will be a long way off. Thank you. That is all from the BBC's news at | :00:00. | :01:30.
Storm Imogen has been causing damage and disruption as strong winds | :01:31. | :01:34.
and rain batter parts of the country. | :01:35. | :01:35.
More than 2,000 homes are still without power tonight. | :01:36. | :01:41.
Seven flood warnings and 23 flood alerts are in force. | :01:42. | :01:45.
Flights, ferries and trains have been cancelled because of strong | :01:46. | :01:48.
And part of the M4 was closed for five hours after a lorry overturned. | :01:49. | :01:56.
Abigail Neal is in Llanelli for us tonight, Abi. | :01:57. | :02:07.
Thank you. As you said the story of this storm is one of chaos in the | :02:08. | :02:16.
south and west of Wales. Officially, the highest recorded gust was around | :02:17. | :02:21.
the corner in Pembury. A dizzy miles per hour. It's supposed to be coming | :02:22. | :02:26.
down now but it doesn't feel like it. Here is the story of how it | :02:27. | :02:29.
played out today. Passengers had a lucky escape this | :02:30. | :02:32.
morning on this train travelling Further down the coast | :02:33. | :02:34.
in Aberystwyth the promenade was closed as huge waves, | :02:35. | :02:37.
some as high as the lampposts, It seemed like de ja vu | :02:38. | :02:40.
as work on the bandstand, only being rebuilt after it was | :02:41. | :02:48.
destroyed by storms two years ago, had to be delayed when it | :02:49. | :02:53.
took a direct hit again. Strong winds played havoc | :02:54. | :02:57.
on the roads, with falling trees We had a lot of equipment lying | :02:58. | :03:09.
around. Bricks, sandbags and equipment. That was not protected at | :03:10. | :03:15.
all from the sea. Strong winds have played havoc. | :03:16. | :03:19.
The whole of Bridgend town centre was shut, | :03:20. | :03:22.
After a meeting it was decided that we cannot guarantee the safety of | :03:23. | :03:35.
the public because of the high winds. The winds are continuing | :03:36. | :03:38.
throughout the day. So a decision was made that we had to close the | :03:39. | :03:44.
town centre for public safety. I've come down today to do the banking | :03:45. | :03:52.
but with the street being closed off its a total inconvenience. | :03:53. | :03:55.
Very inconvenient. But needs must. We have to think of safety. | :03:56. | :03:58.
Wind speeds of more than 80 miles an hour have been recorded | :03:59. | :04:02.
A section of the M4 had to be closed because of an overturned lorry, | :04:03. | :04:07.
causing traffic to come to a standstill. | :04:08. | :04:09.
At it's peak Storm Imogen left more than 3,500 homes across Wales | :04:10. | :04:13.
without power, although the numbers are now falling. | :04:14. | :04:30.
If it is like this for pedestrians it's not surprising that cars have | :04:31. | :04:36.
been stopped from crossing this bridge overnight and today. One gust | :04:37. | :04:43.
of 95 mph was recorded, they have had their highest wind speeds here | :04:44. | :04:49.
for ten years. What we can see at the moment is that the current wind | :04:50. | :04:56.
speed is just over 90 mph. The purple line is 70 mph. That's where | :04:57. | :05:03.
we close the bridge to all traffic. People are being warned to stay away | :05:04. | :05:08.
from the coast. This in Swansea seem to swim against the advice, choosing | :05:09. | :05:11.
to brave the elements. The worst may not yet be over, | :05:12. | :05:14.
the clean up looks set to continue as communities are being warned | :05:15. | :05:17.
to brace themselves for more This is being billed as one of the | :05:18. | :05:33.
worst winter storms recently, perhaps not as traumatic in terms of | :05:34. | :05:35.
the infrastructure of those in January 20 14th but it does seem | :05:36. | :05:39.
like history is repeating itself. We've just heard that 300 students | :05:40. | :05:45.
have been evacuated from the promenade in Aberystwyth. This is | :05:46. | :05:50.
because of the problems with waves. So perhaps storm imaging may die | :05:51. | :05:58.
down somewhat but we have high winds expected overnight and she is not | :05:59. | :06:04.
finished with as yet. You can get the latest weather and travel | :06:05. | :06:09.
overnight and tomorrow on radio Wales. We have a full forecast later | :06:10. | :06:15.
in this programme. Now for the rest of today's news. | :06:16. | :06:16.
