is not a linguistic issue, | :07:25. | :07:25.
This is not some kind of private club which can decide its own rules. | :07:26. | :07:32.
If we are asked to do something nicely we lean over backwards. | :07:33. | :07:35.
But if we are told to do something and threatened with the ombudsman I | :07:36. | :07:38.
think it is a reasonable answer to say, OK, we will discuss this issue | :07:39. | :07:41.
Football, and it's six matches unbeaten | :07:42. | :07:46.
The Exiles drew 1-1 at second-placed Oxford United tonight. | :07:47. | :07:53.
Let's see what the weather has in store - Sue has tonight's forecast. | :07:54. | :08:01.

Pembrokeshire. Tomorrow night largely dry but often cloudy with a | :08:52. | :08:55.

Saturday. Very changeable this week and colder for a time as we head | :09:46. | :09:49.
into the weekend. Week In Week Out on drugs | :09:50. | :09:51.
in rugby next. That's Wales Today, | :09:52. | :09:54.
