what action will be taken to try and save their jobs. | :00:00. | :00:22.
We've been fighting this for months and months, now they come in. They | :00:23. | :00:29.
should have done it ages ago. We don't want hand-outs or charity, we | :00:30. | :00:37.
want to show people what we can do. Sajid Javad tells me they would be | :00:38. | :00:41.
no closures in the next few weeks at least despite the crisis facing the | :00:42. | :00:42.
industry. It's a project that | :00:43. | :00:52.
helped Cerys after she went missing. The children's commissioner says | :00:53. | :00:57.
lessons could be learnt A pay rise for 250,000 workers | :00:58. | :00:59.

World Champion Lee Selby, who's preparing to defend his title, | :01:14. | :01:21.
dismisses calls for the rules Good evening. The UK Government's | :01:22. | :01:41.
Business Secretary says they will be no closures of wealth Ashley works | :01:42. | :01:47.
over the next few weeks. That is despite the crisis -- Welsh | :01:48. | :01:52.
steelworks. Sajid Javad 's comments were made in Port Talbot since Tata | :01:53. | :01:59.
announced it is putting UK plans up for sale. Our political editor has | :02:00. | :02:07.
been there all day. After the chaos, confusion and concern of the past | :02:08. | :02:14.
few days, and in tense deliberate intent from Sajid Javad to deal with | :02:15. | :02:18.
the criticism he has faced coming here today. It was also an attempt | :02:19. | :02:23.
to allay the immediate concerns, flanked by the Welsh Secretary, Alan | :02:24. | :02:28.
Cairns, he spoke to a number of the 200 or so steelworkers protesting | :02:29. | :02:34.
outside the site. There was no anger, but real tension. | :02:35. | :02:42.
Have we got an industry? The industry is absolutely vital. | :02:43. | :02:47.
Face to face at last, nearly three days after the bombshell that Tata's | :02:48. | :02:53.
Welsh plans are for sale, Sajid Javad met the workers affected. The | :02:54. | :02:59.
concern was there for all to see. The Business Secretary had earlier | :03:00. | :03:01.
met senior managers and union leaders to find out more about the | :03:02. | :03:05.
sale and to try to give the assurance. | :03:06. | :03:10.
Well, as you know, this is the biggest steel plant in Britain | :03:11. | :03:14.
facing a crisis, why has taken you so to come here? I was here last | :03:15. | :03:20.
month. I'm pleased to be back here. Since the crisis has hit this | :03:21. | :03:26.
industry? We've been working with Tata for a number of weeks on this | :03:27. | :03:31.
issue, they had concerns about Port Talbot. In a lot of that, is | :03:32. | :03:36.
commercially sensitive, it is up to Tata to announce the news. We want | :03:37. | :03:42.
the best possible chance to secure a long-term future for Port Talbot. | :03:43. | :03:46.
on. How long have we got to find a buyer | :03:47. | :03:53.
before Tata starts closing steel plant in Wales? | :03:54. | :03:58.
I believe that Tata is a responsible company, they have shown that | :03:59. | :04:01.
elsewhere where they have out situations in the past. I think | :04:02. | :04:07.
there is no reason to believe that it will be different. Weeks or | :04:08. | :04:13.
months? Given the size of the plant or the | :04:14. | :04:16.
importance of it it's not a matter of weeks, but the important thing is | :04:17. | :04:21.
that we have a responsible salad. We have the UK Government working | :04:22. | :04:25.
closely with the Welsh government, we are working with any potential | :04:26. | :04:29.
new buyer to secure the future. What is the most likely scenario? Is | :04:30. | :04:34.
it that Tata's Welsh steel operations will be sold, Locke, | :04:35. | :04:40.
stock and barrel or carved up and sold individually? | :04:41. | :04:46.
I don't think it's helpful to speculate on what exactly, what form | :04:47. | :04:49.
the future they will take will stop but what is more likely? | :04:50. | :04:53.
I don't think I can say that. It involves so many different parties. | :04:54. | :04:58.