There may have been "third party involvement" in the death | :06:17. | :06:19.
of a teenage soldier from Llangollen who died at an army base 20 years | :06:20. | :06:22.
Private Cheryl James was found with a single gunshot wound | :06:23. | :06:26.
to her head at Deepcut Barracks in November 1995,amid allegations | :06:27. | :06:28.
After new evidence was disclosed, a second inquest into her death | :06:29. | :06:32.
is now underway at Woking coroner's court, from where | :06:33. | :06:35.
She died from a single bullet wound aged just 18. The army said it was | :06:36. | :06:52.
suicide two decades ago. Even the first inquest couldn't | :06:53. | :06:56.
answer all the questions about her death. | :06:57. | :06:58.
Police were forced to disclose more evidence leading to a fresh inquest, | :06:59. | :07:02.
which after some delay, began to seek evidence this morning. | :07:03. | :07:09.
The court heard about Cheryl James's time before joining the Army. She | :07:10. | :07:13.
struggled with family bereavement in the past, taking an overdose of | :07:14. | :07:17.
painkillers in school as a cry for help according to her father. Then | :07:18. | :07:23.
there was bitter disagreement about what the new evidence analyst | :07:24. | :07:25.
recently might tell us about her death in the coming weeks. | :07:26. | :07:32.
The barrister representing the family said the evidence before the | :07:33. | :07:37.
previous coroner showed a happy, bubbly girl. This new evidence | :07:38. | :07:40.
suggested the shot that killed Cheryl James may not have been so | :07:41. | :07:48.
conflicted. But a representative for Surrey Police suggested that other | :07:49. | :07:54.
evidence pointed to a troubled young lady with suicidal ideation. He said | :07:55. | :07:59.
that third-party involvement in her death was speculated in the extreme. | :08:00. | :08:05.
In heated exchanges this afternoon it was put to Cheryl James's father | :08:06. | :08:09.
that his criticism of the police was cursory and unprofessional. He | :08:10. | :08:13.
pointed to thousands of pieces of evidence that the force had gathered | :08:14. | :08:18.
and put it to Mr James that he had distracted the force with his | :08:19. | :08:26.
complaints about what they were doing was they had other | :08:27. | :08:28.
high-profile cases ongoing, including the disappearance of a | :08:29. | :08:32.
schoolgirl, Milly Dowler. The coroner intervened and said he did | :08:33. | :08:36.
not like that line of questioning. Mr James maintains that he had a | :08:37. | :08:41.
concern about impartiality in the investigation because they were | :08:42. | :08:44.
working with members of the Armed Forces to investigate his daughter's | :08:45. | :08:46.
death. The inquest continues. BBC Wales understands | :08:47. | :08:51.
that the insurance giant Aviva is the main funder of the ?300 | :08:52. | :08:56.
million Circuit of Wales Our economics correspondent | :08:57. | :08:59.
Sarah Dickins is here. What I understand is that Aviva is | :09:00. | :09:18.
the name, it is the main private sector funds with this ?300 million | :09:19. | :09:24.
project. The plans were unveiled and planning applications were put in | :09:25. | :09:27.
three years ago for this. There have been many times when we thought it | :09:28. | :09:33.
was never going to happen. Some thought it shouldn't happen. It is | :09:34. | :09:37.
basically a motorbike track around that an industrial complex for | :09:38. | :09:40.
research and development of the motor sector and two hotels. We are | :09:41. | :09:47.
talking promises between 3000 and 6000 jobs. What was needed was | :09:48. | :09:52.
funding. This is what we've got. The name Aviva will be unveiled as the | :09:53. | :09:57.
big name behind it. What is the significance of that announcement? | :09:58. | :10:03.
The hurdles such as the planning enquiry and the moving of lands and | :10:04. | :10:10.
other land being given work surmounted in November. What this | :10:11. | :10:14.
basically means is there is one hurdle on going, that is the request | :10:15. | :10:18.
for about ?30 million in grants and loans were once government. They are | :10:19. | :10:24.
very competent things to form. Once due diligence is done on private | :10:25. | :10:28.
sector money they can get on site. Ultimately, that means the company | :10:29. | :10:33.
might possibly be able to put on Moto GP in Ebbw Vale in 2018. That | :10:34. | :10:36.
