funding over the border to universities elsewhere. The Tories | :15:47. | :15:52. | |
say Welsh money is being dumped in England. I think it is reasonable | :15:53. | :16:01. | |
for the Welsh government to support students on because that is best for | :16:02. | :16:05. | |
them but the policy we have at the moment is completely an affordable. | :16:06. | :16:10. | |
It takes about ?90 million out of Wales as it is given to students who | :16:11. | :16:17. | |
may not necessarily need it. What do universities want? They say they | :16:18. | :16:24. | |
make a huge contribution to the economy. They want to bring in a | :16:25. | :16:28. | |
means tested grants to help students with the cost of living. The Tories | :16:29. | :16:32. | |
say they would do that, the Lib Dems say they would spend money on living | :16:33. | :16:37. | |
costs as well although it wouldn't be means tested and Plaid Cymru have | :16:38. | :16:41. | |
said the way money is spent should be refocused so it stays in Wales | :16:42. | :16:45. | |
and so universities and colleges benefit to. | :16:46. | :16:49. | |
All education policy, including tuition fees, | :16:50. | :16:50. | |
is devolved to the Welsh Government in Cardiff Bay. | :16:51. | :16:53. | |
And with just over three months until Wales goes to the polls | :16:54. | :16:56. | |

are underperforming with lower wages and higher levels | :17:49. | :17:50. | |

lower skilled, lower paid, so there needs to be a push | :17:57. | :17:59. | |

In Newport, average wages in 2014 were ?441 a week and nearly ?3800 | :18:05. | :18:13. | |
was spent per person per year on welfare. | :18:14. | :18:15. | |
In Swansea, wages were ?7 a week more but welfare spending | :18:16. | :18:26. | |
Cardiff performs better, not surprising for a capital. | :18:27. | :18:31. | |
But wages were still below the British city average. | :18:32. | :18:34. | |
But there were lower levels of welfare payments. | :18:35. | :18:38. | |
It highlights cities need to do more to attract higher skilled jobs. | :18:39. | :18:56. | |
Social economist Dr Mark Lang has criticised the theory that cities | :18:57. | :18:59. | |
made a priority and that neighbours win if cities prosper. | :19:00. | :19:02. | |
What I have been saying for years is that cities aren't this kind | :19:03. | :19:06. | |
If we give them more powers, give them more investment, | :19:07. | :19:11. | |
then we suddenly end up with these areas where everyone has | :19:12. | :19:13. | |