What we've got is an agreement we've been working on with Tata four | :04:59. | :05:03.
weeks. It's only come to light now after the board has made that | :05:04. | :05:06.
announcement and that is why I am pleased to be here to speak to Tata. | :05:07. | :05:12.
It's been good to speak to others who are not fully aware about how | :05:13. | :05:16.
much the UK Government is engaged to make sure there is a long-term | :05:17. | :05:20.
future here in Port Talbot. What can the UK Government offered | :05:21. | :05:22.
to a buyer? We have made it clear that any buyer | :05:23. | :05:28.
that comes forward once the process has formally been kicked off, we | :05:29. | :05:31.
will offer full government support to see how we can help that sale go | :05:32. | :05:35.
forward. And so not a time when the UK | :05:36. | :05:39.
Government is under intense pressure for its handling of the crisis in | :05:40. | :05:43.
the steel industry Sajid Javad came to the Lion's done to try to send | :05:44. | :05:48.
out a message that the UK Government is determined to keep steel-making | :05:49. | :05:51.
here in Port Talbot. Any reassurance? | :05:52. | :05:55.
The reassurances that this country, from my understanding, we need the | :05:56. | :06:01.
steel industry. By saying that, to me, he's not going to the door. | :06:02. | :06:06.
What did you take from it? It depends how much you trust them. Do | :06:07. | :06:12.
we really trust them. Do you? Know. But it seems positive. | :06:13. | :06:18.
It is a lot more positive than yesterday, but we need more | :06:19. | :06:24.
information. They said things in the past and they haven't helped us, | :06:25. | :06:29.
we've been fighting this for months and months, and now, when it's up | :06:30. | :06:34.
for sale it coming. They should have done it ages ago. | :06:35. | :06:37.
Few details have image from the talks but they were welcomed by | :06:38. | :06:41.
union leaders. What is the UK Government going to put on the table | :06:42. | :06:45.
if there is a buyer? The detail of that was not | :06:46. | :06:49.
discussed. I was happy to look the man in the eye and for him to say we | :06:50. | :06:53.
are committed to making sure there is a UK steel industry. To humour | :06:54. | :07:01.
that was important. Do you believe him? I give everybody a chance. Now | :07:02. | :07:11.
the time comes to find a buyer for an industry haemorrhaging money. So | :07:12. | :07:16.
did we learn anything today about the crisis? More details are | :07:17. | :07:22.
emerging about what happens in the week, Sajid Javad rushed back from | :07:23. | :07:27.
Australia where he has been highly criticised, he was told by Tata that | :07:28. | :07:32.
a deal needed to be done within three to four weeks. Now he says | :07:33. | :07:37.
there is a longer time frame. Speaking to people on site, | :07:38. | :07:42.
behind-the-scenes, you get a sense of the big question, the hunt for a | :07:43. | :07:47.
buyer. An independent consultancy will be appointed to scout around | :07:48. | :07:51.
for those who could be interested. Ordinarily they would be able to | :07:52. | :07:54.
give details about what the UK Government will be offering, there | :07:55. | :07:59.
was not the time to do that. It is obviously clear to many people that | :08:00. | :08:03.
the real challenge will be trying to get a buyer to take this all on in | :08:04. | :08:11.
one deal. Rather than the other scenario of breaking it up and | :08:12. | :08:15.
selling it in chunks. Something many people here there. Thank you, Nick. | :08:16. | :08:21.
So with the future of our steel plants hanging in the balance, | :08:22. | :08:24.
how important is the business and how appealing is it | :08:25. | :08:26.
Our economics correspondent, Sarah Dickens, is here. | :08:27. | :08:32.
Despite the problems in the industry, steel is a valuable | :08:33. | :08:34.
product and making it uses lots of electricity, | :08:35. | :08:36.
water and involves lots of suppliers, and for all these | :08:37. | :08:40.
reasons it accounts for 2.2% of GVA , that's the value of the services | :08:41. | :08:44.
That doesn't sound a lot, but it's three times | :08:45. | :08:51.