Two doctors have denied the manslaughter of a 12-year-old | :10:37. | :10:39.
boy by gross negligence at Cardiff Crown Court. | :10:40. | :10:43.
Ryan Morse from Bryn Ithel, near Abertillery, died suddenly | :10:44. | :10:45.
Dr Joanne Rudling and Dr Lindsey Thomas both pleaded not guilty | :10:46. | :10:51.
to unlawful killing, through gross negligence. | :10:52. | :10:54.
They've been released on bail and are due to stand trial in May. | :10:55. | :11:01.
Councillors in Gwynedd will be recommended to approve more | :11:02. | :11:04.
than ?4.5 million in service cuts at a meeting next month. | :11:05. | :11:08.
The proposals aim to reduce the council's financial deficit | :11:09. | :11:12.
of more than ?5.5 million over the next two years. | :11:13. | :11:15.
The rest of the savings could be met by further cuts to the roads budget | :11:16. | :11:21.
and increasing council tax by almost 4 % over the next two years. | :11:22. | :11:35.
A media school could be launched in Cardiff after a deal was agreed | :11:36. | :11:38.
Phoenix Satellite Television has six channels broadcasting | :11:39. | :11:41.
It's signed up to the joint venture with Cardiff Metropolitan University | :11:42. | :11:47.
to create the new campus, which developers say could house up | :11:48. | :11:50.
Conwy Council has moved a step closer to becoming the first local | :11:51. | :12:06.
authority in Wales to collect refuse once every four weeks. | :12:07. | :12:11.
Extra help would be given to large families and children in nappies. | :12:12. | :12:17.
A committee has recommended the measure, which will have to go | :12:18. | :12:20.
before the council's cabinet for approval. | :12:21. | :12:25.
Monday. It's been day here. Today the black bins as well as green | :12:26. | :12:35.
recycling ones are being empties. That happens every other week. That | :12:36. | :12:42.
policy could change. The problem according to the council is what we | :12:43. | :12:51.
throw away. They reckon that 50% of the waste we put in the black bins | :12:52. | :12:57.
should be be cycled. Across Wales councils want us to | :12:58. | :13:02.
recycle more and throw away less. To encourage us to do that they are | :13:03. | :13:06.
reducing the frequency of waste collection. Every other week is now | :13:07. | :13:10.
more or less the norm. Some authorities have moved to every | :13:11. | :13:17.
three weeks. Conwy ones to go even further and collect every four | :13:18. | :13:23.
weeks. Today that suggestion got a mixed reaction here. | :13:24. | :13:29.
We couldn't manage for weekly. It's impossible. Gradual recycle | :13:30. | :13:31.
more? Are recycle bin is full. It doesn't | :13:32. | :13:37.
bother me. I don't produce much rubbish. | :13:38. | :13:40.
It doesn't bother me at all. We struggle after two weeks. If you | :13:41. | :13:45.
leave your lid open they won't take it, so for weeks the bags will be | :13:46. | :13:48.
piled up. It's ridiculous. The council argued | :13:49. | :13:53.
that something has to be done. At the moment they recycle 59% of all | :13:54. | :13:59.
the waste here, by 2020 the target for all councils, said by the Welsh | :14:00. | :14:07.
government, will be 64%. By 2025, 70%. Levels that officials we are | :14:08. | :14:13.
unobtainable without change. We have ambitious targets that we | :14:14. | :14:18.
must meet. It's not sustainable to keep putting recyclable material | :14:19. | :14:23.
into landfill. The proposal includes extra help for | :14:24. | :14:27.
large families and those with children in nappies. A final | :14:28. | :14:31.
decision may come later this month, then they have to sell the idea to a | :14:32. | :14:33.
sceptical public. Wales should have won | :14:34. | :14:35.
against Ireland, that's coach We'll look ahead to Scotland | :14:36. | :14:38.
on Saturday and Storm Imogen arrived today, bringing more | :14:39. | :14:44.
rain with severe gales The UK Government has been urged to | :14:45. | :15:10.
block plans to stop public sector to strikes in Wales after ministers | :15:11. | :15:14.
accepted that they had a weak case to impose measures on the Welsh | :15:15. | :15:18.
government. They argue that the trade union bill should not apply to | :15:19. | :15:22.
services it takes responsibility for such as health and education. We go | :15:23. | :15:30.
live to Westminster now. This is quite a twist isn't it? Yes, the UK | :15:31. | :15:38.
