Throughout, civil servants admitted there were failures in the way | :04:00. | :04:02. | |
they monitored RIFW but they have always said the decision needed | :04:03. | :04:05. | |
At one stage the possibility of there having been | :04:06. | :04:10. | |
I remember discussions going on within | :04:11. | :04:15. | |
the Welsh Government about a fire sale of all of our assets. | :04:16. | :04:18. | |
That was seriously being considered at the time, putting the whole lot | :04:19. | :04:22. | |
up in one block and discussions about the fact we might lose half | :04:23. | :04:27. | |
of it being completely acceptable from a policy | :04:28. | :04:29. | |
perspective because there was such a need to get investment | :04:30. | :04:31. | |
Now, that is not what happened here, but that must have | :04:32. | :04:35. | |
The committee found that the RIFW board | :04:36. | :04:42. | |
was also given the wrong sale price and the wrong timeline needed | :04:43. | :04:45. | |
to complete the deal by its main property advisers. | :04:46. | :04:49. | |
One of those advisers, Lambeth Smith Hampton | :04:50. | :04:50. | |
There was an imperative to sell the assets in a timely manner. | :04:51. | :04:56. | |
We were not under any impression that this | :04:57. | :05:01. | |
was a fire sale, that we had to sell at any cost. | :05:02. | :05:04. | |
Our duty was to obtain value, and we believe we did that. | :05:05. | :05:14. | |
What is beyond dispute is that RIFW failed in its objective of funding | :05:15. | :05:17. | |
regeneration schemes in a speedy way in the financial crisis. | :05:18. | :05:24. | |
Its one lasting legacy is so far, this car | :05:25. | :05:26. | |
You've been following this story for a number of years. | :05:27. | :05:31. | |
It is a significant story. With all the enquiries we had, sure you have | :05:32. | :05:42. | |
had people saying lines of accountability could have been | :05:43. | :05:46. | |
improved, monitoring, but on the point of value for money for the | :05:47. | :05:52. | |
taxpayer, there has been an almost institutional deep-seated reluctance | :05:53. | :05:58. | |
to admit that that is what happened. Then we have a day like today. We | :05:59. | :06:05. | |
have the First Minister making an apology in the Senedd. I can't | :06:06. | :06:13. | |
recall the last time we had a apology like that. It comes off the | :06:14. | :06:18. | |
back of a report that laid out in black and white that significant | :06:19. | :06:22. | |
amount of money is being made on the back of this sale and most of that | :06:23. | :06:28. | |
is not from the taxpayer, and you throw it all together and it becomes | :06:29. | :06:33. | |
very difficult after today to stand up and credibly defend the deal. | :06:34. | :06:38. | |
People say you have to go back in the context of the time and the | :06:39. | :06:42. | |
decisions that were made, but at the time it never went out to open | :06:43. | :06:46. | |
tender and that is what they have always been up against. They have | :06:47. | :06:50. | |
never been able to categorically prove there wasn't a better deal out | :06:51. | :06:51. | |
there. We have stories like this at | :06:52. | :07:05. | |
Westminster, sometimes people resigned, sometimes they don't. | :07:06. | :07:11. | |
Certainly opposition parties will try to keep this going. There is a | :07:12. | :07:15. | |
possibility legal action from some of the parties that have been | :07:16. | :07:20. | |
involved. I have to say, there is no appetite for this to continue in | :07:21. | :07:25. | |
some kind of long-running court case from people that I have been | :07:26. | :07:27. | |
speaking to. There's been a call tonight | :07:28. | :07:29. | |
for an independent review into the death of an eight-year-old | :07:30. | :07:31. | |
boy from Pembrokeshire. Dylan Seabridge died | :07:32. | :07:34. | |
of scurvy in 2011. The call, from Conservative AM | :07:35. | :07:38. | |
Angela Burns, was made following a BBC Wales investigation | :07:39. | :07:40. | |
which revealed that concerns were raised about Dylan more | :07:41. | :07:43. | |
than a year before his death. Dylan Seabridge was invisible | :07:44. | :07:45. | |
to local councils, according to a draft serious case review | :07:46. | :07:54. | |
leaked to BBC Wales. The author of the report knew | :07:55. | :07:59. | |
so little about Dylan that it was impossible to draw | :08:00. | :08:01. | |
a picture of him, she said. The inquest into his death heard | :08:02. | :08:06. | |
that Dylan also didn't see a doctor or dentist from the age of 13 months | :08:07. | :08:09. | |
until he died of scurvy Dylan's parents don't believe | :08:10. | :08:12. | |
he died of scurvy or that he was Mr and Mrs Seabridge were charged | :08:13. | :08:17. | |