Even the wages, ?200 million a year paid to welsh workers, | :08:52. | :08:58.
have a big impact, money that gets spent back with other | :08:59. | :09:03.
It's on site in part is important, but the impact extends beyond the | :09:04. | :09:19.
factory gates to other suppliers involved in operations. So those | :09:20. | :09:25.
subcontractors, transport providers, and many other providers of services | :09:26. | :09:26.
and many other providers of services that are used. | :09:27. | :09:30.
With Tata looking to sell and Port Talbot losing around ?1m | :09:31. | :09:32.
a day, what would make Tata attractive to a buyer or investor? | :09:33. | :09:36.
Making steel from raw materials runs up huge energy bills | :09:37. | :09:39.
and the industry says UK producers pay nearly twice as much as those | :09:40. | :09:42.
There are calls for the government to guarantee it will use a high | :09:43. | :09:52.
proportion of British steel for large projects like HS2. | :09:53. | :09:58.
And with EU partners it could bring in duties to make Chinese | :09:59. | :10:01.
steel less attractive, twice as much Chinese steel entered | :10:02. | :10:04.
the UK in 2014 compared with the year before | :10:05. | :10:08.
These are Tata s plants in Wales, and the number of people who work | :10:09. | :10:17.
there, some will be more attractive to investors than others . | :10:18. | :10:21.
The easiest to sell might be Shotton where they coat steel | :10:22. | :10:24.
with specialist products and Cogent, the former Orb works in Newport, | :10:25. | :10:31.
which makes electrical steel for the power industry. | :10:32. | :10:34.
The most difficult to sell is probably Port Talbot itself, | :10:35. | :10:38.
the heart of the industry and where most of the steel | :10:39. | :10:43.
Sarah Dickins, thank you, and you can get all the latest news | :10:44. | :10:52.

In other news, a project that helps to prevent young people running away | :10:58. | :11:00.
from home, has been praised by the Children's Commissioner for | :11:01. | :11:03.
Sally Holland says police forces and councils in other areas | :11:04. | :11:06.
could learn from the Gwent Missing Children's project to try to prevent | :11:07. | :11:09.
They were shameful failures to protect vulnerable children | :11:10. | :11:18.

The appalling sexual abuse suffered by nearly 1,500 children in | :11:24. | :11:26.
In each of these scandals victims were reported missing | :11:27. | :11:35.
It was a sign something was wrong, but dots were not joined up. | :11:36. | :11:44.
This is the Gwent Missing Children's hub in Torfaen, on the wall | :11:45. | :11:47.
is a reminder, if ever it were needed, about what they are | :11:48. | :11:50.
This would equate to child sexual exploitation and the | :11:51. | :11:58.
For three years they developed a database, pulling together | :11:59. | :12:04.
information from police, schools and social services. | :12:05. | :12:08.
Those agencies now use the database to join the dots and get the real | :12:09. | :12:12.
picture about why someone might be running away. | :12:13. | :12:20.
we can look at indicators of child sexual exploitation before | :12:21. | :12:22.
It can be something as simple as not getting on with mum or dad. | :12:23. | :12:35.
We've got a worker that will go and do sessions with the family | :12:36. | :12:38.

You think about your family and your relationship, | :12:53. | :12:55.
An independent board says firm inclusion is difficult | :12:56. | :13:03.
but there is evidence that the project is working, | :13:04. | :13:06.
fewer young people going missing repeatedly. | :13:07. | :13:09.
It points to examples where police may have saved money or time by not | :13:10. | :13:13.
were searching for the same young people week after week. | :13:14. | :13:17.
It all suggests that more young people are being protected. | :13:18. | :13:26.
The kind of exploitation that children were exposed to in rather, | :13:27. | :13:28.
Rochdale and Oxford could happen anywhere in Wales, including | :13:29. | :13:30.
We need this kind of response everywhere. | :13:31. | :13:41.
The Gwent project doesn't claim to work in every case, | :13:42. | :13:44.
but experts say there are lessons to learn from it. | :13:45. | :13:47.
