Welcome to Wales Today. Tonight's headlines: | :00:11. | :00:12.
The Welsh Government suspends payments to | :00:13. | :00:13.
a further education college after a BBC Wales investigation | :00:14. | :00:15.
No problems for this mum-to-be, but maternity services across | :00:16. | :00:32.
North Wales are at breaking point with units forced | :00:33. | :00:34.
This is for safety. If our unit is at capacity or we have had a | :00:35. | :00:49.
catastrophic event we have to close because we cant give patients safe | :00:50. | :00:50.
care. The teacher struck off | :00:51. | :00:54.
after she pretended to be a 13-year-old girl and made false sex | :00:55. | :00:56.
abuse claims about a head teacher. We're in Labour heartlands to gauge | :00:57. | :00:59.
reaction to the leader's opposition Good evening. | :01:00. | :01:02.
In tonight's sport: After just one win in nine league | :01:03. | :01:06.
games, Swansea City manager Garry Monk insists he has the ''full | :01:07. | :01:09.
backing'' of the Club's chairman. The Wales Roller Derby side | :01:10. | :01:13.
preparing to take on It's emerged tonight that the | :01:14. | :01:18.
Welsh Government has suspended payments to a further education | :01:19. | :01:30.
college in the capital. It follows a BBC Wales investigation | :01:31. | :01:32.
by 'Week in Week Out' into allegations of fraud | :01:33. | :01:35.
at the Cardiff campus of the West Tim Rogers joins me now with | :01:36. | :01:38.
the latest. What have you been finding out? We | :01:39. | :01:52.
have been investigating allegations of the regularities in the way this | :01:53. | :01:56.
college is being operated and the way students have been recruited for | :01:57. | :02:01.
the college by a local agent. This is a newly opened privately run | :02:02. | :02:06.
college in Cardiff which has its headquarters in Wembley in London. | :02:07. | :02:09.
It has been operating there for almost a decade. But the Cardiff | :02:10. | :02:14.
branch runs various IT courses and business courses and has been | :02:15. | :02:19.
designated as a suitable to offer huge end the business courses which | :02:20. | :02:24.
attract tuition fees of ?6,000 per student. That is funded by the Welsh | :02:25. | :02:29.
Government. The students on those courses can also apply for student | :02:30. | :02:35.
Finance Wales loans and grants. Our programme has been investigating | :02:36. | :02:37.
some of the offers made by that recruiter to students who have told | :02:38. | :02:45.
him they can use fake documents to get onto the course and access those | :02:46. | :02:51.
loans and grants. And that they don't have to attend to get the | :02:52. | :02:57.
money. He also says that if they don't go on to earn over ?21,000 | :02:58. | :03:02.
they won't have to repay the money. Of course, that is true. What has | :03:03. | :03:06.
been the response to this? The college deny any knowledge of the | :03:07. | :03:12.
scam and says all its students are genuine. We contacted the Welsh | :03:13. | :03:17.
Government with our concerns and we have been pressing the Minister Hugh | :03:18. | :03:22.
Lewis to give us an interview. He has refused to do that up to this | :03:23. | :03:24.
point but this afternoon 's statement came from the Welsh | :03:25. | :03:29.
Government and they said they had some concerns about the college | :03:30. | :03:35.
although I am not clearly understand all the file evidence that we have | :03:36. | :03:40.
available and he has asked student Finance Wales to suspend all | :03:41. | :03:43.
payments to the college and its students for further investigations | :03:44. | :03:44.
continue. And there's more on this story | :03:45. | :03:52.
in 'Week In Week Out' next Tuesday at 10:35pm | :03:53. | :03:54.
here on BBC One Wales. Maternity departments in North Wales | :03:55. | :03:57.
have had to close suddenly on 16 separate occasions | :03:58. | :03:59.
in just 12 months. BBC Wales understands that | :04:00. | :04:01.
a shortage of maternity doctors has meant all three units in the region | :04:02. | :04:03.
at Bangor, Bodelwyddan and Wrexham have been unable, on occasions, | :04:04. | :04:06.
to admit patients safely. Our Health Correspondent, | :04:07. | :04:09.
