Welcome to Wales Today. Our top stories - | :00:00. | :00:00.
Tata is to sell its steelworks, putting thousands of jobs at risk | :00:00. | :00:07.
in Port Talbot and at its other plants across Wales and the rest | :00:08. | :00:10.
And Matthew Williams killed Cerys Yemm at a hotel used | :00:11. | :00:15.
A report into what happened claims it could not have been prevented. | :00:16. | :00:37.
Tata Steel, which employs more than 6,000 people at sites | :00:38. | :00:41.
across Wales, says it can't give an open-ended commitment | :00:42. | :00:44.
to keeping its UK plants open as the search for a buyer begins. | :00:45. | :00:48.
The Indian company has announced it's selling up in the face of cheap | :00:49. | :00:53.
foreign imports, high energy costs and a global downturn in demand | :00:54. | :00:56.
A rescue plan put forward by managers and unions was rejected | :00:57. | :01:02.
Thousands here depend on the steel industry for their livelihoods. | :01:03. | :01:10.
Last night, a decision was taken in India that | :01:11. | :01:13.
Tata wants to sell its UK business, including Britain's biggest | :01:14. | :01:20.
steelworks in Port Talbot, where 4,000 people are employed. | :01:21. | :01:23.
The company also has more than 800 staff at Shotton, | :01:24. | :01:30.
another 800 work at its sites in Newport and Llanwern, | :01:31. | :01:34.
and 750 people are employed by the company in Trostre in Llanelli. | :01:35. | :01:39.
It's not clear how long it will take to find a buyer, | :01:40. | :01:42.
but Tata says the search can't go on forever. | :01:43. | :01:45.
It has to be done in a time-bound manner. | :01:46. | :01:48.
I don't want to define that time at this point of time, | :01:49. | :01:51.
but there are several steps to be followed. | :01:52. | :01:55.
It has to be done pretty definitively, and it's not | :01:56. | :01:57.
It's a blow to the workforce, who know any buyer will face | :01:58. | :02:03.
the same challenges that prompted Tata to pull out. | :02:04. | :02:08.
We need other things to happen, we need help with energy prices, | :02:09. | :02:10.
we need help with dumping of steel to get this plant back | :02:11. | :02:13.
into a position where it's making money, and I think | :02:14. | :02:16.
a management-workforce buy-out is just a kind of sideshow. | :02:17. | :02:19.
Tata says it's pumped money into its British businesses, | :02:20. | :02:22.
but it's lost money as well - ?2 billion in five years. | :02:23. | :02:27.
The company says it wants steel-making to continue | :02:28. | :02:31.
in Port Talbot, but it can't commit to keeping this plant open | :02:32. | :02:34.
indefinitely while it searches for a buyer. | :02:35. | :02:38.
Tata's board in Mumbai rejected a plan by local managers to turn | :02:39. | :02:41.
Now the Welsh Government says it will do what it can to help. | :02:42. | :02:48.
It's a question of being able to influence Tata as much as we can, | :02:49. | :02:52.
but Tata took a decision some weeks ago that they saw a difficult future | :02:53. | :02:55.
for them in the UK, but they have to deliver to their word now, | :02:56. | :02:59.
they have to be responsible sellers, give enough time for a buyer to come | :03:00. | :03:02.
forward, and also of course keep their operations | :03:03. | :03:04.
The UK Government has said it is open to ideas, | :03:05. | :03:09.
but there are limits to how far it will intervene. | :03:10. | :03:13.
I don't think that nationalisation is going to be the solution, | :03:14. | :03:17.
because I think everyone would want a long-term, | :03:18. | :03:20.
viable solution, and if you look around Europe and elsewhere, | :03:21. | :03:22.
I think nationalisation is rarely the answer, | :03:23. | :03:24.
particularly if you take into account the big challenges | :03:25. | :03:26.