Police in Caerphilly are investigating reports | :13:48. | :13:51.
of historical sex offences and concealment of a birth. | :13:52. | :13:54.

?7.20 an hour, from today low-paid workers have seen a 50p rise | :14:31. | :14:33.
in their salary with the introduction of the new National | :14:34. | :14:36.
It's estimated up to 125,000 people here in Wales could | :14:37. | :14:39.
But there have been mixed reviews to the changes so far, | :14:40. | :14:43.
as Abigail Neal has been finding out. | :14:44. | :14:45.
By the seaside in Saundersfoot, one in three Pembrokeshire workers | :14:46. | :14:48.
So how welcome is this news of a pay rise? | :14:49. | :14:55.
Meet Mandy, she owns a hair salon, and will now pay two | :14:56. | :15:02.
of her staff the higher wage, ?7.20 an hour rather than ?6.70. | :15:03. | :15:09.
I will have two increase the prices, which I don't like doing will stop I | :15:10. | :15:15.
like to offer affordable service here. By putting the prices at it | :15:16. | :15:21.
doesn't benefit the business, it just means I pay more tax. | :15:22. | :15:23.
One of those to gain is Mandy's sister, Nikki, | :15:24. | :15:27.
whose earnings go up by ?12 pounds a week, | :15:28. | :15:31.
but she's worried that gain will just be cancelled out. | :15:32. | :15:36.
Obviously, there's a limit about what I am able to earn before it is | :15:37. | :15:43.
taken off, not just myself, but other people. They will lose | :15:44. | :15:45.
benefits, what they gain in wages. They will lose benefits, | :15:46. | :15:47.
what they gain in wages. Then there's Harley,just turned 19, | :15:48. | :15:49.
she's on ?5.30 an hour, and won't benefit | :15:50. | :15:52.
because she's too young. I think it should be extended | :15:53. | :16:03.
because people my age could be living on their own. They could | :16:04. | :16:05.
Across retail, caring and catering, low pay covers many sectors, | :16:06. | :16:09.
and the think tank Resolution Foundation estimates around 125,000 | :16:10. | :16:11.
people across Wales will be affected by this change. | :16:12. | :16:15.
Although this is being called, differences about the costs | :16:16. | :16:20.
of living, the living wage foundation says it should be higher | :16:21. | :16:26.
at ?8.25, and they want employers to pay above the bare legal minimum. | :16:27. | :16:33.
Burns in Kidwelly sells pet food and runs a farm shop. | :16:34. | :16:39.
The starting salary here is ?8 25 an hour for everyone. | :16:40. | :16:49.
was a farmer, he said money is made to go around. If people don't have | :16:50. | :16:57.
money to spend the economy can't thrive. | :16:58. | :16:58.
It's a complicated picture, higher wages sound good, | :16:59. | :17:01.
but they don't always mean everyone is a winner. | :17:02. | :17:03.
With the safety of boxing under the spotlight, world champion | :17:04. | :17:08.
Lee Selby says there's no need to change the rules. | :17:09. | :17:12.
And I'll have the lowdown on how you can tell the next government | :17:13. | :17:15.
Anything you would do if you were First Minister? More stuff for the | :17:16. | :17:31.
More young people than ever are taking part in arts | :17:32. | :17:35.
The findings have been released on the first day of a weekend | :17:36. | :17:39.
of activities designed to encourage all of us to be more creative. | :17:40. | :17:42.
A giant, gold statue of Dame Shirley Bassey has helped | :17:43. | :17:44.
start the Get Creative campaign, as our arts and media correspondent | :17:45. | :17:47.
The feisty singer, now a gilded warrior. | :17:48. | :17:58.
Dame Shirley Bassey landed on the balcony at Caernarfon Castle | :17:59. | :18:00.
this morning, the sculpture a cross between the girl from Tiger Bay | :18:01. | :18:04.
and Boudicca, the ancient Celtic queen. | :18:05. | :18:08.
It may be April the first but this is no fool's gold, | :18:09. | :18:12.
a symbol that the arts are worth fighting for, | :18:13. | :18:14.
according to the man who designed it. | :18:15. | :18:16.
