Grants for Welsh students - the debate intensifies as a major

:00:00.:00:10.

review hears that keeping the current arrangements

:00:11.:00:12.

We are looking very broadly across the piece at different

:00:13.:00:18.

systems and how best to suggest a system of funding which will be

:00:19.:00:23.

sustainable and shall be deliverable for Wales.

:00:24.:00:28.

Their factory in Merthyr Tydfil is now closed -

:00:29.:00:31.

but engineering firm Linda is fined ?50,000 after some

:00:32.:00:34.

of its workers were permanently injured there.

:00:35.:00:38.

A cut in the number of deaths from heroin overdoses -

:00:39.:00:41.

experts say it's because of an antidote available

:00:42.:00:44.

The kit wasn't in the room at the time.

:00:45.:00:55.

Black Friday or Mad Friday - whatever you call it,

:00:56.:00:58.

With Christmas revellers out in force we're with emergency

:00:59.:01:02.

Good evening, the Swansea City chairman says he "will not rush"

:01:03.:01:08.

The bookies favourite is the former Argentina coach

:01:09.:01:14.

Marcelo Bielsa - known affectionately as The Crazy One.

:01:15.:01:35.

that's according to most of the evidence heard by a major

:01:36.:01:41.

review of finance for Welsh students.

:01:42.:01:44.

At the moment, the Welsh Government makes grants of over ?5000

:01:45.:01:48.

available to Welsh students wherever they choose to study.

:01:49.:01:52.

Professor Sir Ian Diamond, who chaired the review,

:01:53.:01:54.

said his panel had heard a range of suggestions for changes,

:01:55.:01:57.

but that there isn't an easy solution.

:01:58.:02:00.

Here's our political reporter, Cemlyn Davies.

:02:01.:02:08.

These English dude and are leaving university with a degree and then I

:02:09.:02:13.

owe you totalling thousands of pounds will stop Welsh students are

:02:14.:02:19.

better off, faced with tuition fees of ?9,000 a year, students from

:02:20.:02:26.

Wales paid out ?3800, the Welsh Government provides the rest. But

:02:27.:02:33.

it's expensive, costing ?229 million last year alone.

:02:34.:02:40.

This is a made in Wales policy which demonstrates the benefits of

:02:41.:02:42.

devolution. It five years since the then

:02:43.:02:45.

Education Minister announced the policy. During that time, many have

:02:46.:02:51.

questioned its sustainability. During the past few months, Sir Ian

:02:52.:02:54.

Diamond has been listening to the comments. Most believe the current

:02:55.:03:00.

funding arrangement has to change, but there is no easy solution. There

:03:01.:03:06.

is a debate between the people who believe that the public purse in

:03:07.:03:10.

Wales should not be paying for students to study outside against

:03:11.:03:15.

those who say they should. Our panel has received representations on both

:03:16.:03:21.

sides of that divide, one of the things clear and my mind is that we

:03:22.:03:24.

will be debating and discussing over the next couple months will be what

:03:25.:03:29.

our recommendations will be in that regard.

:03:30.:03:32.

This issue is never far from the headlines.

:03:33.:03:35.

Good evening, it costs more than ?200 million per year, tonight,

:03:36.:03:40.

questions over whether the Welsh Government House policy of funding

:03:41.:03:51.

students... A warning to note that our universities could fall behind.

:03:52.:03:57.

Earlier this year the Higher Education Funding Council for Wales

:03:58.:04:00.

once that universities this country could fall behind English

:04:01.:04:07.

institutions. More recently, the body which represents Welsh

:04:08.:04:10.

universities said the focus should be on helping the poorest students.

:04:11.:04:16.

Means testing would mean that those students who really need support

:04:17.:04:20.

would get support. Those who are more able to support themselves

:04:21.:04:23.

would be able to do that. That is surely fair.

:04:24.:04:30.

The Welsh Government says it is investing in young people and argues

:04:31.:04:36.

that more money comes into Wales' higher education system then goes

:04:37.:04:42.

out. Sir Ian Diamond will publish his recommendations next September.

:04:43.:04:44.

Cemlyn joins me now - this is likely to be a key issue

:04:45.:04:47.

in the run up to the Assembly election, isn't it?

:04:48.:04:49.