Government want to make it harder for people in public services to go | :15:39. | :15:41.
on strike. The Welsh government say they can't do that because they are | :15:42. | :15:46.
in charge of schools and hospitals. The UK Government says yes they can | :15:47. | :15:50.
because it is about employment law and not public services. Now we have | :15:51. | :15:54.
this letter from the UK Government minister in which he admits that the | :15:55. | :16:01.
UK Government's all lawyers have told it that its case in Wales is | :16:02. | :16:06.
bleak. He revealed in the letter, which was leaked to the Socialist | :16:07. | :16:11.
worker magazine, that he is worried about the Government is going to | :16:12. | :16:15.
lose the vote in the House of Lords wellness, which may be as soon as | :16:16. | :16:21.
this evening. Also, it will be impossible to implement any new law | :16:22. | :16:24.
in Wales because the Welsh government will it. | :16:25. | :16:30.
So what has been the reaction? The Welsh government is really | :16:31. | :16:34.
pleased by this leak. Leighton Andrews says it confirms what they | :16:35. | :16:38.
know already, that this is a breach of the devolution settlement and the | :16:39. | :16:42.
UK Government should be embarrassed by what has emerged. It talked to | :16:43. | :16:50.
the Department for business and said they won't comment on leaked | :16:51. | :16:54.
letters. They are trying to strike a balance between the right to strike | :16:55. | :16:57.
and the right of millions of other people to go about their daily | :16:58. | :17:06.
lives. The Government here are very worried about losing key votes. We | :17:07. | :17:07.
have ensured the last of it. Oxford and Cambridge Universities | :17:08. | :17:10.
are considered to be the top two Last year almost 700 | :17:11. | :17:12.
students from Wales walked through their doors, | :17:13. | :17:15.
but that's proportionately far fewer than the 20,000 | :17:16. | :17:18.
students from England. Not only do far fewer students | :17:19. | :17:21.
from Welsh schools here get places, but the number of applicants | :17:22. | :17:24.
from Welsh students is also way Last year fewer than 700 pupils | :17:25. | :17:27.
from Wales applied to either He's at Cambridge having grown up | :17:28. | :17:38.
on a Cardiff Council estate. He was recently asked to speak | :17:39. | :17:50.
at a conference in Cardiff and is on a mission to increase | :17:51. | :17:52.
the number of at Oxbridge. A degree at Oxford or Cambridge | :17:53. | :17:56.
is the same price as one from Cardiff University, | :17:57. | :18:00.
so aim high. It's not going to cost | :18:01. | :18:05.
you anything and you'll learn a lot more | :18:06. | :18:07.
going to Oxford or Cambridge. The Welsh government | :18:08. | :18:11.
is rolling out a network of so-called hubs around Wales, | :18:12. | :18:13.
schools are invited to send where advice on Oxbridge | :18:14. | :18:17.
applications and expert teaching It is hoped this will address | :18:18. | :18:24.
concerns that levels of attainment and ambition in Welsh schools | :18:25. | :18:31.
just aren't high enough. If we've got young people | :18:32. | :18:34.
capable of the very best, and we are taking their GCSE | :18:35. | :18:38.
results as a marker, then to my mind, they should | :18:39. | :18:46.
be encouraged to fly. There are concerns over | :18:47. | :18:49.
whether schools are giving their pupils the right advice | :18:50. | :18:51.
about the best A-levels to take Professor Chris Taylor | :18:52. | :18:53.
of the Wales Institute for social and economic | :18:54. | :18:59.
research says that big Find differences in the probability | :19:00. | :19:14.
of you going to university. Some schools, their students are 2.5 | :19:15. | :19:19.
times more likely to go to university even though they've got | :19:20. | :19:21.
the same grades as a student in another school. The Oxbridge | :19:22. | :19:24.
selection process is tough. Callum Haggett from Tonyrefail | :19:25. | :19:26.
is reapplying to Oxford to study biomedical science having narrowly | :19:27. | :19:28.
failed to get in last year. I was a bit more calm | :19:29. | :19:31.
and collected when I Was answering questions because I'd | :19:32. | :19:44.
been here before. Hopefully when my personal statement and everything | :19:45. | :19:54.
get con, rated, I can get an offer. The Welsh government hopes more | :19:55. | :19:58.
people will apply to studying UK's top universities. | :19:59. | :19:59.