I wanted to kind of introduce a new queen, or a dame of culture. | :18:17. | :18:21.
The idea is to jolt people into action. | :18:22. | :18:25.
It is a call to arms, that is why she is carrying a spear. | :18:26. | :18:29.
And over the weekend there are performances, | :18:30. | :18:31.
hands-on lessons and opportunities to try something creative | :18:32. | :18:35.
And it's as new research shows more and more of us are taking | :18:36. | :18:41.
Over 40 % of us tried at least one arts activity last year, | :18:42. | :18:46.
For young people the figure's much higher, almost 90 % | :18:47. | :18:51.
At Rubicon Dance in Cardiff they're getting stuck in with a breakdancing | :18:52. | :19:00.
workshop one of the events its hosting as part | :19:01. | :19:03.
and finding out what's on offer from the arts in Wales. | :19:04. | :19:12.
Not many people know about it, they think it's too | :19:13. | :19:18.
hard but don't know until you try it. | :19:19. | :19:20.
And this is all about the chance to do it? | :19:21. | :19:22.
The golden Dame keeps her pose in Caernarfon for the rest | :19:23. | :19:31.
of the weekend, the organisers hope the Get Creative events | :19:32. | :19:35.
will encourage more of us to take a shine to the arts. | :19:36. | :19:40.
Huw Thomas reporting , less dancing more boxing now, | :19:41. | :19:42.
The sport of Boxing is as safe as it can be, that's according | :19:43. | :19:50.
to the World Champion boxer, Lee Selby. | :19:51. | :19:51.
The fighter from Barry was speaking just days after fellow boxer, | :19:52. | :19:54.
Nick Blackwell, suffered serious injury in the ring. | :19:55. | :19:57.
He remains in an induced coma following a bleed on the brain. | :19:58. | :20:00.
But Selby, who's preparing to defend his world title next week, | :20:01. | :20:06.
says there's no need to change the rules. | :20:07. | :20:10.
Eight days before his world title defence, and the safety of the sport | :20:11. | :20:14.
Lee Selby loves is again under scrutiny. | :20:15. | :20:17.
Since the birth of his two daughters, suffering serious injury | :20:18. | :20:22.
in the ring has become a real worry, but changing the rules, | :20:23. | :20:24.
Especially with the British boxing under control, | :20:25. | :20:32.
I don't think nothing should be changed. | :20:33. | :20:38.
It's rare that an injury happens in boxing, but when it does | :20:39. | :20:42.
Questions over safety have been raised after the contest | :20:43. | :20:52.
for the British middleweight title last Saturday. | :20:53. | :20:55.
By the time it was stopped in the tenth round a huge swelling | :20:56. | :20:59.
appeared above Nick Blackwell's left eye. | :21:00. | :21:04.
He's been a medically induced coma to allow swelling | :21:05. | :21:06.
Lee Selby says he has total faith in his corner to throw in the towel | :21:07. | :21:16.
during a fight if they could see he was in danger | :21:17. | :21:18.
He believes no one in boxing knows him better than his trainer. | :21:19. | :21:26.
Changes have been made over the last two to three years, | :21:27. | :21:28.
the introduction of MRI scans, full medicals, blood tests, | :21:29. | :21:32.
We have an anaesthetist ringside, an ambulance ready. | :21:33. | :21:40.
A week tomorrow Lee Selby will go head to head with the Philadelphia | :21:41. | :21:52.
boxer Eric Kanter, the American has lost three of his 21 | :21:53. | :21:56.
professional fights, and been disqualified | :21:57. | :21:57.
Lee Selby won the world title back in May last year, | :21:58. | :22:02.
this will be his second title defence in front of 20,000 fans | :22:03. | :22:07.
Even though it is in London Lee Selby hopes the home | :22:08. | :22:12.
crowd will help him to victory, the boxer from Barry is hoping | :22:13. | :22:15.
