Welcome to Wales Today - our top stories

More than 750 steelworkers face losing their jobs here -

but a big change on the way! There was a defiant message

:01:17.:01:25.

tonight from the task force set up to help workers affected

:01:26.:01:32.

by the Tata Steel jobs cuts Members said - they wouldn't

:01:33.:01:35.

roll over or wave the white flag in the face of the crisis

:01:36.:01:44.

facing the industry. The boss of the Port Talbot plant -

:01:45.:01:47.

where 750 people face losing their jobs - said -

:01:48.:01:49.

the works was in a fight Here's our political

:01:50.:01:52.

editor Nick Servini. 48 hours after the biggest blow to

:01:53.:01:59.

the Welsh steel industry in recent years and the fallout continues.

:02:00.:02:05.

Today union leaders became unusual bedfellows with their bosses at Tata

:02:06.:02:10.

Steel and joined business and council leaders to discuss the loss

:02:11.:02:15.

of jobs in Port Talbot. After the talks at the assembly, the economy

:02:16.:02:20.

Minister Edwina Hart said there was everything still to fight for and

:02:21.:02:24.

was asked whether she was preparing for further losses? Good god. No.

:02:25.:02:32.

The task force is focusing on the job losses that are likely to come

:02:33.:02:37.

and how we help the industry be sustainable in Wales. The task force

:02:38.:02:43.

will continue to meet on a regular basis. The initial focus will be on

:02:44.:02:48.

retraining for the workers losing their jobs. Despite the defiance,

:02:49.:02:55.

the boss at the plant stressed the severity of the situation. For the

:02:56.:03:04.

3500 staff that remain at Newport. In terms of what we have planned and

:03:05.:03:13.

how we can sustain our industry, through our own improvement and the

:03:14.:03:17.

work that we are doing with trade unions and the Welsh government,

:03:18.:03:22.

what we are asking for is a level playing field. One route the task

:03:23.:03:27.

force could go down is creating an urban regeneration company like

:03:28.:03:32.

Newport unlimited but was set up in 2003 when the city was reeling from

:03:33.:03:37.

1000 redundancies at their steelworks. Port Talbot has a lot of

:03:38.:03:44.

opportunities. There are tourist activities. There is a lot of

:03:45.:03:49.

research and development. There is a lot of activity that needs to be

:03:50.:03:54.

nurtured. It is a long-term process. This isn't the first time that I

:03:55.:04:00.

task force has been set up. After huge losses at this oil refinery in

:04:01.:04:05.

Pembrokeshire, it helped 70% of those who lost jobs to find new work

:04:06.:04:12.

within 18 months. We placed 70% of people within jobs locally and

:04:13.:04:15.

further afield. Geographical location of where Tata Steel jobs

:04:16.:04:21.

are now will make that redistribution easier because they

:04:22.:04:26.

are within shooting range of more job opportunities in the future. The

:04:27.:04:32.

problems have been caused by cheap Chinese steel flooding the market.

:04:33.:04:37.

The allegation is that it is produced at a loss by a state owned

:04:38.:04:41.

company and as a result is illegal dumping. Moves are being made to

:04:42.:04:50.

change its status to improve global trade. Isn't this the Westminster

:04:51.:04:59.

government putting the bankers of London before Manufacturing workers

:05:00.:05:04.

in the rest of the UK? I think the honourable gentleman is wrong in

:05:05.:05:10.

content and approach. The two issues are separate. There are market

:05:11.:05:14.

economies that Europe still puts dumping tariffs on. We have done it

:05:15.:05:23.

with Russia and America. We should continue to pursue robust action

:05:24.:05:25.

against China which is what we are doing. There is no end in immediate

:05:26.:05:31.

site for the uncertainty surrounding the industry. Nick, what

:05:32.:05:37.

realistically can the task force achieved? It could be effective in

:05:38.:05:43.

helping people retrain and find new work. I don't suppose it will be of

:05:44.:05:48.

real consolation to steelworkers to hear that. Particularly, because the

:05:49.:05:56.

new work by not be as well-paid as in the steel industry. Plenty of

:05:57.:06:01.

talk from the task force at a spiky news conference. You got a sense of

:06:02.:06:05.

that with the comments from Edwina Hart. It is how this squares with

:06:06.:06:12.

the dark assessment from Tata Steel about being in a fight for survival.

:06:13.:06:18.