There's more on this story in Week in Week Out, | :20:00. | :20:01.

Rugby dominates tonight's sport,with all the details here's Iwan | :20:04. | :20:05.
Wales Coach Warren Gatland says his squads sights remain firmly | :20:06. | :20:14.
on winning the Six Nations Championship. | :20:15. | :20:15.
Gatland and Captain Sam Warburton were both left feeling frustrated | :20:16. | :20:18.
and flat following the 16-all draw against Ireland in Dublin yesterday. | :20:19. | :20:22.
Meanwhile medical staff may not have an update on fly half | :20:23. | :20:25.
Dan Biggar's ankle injury until tomorrow. | :20:26. | :20:36.
It's not a loss, but it's taken a couple of trophies out | :20:37. | :20:39.
You can't win the Triple Crown and you can't win the Grand Slam. | :20:40. | :20:43.
The words of a frustrated head coach. | :20:44. | :20:44.
And as Wales wait for news on Dan Biggar's foot injury, | :20:45. | :20:47.
which forced the fly half off the field in Dublin yesterday, | :20:48. | :20:50.
the players are reflecting on a wasted opportunity. | :20:51. | :20:53.
We're just getting used to that international tempo. | :20:54. | :20:55.
I don't think you chance as many things on the first weekend | :20:56. | :21:00.
as you would on the third, fourth or fifth. | :21:01. | :21:03.
I'm sure that, from both sides, you'll see a lot more. | :21:04. | :21:07.
The foundation led to the visitor's only try. | :21:08. | :21:14.
But without a single clean line break some question the attacking | :21:15. | :21:17.
If I'm perfectly honest I was disappointed with the match. | :21:18. | :21:24.
I thought we might see a little bit of the adventure that Japan showed | :21:25. | :21:28.
And the way Argentina played in the World Cup. | :21:29. | :21:34.
So disappointed with the style of play? | :21:35. | :21:39.
Trailing 13-nil Wales fought back and eventually held a 3-point lead. | :21:40. | :21:45.
But after failing to win from tht position, celebration | :21:46. | :21:49.
The result means that England and France are on top | :21:50. | :21:56.
of the Six Nations table, and lead the way with their wins. | :21:57. | :21:59.
However, with three home games to come, the championship title | :22:00. | :22:02.
is still on for Wales as they prepare to welcome | :22:03. | :22:05.
I'm joined by the former back row, Jonathan Thomas, who won two | :22:06. | :22:11.
Is it fair to judge their attacking style? | :22:12. | :22:26.
Since the World Cup there is a general feeling that the team needs | :22:27. | :22:31.
to involve the attacking game. The coach and players know that. I never | :22:32. | :22:35.
felt that would happen for this game, only two weeks before seven | :22:36. | :22:40.
training sessions before they joined up for the first game. | :22:41. | :22:45.
They probably will evolve over the course of the campaign, it wasn't | :22:46. | :22:49.
that type of game. It didn't lend itself to open style rugby. | :22:50. | :22:55.
Let's look at the positives. I know you are keen to highlight the | :22:56. | :22:57.
defensive style of Wales on Saturday. | :22:58. | :23:01.
It's one thing you can never question with this team. Whenever | :23:02. | :23:06.
you see them play the defence is heroic. Jamie Roberts was the | :23:07. | :23:10.
defensive captain and he was outstanding again, as was Faletau. I | :23:11. | :23:19.
think from 13 nil down it could have gone so much worse, but the | :23:20. | :23:23.
character of this team is unbelievable. I think this try you | :23:24. | :23:27.
was a great finish. Some players really stood up to be counted. | :23:28. | :23:31.
The team will be announced for Saturday on Wednesday, do you | :23:32. | :23:34.
foresee any changes? I don't think so. The team will be | :23:35. | :23:40.
keen to, in terms of try scoring opportunities, in terms of what they | :23:41. | :23:45.
create, they'll want more possession and more ball in hand of the back | :23:46. | :23:49.
three, the big winners. George zero will want to get his hand on the | :23:50. | :23:53.
ball more. It will be much more clinical. They will want to score | :23:54. | :23:58.
tries. Scotland are a much improved team. | :23:59. | :24:03.