Owain Clarke, reports. Few things can be more important | :04:10. | :04:19.
than the moment the woman Anna Lloyd is waiting patiently | :04:20. | :04:22.
at Wrexham's maternity ward. Because she has a higher risk pregnancy she | :04:23. | :04:27.
has been a frequent visitor here. It's been busy but the staff | :04:28. | :04:31.
have been absolutely fantastic. I can't praise the staff | :04:32. | :04:35.
at the assessment unit enough. But sometimes the pressure on staff | :04:36. | :04:40.
can become so intense the entire If our unit is at capacity | :04:41. | :04:43.
or we've had a catastrophic event we have to close because we can't | :04:44. | :04:51.
give the patient safety. So we have two redirect them to | :04:52. | :04:55.
our next available unit where they This is a problem that goes | :04:56. | :04:58.
far beyond this unit. Emergency closes have also occurred | :04:59. | :05:03.
all too often recently here at Ysbyty Gwynedd and anger and at | :05:04. | :05:06.
Glan Clwyd Hospital in Bodelwyddan. In the last 12 months we've | :05:07. | :05:11.
had to those 16 times. This is | :05:12. | :05:14.
a service currently being run as it No other maternity services within | :05:15. | :05:17.
Wales or any of the other countries are currently | :05:18. | :05:30.
being monitored to this level. She blames a shortage of doctors | :05:31. | :05:35.
and despite several recruitment drives, 14 out | :05:36. | :05:38.
of 30 middle grade maternity doctors It means lots of temporary doctors | :05:39. | :05:51.
have been brought in to fill the gaps and managers say that is far | :05:52. | :05:58.
from ideal. For example a middle grade locum doctor who had worked | :05:59. | :06:00.
with the spuriously was booked to work night shift in one of our | :06:01. | :06:05.
hospitals and did not turn up. The staff working that night did not | :06:06. | :06:09.
know he wasn't coming until he didn't turn up. Previously the | :06:10. | :06:13.
health board said its preferred solution would be to move maternity | :06:14. | :06:17.
doctors from Glan Clwyd Hospital to strengthen teams at Andorra and | :06:18. | :06:21.
Wrexham. But Glan Clwyd Hospital would then only be left with a | :06:22. | :06:26.
midwife unit. High-risk mothers would have to travel east or west to | :06:27. | :06:29.
give birth. Campaigners have argued those mothers could be put at risk. | :06:30. | :06:35.
Some doctors are also worried. When pregnancy and labour go wrong it | :06:36. | :06:40.
goes wrong pretty quickly. Sometimes the need to do a Caesarean section | :06:41. | :06:48.
can be immediate. The shortage of doctors is a problem that is | :06:49. | :06:52.
unlikely to be solved quickly. Yet it is hoped a new baby intensive | :06:53. | :06:56.
care unit due to open up Glan Clwyd Hospital in a few years could act as | :06:57. | :07:01.
a magnet. In the meantime the Royal of speakers gynaecologists has been | :07:02. | :07:03.
looking at longer-term solutions which could see consultants taking | :07:04. | :07:08.
over the responsibility of middle grade doctors for certain periods. | :07:09. | :07:12.
We are used to consultants providing care. That is undoubtedly the future | :07:13. | :07:16.
direction for much of the health service. We have seen it for | :07:17. | :07:21.
neonatal care and for other specialties. Can you switch into | :07:22. | :07:28.
that system quite easily? Yes. If any downgrade happens they will be | :07:29. | :07:32.
anger and disappointment but bosses argue the risk of doing nothing is | :07:33. | :07:35.
much higher. The challenge for them is to convince mothers of that. The | :07:36. | :07:45.
reassurance that somebody was at the end of the line to talk to and that | :07:46. | :07:50.
we were only ten minutes try the way, that makes everything a lot | :07:51. | :07:56.
easier. It keeps you can't. Few things can stir up more emotions | :07:57. | :08:01.
than the care of the very youngest patients. Sis will make their | :08:02. | :08:04.
recommendations early next week and the final decision will come a week | :08:05. | :08:06.
later. A 16-year-old has been sentenced to | :08:07. | :08:11.
three years in custody for manslaughter, | :08:12. | :08:14.
after killing a pensioner he thought Cardiff Crown Court heard the school | :08:15. | :08:15.
boy stabbed 67-year-old Michael No formal complaint had ever | :08:16. | :08:19.
been made about the pensioner. The judge described it | :08:20. | :08:23.
as a tragedy for the boy's family. The organisation that will collect | :08:24. | :08:27.
