24-hour job, it is draining and you need breaks. I can do it provided I | :07:25. | :07:31. | |
get breaks and that money helps with that. Those who currently get the | :07:32. | :07:35. | |
allowance, paid at ?50 or ?8 per week, won't be affected but the | :07:36. | :07:40. | |
Government is considering moving the responsibility and budget for the | :07:41. | :07:43. | |
claimants to the Government in Wales. The logic is that councillors | :07:44. | :07:49. | |
in England could be better placed to decide how money spent supporting | :07:50. | :07:55. | |
elderly people. Sceptics like the allowance because it is simple and | :07:56. | :08:01. | |
paid directly to those who need it, and they fear for the claimants' | :08:02. | :08:09. | |
future. If the attendance allowance budget in total was proportionally | :08:10. | :08:12. | |
devolved down to Wales, it would present difficulties for the Welsh | :08:13. | :08:19. | |
government to run a unified scheme across Wales. That could be one of | :08:20. | :08:20. | |
the solutions but how far would that money go? The Welsh government feel | :08:21. | :08:28. | |
this idea has come out of the blue, not least because the draft Wales | :08:29. | :08:32. | |
Bill that sets out the next age of devolution and is currently being | :08:33. | :08:37. | |
scrutinised in Westminster, makes no mention of the devolution of | :08:38. | :08:39. | |
benefit. The main concern of the Welsh government is about money, it | :08:40. | :08:42. | |
is concerned about the level of funding that will come with the new | :08:43. | :08:50. | |
responsibility. It points to council tax benefit that was devolved here a | :08:51. | :08:56. | |
few years ago and came with a 10% cut. But the UK government rejects | :08:57. | :08:59. | |
that comparison, and insists any future changes would have the | :09:00. | :09:01. | |
