Welcome to Wales Today. Tonight's headlines:

:00:00.:00:00.

Jasmine Lapsley died choking on a grape.

:00:07.:00:08.

Her parents criticise the ambulance delay,

:00:09.:00:10.

saying she wasn't given the chance to live.

:00:11.:00:13.

And two climbers are winched to safety in Snowdonia

:00:14.:00:16.

after being stranded overnight in weather conditions too hazardous

:00:17.:00:20.

The parents of a six-year-old girl who died after choking on a grape

:00:21.:00:47.

while on holiday in Gwynedd, have told us ambulance

:00:48.:00:49.

delays cost her her only chance of survival.

:00:50.:00:51.

On Tuesday, a coroner called for more ambulance cover in holiday

:00:52.:00:54.

areas, after concluding Jasmine Lapsley from

:00:55.:00:57.

In their first extended interview since the inquest,

:00:58.:00:59.

her parents told Roger Pinney they don't know if she'd have lived

:01:00.:01:01.

She just bound in the room full of energy, just a big smile,

:01:02.:01:19.

Just beautiful, absolutely wonderful.

:01:20.:01:20.

They think about her every day, it's 16 months now since Jasmine died.

:01:21.:01:29.

The ordeal of her inquest over, and for Rob and Kathy Lapsley,

:01:30.:01:32.

We play it through every day in our minds, it's

:01:33.:01:37.

It's not like we forgot about this for the last 16 months and we have

:01:38.:01:47.

suddenly had to go back into it again, but to hear the story over,

:01:48.:01:50.

to see the people who were there that night, to see their faces,

:01:51.:01:57.

some we have seen on the night and we remember, some we didn't.

:01:58.:01:58.

To hear their account of that night has been harrowing.

:01:59.:02:00.

Jasmine and her family were holidaying on the Gwynedd coast

:02:01.:02:03.

It took an ambulance 25 minutes to get to her,

:02:04.:02:11.

well outside the target time of eight minutes.

:02:12.:02:16.

Her parents don't know if she would have lived

:02:17.:02:16.

if the ambulance and paramedics had been there sooner.

:02:17.:02:24.

But, they say, she deserved a chance.

:02:25.:02:25.

I'm not saying that she would be here, that she would have survived

:02:26.:02:27.

if they'd been here, we don't know and it's not right

:02:28.:02:32.

for me to say that, but there was a chance

:02:33.:02:32.

of her surviving if they would have got there in a reasonable time.

:02:33.:02:38.

That chance, she lost the chance, the arrival time was too late.

:02:39.:02:38.

Jasmine's inquest lasted six days, her parents sat through

:02:39.:02:41.

Shortcomings and mistakes were exposed.

:02:42.:02:50.

The coroner's recommendations called for more ambulance resources

:02:51.:02:58.

in holiday areas during the summer months, and more flying hours

:02:59.:03:01.

The Wales ambulance service says it will learn lessons.

:03:02.:03:06.

Rob and Kathy Lapsley say the answer is simple,

:03:07.:03:07.

Where we were was roughly 30 miles from the nearest hospital.

:03:08.:03:13.

If somebody is being taken from that area, you are talking half an hour

:03:14.:03:15.

There has to be more ambulances and you would hope that

:03:16.:03:22.

is their view as well, And you would hope that's the view

:03:23.:03:22.

of the politicians as well because that's where it

:03:23.:03:24.

The couple amassed hundreds of pages of documents in an attempt

:03:25.:03:31.

They are highly critical of the way the Welsh ambulance

:03:32.:03:35.

Their distrust of the organisation remains, and of its promise to learn

:03:36.:03:40.

lessons, but in truth they say they now focus on their surviving

:03:41.:03:42.

Holding her hand gave me a feeling I've never had from

:03:43.:03:50.

I was always so proud of her, holding her hand.

:03:51.:03:54.

I used to love walking with her and holding her hand.

:03:55.:04:03.

There's loads of different memories with her,

:04:04.:04:15.

Cathy and Rob Lapsley, speaking to our reporter

:04:16.:04:19.

The rest of the day's news now, and a man has been charged

:04:20.:04:24.

with murder, after a young mother was found dead in Monmouthshire.

:04:25.:04:26.

The woman, who's been named locally as 25-year-old Georgina Symonds,

:04:27.:04:28.

was found in Usk early yesterday morning.