Certainly. We know where the political parties roughly stand on

:04:50.:04:57.

this issue. The Conservatives want to scrap the current policy and have

:04:58.:05:02.

a fund to help the poorest students instead. Plaid Cymru say they would

:05:03.:05:06.

like to have a scheme which supports Welsh students studying in Wales.

:05:07.:05:10.

The Liberal Democrats would start the full grant and help with living

:05:11.:05:19.

costs. But the political parties will be giving this issue plenty of

:05:20.:05:23.

thought over the coming months. They know it is a key issue, one that is

:05:24.:05:28.

important to voters. It also recognise that any change to the

:05:29.:05:32.

status quo is unlikely to be popular, even if change is

:05:33.:05:38.

necessary. They will not get any help from Sir Ian Diamond, because

:05:39.:05:42.

as we read their heads recommendations will not be

:05:43.:05:46.

published until September, well after polling day.

:05:47.:05:48.

An engineering company in Merthyr Tydfil has been fined

:05:49.:05:50.

?50,000 after 21 of its workers suffered permanent injury

:05:51.:05:52.

from using vibrating power tools.

:05:53.:05:57.

Linde Heavy Truck Division pleaded guilty to failing to ensure

:05:58.:06:00.

the health and safety of its workers.

:06:01.:06:01.

Now closed until 2013, this factory made trucks. At its height,

:06:02.:06:17.

employing 500 people here. But when employees started to report problems

:06:18.:06:20.

with their hands, it emerged the company had been breaching the law

:06:21.:06:26.

for years. Today, it was fined ?50,000.

:06:27.:06:28.

It is important that the lesson is learned not only by the company,

:06:29.:06:32.

that other companies doing similar work, potentially exposing their

:06:33.:06:38.

employees to vibration. But they do understand the seriousness of the

:06:39.:06:41.

risk. The employees were using vibrating

:06:42.:06:45.

hand tools like our trolls for as many as six hours a day. The judge

:06:46.:06:49.

ruled there was no adequate risk assessment. -- like power drills.

:06:50.:07:01.

This syndrome is preventable, but is permanent once the damage is done.

:07:02.:07:05.

Across the UK, nearly 2 million people are at risk of it, and it is

:07:06.:07:11.

considered serious and disabling. It can damage the ability to find work

:07:12.:07:16.

and colds can trip European in the fingers. That is why one of its

:07:17.:07:20.

assent terms is known as vibration white finger.

:07:21.:07:28.

Miners knew this condition, a landmark judgment allowed thousands

:07:29.:07:36.

of workers to claim compensation. This man led the crusade, he says he

:07:37.:07:41.

finds it incredible that a modern company can be found wanting in this

:07:42.:07:44.

way. It was 20 years ago we won that

:07:45.:07:51.

judgment in favour of the miners. Even then we had been going on about

:07:52.:07:56.

the condition for decades. Even then there were a lot of things that

:07:57.:07:58.

could been done to set guard the workers. These days there is no

:07:59.:08:05.

excuse not to take those measures and safeguard the workers.

:08:06.:08:11.

For many working in the factory the condition has meant living with

:08:12.:08:15.

numbness, being unable to grep and do up shirt buttons.

:08:16.:08:21.

The judge said this was not a case where a company had put profit

:08:22.:08:24.

before safety, but there had been failings of many years and the

:08:25.:08:29.

consequences were serious. The fines must be substantial enough to have

:08:30.:08:34.

an effect on management, he said. The company has apologised for the

:08:35.:08:38.

breach, saying it deeply regrets the situation, and lessons will be

:08:39.:08:39.

learned. A man who repeatedly

:08:40.:08:41.

stabbed his girlfriend following a row over footage he had

:08:42.:08:42.

of another woman in a bath Arnel Martinez Raymundo was found

:08:43.:08:45.

guilty of attempted murder and voyeurism after the attack

:08:46.:08:49.

a message that it is OK It is all about a

time. I am speaking to an inspector from North Wales Police.

:14:09.:14:12.

How tough can get out there? Say Friday is one of the biggest nights

:14:13.:14:18.

of the year in Wrexham. We have a good night-time economy here anyway,

:14:19.:14:23.

but we will see an increase tonight. It is all about making sure that

:14:24.:14:28.

everyone is safe, having a good time, enjoying themselves. There are

:14:29.:14:33.

a lot of offers are on the streets tonight -- officers on the streets,

:14:34.:14:36.

we want to encourage people to have a good time.