But there are solutions, I think, to this, once we understand | :03:27. | :03:31.
the situation better, and we want to make sure | :03:32. | :03:32.
Despite the competition from cheaper Chinese steel, | :03:33. | :03:38.
the experts think Welsh-made steel can have a role to play. | :03:39. | :03:42.
We need steel as part of our foundational economy. | :03:43. | :03:46.
It means that we can make things, it means that we can make great | :03:47. | :03:49.
things, for global markets, particularly, in this case, | :03:50. | :03:53.
For months, the industry has warned it faces a crisis. | :03:54. | :03:58.
But the politicians have said they need months, | :03:59. | :04:01.
not weeks, to find a buyer for these plants, where tonight, | :04:02. | :04:05.
thousands of people face an uncertain future. | :04:06. | :04:10.
Prime Minister David Cameron and First Minister for | :04:11. | :04:12.
Wales Carwyn Jones have discussed Tata this afternoon. | :04:13. | :04:14.
A Downing Street spokesman says they agreed the UK | :04:15. | :04:17.
and Welsh Governments would continue to work closely to try and secure | :04:18. | :04:21.
the future of steel making at Port Talbot and elsewhere | :04:22. | :04:24.
Assembly Members here have been recalled to the Senedd on Monday | :04:25. | :04:29.
Politicians from across the polical spectrum have been giving | :04:30. | :04:34.
It's a critical time, and it's a time where all of us, | :04:35. | :04:41.
all parties, all interested people involved, need to get together, | :04:42. | :04:45.
work out a plan that safeguard these jobs. | :04:46. | :04:49.
work out a plan that safeguards these jobs. | :04:50. | :04:51.
It is an industry of national strategic importance, | :04:52. | :04:53.
and one that we need to leave no stone unturned in saving. | :04:54. | :04:56.
The Westminster Government must consider becoming the lender | :04:57. | :04:59.
I think as a country, we should take our own decisions | :05:00. | :05:04.
to safeguard our steel industry, but to do that we need | :05:05. | :05:08.
to get energy costs down, and also at least in the near term, | :05:09. | :05:11.
tariffs on the cheaper Chinese imports. | :05:12. | :05:14.
The mother of Cerys Yemm, who was killed at a hotel | :05:15. | :05:18.
near Blackwood, has criticised a report which claims it couldn't | :05:19. | :05:21.
Matthew Williams killed Cerys Yemm at a hotel used | :05:22. | :05:25.
Healthcare Inspectorate Wales says Matthew Williams is likely to have | :05:26. | :05:31.
been experiencing a "drug-induced psychotic episode" when he killed | :05:32. | :05:35.
He was tasered by police and later died. | :05:36. | :05:40.
Cerys Yemm, killed in a psychotic episode by a drug user, | :05:41. | :05:47.
A prolific criminal, he refused help after his latest prison sentence. | :05:48. | :05:53.
Here at the Sirhowy Arms Hotel in Argoed, he attacked Cerys. | :05:54. | :05:57.
It's likely he was under the influence of psychoactive | :05:58. | :06:00.
Healthcare Inspectorate Wales asked, could any lessons be learned? | :06:01. | :06:06.
It's found that Matthew Williams was a complex and challenging | :06:07. | :06:09.
individual who had received psychiatric treatment in prison | :06:10. | :06:12.
Williams was low in mood when he was released, | :06:13. | :06:16.
but didn't show signs or symptoms of mental illness. | :06:17. | :06:20.
He refused extra help on the outside. | :06:21. | :06:23.
Matthew Williams' family say they have highlighted inaccuracies | :06:24. | :06:25.
in the report and are not happy with it in its entirety. | :06:26. | :06:30.
There was nothing in our evidence that we have seen that would lead us | :06:31. | :06:33.
to conclude that we have been inaccurate in terms of what's been | :06:34. | :06:36.