The company needs to see a swift turnaround on the issue of Chinese

:06:19.:06:23.

imports. We talk about local issues but this has sparked a huge debate

:06:24.:06:28.

about Britain's trading relationship with China and Europe's trading

:06:29.:06:33.

relationship with China and that is the key that will secure or not the

:06:34.:06:37.

future of Port Talbot and elsewhere. More than 48 hours after hearing

:06:38.:06:40.

that hundreds of jobs will go - an uncertain future lies ahead

:06:41.:06:43.

for many steelworkers. Our reporter Ben Price

:06:44.:06:45.

has been considering life What happens next for steelworkers

:06:46.:06:58.

facing redundancy? Some may take early retirement. Others will be

:06:59.:07:03.

forced to look elsewhere for work. Just down the road from the Tata

:07:04.:07:11.

Steel site, this place offers vocational training. These men are

:07:12.:07:16.

on a sound safety course which will allow them to take up work in noisy

:07:17.:07:22.

industrial environments. With a forklift facility on site, there is

:07:23.:07:28.

the opportunity to create a new skill set. They hope it will help

:07:29.:07:35.

people back into work. We do a lot of work for Tata Steel, their

:07:36.:07:38.

contractors and the actual staff know of others. We are hoping that

:07:39.:07:46.

we are able to help those that are unfortunate and help them along

:07:47.:07:50.

their forward Jenny. After being made redundant from the steel

:07:51.:07:55.

industry Wayne Howard from Cardiff knows about tough decisions that

:07:56.:08:00.

follow losing a job. I was in a state of shock but there is no point

:08:01.:08:05.

feeling sorry for yourself. I thought about it. I thought, I have

:08:06.:08:11.

lost a job but it is not over and I learned about how will she make

:08:12.:08:16.

myself employable. Wayne opted for a change of career. My kids went to a

:08:17.:08:24.

Welsh media school. I said that I would learn Welsh. We always used to

:08:25.:08:30.

talk on my shift amongst the boys, what are you going to do? I said I

:08:31.:08:36.

fancied teaching. It is a new challenge and change of direction.

:08:37.:08:41.

This community has faced similar situations in the past. It knows

:08:42.:08:46.

about the importance of pulling together. Local churches are

:08:47.:08:50.

offering support. I am meeting with the next parish, Mark Williams,

:08:51.:08:59.

whose parish the steelworks is in. We have plans to set up a job club

:09:00.:09:04.

and a debt advice Centre in our own parish. It is an uncertain time for

:09:05.:09:10.

many steelworkers. We don't know who's jobs will go. It is hoped that

:09:11.:09:22.

support mechanisms in place to help those workers.

:09:23.:09:26.

Police say no further action taking any further action

:09:27.:09:29.

against a teacher, who was driving a minibus which hit and killed

:09:30.:09:31.

a pupil at Maesteg Comprehensive School.

:09:32.:09:33.

15-year-old Ashley Talbot died just over a year ago.

:09:34.:09:35.

The bus was being driven by PE teacher Chris Brooks.

:09:36.:09:37.

An investigation into what happened is continuing.

:09:38.:09:43.

Wales has seen the greatest fall in unemployment of all parts

:09:44.:09:46.

of the UK - according to the latest official figures.

:09:47.:09:48.

In the three months to November, the unemployment rate in Wales

:09:49.:09:51.

was 5.5% - that's still higher than the UK average of 5.1%.

:09:52.:09:58.

A Gwynedd adventure park where an 11-year-old boy died

:09:59.:10:01.

in a zipwire accident - has been ordered to pay more

:10:02.:10:04.

than ?100,000 for failing to ensure his safety.

:10:05.:10:09.

Bailey Sumner Lonsdale from Blackpool died in 2011

:10:10.:10:12.

at Greenwood Forest Park near Caernarfon.

:10:13.:10:15.

The court heard how - he fell after being incorrectly

:10:16.:10:17.

This has been a long and difficult journey

:10:18.:10:25.

for Bailey Sumner Lonsdale's family.

:10:26.:10:27.

His grandfather and father were in court today.

:10:28.:10:30.

It's almost five years since the Scottish

:10:31.:10:38.

He was riding the Swamp Fire zip wire which had only been open

:10:39.:10:47.

Bailey fell and hit his head before dying from his injuries.

:10:48.:10:52.

At the inquest into his death in 2013, it emerged that

:10:53.:10:55.

a mountaineering clip, or carabiner, had

:10:56.:10:56.

been passed through a false loop in a supporting rope which had

:10:57.:10:59.

At the time, we asked a specialist to demonstrate.

:11:00.:11:02.

When this rope starts to move around, this strand of rope here can

:11:03.:11:05.

And end up creating an additional loop.

:11:06.:11:09.

That loop, like that, had gone on to the

:11:10.:11:13.

zip wire, I think you can see what is going to happen.

:11:14.:11:18.

