demand. Councils such as Cardiff face being able only to fund | :10:01. | :10:05. | |
education and social services. There will not be budget left for anything | :10:06. | :10:10. | |
else. Things people care about, leisure centres, parks, clean | :10:11. | :10:15. | |
streets. The cuts are still coming down the track, but the pace has | :10:16. | :10:18. | |
slowed, something local council leaders have welcomed tonight. | :10:19. | :10:24. | |

How does that prepare the ground for the Assembly elections? Yellow like | :10:31. | :10:35. | |

helped by its tourism, its university and innovative high-tech | :16:43. | :16:48. | |
companies. Has Bath gone up a gear? A creative space tucked away in Bath | :16:49. | :16:52. | |
city centre where designers artists and engineers work on their own | :16:53. | :16:55. | |
projects but bounce ideas around. What did other places copy? They | :16:56. | :17:03. | |
need good work space where they know there will be like-minded people. If | :17:04. | :17:10. | |
you need a certain expertise, I sometimes look out for electronics | :17:11. | :17:13. | |
or deep engineering knowledge which I do not have. I have people liken | :17:14. | :17:20. | |
find locally. He is an industrial designer taking concepts from his | :17:21. | :17:24. | |
sketch pad to computer design, changing the way industries behave. | :17:25. | :17:29. | |
In economic terms it is high-value work. This idea of knowledge-based | :17:30. | :17:32. | |
industries working together has been an aim in Wales for several years. | :17:33. | :17:38. | |
This is not Bath with the economy is growing and people are generating | :17:39. | :17:42. | |
more than the UK average. This is Newport, which is falling behind. | :17:43. | :17:47. | |
Technology start-ups are seen by the Welsh government as important if the | :17:48. | :17:50. | |

seems to have worked. This man studies have different economies | :18:21. | :18:29. | |
expand. Some of politicians and support agencies want to control | :18:30. | :18:30. | |
things too much but sometimes that does not necessarily the best ideas. | :18:31. | :18:36. | |
Sometimes you need a little bit of anarchy. There had been debate about | :18:37. | :18:40. | |
how to narrow the gap between Wales and the UK, no Wales needs to focus | :18:41. | :18:46. | |
on not letting the economy fall back further. | :18:47. | :18:47. | |

partnership. Tourism is important, he says there is potential. If | :19:50. | :19:56. | |
you're going to set up a business, tourism is one of the best sectors | :19:57. | :19:59. | |
you can choose for that. Businesses are growing. The economy within | :20:00. | :20:04. | |
tourism is growing, and the future for tourism on Anglesey is looking | :20:05. | :20:10. | |
very bright. It is estimated to resemblance to hundred and ?50 | :20:11. | :20:13. | |
million a year into the Anglesey economy and supports 4000 jobs. But | :20:14. | :20:19. | |
historically, work in this sector has been seasonal and low paid. At | :20:20. | :20:23. | |

in its GVA. People on retirement incomes, those who live here but | :21:13. | :21:18. | |
work on the mainland. Just outside Holyhead, Anglesey Aluminium used to | :21:19. | :21:23. | |
apply 500. It is now silent. In the last decade the island has lost many | :21:24. | :21:27. | |
of the industrial and food sector jobs would use to be a mainstay. | :21:28. | :21:31. | |
There are plans to redevelop the site. A science park is also to be | :21:32. | :21:36. | |
opened. It is about creating a mix of job opportunities. More | :21:37. | :21:43. | |
maintenance was founded by four Anglesey Aluminium workers and the | :21:44. | :21:48. | |
now employ 18. But there is concern that they may have to leave the | :21:49. | :21:53. | |
island for work. I have a daughter who is 25 and she has moved off the | :21:54. | :21:58. | |
island. We are in danger of losing younger people and becoming an old | :21:59. | :22:03. | |
population. The truth is we should read economic figures with a note of | :22:04. | :22:07. | |
caution. For economists, GVA is a key indicator but it may not tell | :22:08. | :22:09. | |
the whole story. As negotiations continue to try | :22:10. | :22:11. | |
and secure an agreement on reducing carbon emissions at the climate | :22:12. | :22:14. | |
summit in Paris, there are concerns over whether the government here can | :22:15. | :22:16. | |