Welsh taxes for the first time needs to be completely separate | :08:28. | :08:30.
from the Welsh Government, according From 2018, The Welsh Revenue | :08:31. | :08:33.
Authority will collect Stamp Duty But the Assembly's Finance Committee | :08:34. | :08:38.
says its independence needs to be The Welsh Government says it's | :08:39. | :08:44.
pleased the Committee has agreed There's been a rise in the confirmed | :08:45. | :08:49.
number of cases of flu, but fewer people are taking up the vaccine, | :08:50. | :08:56.
according to Public Health Wales. They've described it | :08:57. | :08:59.
as a very worrying combination, urging the public to protect | :09:00. | :09:02.
themselves as soon as possible. So far, there have been 17 cases, | :09:03. | :09:04.
compared to six A teacher has been struck off for | :09:05. | :09:07.
pretending to be a 13-year-old girl and making false sexual abuse claims | :09:08. | :09:17.
against her former head teacher. Eleri Edwards contacted | :09:18. | :09:22.
the charity Childline and made 10 allegations against her former boss | :09:23. | :09:25.
after she was dismissed in 2012. Our reporter, Kate Morgan, | :09:26. | :09:29.
has been following the story. The 32-year old was dismissed | :09:30. | :09:33.
as a maths teacher at Ysgol Ardudwy She started another job at | :09:34. | :09:40.
a school in Powys, but it was while she was there that she made false | :09:41. | :09:50.
accusations about her former boss. She posed as a 13-year-old pupil | :09:51. | :09:55.
at her former school and claimed on the Childline website that she | :09:56. | :09:58.
was being sexually abused The police investigated, interviewed | :09:59. | :10:04.
Mr Williams and found it was a hoax. They traced the accusations back | :10:05. | :10:14.
to Eleri Edwards' computer. She was arrested | :10:15. | :10:18.
and cautioned last year. Today, | :10:19. | :10:20.
the Education Workforce Council found her guilty of unacceptable | :10:21. | :10:22.
professional misconduct. Members said her behaviour | :10:23. | :10:26.
was fundamentally incompatible Has there been any reaction | :10:27. | :10:29.
following the decision? Well, Mr Williams said that what | :10:30. | :10:35.
Ms Edwards did was inexcusable and could have had a devastating effect | :10:36. | :10:39.
on him personally and on his career. It's worth noting that | :10:40. | :10:44.
during the hearing, the 32-year-old, who has already left her teaching | :10:45. | :10:47.
job in Powys, pleaded with the panel She said it had been more than | :10:48. | :10:50.
a career for her, The disciplinary council said she | :10:51. | :10:56.
showed a lack of regard to the seriousness of | :10:57. | :11:01.
abuse of pupils, and to Childline. But it also decided that given her | :11:02. | :11:06.
previous good history and her potential, she'll have the | :11:07. | :11:09.
right to apply to be restored to the The Labour Party is | :11:10. | :11:13.
in a terrible mess and Jeremy Corbyn That's according to a senior Welsh | :11:14. | :11:26.
backbencher, as the row Jeremy Corbyn is facing resignations | :11:27. | :11:30.
from his front bench, after he made it clear he opposed air strikes | :11:31. | :11:36.
against so-called Islamic State. Now, Paul Flynn says Mr Corbyn may | :11:37. | :11:40.
have to go if things don't improve. A day after Labour MPs lined up | :11:41. | :11:44.
to question the Prime Minister. Today, some | :11:45. | :12:00.
in the party have questioned their own leader's handling of the party's | :12:01. | :12:02.
stance on air strikes in Syria. With claims of rifts and divisions, | :12:03. | :12:05.
a senior backbencher says the situation | :12:06. | :12:08.
in the party is now terrible. There are serious problem in the | :12:09. | :12:15.
Labour Party 's, riffs between the leadership on the front bench and | :12:16. | :12:21.
they're not in a happy place at the moment. Things have to change | :12:22. | :12:28.
radically. There are a range of views on the parties MPs. | :12:29. | :12:33.
One shadow minister told me the Prime Minister made a strong | :12:34. | :12:36.
case in favour of action, but he hasn't decided how he'll vote yet. | :12:37. | :12:39.