Some staff had been aware of the false loop issue

:11:19.:11:25.

But Rangers on the ride hadn't been informed.

:11:26.:11:31.

The managing director of Greenwood Forest Park

:11:32.:11:34.

was Stephen Bristow,

:11:35.:11:40.

seen here on the right of the camera.

:11:41.:11:42.

He voluntarily removed the ride from the site

:11:43.:11:44.

Even though the ride had been passed as safe by inspectors.

:11:45.:11:48.

Mr Bristow said at the time it was a symbol of tragedy.

:11:49.:11:50.

The company admitted failing to ensure the safety of members

:11:51.:11:53.

But the judge, Philip Harris Jenkins said it was a firm that had

:11:54.:11:57.

It does take health and safety seriously.

:11:58.:12:00.

It was fined ?45,000 and ordered to pay ?64,000

:12:01.:12:02.

Much more to come before seven o'clock.

:12:03.:12:04.

possibly the oldest Jurassic dinosaur in the UK -

:12:05.:12:08.

discovered in the Vale of Glamorgan, finally gets a name

:12:09.:12:11.

and Geraint Thomas stormed to victory in Wales' biggest

:12:12.:12:13.

Now the search is on for someone to lead us at the next

:12:14.:12:19.

More people are being diagnosed with cancer in Wales,

:12:20.:12:25.

but survival rates are at an all-time high.

:12:26.:12:29.

That's according to the latest report on the disease -

:12:30.:12:32.

carried out on behalf of the Welsh Government.

:12:33.:12:35.

It offers a picture of the situation across the country -

:12:36.:12:40.

and says late diagnosis and waiting times are both big factors.

:12:41.:12:42.

# I can see clearly now the rain has gone...#

:12:43.:12:52.

It's an uplifting tune but those singing it have been

:12:53.:12:55.

At a church hall in Splott, Cardiff's newest choir

:12:56.:13:01.

made up of cancer patients and their families.

:13:02.:13:05.

Our Cardiff North choir was getting to the point where...

:13:06.:13:07.

So we thought that we could still reach more

:13:08.:13:14.

So, that's where the idea for Cardiff South choir came from.

:13:15.:13:23.

And being a Splott girl, born and bred, we knew

:13:24.:13:25.

there was a need within this area as well.

:13:26.:13:27.

The growth of the charity's choirs reflects a rise in the in the number

:13:28.:13:31.

Between 2013 and 2014 19,000 people were told

:13:32.:13:34.

An increase of over 11%, compared to ten years ago.

:13:35.:13:41.

For the first time, 70% of those diagnosed

:13:42.:13:43.

You can't imagine how you feel when you've been

:13:44.:13:52.

But there are big variations in survival rates between the different

:13:53.:14:03.

It seems, where you live affects your chances too.

:14:04.:14:14.

In the most deprived parts of Wales, like here in Splott,

:14:15.:14:17.

the incidence rate for cancer is 23% higher than in

:14:18.:14:19.

That's 130 extra cases per 100,000 people.

:14:20.:14:22.

There's not been enough done to narrow the gap

:14:23.:14:24.

A large number of lifestyle factors, are very high in poorer areas.

:14:25.:14:30.

Smoking prevalence across Wales is about 20% on average.

:14:31.:14:35.

In some poorer areas, it's as high as 60 or 70%.

:14:36.:14:39.

Other challenges, identified in the report, include

:14:40.:14:41.

While waiting time targets are still being missed.

:14:42.:14:46.

The latest figures out today show there

:14:47.:14:47.

Lung cancer is still a big concern in Wales,

:14:48.:14:52.

causing the most cancer related deaths.

:14:53.:14:55.

The Welsh government say they will make tackling lung cancer

:14:56.:14:58.

With an assembly election in May, cancer is high on the agenda.

:14:59.:15:07.

The parties think this is a vote winner for them.

:15:08.:15:09.

It is affecting largely older people in some areas

:15:10.:15:12.

and they feel this is an area they can get voters

:15:13.:15:14.

Charities say the role of support groups like Splott's new choir

:15:15.:15:20.

will be key as more and more people in Wales face cancer in future,

:15:21.:15:23.

helping patients cope with their experiences

:15:24.:15:26.

57 patients have now been affected by an outbreak of the sickness bug

:15:27.:15:36.

Norovirus at Wrexham Maelor Hospital.

:15:37.:15:38.

Admissions have been suspended at several wards -

:15:39.:15:40.

and two operations were cancelled today.

:15:41.:15:44.

Individual rooms have also been closed on wards

:15:45.:15:47.

at Deeside Community Hospital and Chirk Community Hospital.

:15:48.:15:54.