The report also makes ten recommendations, | :06:37. | :06:42.
including sharing more information between prisons and health boards, | :06:43. | :06:46.
training for managers of prison Labour accommodation, | :06:47. | :06:54.
training for managers of prison leaver accommodation, | :06:55. | :06:56.
and clear and confidential support for families and staff involved | :06:57. | :06:58.
Cerys Yemm's mother has criticised today's conclusions, | :06:59. | :07:01.
telling BBC Wales she feels the incident could have been | :07:02. | :07:05.
predicted, given Matthew Williams' violent past. | :07:06. | :07:09.
Businesses and council leaders in North Wales have met | :07:10. | :07:12.
the Welsh Secretary, Alun Cairns, to discuss plans for a growth deal | :07:13. | :07:15.
The aim is to develop the area's economy alongside the North | :07:16. | :07:20.
of England as part of the so-called Northern Powerhouse. | :07:21. | :07:23.
Heads of universities and Toyota and Airbus were among those | :07:24. | :07:26.
A legal case brought against the Welsh Government | :07:27. | :07:32.
for copyright infringement over its use of photographs | :07:33. | :07:35.
of Dylan Thomas has been dismissed by a judge in New York. | :07:36. | :07:39.
The Irish company, Pablo Star Limited, claimed | :07:40. | :07:41.
the Welsh Government used two of its photos to promote worldwide | :07:42. | :07:45.
celebrations of the poet's centenary in 2014. | :07:46. | :07:50.
Let's get the weather picture - Derek's got tonight's forecast. | :07:51. | :07:59.
Thank you, Jamie. It looks like there is warmer weather on the way | :08:00. | :08:05.
for the weekend. In the meantime it is chilly tonight, still snow on the | :08:06. | :08:09.
Brecon Beacons with more dry weather and sunshine to come tomorrow. | :08:10. | :08:14.
Tonight, showers in the north and west, otherwise dry night, the sky | :08:15. | :08:17.
fairly clear, meaning widespread ground frost, even air frost in | :08:18. | :08:24.
parts of Powys. So cold started tomorrow morning, some mist and fog | :08:25. | :08:28.
patches first link together with Frost, otherwise much of the country | :08:29. | :08:34.
bright and sunny. Across the rest of the UK, there will be plenty of | :08:35. | :08:39.
sunshine and most places dry, but a few showers breaking out, most | :08:40. | :08:42.
across southern Scotland and north-east England, heavy in places, | :08:43. | :08:48.
a lamp and possible. Temperatures reaching 10 Celsius in Belfast, | :08:49. | :08:55.
about in London. Much of Wales find tomorrow afternoon with sunny | :08:56. | :08:58.
spells, not dry everywhere, showers in the north-east and marches. | :08:59. | :09:03.
Temperatures reaching 8-12dC with a light to moderate breeze. Tomorrow | :09:04. | :09:09.
night, showers will fade away, many places dry again, and another cold | :09:10. | :09:15.
night, Frost inland. Into Friday, a cloudier, breezy day, dry for a | :09:16. | :09:18.
while but looks like rain will spread into the North and west later | :09:19. | :09:22.
in the afternoon. Strong winds through the Irish Sea and North | :09:23. | :09:27.
Wales. Into the weekend, rain in the north-west will clear leaving plenty | :09:28. | :09:32.
of dry weather, hopefully we will see sunshine, and higher | :09:33. | :09:36.
temperatures as well, rising into the mid-teens. South south-easterly | :09:37. | :09:40.
winds bringing warmer air from France and Spain. So cold tonight | :09:41. | :09:44.
with a touch of Frost, more dry weather and sunshine to come | :09:45. | :09:52.
tomorrow. Enjoy it if you can. More on Tata steel in breakfast from 6am | :09:53. | :09:53.
tomorrow morning. That's Wales Today - | :09:54. | :09:54.
thank you for watching. From all of us on the | :09:55. | :09:56.
programme, good night. | :09:57. | :10:01. |