Football, the Bluebirds are hoping for a record crowd | :22:16. | :22:22.
for a Championship game at the Cardiff City Stadium tomorrow | :22:23. | :22:25.
when they face play-off rivals Derby County. | :22:26. | :22:27.
The Ninian Stand's upper tier will be open for the first | :22:28. | :22:30.
It was built two years ago, then closed because of poor ticket sales. | :22:31. | :22:36.
Cardiff are three points behind the Championship play-off places. | :22:37. | :22:44.
Elsewhere , the Swansea City manager, Francesco Guidolin, | :22:45. | :22:47.
whose side travels to Stoke in the Premier League tomorrow says | :22:48. | :22:50.
he's unconcerned about speculation linking Brendan Rodgers, | :22:51. | :22:53.
who left the club four years ago, with a return to the Liberty | :22:54. | :22:56.
In League Two, Newport County travel to Yeovil Town. | :22:57. | :23:00.
Wrexham take on 2nd placed Forest Green Rovers, | :23:01. | :23:02.
the Dragons are three points outside the play-off places in the National | :23:03. | :23:05.
There are two big rugby derbies this weekend, | :23:06. | :23:11.
The Dragons, in 10th place, face the Ospreys, who're 9th. | :23:12. | :23:17.
Their backs coach, Gruff Rees, says they're still hopeful | :23:18. | :23:19.
Tomorrow the Scarlets, who are the leading Welsh region | :23:20. | :23:23.
in the Pro 12 in third place, take on the Blues. | :23:24. | :23:35.
The Assembly Election campaign is underway with just five weeks | :23:36. | :23:38.

your ideas. To do this I'm taking it across the country to ask what you'd | :24:16. | :24:19.
do if you were in charge of running Wales. | :24:20. | :24:26.
I would reorganise the NHS. I'd try my best to create more jobs. | :24:27. | :24:31.
I would ensure that all disabled people get equal rights. | :24:32. | :24:37.
We'll be on the election tour, starting in Haverfordwest on the | :24:38. | :24:42.

Don't forget, they will be passed on to the people in power, | :26:04. | :26:05.
Let's take a look at the weather, now. | :26:06. | :26:10.
Well, it is not a straightforward forecast. Rain and funny spells | :26:11. | :26:25.
turning warmer for everyone. The complications come from this weather | :26:26. | :26:31.
front bringing thicker cloud, rain. Instead of passing through it will | :26:32. | :26:37.
attract. Some rain in the West but it will stay dry further east. Brisk | :26:38. | :26:42.
southerly winds and milder than recent nights. Cloud is holding at | :26:43. | :26:47.
the temperatures. There will be wearing at first tomorrow in the | :26:48. | :26:52.
north and west, overcast at times. That rain leaves to relieve a dry | :26:53. | :27:00.
afternoon. It will feel milder. Winds ease introducing warmer air. | :27:01. | :27:08.
10 Celsius in Granada. We keep that if low overnight, but to no pressure | :27:09. | :27:12.
surrounds the UK. Showers are never too far away. We could see some of | :27:13. | :27:17.
them spilling northwards on Saturday into Sunday. Another mild night for | :27:18. | :27:23.
April. On Sundays is funny spells but probably a cloudy day for most. | :27:24. | :27:27.
The chance of a few scattered showers. Windy but southerly winds | :27:28. | :27:34.
with highs of 11 to 14. A lot of dry weather this weekend, some sunshine | :27:35. | :27:39.
but if you showers as well. After a colder than average March warmer | :27:40. | :27:43.
weather, at least for the start of April. Today's picture, a beautiful | :27:44. | :27:48.
sunrise over Cardiff base. If you have photos to tell the weather | :27:49. | :27:52.
story you can send them to us via e-mail or Twitter. All you could | :27:53. | :28:00.
become a weather watcher. Tonight's top story the Business Secretary | :28:01. | :28:03.
said they will be no closures of Welsh Steelers over the next few | :28:04. | :28:06.
weeks despite a crisis in the industry. | :28:07. | :28:07.
I'll be back with an update at 8pm and after the News at Ten, | :28:08. | :28:12. |
