They were involved in big pay rises for themselves | :04:46. | :04:57. | |
Three senior executives at Caerphilly Council were cleared | :04:58. | :05:01. | |

It's cost the council more than a million pounds in salaries | :05:05. | :05:07. | |
and there have been calls for the UK government to foot the bill. | :05:08. | :05:10. | |
That call was rejected this morning in the House of Commons. | :05:11. | :05:13. | |
It is a controversy which has played Caerphilly Council for around three | :05:14. | :05:24. | |
years. The focus of protests over big pay rises, three senior | :05:25. | :05:31. | |
executives here. Anthony O'Sullivan, Nigel Barnett and Daniel Perkins. On | :05:32. | :05:38. | |
salaries of around ?80,000 -?100,000, then involved in the | :05:39. | :05:41. | |
process that awarded them pay rises of up to 20%. Criminal charges | :05:42. | :05:50. | |
against the three men were thrown out in October. The cost of the | :05:51. | :05:54. | |
Council of backfilling their position is now well over ?1 | :05:55. | :06:00. | |
million. But the Crown cross at the -- prosecution service told me | :06:01. | :06:04. | |
delays in the trial was not their fault. Much of the delay is not | :06:05. | :06:09. | |
attributable in any way to the Crown Prosecution Service. That is not to | :06:10. | :06:13. | |
say there was not elements of the prosecution that could have been | :06:14. | :06:19. | |
conducted more swiftly and some learning has been taken away. The | :06:20. | :06:24. | |
difficulty is, everybody blames everybody else. The Crown | :06:25. | :06:28. | |
Prosecution Service blame others, the police blamed the judiciary, the | :06:29. | :06:33. | |
judiciary blame the CPS. It was a catalogue of errors and mistakes and | :06:34. | :06:38. | |
the system as a whole was at fault. Therefore, the buck stops with the | :06:39. | :06:42. | |
government because they have responsibility for the legal system. | :06:43. | :06:46. | |
The Minister for court and legal aid says cases like this take time. No | :06:47. | :06:51. | |
compensation for the council but changes to the court system to speed | :06:52. | :06:55. | |
things up in future. These are ambitious plans that the Ministry of | :06:56. | :07:00. | |
Justice has put in place. I am confident they will take place in | :07:01. | :07:05. | |
due course. However, I am sorry they were not in place for the benefit of | :07:06. | :07:09. | |
the constituents at the time of the case. So what next for Caerphilly | :07:10. | :07:16. | |
Council and council taxpayers? The legal advice is to wait for an | :07:17. | :07:20. | |
external expert to advise them on what, if any, disciplinary action | :07:21. | :07:26. | |
could take place in future. No estimate as it stands on when this | :07:27. | :07:29. | |
long-running saga might finally come to an end. | :07:30. | :07:34. | |

credibility, particularly in terms of Assembly politics and the | :10:04. | :10:06. | |
question is whether they really needed a battle like this at this | :10:07. | :10:11. | |
stage. Staying with the Assembly elections, politicians are now going | :10:12. | :10:16. | |
to have to keep one eye on a possible Euro referendum, which | :10:17. | :10:20. | |
could come as early as June. Momentum really building for that. | :10:21. | :10:25. | |
There is a growing realisation that we are going to have parallel | :10:26. | :10:30. | |
campaigns, certainly for a period of time. Party leaders in Wales have | :10:31. | :10:34. | |
written to the UK Government asking for that not to happen, talking | :10:35. | :10:38. | |
about showing respect for the Assembly campaign. The real fear is | :10:39. | :10:43. | |
that Assembly politics just gets steam roller had by a once in a | :10:44. | :10:49. | |
generation juggernaut of an EU referendum campaign. The | :10:50. | :10:52. | |

schemes like this one, a natural wetland area for bids | :13:46. | :13:49. | |
and other wildlife created alongside flood defences in the | :13:50. | :13:53. | |
Lower Swansea Valley. The Environment Bill | :13:54. | :13:56. | |
is part of a suite of tools we are using in Wales to create | :13:57. | :13:58. | |
a better environment for communities and a very effective tool kit | :13:59. | :14:01. | |
to develop a programme for looking after our natural | :14:02. | :14:04. | |
resources across Wales. The new law sets out more clearly | :14:05. | :14:07. | |
the responsibilities of Natural Resources Wales, | :14:08. | :14:11. | |
the body in charge of landscapes They will have to produce a report | :14:12. | :14:15. | |
every five years, setting out how well we are looking | :14:16. | :14:19. | |