:14:37.:14:42.

The coordinator of Say Friday in Wrexham is here, had you get your

:14:43.:14:47.

message out there? We have an excellent partnership

:14:48.:14:50.

work in place in Wrexham, from one year to the next we work these

:14:51.:14:55.

campaigns. We are able to draw on each other for support. We work with

:14:56.:15:00.

several agencies to ensure, as Simon says, this night is going to be a

:15:01.:15:03.

safe night. And you set up a safe haven in town

:15:04.:15:07.

tonight? We piloted a welfare centre in

:15:08.:15:11.

Wrexham town centre over the last couple of years over Christmas, and

:15:12.:15:16.

we have attracted funding this year, opening the doors for the first time

:15:17.:15:22.

this evening to the welfare centre in Wrexham. British Red Cross will

:15:23.:15:27.

be running that service on behalf of us as partners, supported by street

:15:28.:15:33.

pastors and nurses from the University health board.

:15:34.:15:36.

Thank you both, let's hope for a peaceful evening. To reinforce that

:15:37.:15:41.

message of how difficult it can be for the emergency health services,

:15:42.:15:45.

the Welsh Ambulance Service told us last year that on Black Friday they

:15:46.:15:49.

got one third or calls than they normally do on a Friday night.

:15:50.:15:52.

He's the man tipped for the Swansea job -

:15:53.:15:55.

but the club's chairman says he's in no rush to fill the post.

:15:56.:16:01.

And it's panto time - oh, yes it is -

:16:02.:16:04.

why theatres are relying more and more on the Christmas season.

:16:05.:16:12.

A woman from Swansea diagnosed with post-traumatic stress

:16:13.:16:15.

disorder following a traumatic birth says there isn't enough awareness

:16:16.:16:19.

of the condition amongst new mothers.

:16:20.:16:21.

Lora Evans - who was off work for 18 months with severe panic

:16:22.:16:25.

attacks - says there needs to be more support for women

:16:26.:16:28.

I always loved the idea of having a big family.

:16:29.:16:37.

She is a make-up artist and a model, but Lora Evans' dream was always

:16:38.:16:40.

But since giving birth to Harry almost two years ago,

:16:41.:16:44.

From day one I just knew I wasn't feeling myself.

:16:45.:16:50.

I went to my doctor and said, look, I'm still not sleeping at all.

:16:51.:16:59.

I can't rest, I'm having these flashbacks and intrusive images

:17:00.:17:04.

They said, this sounds like post-traumatic stress

:17:05.:17:11.

She admits her marriage almost came to an end due to her illness.

:17:12.:17:16.

Like many, Lora thought PTSD was a condition which affected

:17:17.:17:22.

But anyone who has witnessed a distressing or traumatic event can

:17:23.:17:26.

Laura says there should be more awareness of the illness.

:17:27.:17:30.

I don't feel there's enough information out there.

:17:31.:17:33.

If a mum does feel these symptoms, I want them to know

:17:34.:17:37.

They are not going crazy, that it is a real illness and it

:17:38.:17:43.

shouldn't have such a stigma attached to it.

:17:44.:17:46.

Every year, thousands of women in Britain suffer mental health

:17:47.:17:49.

20%, in fact, of all those who have had a child.

:17:50.:17:53.

In Wales, 70% of women have no access to specialist perenatal

:17:54.:17:57.

Many who do suffer PTSD are misdiagnosed as having

:17:58.:18:03.

postnatal depression only, even though depression can be

:18:04.:18:05.

According to a leading Welsh mental health charity,

:18:06.:18:09.

there is a lack of research into this form of PTSD.

:18:10.:18:13.

Unfortunately, there is not much research

:18:14.:18:15.

But we do know that at least one in ten mums

:18:16.:18:21.

will experience postnatal depression.

:18:22.:18:25.

And a percentage of that will be as a result

:18:26.:18:28.

The Welsh Government will be investing an extra ?1.5 million

:18:29.:18:33.

every year to improve perenatal mental health issues

:18:34.:18:36.

Lora is back in work now, but even the she has overcome

:18:37.:18:42.

the worst of her illness, she doesn't think shall ever be able

:18:43.:18:45.