:04:29.:04:33.

A 53-year-old man from the Abergavenny area will appear

:04:34.:04:33.

at Newport Magistrates' Court tomorrow.

:04:34.:04:33.

The Health Minister has warned two Welsh health boards are unlikely

:04:34.:04:36.

Mark Drakeford said Betsi Cadwaladr and Hywel Dda health boards

:04:37.:04:43.

are the ones "most likely to struggle to live

:04:44.:04:43.

But he says he's unwilling to repeat the NHS bail-outs of previous years.

:04:44.:04:45.

Two climbers have been rescued after being stranded last night

:04:46.:04:50.

The men, who are aged 35 and 40 and from West Yorkshire,

:04:51.:04:52.

were stuck in a gully more than 3,000 feet up on Glyder Fach.

:04:53.:04:55.

Attempts to reach them during the night were hampered

:04:56.:05:00.

by blizzards and gales, as Robert Thomas reports.

:05:01.:05:03.

The end of their ordeal, the moment when the two climbers

:05:04.:05:05.

were winched to safety after spending a night trapped

:05:06.:05:09.

in a gully not far from the summit of Glyder Fach.

:05:10.:05:11.

The two men used a mobile phone to raise the alarm at around five

:05:12.:05:14.

o'clock yesterday evening, fearing they could be swept

:05:15.:05:18.

from the mountain by an avalanche of deeply fresh fallen snow.

:05:19.:05:22.

Ogwen Mountain Valley Rescue scrambled a team to the scene

:05:23.:05:28.

but conditions were so bad that the rescue teams

:05:29.:05:29.

and the coastguard search and rescue helicopter had

:05:30.:05:31.

to call a halt to their operation overnight.

:05:32.:05:36.

The search resumed at first light with three other mountain rescue

:05:37.:05:37.

teams joining in, before the missing climbers were airlifted off

:05:38.:05:39.

the mountain just after ten this morning.

:05:40.:05:44.

It was pretty horrendous conditions up there last night with severe

:05:45.:05:45.

wind, gusting possibly 60 mph, snowing heavily.

:05:46.:05:52.

We were called out at around one o'clock this morning.

:05:53.:06:02.

It took us several hours to go up there because of the depth

:06:03.:06:05.

of the snow and also the severe avalanche conditions that

:06:06.:06:10.

The two men were properly dressed and equipped to deal

:06:11.:06:11.

with the conditions, including an estimated wind-chill

:06:12.:06:13.

Although cold, they survived the experience unharmed.

:06:14.:06:19.

With the first real snows of winter now covering these mountains,

:06:20.:06:22.

rescue teams now know more climbers will be on their way to Snowdonia,

:06:23.:06:28.

but they are urging them to make sure they have the right equipment

:06:29.:06:29.

and they are prepared for these challenging conditions.

:06:30.:06:37.

Responsibility for a major welfare benefit could be transferred

:06:38.:06:38.

Politicians in Westminster are considering devolving

:06:39.:06:42.

attendance allowance, which is paid to disabled

:06:43.:06:47.

Around 100,000 people in Wales currently receive it,

:06:48.:06:51.

Here's our political reporter Paul Martin.

:06:52.:07:06.

This couple have been married 49 years. For the last seven, Ian, who

:07:07.:07:14.

has Parkinson's disease, has received attendance allowance to

:07:15.:07:16.

help with his care. It gives me a bit of freedom because it is a

:07:17.:07:24.

24-hour job, it is draining and you need breaks. I can do it provided I

:07:25.:07:31.

get breaks and that money helps with that. Those who currently get the

:07:32.:07:35.

allowance, paid at ?50 or ?8 per week, won't be affected but the

:07:36.:07:40.

Government is considering moving the responsibility and budget for the

:07:41.:07:43.

claimants to the Government in Wales. The logic is that councillors

:07:44.:07:49.

in England could be better placed to decide how money spent supporting

:07:50.:07:55.

elderly people. Sceptics like the allowance because it is simple and

:07:56.:08:01.

paid directly to those who need it, and they fear for the claimants'

:08:02.:08:09.

future. If the attendance allowance budget in total was proportionally

:08:10.:08:12.

devolved down to Wales, it would present difficulties for the Welsh

:08:13.:08:19.

government to run a unified scheme across Wales. That could be one of

:08:20.:08:20.

the solutions but how far would that money go? The Welsh government feel

:08:21.:08:28.

this idea has come out of the blue, not least because the draft Wales

:08:29.:08:32.

