Cardiff Bay could get control of two billion pounds of your money every

year, as the Chancellor announces some income tax will be devolved.

And police are still trying to identify a body found wrapped

in plastic outside a block of flats near Pontypridd.

The Chancellor, George Osborne, has outlined his spending plans

Amongst his commitments, was giving the National Assembly

control over income tax - without the need for a referendum.

Is the Labour Welsh government happy, until now assembly members

have been responsible for spending our money but now the UK Government

says they can be in charge of raising significant chunks as well.

The Conservative idea is to make a end is more accountable. The Welsh

Secretary and I confirm we will legislate so the devolution of

income tax can take place without a referendum. The assembly would have

control of 10p of income tax in the basic high and additional tax bands.

And the ability to vary them individually. This would raise

around ?2 billion every year. In 1p rise or cut the basic rate would

generate or lose ?180 million. Changes on the higher rates would

have a small impact on the purse. The Conservatives want this place

more accountable and to stop it becoming a place that spends money

and they think it will lead to better politics. I did disagree with

that. We are accountable and elected. Can you argue that

community councils should have an element of fundraising, councils

should be able to raise some money, Westminster but the assembly can't.

Some taxes are being devolved, stamp duty. But they are dwarfed by the

receipts from income tax. The UK Government has also introduced a new

guarantee of funding which would ensure public spending per head

never falls below a certain level. The Welsh government says this needs

to be looked at in more detail before arriving at any conclusions.

We are asking Welsh government to step up, be responsible and

accountable and use these levers as an opportunity to grow the Welsh

economy. We languish at the bottom of the economic league table, I do

not want that to continue. I want Wales to grow. We don't know when

the control of income tax will be devolved but work is under way to

develop a Welsh Treasury for smaller taxes but they could be a more

immediate impact, some of the parties at the assembly make

policies on cutting income tax a big part of their campaign for the

assembly elections. Income tax powers will give the Welsh

government a direct incentive to invest in job creation and economic

development because now they will be able to realise the benefit of that.

Our priority would be to benefit those on low incomes rather than

seek to prioritise those on high. As a result of the spending review, the

Welsh government settlement will increase by ?100 million next year.

But they say they'll be a reduction of 4% over the next four years.

Elsewhere, there was a boost to the city deal for infrastructure schemes

in south-east Wales with a commitment from the Chancellor to

the project. The Chancellor also announced

a number of changes to the welfare system, which will

affect people right across Wales. The biggest announcement was his

U-turn on cutting tax credits, which There'll be a ?3.35 weekly increase

in the state pension, and housing benefit for new social

tenants will also be capped at the Meanwhile, the Chancellor's spending

review also sees a 26 percent cut in the funding S4C receives

from the UK Government. It will be reduced

from 6.7 million pounds, S4C receives around 8% of

its funding from the UK government. The Conservative MP for Aberconwy,

Guto Bebb has taken to Twitter to criticise the cut,

but tonight the Wales Office says it's still "completely committed"

to Welsh Language broadcasting. The day's other news now, and police

are continuing to investigate the murder of a man, whose body was

found wrapped in plastic, An investigation was launched

yesterday, after human remains were found behind flats in the village

of Beddau, near Pontypridd. A police cordon remains

in place today at the Trem-Y-Cwm House flats in Beddau,

as the murder enquiry continues. Police were called here at

around one o'clock yesterday afternoon, after human remains were

found within the grounds. They say a man's body was found

above ground outside the flats, People living here have been

shocked by the discovery. I came home from work last night

on the bus, and I saw all I just thought it was

a normal traffic accident, but I just can't believe it, because it is

really, really quiet around here. All

the old age pensioners live here. It is a quiet area,

not too much going on. A floodlight was set up last night

as scenes of crime officers continued their

forensic search into the night. House to house enquiries were also

carried out, Detectives are asking the public

for help. They're appealing for anyone to get

in touch, who has concerns for the welfare of a male friend, relative

or neighbour, who they've not seen Forensic examinations are continuing

on the body, and a post-mortem examination is

being carried out today. Police say

Great Western Railway line between Cardiff and Swansea will

take longer than expected, The majority

of the programme to modernise the line from London to Cardiff

should be delivered by March 2019. But the route further west won't

be done until after that. Great Western Railway say

in parts of the south Wales valleys, after damage to

a mains pipe. Dwr Cymru Welsh Water says it's

working to fix the problem, which has affected supplies

in Abercarn, Cross Keys, Emergency repairs are being

carried out and supplies should Mixed but milder weather today,

the east but with more rain pushing in across the Irish Sea,

south-westerly wind picking up, gale force on the West Coast and wet and

windy by Friday afternoon. Behind the cold front, dry and cold for a

time overnight into Saturday, remaining windy with a risk of

wintry showers on high ground. It might start to try in the east but

for the rain arriving from the West on Saturday and feeling colder in

the gale force south-westerly winds. Mixed weather this week.

Changeable, briefly returning to colder drier conditions on Sunday

but remaining unsettled next week with further rain likely on Monday.