The latest on Swansea City's vacant managers position now -

:18:46.:18:50.

The club chairman - Huw Jenkins - says he "will not rush"

:18:51.:18:55.

The Former Argentina and Chile coach - Marcelo Bielsa -

:18:56.:19:00.

has recently been the leading candidate to take over.

:19:01.:19:03.

Jenkins says he'd like to appoint a successor to Gary Monk sooner

:19:04.:19:06.

rather than later, but it's important,

:19:07.:19:08.

he says, to find the right person to complement the setup

:19:09.:19:11.

He's going to be in charge for one other match at least. Alan Curtis

:19:12.:19:26.

says he is prepared to carry on as caretaker while a new permanent

:19:27.:19:29.

manager is appointed. The important thing is to get the

:19:30.:19:34.

right man, if it takes a bit longer, so be it. We are prepared to carry

:19:35.:19:39.

on as long as possible. It is probably best for everybody's sake

:19:40.:19:43.

that the new man is appointed sooner rather than later.

:19:44.:19:48.

But could this man soon be key point be hot seat? Marcelo Bielsa,

:19:49.:19:51.

unconventional, but highly regarded. He is one three league titles in

:19:52.:19:56.

Argentina and there is a stadium they're named after him. With the

:19:57.:20:00.

Argentinian national side, he won an Olympic gold medal but did not

:20:01.:20:06.

impress at the World Cup in 2002. He goaded Chile to the knockout stages

:20:07.:20:12.

of the World Cup in 2010 and took Athletic Bilbao to two cup finals.

:20:13.:20:18.

He walked out of French club Marseille after a row with the Board

:20:19.:20:20.

of Directors. You may be thinking what all the

:20:21.:20:26.

fuss about Bielsa is? He has won a few titles but not that much. But

:20:27.:20:32.

that is maybe to miss the point a little bit. Bielsa is considered one

:20:33.:20:36.

of the most influential coaches in the world game. Before Pep Guardiola

:20:37.:20:44.

became Barcelona coach, one of the people he sought out for advice and

:20:45.:20:49.

to sit down with was Marcelo Bielsa. Appointing him would be a risk.

:20:50.:20:54.

Bielsa would come with baggage. He is nine affectionately back in

:20:55.:21:01.

Argentina as The Crazy One. The Nickname Is Not By Chance. He is

:21:02.:21:09.

an obsessive, a football obsessive. He has a huge collection of football

:21:10.:21:14.

He is one of the best managers in the world, and I know him like a

we can win in Europe, but we're going to have to be

a lot better this week. The traditional Christmas

pantomime is booming. While audiences for plays

are falling, pantos generated 16% of all theatre ticket

here's the weather forecast. I hope something is beginning to get

:25:16.:25:28.

you into the festive mood, because the weather is not playing ball.

:25:29.:25:33.

There will be some rain and the forecast for sure, rather misty and

murky conditions. But that is, we have to thank- sort of, air flows

coming up and across all parts of the British Isles. It's not just us,

much of Western Europe seeing temperatures well above the seasonal

norm. But we pay a price for that, it can open the door to Atlantic

frontal systems, a fair amount of clouds coming up from that southern

:26:01.:26:05.

region through the night. The front begins to close in from the west,

:26:06.:26:10.

and we get rain. Another very mild night and prospects, 13 degrees

:26:11.:26:17.

quite widely. We start the day with rain for a good part of the morning.

:26:18.:26:22.

Some of the rain quite heavy, especially in the South West water,

:26:23.:26:28.

we could be looking at 55 and 60 millimetres of rain. Mild, but we

:26:29.:26:33.

want to stand around and it? I doubt it. The rain continues throughout

:26:34.:26:39.

the evening. You will need something waterproof for sure. Later in the

:26:40.:26:42.

evening before we see that front clearing away full stop the

:26:43.:26:47.

temperatures will drop back a touch. Behind that waterfront the way and

around. A southwesterly breeze, keeping this temperatures up above

the seasonal norm. In double figures are many, as you see. There will be

:27:08.:27:11.

some showers rattling through on that breeze. Then we do it all again

:27:12.:27:15.

on Monday, another active front from the West. Perhaps a little brighter

:27:16.:27:18.

and showery as we move to Tuesday. A reminder of the top story now, the