to the best of their ability. After Dylan died, a serious case | :08:56. | :08:58. | |
review was commissioned by Pembrokeshire | :08:59. | :09:00. | |
Safeguarding Children Board. BBC Wales has seen | :09:01. | :09:02. | |
a draft from 2013. It says concerns had been raised | :09:03. | :09:08. | |
more than a year before Dylan died. That review has never been published | :09:09. | :09:11. | |
and four years since Dylan's death, nothing else has been | :09:12. | :09:14. | |
published either. However, the health minister has | :09:15. | :09:16. | |
said that since Dylan's death, improvements have been | :09:17. | :09:18. | |
made to safeguarding There have been a whole series | :09:19. | :09:19. | |
of independent voices who have been present there in Pembrokeshire | :09:20. | :09:26. | |
and who have reported on the progress that the local | :09:27. | :09:28. | |
authority has been able to make in the time since this | :09:29. | :09:31. | |
death took place. I am sorry that the member | :09:32. | :09:36. | |
doesn't have confidence It seems premature to reach that | :09:37. | :09:38. | |
conclusion before any one of us has had an opportunity read the report | :09:39. | :09:49. | |

They are empowered in the learning process. As opposed to having a | :14:01. | :14:05. | |
teacher telling them what they are there to do and when they are to do | :14:06. | :14:10. | |

There is uncertainty and concern. I'm concerned for myself and my | :16:02. | :16:05. | |
family. It also my work colleagues and their families. Obviously, it is | :16:06. | :16:12. | |
very worrying for the whole south Wales community. It is a domino | :16:13. | :16:17. | |
effect. It will rip right through the heart of the community. | :16:18. | :16:20. | |
Steelworks is the heartbeat and without that, it devastating. We are | :16:21. | :16:27. | |
already suffering high volumes of unemployment and there's a lot of | :16:28. | :16:32. | |
poverty in the area now. That domino effect is already being felt by | :16:33. | :16:38. | |
those companies supplying Tata. For every one job at the steelworks, it | :16:39. | :16:42. | |
is estimated that four others are supported by businesses like this | :16:43. | :16:50. | |
one. Over 90% of its work was with Tata so it is no surprise that this | :16:51. | :16:54. | |
company has been badly hit by the job losses at the plant. It has made | :16:55. | :17:00. | |
almost 20 of its 50 employees redundant as a result of Tata's | :17:01. | :17:04. | |
announcement last week. The impact of so many losses on the company is | :17:05. | :17:10. | |
huge. The problem is you expect so much of them when you are busy, to | :17:11. | :17:15. | |
reward them by having to lay them off when it is quiet is just not | :17:16. | :17:20. | |
fair. It is like saying goodbye to your friends, it's not right. It is | :17:21. | :17:26. | |
not an easy task. This business will now be looking for work elsewhere, | :17:27. | :17:31. | |
competing with other firms for what is available. For workers here there | :17:32. | :17:36. | |
is also concern about the future. If anything happens with Tata, it | :17:37. | :17:40. | |
directly affects us. I am coming to the end of my time here but it is a | :17:41. | :17:44. | |
shame to see some of the youngsters here, their future is very much in | :17:45. | :17:52. | |
doubt. Hopefully there will be any more, fingers crossed. Tata unions | :17:53. | :18:02. | |
are pressing the UK Government and the EU to take action against | :18:03. | :18:05. | |