The culture Minister, Ken Skates, says

:15:55.:16:00.

planned cuts to the Welsh Books Council's grant won't be going ahead

:16:01.:16:02.

following lobbying from authors and Assembly Members.

:16:03.:16:04.

Writers like Phillip Pullman had criticised the proposed reduction

:16:05.:16:06.

Now - your income tax - and who should set how much you pay.

:16:07.:16:14.

The Chancellor, George Osborne, has been meeting Welsh Conservative

:16:15.:16:17.

MPs, including five who are unhappy with his plan to give the Welsh

:16:18.:16:20.

government some control over income tax rates.

:16:21.:16:25.

Live to our parliamentary correspondent, David Cornock,

:16:26.:16:27.

At the moment, the law says that if the Welsh government wanted to vary

:16:28.:16:44.

income tax rates it could only do so after holding a referendum. George

:16:45.:16:49.

Osborne wants to scrap the referendum rule and transfer those

:16:50.:16:54.

powers anyway. He has upset many MPs on his own side here at Westminster

:16:55.:17:00.

who have written to him saying they think it is disrespectful and that

:17:01.:17:05.

it breaks a manifesto commitment. After the meeting today when they

:17:06.:17:09.

reinforced that point, I spoke to some of those at the meeting and it

:17:10.:17:14.

was pretty clear that Welsh Conservatives on this issue are

:17:15.:17:15.

divided down the middle. He listened to us just

:17:16.:17:18.

before Christmas. He is prepared to meet

:17:19.:17:21.

as face-to-face and There is half of us

:17:22.:17:23.

who want tax raising powers I've long thought it

:17:24.:17:32.

was the right thing I'm really pleased it's

:17:33.:17:35.

part of the Wales Bill. He may be listening but he told MPs

:17:36.:17:58.

that he believes it is right that Welsh government raises some of the

:17:59.:18:03.

money that it spends and, therefore, the government looks as if it will

:18:04.:18:07.

press ahead with the legislation that will scrap that rule for a

:18:08.:18:13.

referendum. So there will be disappointment for some of those MPs

:18:14.:18:19.

at the meeting. It does mean that the Conservatives will go into the

:18:20.:18:24.

assembly elections able to promise lower taxes but they will do against

:18:25.:18:29.

a background of divisions with the party here at Westminster. We

:18:30.:18:31.

haven't heard the last of this one. Could you lead Team Wales to success

:18:32.:18:36.

at the Commonwealth Games The search is on for someone

:18:37.:18:42.

to fill the role of Chef de Traditionally the candidate

:18:43.:18:49.

is selected from the world of sport, but the net is being

:18:50.:18:53.

cast wider this time. Brian Davies held the role

:18:54.:18:55.

in Glasgow in 2014 - leading Wales to their

:18:56.:18:57.

biggest ever medal haul. You'll be a hard act to follow -

:18:58.:18:59.

what does the role entail? I don't know about the first part

:19:00.:19:09.

but fundamentally it is an organisational and planning role. I

:19:10.:19:13.

think the board of the Commonwealth Games are also looking for someone

:19:14.:19:17.

with a passion for Welsh sport and someone who wants to deliver new

:19:18.:19:22.

iconic images for youngsters to emulate in the future. It sounds

:19:23.:19:29.

like a glamorous jobs but you had difficult issues to deal with.

:19:30.:19:32.

You had to deal with failed drugs tests and even an athlete

:19:33.:19:37.

being caught in a late-night altercation - it's a challenging

:19:38.:19:39.

When you have such a large number of staff, there is going to be issues.

:19:40.:19:52.

It is not easy but it is about a team approach. You have two surround

:19:53.:19:57.

yourself with good people. Whoever it is going to be asked to think

:19:58.:20:04.

about getting a team of good people. They are casting the net pretty

:20:05.:20:12.

wide. Quite right. To see who has a passion. They have to want to be it

:20:13.:20:15.

and be involved at sport in this level. I think there is plenty of

:20:16.:20:22.

people out there. But the board will make a wise decision, I'm sure.

:20:23.:20:25.

Thank you very much indeed. of dinosaur was discovered

:20:26.:20:34.

on the South Wales coast Tonight - we can reveal its to be

:20:35.:20:39.

officially named in honour it is possibly the oldest

:20:40.:20:43.