The Prime Minister gave a strong statement yesterday. We have set out | :12:40. | :12:47.
a key series of tests and principles over the last weeks that we wanted | :12:48. | :12:51.
the government to answer and in terms of some of the key arguments | :12:52. | :12:54.
about the legality and nature of the action being proposed and the focus | :12:55. | :12:59.
on the political and non-military action as well as any military | :13:00. | :13:02.
action, they were strong answers to those questions. This is my | :13:03. | :13:07.
decision. It's got nothing to do with party affiliation, it is what I | :13:08. | :13:13.
believe. I believe it is politically immoral and it cannot happen. We | :13:14. | :13:18.
cannot bomb people who are already living in war-torn areas. | :13:19. | :13:21.
Pontypridd Market is a long way from Westminster and from Syria. | :13:22. | :13:24.
Here, shoppers are on the hunt for Christmas bargains on Black Friday. | :13:25. | :13:28.
But with dark clouds over the Labour Party, do people in this | :13:29. | :13:30.
Something needs to be done urgently. But it's all right to say something | :13:31. | :13:40.
needs to be done as long as innocent people don't get hurt. It will only | :13:41. | :13:49.
bring more trouble back to Britain. They will bomb different places. If | :13:50. | :13:53.
we don't make a stand against them, we will end up being afraid of going | :13:54. | :14:01.
out of our doors. I don't think we should inflame the situation. For | :14:02. | :14:07.
Britain to go in there as well, the airspace is pretty crowded. | :14:08. | :14:12.
Another new MP is consulting her voters online to see | :14:13. | :14:14.
I have had hundreds of people get in touch through the website. Over | :14:15. | :14:26.
99.8% of the responses so far are clear that they don't support a in | :14:27. | :14:31.
Syria. People have followed it up with e-mails. With detailed | :14:32. | :14:33.
explanations. With a vote possibly as soon as next | :14:34. | :14:35.
week, there could be air strikes in For Labour, and for all Welsh MPs, | :14:36. | :14:39.
there are big decisions ahead. It originated in Chicago back | :14:40. | :14:47.
in the 1930s, but now it's enjoying a resurgence | :14:48. | :14:54.
and the Welsh roller derby team is And a yellow warning tonight | :14:55. | :14:57.
for strong to gale force winds over I'll have the full details | :14:58. | :15:04.
in a few minutes. A Welsh teaching union has told | :15:05. | :15:12.
BBC Wales that many councils have warned schools to prepare for cuts | :15:13. | :15:15.
to their budget in the region UCAC claims | :15:16. | :15:19.
the move would be devastating for schools and the standard | :15:20. | :15:25.
of education they could provide. Here's our Political Correspondent, | :15:26. | :15:28.
Arwyn Jones. Here at Ysgol Dewi Sant in Llanelli | :15:29. | :15:32.
year four is learning about how castles used to be used to | :15:33. | :15:35.
defend towns and cities. But the wider concern for schools | :15:36. | :15:39.
across Wales is that their What we're hearing | :15:40. | :15:42.
from local authorities is that they are preparing their schools | :15:43. | :15:48.
for cuts in the region If that's true, | :15:49. | :15:51.
it would be really devastating for schools and the standard | :15:52. | :15:56.
of education that they can provide Ysgol Dewi Sant has been told | :15:57. | :15:59.
its budget will be cut by 5% in the next financial year, that it will | :16:00. | :16:06.
have to cut another 5% the following Some schools have money held | :16:07. | :16:11.
in reserve but nowhere near enough What that means to us is that we | :16:12. | :16:21.
will have to look at a cut back For a school of about 450 pupils | :16:22. | :16:28.
that would mean about ?85,000. If we look over the next three | :16:29. | :16:35.
years, we're going to be cutting our Redundancy is obviously something | :16:36. | :16:40.
we will have to focus on. Fewer teachers may well lead to | :16:41. | :16:49.
larger class sizes but that should not necessarily mean | :16:50. | :16:53.
that pupils suffer. It's not necessarily | :16:54. | :16:57.
the case that we should see a decrease standards simply | :16:58. | :17:00.
because we have larger class sizes. The key to providing high standard | :17:01. | :17:04.
and high quality education is the quality of the teachers we put in | :17:05. | :17:11.
front of the pupils, not the number. The Welsh Government says more | :17:12. | :17:17.