Bill that sets out the next age of devolution and is currently being

:08:33.:08:37.

scrutinised in Westminster, makes no mention of the devolution of

:08:38.:08:39.

benefit. The main concern of the Welsh government is about money, it

:08:40.:08:42.

is concerned about the level of funding that will come with the new

:08:43.:08:50.

responsibility. It points to council tax benefit that was devolved here a

:08:51.:08:56.

few years ago and came with a 10% cut. But the UK government rejects

:08:57.:08:59.

that comparison, and insists any future changes would have the

:09:00.:09:01.

spending power to back them up. A landlord from Flintshire

:09:02.:09:07.

has been fined ?21,000 after more than 100 migrant

:09:08.:09:07.

workers were found living in a property which was

:09:08.:09:11.

described as uninhabitable. The former warehouse in Sealand

from having more powers over transport, business support

politician Sir Richard Leese, who's told BBC Wales Today it

would help the region get more from the "northern powerhouse"

across the border. The Welsh government says it's

:09:55.:09:56.

focussed on using existing powers constructively, rather

:09:57.:10:01.

than looking for new ones. My view is that Wales needs to go

:10:02.:10:04.

down a similar route, so devolution to Wales has

:10:05.:10:10.

to go beyond the Welsh I'd argue that Cardiff

:10:11.:10:10.

and its situation ought to be able to do the sorts of things

:10:11.:10:18.

we are doing in Greater Manchester, but north Wales I think

:10:19.:10:20.

again needs to be given more power by the Welsh

:10:21.:10:22.

Assembly to enable it to better work The Welsh Secretary and the UK

Trade Minister have begun a two-day tour of businesses in Wales as part

:10:27.:10:34.

of a drive to boost exports. Starting at Airbus in Flintshire,

:10:35.:10:37.

Stephen Crabb and Lord Maude said foreign investment created more

:10:38.:10:43.

than 5,000 welsh jobs in 2015, with exports worth around ?3

more snow on the way? Absolutely, it is not award-winning

:11:10.:11:24.

weather but it is beautiful and we have more snow and ice in the

:11:25.:11:29.

forecast, but not for everyone. More detail on that when we get to the

:11:30.:11:34.

map, but there is a yellow warning for snow and ice which could cause

:11:35.:11:38.

problems so leave plenty of time if you are heading out tomorrow

:11:39.:11:41.

morning. Through tonight we have these showers making their way from

:11:42.:11:45.

the north-west, most likely to be wintry on higher ground, could get

:11:46.:11:50.

to lower levels but generally heads of the valleys seeing those snow

showers. These are the temperatures in towns and cities, in the

:11:56.:12:00.

countryside is getting down to maybe minus five Celsius. Low pressure

:12:01.:12:06.

still controlling our weather tomorrow, but high pressure taking

:12:07.:12:13.

charge by the time we get to the weekend. That will settle things

:12:14.:12:15.

down and finally we can look forward to some dry conditions. First thing

:12:16.:12:21.

tomorrow for the rush hour it is not very nice, we have these strong

:12:22.:12:22.

north-westerly winds, and wintry showers, but there will be some

:12:23.:12:27.

sunshine in between the showers. We have got gale force winds across

:12:28.:12:31.

Scotland with more in the way of snow showers there, England enjoying

:12:32.:12:38.

the best of the drier and brighter weather. By the afternoon, more

:12:39.:12:41.

chance of seeing something brighter, but we will hang on to the brisk

:12:42.:12:45.

winds and that will take the edge of the temperatures which will be from

:12:46.:12:53.

about four Celsius to six Celsius. We will see a dry night,

:12:54.:13:00.

temperatures down to about one Celsius, with severe frost to come

:13:01.:13:03.

as we go into the weekend so be aware for that as we head into the

:13:04.:13:09.

weekend, but Saturday is looking beautiful. We can look forward to

:13:10.:13:13.

lots of sparkly sunshine, all thanks to some high pressure, but it will

:13:14.:13:17.

still feel cold, despite the sunshine.

:13:18.:13:18.

We're back with updates in breakfast from 6:25 tomorrow morning.

:13:19.:13:23.

For now though, from me, Benny, and everyone