Jurassic dinosaur in the world. Caroline Evans has been to meet

:20:44.:20:49.

the brothers and find out exclusively what our Welsh

:20:50.:20:52.

dinosaur is to be called. A trip to the museum doesn't get

:20:53.:21:01.

better than this. Rob and Nick Hannigan are visiting a dinosaur

:21:02.:21:02.

named after them. The name is darco raptor Haniganae. We

:21:03.:21:25.

are very pleased that our name can be maintained for the next 200

:21:26.:21:30.

million years and will keep in history. They have been fossil

:21:31.:21:38.

hunting since they were children. What they found was their dream come

:21:39.:21:44.

true. Another couple of days with high tides washing against the cliff

:21:45.:21:48.

would have washed all the bones and blood and shale of the rock and it

:21:49.:21:55.

would have disintegrated. It was about 70 centimetres tall and two

:21:56.:22:00.

metres long but it is a distant cousin of the Tyrannosaurus rex and

:22:01.:22:06.

it excited the world. It is a unique Welsh dinosaur which is why it is so

:22:07.:22:13.

exciting for Wales and worldwide. It was so unexpected that the brothers

:22:14.:22:18.

told me how at first no one believed them. When we got off the beach and

:22:19.:22:26.

into the car, a guy asked me what you had found? I said, a dinosaur.

:22:27.:22:32.

He said, I don't think so. We knew we had a dinosaur but we had to

:22:33.:22:37.

bring other people along with ours. The importance of the find began to

:22:38.:22:43.

emerge. It is amazingly significant for Wales. It is important for the

:22:44.:22:52.

Welsh nation and it is fantastic to have a specimen here. It has taken

:22:53.:22:58.

two years for the experts to agree the official name. The brothers have

:22:59.:23:03.

continued fossil hunting and today they had a surprise for the museum.

:23:04.:23:07.

They had found another foot from the same dinosaur. These are its toes. A

:23:08.:23:18.

big claw. Meat eating dinosaur. The dinosaur is now on permanent display

:23:19.:23:24.

here. Rob and Nick couldn't be more pleased that draco raptor Haniganae

:23:25.:23:29.

has earned them a place in the history books.

:23:30.:23:32.

There won't be a place in the record books for a Pembrokeshire village

:23:33.:23:36.

which has fallen short of beating the record for the most consecutive

:23:37.:23:38.

days of rain in Britain - after experiencing some

:23:39.:23:40.

perhaps unwanted winter sunshine today.

:23:41.:23:42.

Residents in Eglwyswrw, had endured wet weather for 85 days

:23:43.:23:46.

But as children at the local primary school have been discovering today -

:23:47.:23:52.

no rain has fallen in the last 24 hours.

:23:53.:23:54.

All of which leads us on Derek - who I'm sure will have more rain

:23:55.:23:58.

It's a shame they didn't break the record but a little rain

:23:59.:24:03.

in Eglwyswrw tomorrow with a wet start to Friday.

:24:04.:24:07.

This morning it was minus -7 in Tirabad in Powys.

:24:08.:24:10.

The lowest temperature recorded in Wales so far this winter.

:24:11.:24:12.

And it only reached 2C there this afternoon.

:24:13.:24:14.

This picture taken at Cross Keys Rugby Club

:24:15.:24:22.

Another widespread frost with a few freezing fog patches.

:24:23.:24:31.

Overnight, though cloud will spread with a few spots

:24:32.:24:33.

Temperatures in parts of Powys dropping as low as -5.

:24:34.:24:36.

The south coast and Pembrokeshire above freezing with a breeze.

:24:37.:24:41.

Here's the picture for 8.00 in the morning.

:24:42.:24:43.

Damp in places with a risk of icy patches in the north.

:24:44.:24:49.

Mist and fog patches as well, especially on high ground.

:24:50.:24:51.

So after today's frost and sunshine it's all change tomorrow.

:24:52.:25:01.

Dry for a while but patchy rain will spread from the west

:25:02.:25:04.

The SE wind strong on some western coasts.

:25:05.:25:17.

So tomorrow night no frost but windy with rain and drizzle at times.

:25:18.:25:20.

Some heavy rain arriving later in the night.

:25:21.:25:22.

Temperatures above freezing everywhere with stronger winds.

:25:23.:25:23.

But the heavy rain will clear during the morning.

:25:24.:25:28.

The rest of the day dry and brighter with some sunshine.

:25:29.:25:32.

Temperatures above average but rain will spread from the southwest

:25:33.:25:41.

The headlines again - billions of pounds have been wiped

:25:42.:25:56.

off stocks around the world, because of

:25:57.:25:58.

In London, the FTSE one hundred index is now more than 20%

:25:59.:26:06.

Members of a new task force set up to help workers affected

:26:07.:26:16.

by the TATA steel jobs cuts in South Wales said they wouldn't

:26:17.:26:19.

rollover or wave the white flag in the face of the crisis

:26:20.:26:22.