information will be available after Schools across Wales will be | :17:18. | :17:19.
waiting eagerly to see what With the loss of over 300 jobs | :17:20. | :17:25.
at the oil refinery Murco, Pembrokeshire's business enterprise | :17:26. | :17:33.
zone has been hit badly in the last few years, but there are | :17:34. | :17:35.
now signs of growth in the Haven. A boatbuilding company | :17:36. | :17:40.
which went into administration nearly two years ago is back afloat, | :17:41. | :17:43.
as Abigail Neal reports. At ?1.5 million, this shed was | :17:44. | :17:49.
the first major investment But it risked being mothballed | :17:50. | :17:52.
when Mustang Marine went Fast forward nearly two years | :17:53. | :17:59.
and it's in use again. Under a new name, the firm is back, | :18:00. | :18:06.
crafting the port's new generation What has changed is | :18:07. | :18:11.
the rigour around the business There is a lot more discipline | :18:12. | :18:16.
around the contracts, around the way we approach dealing with contracts, | :18:17. | :18:21.
getting customers, ensuring that we have a disciplined project planning | :18:22. | :18:26.
in place and that we don't bite The company hit the rocks after | :18:27. | :18:31.
this specialist vessel servicing offshore wind farms proved to be | :18:32. | :18:38.
overengineered and under costed. 66 jobs were lost and many local | :18:39. | :18:42.
companies were owed money. Now the workforce is building | :18:43. | :18:51.
back up in numbers. For 200 years they have been | :18:52. | :18:54.
building boats here on the dockyard, You can't learn the skills | :18:55. | :18:57.
of boat-building in college any more and in fact this | :18:58. | :19:05.
is the last company still building The area suffered another hammer | :19:06. | :19:09.
blow last November when nearly 300 This pipe engineering firm had to | :19:10. | :19:17.
lay off a third of its workforce as a result, | :19:18. | :19:24.
but now there is enough confidence to invest in this eye-catching new | :19:25. | :19:27.
building to improve productivity. Since the closure of Murco we have | :19:28. | :19:33.
managed to find employment They are all mixed trades | :19:34. | :19:35.
including office staff Next year we envisage we will | :19:36. | :19:40.
increase our employment by at least another 10 to 20 personnel | :19:41. | :19:47.
and the markets we are looking for is national | :19:48. | :19:51.
and some work over in Ireland. With a busy order book going into | :19:52. | :19:55.
the New Year, this Christmas is There's a busy weekend | :19:56. | :19:59.
of sport ahead. He's been under pressure for many | :20:00. | :20:06.

games, there are reports that Monk says just one win could spark | :20:16. | :20:21.
a turnaround in the club's fortunes and is looking forward to taking | :20:22. | :20:28.
on Liverpool on Sunday. It's about getting through this | :20:29. | :20:40.
period. He is very supportive and has shown nothing but support to the | :20:41. | :20:46.
players and the staff. He has seen that what I've brought to the club | :20:47. | :20:49.
has worked in the past and he knows we can get through this period. We | :20:50. | :20:51.
are all united. Cardiff City, | :20:52. | :20:55.
who are ninth in the Championship and three points away from the | :20:56. | :20:56.
play-off places, take on Burnley. Manager Russell Slade says he'd like | :20:57. | :20:59.
the team to play a more attractive brand of football, having scored | :21:00. | :21:02.
just 17 goals in 17 league games. Elsewhere, Newport County, | :21:03. | :21:05.

a Welsh derby between the Ospreys Wales and Ospreys wing Eli Walker | :21:54. | :21:58.
will start. He's just signed a one-year contract | :21:59. | :22:03.

to their domestic season, each What we are focusing on at the | :22:07. | :22:25.
moment is a performance and there are elements of our performance that | :22:26. | :22:29.
are slowly improving but we are too inconsistent. We don't have a | :22:30. | :22:35.
problem scoring points but we have a problem stopping sides scoring | :22:36. | :22:36.
against us. It'll be a big game too at the | :22:37. | :22:37.
Big Blue Tent tomorrow when the Cardiff Devils welcome | :22:38. | :22:40.
the Nottingham Panthers. Both teams are tied for first | :22:41. | :22:42.
place in the Elite League. The Devils have won | :22:43. | :22:45.
their two previous home games a huge resurgence on this side | :22:46. | :22:47.