Thank you for your company. Jonathan will be on radio Wales bought this | :24:04. | :24:05.
evening. Let's turn to the World of Judo | :24:06. | :24:07.
and Merthyr's Natalie Powell has expressed her delight | :24:08. | :24:10.
after winning her first ever Significantly, she beat Team GB | :24:11. | :24:12.
Olympic rival Gemma Gibbons Powell won a Gold Medal for Wales | :24:13. | :24:15.
at last years Commonwealth Games and she's aiming to repeat | :24:16. | :24:20.
the success in Rio this summer. I had Gemma, my team mate, | :24:21. | :24:25.
who's really good competitor. It was always going to be a tough | :24:26. | :24:28.
match with the pressure I've not got a grand slam | :24:29. | :24:33.
medal before I've been To do it in Paris, the biggest | :24:34. | :24:37.
grand slam there is, John Disley, the former Welsh | :24:38. | :24:42.
athlete who co-founded the London Marathon, | :24:43. | :24:49.
has died at the age of 87. Disley, who was born | :24:50. | :24:52.
in Corris in Gwynedd, won a bronze medal in | :24:53. | :24:58.
the steeplechase at the 1952 He also set Welsh records at six | :24:59. | :25:01.
different distances. The wind warnings have expired | :25:02. | :25:14.
but what a day it's been today. The south and west worst hit | :25:15. | :25:22.
by storm Imogen with the strongest Even inland we've seen | :25:23. | :25:25.
gusts of 60 to 70mph. Strong enough to bring down a few | :25:26. | :25:32.
trees, cause damage and disruption. Thankfully the gales are now easing | :25:33. | :25:35.
but still windy this evening And at the moment there are still 17 | :25:36. | :25:38.
flood warnings in force Storm Imogen formed over | :25:39. | :25:46.
the Atlantic and is now The isobars across southern Britain | :25:47. | :25:52.
still close but beginning So this evening less stormy | :25:53. | :25:55.
but still windy with a few showers. The wind easing further | :25:56. | :25:59.
after midnight. Temperatures inland falling | :26:00. | :26:02.
as low as 1 or 2 Celsius. Here's the picture | :26:03. | :26:07.
for 8 in the morning. Much calmer in the south | :26:08. | :26:09.
with lighter winds. Showers in parts of the south | :26:10. | :26:12.
otherwise most of the country A few showers as well with rain | :26:13. | :26:15.
spreading from the north during the afternoon with a little | :26:16. | :26:30.
snow on the hills and mountains. The wind increasing | :26:31. | :26:35.
in the afternoon. Gusts 45 to 50mph in | :26:36. | :26:40.
Pembrokeshire and feeling cold. Tomorrow evening rain and wintry | :26:41. | :26:43.
showers will spread south and clear. A few showers in the north overnight | :26:44. | :26:47.
otherwise dry with a slight frost in places inland sheltered | :26:48. | :26:52.
from the breeze. One or two showers but overall a lot | :26:53. | :26:55.
of dry, bright weather. On Thursday a frosty start for some | :26:56. | :27:00.
of us away from the coast. A little sunshine but cloudier | :27:01. | :27:09.
than Wednesday with a few showers On Thursday night into Friday we're | :27:10. | :27:12.
keeping an eye on low pressure moving in from the Atlantic | :27:13. | :27:17.
towards southern Britain. Bringing more rain and stronger | :27:18. | :27:19.
winds with some snow mainly In the meantime the strong winds | :27:20. | :27:21.
and gales easing tonight. Sunshine in places but a few heavy | :27:22. | :27:29.
showers and some rain as well. I'll have an update for you here | :27:30. | :27:36.
at 8pm and again after the BBC Our top story tonight is the | :27:37. | :27:49.
weather. Damage and destruction across Wales as wind and rain | :27:50. | :27:53.
battered the country. More than 1000 homes are still without power. The | :27:54. | :27:59.
other headlines, BBC Wales understands that Aviva is expected | :28:00. | :28:04.
to confirm that they are the financial backer of the circuit of | :28:05. | :28:09.
Wales in Ebbw Vale. The project promises to attract sporting events. | :28:10. | :28:10.