Europe's top four Roller Derby nations are competing against each | :22:57. | :22:59.
other with Wales taking on England, For those of you unfamiliar with | :23:00. | :23:02.
the sport, we sent our roving, or should that be rolling reporter, | :23:03. | :23:08.
Catrin Heledd, to have a look. When was the last time you put on a | :23:09. | :23:28.
pair of these I wonder. Yes, forget what you learnt in the playground or | :23:29. | :23:32.
in the park. This is serious skating. Intense, brutal, | :23:33. | :23:40.
hard-hitting, this sport is not for the faint-hearted. But how exactly | :23:41. | :23:45.
does it work? The game lasts an hour, split into two halves. Each | :23:46. | :23:50.
half is split into segments of two minutes. One of the players is the | :23:51. | :23:56.
points scorer. His job is to get out of the pack of bloggers made up of | :23:57. | :24:01.
both teams and start lapping the opposition team to score points. It | :24:02. | :24:10.
sounds confusing. It looks painful if not dangerous. And with many an | :24:11. | :24:17.
ex-rugby player, surely regular trips to the hospital are par for | :24:18. | :24:22.
the course. It can be quite physical and it is an aggressive game. | :24:23. | :24:26.
Injuries to happen but not that often. Everybody has respect for | :24:27. | :24:31.
each other and everybody is there for the love of the sport. | :24:32. | :24:36.
each other and everybody is there derbies started life in America and | :24:37. | :24:39.
was hugely popular during the 1930s. It is now enjoying a bit of a | :24:40. | :24:43.
resurgence. It won't be at the Olympics in 2020 but that is still | :24:44. | :24:48.
hope it will make its debut soon. It is you love's fastest growing female | :24:49. | :24:53.
sport. So let's add another player to that ever-increasing list. Time | :24:54. | :24:58.
for me to get my old skates on and join in. Only one problem, I can | :24:59. | :25:09.
hardly stand on four wheels. Let alone actually move on them. Wales' | :25:10. | :25:15.
campaign gets under way against Scotland tomorrow afternoon before | :25:16. | :25:18.
they face France and in and on Sunday and who knows, at this place, | :25:19. | :25:27.
I might get to burn by then. -- get to burning. -- get to Birmingham. | :25:28. | :25:35.
We have wet and very windy conditions heading our way. Tonight | :25:36. | :25:46.
the rain is clearing eastwards but we were hanging on to the strong | :25:47. | :25:52.
winds. There are coming in eastwards and we have a few showers rolling in | :25:53. | :25:56.
tomorrow morning. Much colder air behind that rain band so it will be | :25:57. | :26:00.
a chilly night. The bridges down to around two Celsius. Tomorrow, a | :26:01. | :26:05.
squeeze in the isobars and we have another weather system bringing more | :26:06. | :26:10.
rain. Strong winds and not surprisingly there is a yellow | :26:11. | :26:13.
warning for the wind for Saturday and Sunday. First thing tomorrow | :26:14. | :26:19.
some dry weather especially in the east. Pretty quickly the rain gets | :26:20. | :26:25.
going and the wind coming in from the south-westerly direction. Guests | :26:26. | :26:31.
of 50 mph but we could see the odd 70 mph gusts. Temperatures tomorrow | :26:32. | :26:38.
between seven and 10 Celsius. Tomorrow night in Melbourne night | :26:39. | :26:41.
compared to tonight and we do have more showers rolling in from the | :26:42. | :26:45.
west into the early hours of Sunday morning. Those temperatures on the | :26:46. | :26:49.
mild side and no lower than five Celsius. Still hanging onto strong | :26:50. | :26:53.
winds as we go into the early hours of Sunday morning. Again as we go | :26:54. | :26:59.
into Sunday another weather front which will bring more rain with it. | :27:00. | :27:04.
First thing on Sunday morning, not as cold and wet start to our | :27:05. | :27:08.
morning. It will clear south and eastwards. North Wales is the | :27:09. | :27:12.
favoured spot on Sunday the something drier. Temperatures in | :27:13. | :27:18.
double figures and not too bad for the time of year but we do have | :27:19. | :27:21.
strong winds through Sunday and more wet weather to come for the start of | :27:22. | :27:23.
next week. The Welsh Government has suspended | :27:24. | :27:28.
